Identity Management 1.4 | Research Discovery for JIRA Stories COG-720, COG-657, COG-786

This research study served as a ”deep dive” discovery effort focused on gathering insights from county, state-level and global IDM stakeholders/SMEs to help highlight how CARES System Administrators wish to manage and authorize users with focus on:

● Preferred user management workflow and content needs● Preferred email management workflow● User role and access management things to consider

Methodology: 7 Counties | 16 Participants | 1-20+ years Domain Knowledge | Interviews + Online Gaming (Mental Modeling)Participants: Placer, Sacramento, Yuba, Fresno, Los Angeles, Riverside, CWDS (State-level)

Preferred Workflow & Capabilities

User Management Email Management Roles and Privileges

Streamline processes is the keyCounties work differently and as such, having a streamlined process as we look to design and build the IDM User Management experience is key.

Holistically, even though for purposes of this report, their preferred workflow is explained in 4 steps, if the IDM data desired by admins can be provided/viewed in one centralized area within CARES, that would be favored tremendously.

Smart Systems = Happy Admins85%+ of participating counties favor IDM – CARES using current technology to be smarter and provide useful, contextual messaging that keeps them in the know about their office/county users.

Flexibility-Flexibility-FlexibilitySystem administrators and counties across all sizes, have slightly different mental models when it comes to how roles and access should and/or could be. In this regard, providing counties the flexibility to create and customize roles and privileges based how they need to work, will provide the best experience overall. Their overall sentiment is, “it’s better to have the abilities and not use them, than not have the abilities at all.”

Conducted a half a day tour and training at the SAFE Center on 1/7/2019 to learn more about what they do, who they/CPS work with, along with some common social worker struggles they voiced.

Story of “Ashley” - Mock Interview Video…

● Mock video interview of a young woman recounting abuse by a man her mother dated off of a dating app.

● Ashley was subsequently removed from her mother after being abused by both her “grandpa” and her mom’s date

● Ashley initially confides in her best friend● Never planned to “report” incident and

didn’t understand why she was removed as a result of speaking up

Things to Note:● Before training began, facilitators asked

participants to pick from 14 identifiers (i.e. victim advocate, lawyer, teacher, SAFE staff,

social worker, etc.)

● The training revealed how on average a child has to tell their story to about 14 people during

the intake process.
