DESIGN UPDATE Following a detailed design review process, which included feedback from key agencies and the community, Woolworths has revised its designs for Scarborough and will shortly lodge an updated proposal with DevelopmentWA. We remain committed to delivering a vibrant, mixed use community development for local residents, including a state-of- the-art full-line supermarket, retail precinct and community uses including a medical facility, gym and childcare centre and quality apartments for the area.

    Following a detailed design review process, which included

    feedback from key agencies and the community, Woolworths

    has revised its designs for Scarborough and will shortly lodge an

    updated proposal with DevelopmentWA.

    We remain committed to delivering a vibrant, mixed use

    community development for local residents, including a state-of-

    the-art full-line supermarket, retail precinct and community uses

    including a medical facility, gym and childcare centre and quality

    apartments for the area.

  • HOW HAS THE DESIGN CHANGED?Residential buildingsKey changes to our proposal include a redesign of the residential buildings to provide more slender buildings that better respond to DevelopmentWA’s design guidelines. The new designs would deliver enhanced amenity for locals, improved views to the beach for the community, as well as better solar access and other features.

    We have achieved this through reorienting the buildings, setting the buildings further back from the east and south boundaries and increasing separation between the two buildings.

    We have also reduced the width of the southern building and instead slightly increased height for the northern building, from 25 to 29 storeys. The southern building is proposed at 12 storeys, with

    no extra height sought under the provisions in the planning framework for this building.

    ApartmentsWe propose a total of 302 apartments across both buildings - previously 281 apartments were planned.

    We have also reviewed market demand for aged care and in discussion with aged care providers we have removed this component of the proposal.

    In addition to affordable housing elements, we are reviewing the opportunity for build-to-rent housing to be included as part of the proposal.

    ChildcareWe propose to relocate the childcare centre on Hastings Street and provide a dedicated drop off zone.

    Car parking:Car parking is consistent with the previous plans - with more than 300 spaces for the public for retail and more than 350 for residents.

    WHAT ARE THE KEY FEATURES OF THE PROPOSAL?We remain committed to delivering a vibrant, mixed-use community hub for the local community, including a state-of-the-art, market style supermarket, diverse retail and hospitality precinct and community uses including a medical facility, gym and childcare centre.

    Further elements include improved public spaces with views; ample car parking spaces - more than 300 bays for the public; grocery pick-up facilities for shoppers and improved landscaping.

    COMMUNITY BENEFITS

    Over 5,700sqm community open space that locals and visitors can enjoy.

    A diversity of uses, including a full line market-style supermarket, liquor store, retail/specialty shops, medical centre, gym and childcare.

    Affordable housing provided in the form of 1, 2 and 3-bedroom apartments.

    Universal residential design through delivering 20% Liveable Housing Silver compliance.

    Significantly improved streetscape to both West Coast Highway and Hastings Street.

    Public spaces to be well lit with good passive surveillance from West Coast Highway and Hastings Street.

    Combination of architectural and landscaped elements used to reduce the impact of the wind on the public functions.

    Provision of 55 public bicycle parking spaces along West Coast Highway, with easy universal access to the centre.

    A variety of vertical circulation options for users to move between the different levels of the podium.

    The design can cater to the future provision of electric vehicle parking and charging facilities.

    A significant contribution to local tree canopy via the green spaces and amenity proposed.

    ‘Pick Up’ shopping provisions – providing enhanced convenience to locals and visitors.

    Provision for future FOGO (food/ organics) waste has been proposed within the waste management system.

    A strong design aesthetic and visually interesting materials deriving from a positive contribution to the built form character of the locality.

    Considerable dwelling diversity, with consideration of innovative housing models such as build-to-rent.

    Public parking facilities that broader visitors to the Scarborough area can utilise.

    HOW DO THESE PLANS COMPARE WITH WHAT COULD BE BUILT ON THE SITE UNDER THE PLANNING FRAMEWORK? While the site is capable of accommodating three buildings under the planning scheme, we are continuing to propose two slender

    buildings which enable better solar access, better views, and improved landscaping in the public domain.

    To achieve bonus height discretion with the northern building, the design needs to achieve one of the six elements of design excellence under DevWA’s design guidelines. Our new designs achieves five of these.
