The property includes a 900-square foot retail building and 4,230-square foot gas station canopy on a 22,215-square foot lot within the Inland Area of the City zoned Retail Commercial (C-2). The applicant proposes to construct 868.5-square feet of commercial development consisting of a 680-square foot mechanical car wash, a 132-square foot equipment room and a 56.5-square foot storage building. New materials consist of crater and dove grey painted stucco for the exterior of the new buildings. Proposed amenities include 3 uncovered parking spaces, 4 bicycle parking spaces, and landscaping. The project was filed by agent David Hedvat on behalf of Bahman Natanzi of Sancino Oil Corporation, property owner. Related cases: 14-055-DPAM CUP. CONTEXT: The project has several permit components that are not within the DRB’s purview, but give the project context. These additional components are the following: A Minor Conditional Use Permit to allow for a Mechanical Car Wash. A Development Plan Amendment to regulate all aspects of the project including proposed modification as described in the Issues section. ISSUES: Zoning/Sign Ordinance Section: Retail business and general commercial uses require one space per 500 feet of gross floor area. o Parking Modification: The applicant is requesting a reduction in the number of required parking spaces, reducing the number of required spaces from four spaces to three spaces.
