V. APPROVE THE MINUTES OF:

Attended a Foundation Board of Directors meeting

Trustee Stefan will not be able to attend the September Board meeting in person but will be present via teleconference.

Student Trustee Cindy Borgetti reported on her activities: Attended the Student Trustee Conference Attended the Region 9 meeting Attended a meeting of the Foundation Micro-Donor taskforce

Trustee Broughton reports she was very pleased the ACCJC accepted out March 2009 report and knows how important it is for work to continue to prepare for the 2011 visit

Trustee Broughton has completed reading the Program Reviews. Her niece &die attended the robotic camp put on by COD and was very pleased She said it conveyed the message that "I can go to college" to the young people at the camp.

B. COLLEGE OF THE DESERT FOUNDATION Colleen McBride, Director of Development, COD Foundation, was present and gave a brief report.

C. C O m G E OF THE DESERT ALUMNI ASSOCIATION Mr. Gene Marchu, Executive Director of the Alumni Association, was present and gave a brief report.

D. ACADEMIC SENATE Dr. Rey Ortiz, Academic Senate President, was present and gave a brief report.

E. FACULTYASSOCIATION Chuck Decker, President of the Faculty Association was present and gave a brief report.

F. C.O.D.A.A. Dr. Fergus Cumie, President of CODAA, was present and gave a brief report

G. CSEA Ms. Mary Lisi, President of CSEA, was present and gave a brief report

H. ASCOD Ms. Aties Jaratnillo, President of ASCOD, was present and gave a brief repoa.

VII. ADMINISTRATIVE REPORTS

President Patton presented Trustee Hayden with the Community College League of California's award for 25 years of service.

Dr. Edwin Deas,Vice President, Business Affairs, recognized Noel Ramos for his service on the Citizen's Bond Oversight Committee.

Dr. Deas presented a Power Point, updating the Board on the Bond Program.

Dr. Diane Ramirez, Vice President, Student Affairs, thanked all COD staffmemhets fbr the summer counseling, admitting, and registering of students jn these very chall- times.

Mr. Farley Herzek, Vice President, Academic Affairs, reported the COD auto-technology program teceived NATEF certification, wbich means our faculty, cutticulum, equipment and facilities ate nationally ce r sed He acknowledged the outstanding efforts of the auto technology faculty, as well as Dean John Jaramillo. Dean Jaramillo explained what this certification means and also congratulated the faculty on theit hard work.

Mr. Herzek acknowledged Latry McLaughh, Director, Advanced Transportation Technology and Energy, for his efforts in developing the MOU between COD, Imperial Valley and Palo Verde Community College. Mr. McLaughlin explained the program and the MOU.

Mr. Herzek invited the Bowdmembers to attend FLEX events on August 27 and 28. Chair Broughtoa asked how COD dl compare with the Commissions rubric for out planning, SLO's and program review. Pam LiCalsi, Executive Director, Institutional Effectiveness and COD'S Accreditation Liaison Officer reported COD is using the rubric as part of our evaluation of the institution, both in terms of accreditation, as well as an opportunity for dialogue about our effectiveness. It is a way to quantify the progress and helps us identify our gaps and where we need to focus our attention to improve our effectiveness.

1. Apprwe MOU between County of Riverside / Riverside Sheriffs Department and DCCD

A motion was made by Trustee Hayden, seconded by Trustee Miller to approve the MOU as presented. Motion canled unanimously.

2. Public Hearing 2009-2010 Final Budget

A public hearing was opened. There were no requests to address the Board and the public hearing was closed.

Edwin Deas, Vice President Business Affairs, presented a short Power Poiat and reviewed the budget details with the Board. A handout was provided with these details.

Trustee Broughton asked that examples be given on how and what the cuts to Student Affairs mean. It's important that people understand exactly how these cuts will affect out students.

3. Adoption of the Fiscal Year 2009-2010 Final Budget

A motion was made by Trustee Marman, seconded by Trustee Hayden to adopt the fiscal year 2009-2010 final budget as presented. Motion cardedunanimously.

D. ACADEMIC AFFAIRS

1. Agreement between College of the Desert and County of Rmerside Economic Development Agenq/Workforce Development Division

A motion was made by Trustee Stefan, seconded by Trustee Miller to approve the agreement as presented Pam LiCaki, Executive Ditector, Institutional Effectiveness, briefly explained the agreement Trustee Broughton wanted to know where these workplace readiness classes ate being given. Ms. LiCalsi reported COD intends to hold them at the ISSE but is also looking at other oppodt ies . Motion cattied unanimously.

MEMORANDUM OF UNDERSTANDING Coltege of the Desert, Advanced Transportation Technology and Energy Initiative

Imperial Valley College, Applied Sciences Palo Verde College, Occupational Education

July 30, 2009

'This Memorandum of Understanding is for the purpose of establishing a collaborative relationship between the three departments named above in developing programs to serve a growing renewable energy industry In the East Riverside and Central lrnperial County region. It expresses a commitment to communicate, share information, arid assist one another in the program development process. It also expresses, in particular, a commitment to collaborate in the consideration of funding opportunities available lhrough the American Recovery and Reinvestment Act (ARRA) and in the development of grant proposals whenever collaboration between colleges 1s encouraged or results in greater investment in the roglon's renewable enargy workforce. The following exemplifies the renewable energy industry growth expected in this region.

The Department of Interior (DOI) announced that 203,000 acres in East Riverside County will be studied to facilitate utilily-scale solar energy development. This represents nearly a third of the total acreage to be studied in six western states as part of the DOl's "fast-track development program.

+ Stirling Energy Systems of Phoenix announced that it will be erecting 30,000 mirrored dishes in the desert near El Centro to convert solar energy into electricity using slirllng engine technology. This solar project represents roughly 44 percent of SDG&E3s goals for renewable power sources and is expected to power 500,000 San Diego homes.

Tho San Gorgonio Pass is one of the nations "significant wlnd resource areas." It Is currently home to 3,218 wind turbines producing 619 MWz of electricity. Wind farm operators have stated they will both install new systems and update old systems to newer technology over the next five years.

Fifteen geothermal plants have been built along the south shore of tho Salton Sea. They produce 530 MWz of electricity and will provide for the renewable energy portfolio requirements of both Southern California Edison and SDG&E,

* Palm Desert is one of four locations in the state of California that has implemented an AB 811 financing program for residential and commercial renewable energy systems and energy efficiency Improvements. This program has stimulated the market for smaller energy companies. A regional A 6 81 1 program is now being planned.

This memorandum recognizes that the need for skilled workers in renewable energy and electric utility industry occupations will grow over the coming years and that a region-wide educational response is required, To participate in a collaborative effort to bring ARRA funding to our region for such programs, periodic meetings will be held, requiring travel within the region by representatives from each institution. The frequency of these meetings Is expected to be no more t below, the above named departments agree to participate In this
