A. AREA SURVEYED This field examination survey was completed as specified by Letter Instructions S-E923-TJ-07, dated July 13, 2007*. The survey area includes the newly dredged approach to the APM Terminal, West of Lamberts Point. Data acquisition was conducted on July 23 (TJ launch 3102) and August 6-7 (s3004). Concur. This survey responds to a request from the acting Mid-Atlantic Region Navigation Manager (CDR Tod Schattgen) to re-survey the APM Terminal in Portsmouth, VA, on the Elizabeth River. The construction of this new terminal included dredging the approaches to a 50-ft project depth to enable deep draft container vessels to enter. In April 2007 the THOMAS JEFFERSON surveyed this area (F00540) and discovered several shoal areas less than the 50-ft project depth. On or about July 16, APM contracted for additional dredge work to remove these shoal areas in order to achieve the 50-ft project depth.

B. DATA ACQUISTION AND PROCESSING See also Evaluation Report. Refer to a 2007 field season THOMAS JEFFERSON DAPR* for a complete description of data acquisition and processing systems, survey vessels, quality control procedures and data processing methods. Additional information to supplement sounding and survey data, and any deviations from the DAPR are included in this descriptive report. Concur. B 1. EQUIPMENT AND VESSELS THOMAS JEFFERSON launch 3102 acquired Reson 8101 MBES on July 23 and Navigation Response vessel s3004 acquired Reson 8125 MBES data on August 6-7. Concur. B 2. QUALITY CONTROL B 2.1 System Certification and Calibration Refer to NOAA Ship THOMAS JEFFERSON DAPR* and Hydrographic Systems Readiness Report (HSRR) for a complete description of system integration and initial calibration results for equipment and sensors used for this survey. Though a separate field unit, Navigation Response Vessel s3004 does not have a DAPR ready for submittal, but uses the precise-timing set-up for acquisition and processing as described in the Field Procedures Manuel for its arm-mounted Reson 8125 multibeam, and much like that described in THOMAS JEFFERON’s DAPR*. B.2.2 Sounding Coverage As per the Letter Instructions, this survey was conducted using object detection multibeam. Data from July 23 (DN 2007-204) was acquired at a launch speed of 3.5 knots with a set line spacing of 10 meters. Data acquired on August 6-7 was acquired at a speed of 3- 4.5 knots with set line spacing of 30 meters. All data were filtered to meet IHO Order 1 and to remove quality flags of zero. Due to the excess of coverage, data were filtered to remove pings beyond 30 meters from nadir on both port and starboard. Concur. B 2.3 Crosslines Multibeam echosounder cross-lines totaling 1.22 lineal nautical miles, comprising 0.5% of MBES hydrography, were acquired during the course of the survey. Crosslines were acquired with the Reson 8125 MBES on s3004 only. Achieving the required percentage of crosslines would have been inefficient due to the quantity of mainsheme lines, which were very tightly spaced. Though the minimum percentage of crosslines required by the Specifications and Deliverables (5%) was not obtained, the hydrographer is confident in the accuracy of the two systems, which vertically agree in all common areas within 5-10 cm. Concur.

The original APM Terminal survey, F00540, was conducted in April 2007, which discovered depths shoaler than the project depths of 50 feet. In response to F00540, smoothing attempts were made with a rolling apparatus towed from a tug boat. Survey F00547 indicates that the smoothing attempts were somewhat successful at deepening the channel by about 10-50 cm in areas where the roller apparatus was used. However, depths shoaler than 50 feet remain within the project (see figures 4 and 5). Concur.

The junction between F00547 and H11598 was not compared because the data from H11598 was not readily available for comparison. B 2.5 Systematic Errors Few systematic errors were observed. Slight heave artifacts less than 5 cm are noticeable in the Reson 8125 data acquired with s3004. The data from launch 3002 is uniformly “noisy”. Concur. B 3. CORRECTIONS TO ECHO SOUNDING Caris HDCS sounding data were reduced to mean lower-low water (MLLW) using preliminary, observed tides from the primary station at Sewells Point (863-8610), with no secondary station used. The tide zone definition file E915BH_NRT2006CORP.zdf was used, though all of the data falls within a single zone (JR35, see figure 6)

All other datum reduction procedures conform to those outlined in the DAPR*. All methods and instruments used for sound velocity correction were as described in the DAPR*. B 4.2 BASE Surfaces and Mosaics The following table describes all BASE Surfaces and Mosaics submitted as part of Survey F00547:

F00547 Resolution Type Purpose F00547_40cm 40cm CUBE-shallow This survey was processed using the Combined Uncertainty and Bathymetry Estimator (CUBE) algorithm. The CUBE configuration was set to “Shallow” for the entire survey. Refer to the 2007 Data Acquisition and Processing Report*, 2007 Field Procedures Manual, and CARIS HIPS/SIPS 6.1 manual for further discussion of this processing method. Concur. C. VERTICAL AND HORIZONTAL CONTROL C 1.1 Horizontal Control The horizontal datum for this project is the North American Datum of 1983 (NAD83), zone 18. Differential GPS (DGPS) was the sole method of positioning. Differential corrections from U.S. Coast Guard beacons at Driver, VA (289 kHz), were used during this survey. No horizontal control stations were established by the field party for this survey. Concur. C 1.2 Vertical Control *Filed with original field records.

The vertical datum for this project is Mean Lower-Low Water (MLLW). The operating National Water Level Observation Network (NWLON) station at Sewells Point (863-8610), will serve as datum control for F00547. Preliminary, zoned water levels were applied to all sounding data. Concur. A request for delivery of final, approved water levels for this survey was forwarded to N/OPS1 on August 8, 2007 in accordance with the FPM and project letter instructions. Final, approved water levels have not been applied to this survey. See also evaluation report. D. RESULTS AND RECOMMENDATIONS D.1 Chart Comparison Survey F00547 does not agree with any editions of raster chart 12253 or ENC US5VA17Min. This survey is of an area in which a new shipping terminal was recently constructed and dredged. Chart update is required of the entire surveyed area. Concur. D.2 Additional Results D.2.1 Automated Wreck and Obstruction Information Service (AWOIS) Items No AWOIS items were assigned to F00547. Two AWOIS items were assigned and addressed by preceding survey F00540. Concur. D.2.4 Shoreline Seven Trimble Backpack positions were taken to define the extents of the pier. These positions have already been emailed to HQ (see F00547_Email.doc in Appendix 5, Supplemental Survey Records and Correspondence), but are also here submitted in the PreProcess folder. Concur. D.2.5 Charted Features All features and item investigations are described in detail in Appendix II (Survey Feature Report) of this report. Do not concur. No features were located by F00547, therefore, no features are discussed in Appendix II (Survey Feature Report). D.2.6 Charted Pipelines and Cables There is a charted sewer line in the southwest corner of the sheet. The line was not visible in the bathymetry, and no further investigation was made. Concur. D.2.7 Bridges, Ferry Routes, and Overhead Cables There are no ferry routes, bridges, or overhead cable crossings within the limits of the survey. Concur.

D.3 Dangers to Navigation and Shoals D 3.1 Dangers to Navigation No new dangers to navigation were identified during F00547. Concur. D 3.2 Shoals No shoaling was identified in F00547. Concur. D.4 Aids to Navigation Aids to navigation have been placed in the surveyed area to mark the channel approaching the terminal. All were found to be accurately charted when visually checked against the s3004’s position in Hypack and the proposed chartlett. Concur. D.5 Coast Pilot Information Review of the Coast Pilot was not required of F00547. Concur. D.6 Miscellaneous D.7 Bottom Samples Bottom samples were not acquired during F00547 because s3004 does not have a bottom sampler. Concur. D.8 Adequacy of Survey This survey is considered complete and adequate to supersede charted depths within the common area as per requirements specified in the Project Letter Instructions. Concur.

B.2. QUALITY CONTROL B.2.1. H-Cell

The AHB source depth grid for the survey’s nautical chart update product entailed the field’s original 40 centimeter grids, combined at 80 centimeter resolution. The survey scale selected soundings were extracted from the 80 centimeter resolution combined surface at a scale of 1:5,000. The selected sounding set is 10 to 20 times the number of charted depths generated at a scale of 1:20,000. The chart scale selected soundings are a subset of the survey scale selected soundings. The surface model was referenced when selecting the chart scale soundings, to ensure that the selected soundings portrayed the bathymetry within the common area.

The pre-compilation products or components (Stand Alone HOB files (SAHOB)) are detailed in the Pre-Compile Process Log attached at the end of this document. The SAHOB files included sounding selections (SOUNDG), features (MORFAC) , meta objects (M_COVR, M_QUAL), depth areas (DEPARE) and cartographic Blue Notes. The individual SAHOB files were inserted into one BASE Editor feature layer and exported to S57 format in order to create the H-Cell deliverable. The completed H-Cell was exported as an File (ENC.000) in S-57 format with all values in metric units. The metric equivalent ENC.000 file was then converted to NOAA

chart scale units (ENC_CS.000) with all values measured in feet following NOAA sounding rounding rules. Chart compilation was performed by Atlantic Hydrographic Branch personnel in Norfolk, Virginia. Compilation data will be forwarded to Marine Chart Division, Silver Spring, Maryland. The F00547 CARIS H-Cell final deliverables include the following products:

Horizontal control used for this survey during data acquisition is based upon the North American Datum of 1983 (NAD83), UTM projection zone 18. D.1.1 Hydrography Controlling depth of 49 feet - Survey F00547 soundings should supersede all charted bathymetry in the survey area. The Charted note “49 FT APR 2007” shown on chart 12253 in the vicinity of Latitude 36° 52' 40.732" N, Longitude 076° 20' 25.311"W should be revised to “49 FT AUG 2007”. All soundings shoaler than 49 feet within the dredge area are contained in the US500547_CS.000 H-Cell and should be charted. Dolphins - One charted dolphin (MORFAC) exists within the survey limits of F00547 at Latitude 36° 52' 49.446" N, Longitude 076° 21' 03.818"W. This feature was copied from the ENC into H-Cell US500547_CS.000. It is recommended that it be retained as charted. Additionally the adjacent dolphin that is outside the survey limits in the vicinity of Latitude 36° 52' 48.850" N, Longitude 076° 21' 03.650"W should be retained as charted. This adjacent feature is addressed in the US500547_Bluenotes.000 H-Cell. D.2. ADDITIONAL RESULTS None. D.2.1. Aids to Navigation
