POSITION OBJECTIVEThe DCFO serves in a key agency leadership position and is responsible for leading and supervising four FSD sections—Hospital Finance and Drug Rebate; Federally Qualified Health Clinic (FQHC), Rural Health Clinic (RHC) and Premium Payment Processing; Health Care Rates; and Performance Accountability. The DCFO position is in constant communication with HCA partners and is responsible for maintaining effective working relationships with the all partners and stakeholders. As part of this position, the DCFO provides leadership in the development of financial strategies to manage the agency’s budget, overall financial medical trend and serves as a key external spokesperson for HCA as it relates to fiscal strategy and performance. The DCFO is a senior-level leader within the agency, is a member of the Executive Leadership Team, and frequently represents the financial interests of the agency with key Legislative staff and members.

The DCFO directly oversees and is the decision maker for four key financial functions:• Procurement and rate setting for Medicaid physical and behavioral health programs, public employees, and school

employees health care.• Hospital and Professional Rates.• Federally Qualified Health Centers/Rural Health Clinics.• Medicaid Transformation Waiver.

Procurement & Rate SettingWith the assistance of contracted actuarial consultants, the Managed Care Rates section produces the Apple Health Medicaid managed care, community behavioral health, and the PEB and SEB rates that are adopted annually.

Hospital and Professional Rates The Hospital and Professional Rates section develops and manages payment rate methodologies and rate setting for hospitals and health care providers contracted to provide services to Medicaid clients.

Federally Qualified Health Clinics/Rural Health Clinics (FQHC/RHC)The FQHC/RHC section oversees the development and maintenance of Medicaid reimbursement and rate setting for FQHCs and RHCs. This section also oversees the administration of the Employer-Sponsored Insurance program, which covers the costs of health insurance premiums, deductibles, and copayments/co-insurance for Medicaid recipients who are enrolled in their employer’s health insurance benefits program.

Medicaid Transformation WaiverThis section is responsible for managing the financial implementation and operations of the $1.5 billion Medicaid Transformation Waiver to include overseeing the budgeting, monitoring of budget neutrality, over $500 million in intergovernmental transfers (IGT), Certified Public Expenditures (CPE), executing and managing multiple contracts and ensuring timely reporting to CMS.

Scope and Impact of this PositionThe DCFO directly supervises four section managers and one Administrative Assistant 4 for a total of five employees. There are 43 employees in these sections. This position reports directly to the Chief Financial Officer (CFO) and has delegated authority and responsibility for the division.

HCA’s accountability for billions of dollars in Medicaid, PEB and SEB program purchasing consistently draws the attention of the Office of Financial Management (OFM), the Office of the State Treasurer (OST), the Office of the Insurance Commissioner (OIC), the State Auditor’s Office (SAO), the federal Centers for Medicare and Medicaid Services (CMS), the federal Office of the Investigator General (OIG), and various state Legislative fiscal entities. The Deputy Chief Financial Officer plays a critical part in ensuring financial stewardship of HCA as it administers the state’s entire Medicaid, PEB, SEB and Behavioral Health programs.

QUALIFICATIONSRequired Education, Experience, and Competencies

• Bachelor’s degree in business, public administration, actuarial science, accounting or related field; • Five years of financial and technical knowledge of health care services purchasing strategies and how they relate to rate

setting and benefit procurement for health care;• Five years of progressive management experience including the oversight and supervision of other managers and operations.

Knowledge, Experience, and Ability• Significant understanding of rate setting and financial expertise in health care purchasing, especially the Medicaid program.• Knowledge of provisions related to the financial management of public/private employee health care/insurance

benefits programs.• Knowledge of federal rules, regulation, processes, and procedures required for state and federal governments;

Significant experience in, AND supervision over, the execution of such rules, regulations, processes and procedures. • Ability to perform analysis for financial research and modeling in a complex multi-system environment.
