DEPRIVATION IN ABERDEEN CITY: An Analysis of the Scottish Index of Multiple Deprivation (SIMD) 2016 This briefing paper presents the results of the Scottish Index of Multiple Deprivation (SIMD) 2016 published by the Scottish Government on 31st August 2016. The SIMD is the Scottish Government’s official tool for identifying concentrations of small area deprivation in Scotland. Since 2004 it has been published every three to four years, with SIMD 2016 being the 5th edition. This briefing paper examines SIMD 2016 results for Aberdeen City and presents information on the number, population and locations of the most deprived data zones overall, and by individual domains of deprivation. The paper compares Aberdeen City’s local and national share of the most deprived 20% of data zones with other large urban local authorities and provides further analysis by Scottish parliamentary constituency and multi-member wards. Executive Summary: The SIMD identifies small area concentrations of multiple deprivation across Scotland. It is based on the small area geography known as data zones, which enable users to compare relative deprivation at a small area level. There are 6,976 data zones in Scotland and 283 in Aberdeen City, with an average population of 809 per data zone. The SIMD can be used to identify Scotland’s most deprived small areas on an overall index (All domains) and for each individual domain (Income, Employment etc.), commonly by applying a cut-off such as 10%, 15% or 20%. Data zones are ranked according to their deprivation scores, where a rank of 1 is the most deprived and a rank of 6,976 is the least deprived. Those in the lowest 15% of all data zones are defined by the Scottish Government as having the greatest concentrations of deprivation. The SIMD 2016 results show that: • Based on overall index of deprivation, 9 of Aberdeen City’s 283 data zones are among

the most deprived 15% of all Scottish data zones - 13 fewer than in SIMD 2012. • 4 Aberdeen City data zones are in the most deprived 15% of all Scottish data zones in

the Income domain, 8 fewer than in SIMD 2012. • 5 Aberdeen City data zones are in the most deprived 15% of all Scottish data zones in

the Employment domain, 9 fewer than in SIMD 2012. • 17 Aberdeen City data zones are in the most deprived 15% of all Scottish data zones in

the Health domain, 31 fewer than in SIMD 2012. • 46 Aberdeen City data zones are in the most deprived 15% of all Scottish data zones in

the Education, Skills & Training domain, 12 more than in SIMD 2012. • 13 Aberdeen City data zones are in the most deprived 15% of all Scottish data zones in

the Access to Services domain, 3 more than in SIMD 2012. • 53 Aberdeen City data zones are in the most deprived 15% of all Scottish data zones in

the Crime domain, 4 more than in SIMD 2012. • 74 Aberdeen City data zones are in the most deprived 15% of all Scottish data zones in

the Housing domain, 33 more than in SIMD 2012. • Although the City has only 9 data zones in the overall ranking of the most deprived

15%, a further 13 data zones are in the most deprived 15-20%. The 22 Aberdeen City data zones in the most deprived 20% have a population of 18,055, this accounts for 7.9% of the City’s total population.

• Aberdeen City has no data zones in the most deprived 5% overall index of multiple deprivation in Scotland.

• The most deprived 20% data zones in Aberdeen City are located in Torry, Middlefield,

Northfield, Seaton, Tillydrone, Woodside, Mastrick, Sheddocksley and George Street neighbourhoods. Most of the most deprived 20% data zones are concentrated in the priority localities identified by Community Planning Aberdeen.

• The most deprived data zone overall in Aberdeen City is S01006634, which is in the Torry neighbourhood. This data zone is ranked 500th out of Scotland’s 6,976 data zones.

According to the SIMD 2016, 11 local authorities have a larger national share of the 20% most deprived data zones in Scotland and 10 local authorities have a smaller share when compared with SIMD 2012. The SIMD 2016 data indicates that the two local authorities with the largest decrease in the national share of 20% most deprived data zones in Scotland are Aberdeen City and Clackmannanshire.

When considering national and local share of deprivation in the most deprived 20% data zones in Scotland, Aberdeen City has a smaller share of deprivation than other large city local authorities within Scotland. Aberdeen City ranked 13th least deprived out of 32 local authority areas with a 7.8% local share and 1.6% national share.

An analysis of the Scottish Index of Multiple Deprivation (SIMD) 2016 Introduction: The Scottish Index of Multiple Deprivation (SIMD) is the Scottish Government’s official measure of small area multiple deprivation across Scotland. The SIMD provides a wealth of information to identify areas where individuals may experience multiple deprivation and also to identify areas of greater need for support and intervention. The results of SIMD 2016 were published by the Scottish Government on 31st August 2016. The SIMD is based on the small area geography known as data zones. SIMD 2016 is developed using 2011 based data zones whilst previous editions have used 2001 based data zones therefore, a direct comparison between the 2016 publication and previous editions is not possible (please see data limitation section for more information). There are 6,976 data zones in Scotland and 283 data zones in Aberdeen City. Based on 2014 small area population estimates published by the National Records of Scotland (NRS), Aberdeen City has an average population of 809 people per data zone. To analyse SIMD results, a cut-off is applied to identify the most deprived areas. As the SIMD provides a relative measure of deprivation, data zone rankings are categorised into vigintiles, deciles and quintiles. Quintiles contain 20% of Scotland’s data zones; deciles contain 10% of Scotland’s data zones; and vigintiles contain 5% of Scotland’s data zones. The Scottish Government considers data zones ranked within the lowest 15% to have the highest levels of deprivation. Due to the relatively small number of data zones falling within the national cut-off of 15%, it was felt that expanding the cut-off to 20% would be more useful in identifying areas of deprivation within Aberdeen City. The data for Aberdeen City, extrapolated from the SIMD 2016, can help guide the creation of policies targeted at reducing deprivation within the worst affected areas. The following table shows how most deprived 0-20% SIMD rankings are calculated.

Note on methodology: The SIMD provides a rank for all 6,976 data zones in Scotland, where a rank of 1 is the most deprived and a rank of 6,976 is the least deprived. As deprivation can take many different forms, the SIMD combines seven different domains of deprivation. These domains are measured using a number of indicators to form individual relative indices for each particular dimension of deprivation. The SIMD 2016 is compiled from a total of 38 indicators covering the seven domains. For example, Employment domain is created based on three indicators – Unemployment Claimant Count averaged over 12 months, Working age Incapacity Benefit or Employment Support Allowance recipients and Working age Severe Disablement Allowance recipients. To produce an overall SIMD score and rank, each domain is given a weighting and then summated. The domains are weighted based on their relative importance in measuring multiple deprivation. The seven domains are:

Income (weighting 28%) Employment (weighting 28%)

Health (weighting 14%) Education, Skills & Training (weighting 14%)

Access to Services (weighting 9%) Crime (weighting 5%)

Housing (weighting 2%)

The SIMD provides a relative measure of deprivation. This means it compares multiple deprivation between data zones rather than how much deprivation is in each.

SIMD can be used to identify areas where individuals may experience multiple deprivation. It does not say that all individuals in the area are deprived. Not everyone living in a deprived area is deprived and not all deprived people live in deprived areas. SIMD identifies deprived areas – not people.

The SIMD does not measure affluence. Data zones with higher ranks are not necessarily affluent, simply relatively less deprived.

Previous SIMDs have used 2001 data zones. In 2011, the data zones were redrawn to take account of population changes. SIMD 2016 is the first to use 2011 data zones and therefore comparison of a data zones across time must be done with caution to ensure you are comparing like with like.

The SIMD should be used in conjunction with other sources to identify where support is needed in communities.

1. Overall rankings of Deprivation in Aberdeen City 1.1 Based on overall rankings of deprivation, Aberdeen City has 22 data zones in the

most deprived 20% of all Scottish data zones. The 22 Aberdeen City data zones in the most deprived 20% have a population of 18,055, this accounts for 7.9% of the City’s total population. Aberdeen City has no data zone in the most deprived 5% overall index of multiple deprivation in Scotland. Table 1 shows the number and population of data zones in Aberdeen City that fall within the most deprived data zones in Scotland. Map 1 shows the level of deprivation in Aberdeen City in SIMD 2016 by quintiles.

Deprivation is unevenly distributed across the City. Map 1 shows the level of

1.2 The most deprived data zones in Aberdeen City are located in the Torry, Middlefield, Northfield, Seaton, Tillydrone, Woodside, Mastrick, Sheddocksley and George Street neighbourhoods. Most of the data zones are concentrated in the priority localities identified by Community Planning Aberdeen (CPA). The CPA has recognised nine neighbourhoods as regeneration priorities and distributed them into three localities. (Locality 1 – Torry; Locality 2 – Middlefield, Mastrick, Cummings Park, Northfield and Heathryfold; and Locality 3 – Seaton, Tillydrone and Woodside.) Table 2 shows the data zones in Aberdeen City in the most deprived 20% by neighbourhood and multi-member ward.

1.3 The most deprived data zone in Aberdeen City is S01006634, which is in the Torry

neighbourhood. This data zone is ranked 500th out of Scotland’s 6,976 data zones. Torry neighbourhood has the highest number of data zones in the most deprived 20% of Aberdeen City (6 data zones). Seaton, Middlefield and Tillydrone have 3 data zones in the most deprived 20%.

1.4 Table 3 shows the number of data zones in Aberdeen City in each quintile. Most of Aberdeen City’s data zones are in the least deprived quintile (113) with 22 data zones in the most deprived 0-20% quintile. Almost three quarters (72.1%) of data zones are in the three least deprived quintiles.

1.5 Figure 1 shows the concentration of deprivation from the most to least deprived

data zones in Aberdeen City in a barcode chart. Each bar represents a data zone and is positioned according to its deprivation rank. The chart highlights the concentration of data zones at the least deprived end of the spectrum.

2. Domains of deprivation 2.1 As deprivation can take many different forms, the SIMD combines seven different

domains of deprivation. A more detailed level of concentrations of deprivation in Aberdeen City can be identified by looking at individual domains. Table 4 shows a breakdown of the most deprived 20% data zones in Aberdeen City by individual domains.

2.2 Aberdeen City has no data zones in the most deprived 0-5% of all Scottish data zones

in the Income, Employment and Access to Services domains. Tables showing Aberdeen City data zones in the most deprived 20% of Scottish data zones for all domains and individual domains can be found in Appendices 2a-2i. Maps showing the location of the most deprived areas can be found in Appendices 3a-3h. Although it is not possible to do a direct comparison with SIMD 2012 due to changes in data zone boundaries, to allow some level of comparison, the maps also show the location of the most deprived data zones in SIMD 2012.

2.3 Income domain: In SIMD 2016, 6.7% of the total population of Aberdeen City were in

income deprived data zones. 19 of Aberdeen City’s 283 data zones were found in the 20% most deprived data zones in Scotland. The most income deprived data zone in the City is S01006636, which is found in the Torry neighbourhood.

2.4 Employment domain: Only 1.7% of the working age population in Aberdeen City

were in the employment deprived data zones (8 data zones were found in the most deprived 20%). The most employment deprived data zone in Aberdeen City is S01006634, which is found in the Torry neighbourhood.

2.5 Health domain: 11.6% of Aberdeen City’s total population were in health deprived

data zones. 33 of Aberdeen City’s data zones were in the 20% most deprived data zones in Scotland. The most health deprived data zone in the City is S01006684, which falls in 0-5% most deprived band and is in the Woodside neighbourhood.

2.6 Education, Skills and Training domain: In SIMD 2016, 23.7% of the total population

of Aberdeen City were in the education deprived data zones. 67 data zones were in the most deprived 20% data zones in Scotland. The most education deprived data zone in the City is S01006667, which is in the Seaton neighbourhood and falls into the 0-5% most deprived band.

2.7 Access to Services domain: 7.6% of the City’s total population were located in the most deprived data zones for Access to Services; 21 data zones were in the most deprived 20%. The most deprived Access to Services data zone in the City is S01006512, which is in the Culter neighbourhood.

2.8 Crime domain: In SIMD 2016, 27.0% of the total population of Aberdeen City were

in the most deprived 20% in this domain. 73 data zones were in the 20% most deprived data zones in Scotland. The most deprived crime data zone is S01006588, which is in the City Centre neighbourhood.

2.9 Housing domain: 36.5% of the total population of Aberdeen City were in the housing

deprived data zones. 98 data zones were in the 20% most deprived data zones in Scotland. The most housing deprived data zone in the City is S01006628, which falls in 0-5% most deprived band and is in the Torry neighbourhood.

3. National and Local share of deprivation National Share

3.1 SIMD provides a rank to all 6,976 data zones in Scotland. To obtain a deprivation

score for larger geographical areas the ranks cannot be averaged, instead the concept of ‘national share’ is used. In SIMD 2016, 22 of the 1,395 data zones in the 20% most deprived data zones in Scotland were found in Aberdeen City and this equates to a national share of 1.6%. According to SIMD 2016, 11 local authorities have a larger national share of the 20% most deprived data zones in Scotland and 10 local authorities have a smaller national share when compared with SIMD 2012.

3.2 Table 5 shows the national share of deprivation compared to other large Scottish city

3.3 There are some potential issues with using national share to measure deprivation.

This measure is heavily influenced by the geographical size of an area. Large areas will have more data zones and therefore are more likely to have more data zones in the most deprived 20% in Scotland than smaller areas.

Local Share 3.4 Local share is the proportion of an area’s data zones which fall within the cut-off of

most deprived in Scotland. The local share is calculated by dividing the number of deprived data zones in an area by the total number of data zones in that area. Local share can be used to compare areas of deprivation. Figure 2 shows the local share of deprivation for all 32 local authority areas. Aberdeen City ranked 13th least deprived out of 32 local authority areas with a local share of 7.8%.

3.5 Table 6 compares Aberdeen City’s local share of overall and individual domains of deprivation to the other large city local authorities. Similar to the national share statistics, Aberdeen City has a smaller overall local share (7.8%).

3.6 The local share of deprivation in Aberdeen City is lower than the other large city local

authorities in all individual domains of deprivation except Education, Skills and Training, Access to Services and Crime. Aberdeen City has a lower proportion of data zones within the Income and Employment domains compared to other large city local authorities. These domains have the highest weightings and therefore strongly influence the overall SIMD rank for Aberdeen City.

Local share by multi-member ward and parliamentary constituency

3.7 Local share of a multi-member ward is calculated by dividing the number of most deprived 20% data zones in a ward by the total number of data zones in the same ward. When analysing the local share by multi-member wards, 6 of the 13 wards in Aberdeen City are represented in the most deprived 20% in Scotland. Table 7 shows Aberdeen City’s local share of the most deprived 20% data zones by multi-member wards. Tillydrone/Seaton/Old Aberdeen has the highest local share (30.0%) of all wards in Aberdeen City; followed by Nothfield/Mastrick North (22.7%) and Torry/Ferryhill (21.4%). 3.8 Local share of a Scottish parliamentary constituency is calculated by dividing the number of most deprived 20% data zones in a parliamentary constituency by the total number of data zones in the same constituency. When considering the local share of data zones in the most deprived quintile for Scottish parliamentary constituency, Aberdeen Donside has 9 data zones in the lowest 20% which amounts to a local share of 8.6%. Aberdeen Central has 7 data zones in the lowest quintile with a 7.0% local share. Finally, Aberdeen South (excluding North Kincardineshire) has 6 data zones within the 0-20% cut-off and this results in a local share of 7.7%.

4. Conclusion 4.1 The overall level of deprivation in Aberdeen City remains much lower than other

local authorities in Scotland, particularly those in the Central Belt. However, 22 data zones in Aberdeen City are among the most deprived 20% in Scotland, and these data zones have a total population of 18,055 (7.9%). 9 of Aberdeen City’s data zones were in the most deprived 15% of Scottish data zones with a total population of 7,414 (3.2%).

4.2 Although Aberdeen City has fewer deprived data zones in the Income and

Employment domain, the data may not accurately reflect the current economic situation in Aberdeen City, where unemployment is rising.

4.3 In SIMD 2016, 23.7% of the total population of Aberdeen City were in education

deprived data zones. 67 data zones were found in the most deprived 20% data zones in Scotland. An analysis carried out by Skills Development Scotland demonstrates that children from the most deprived areas are less likely than their peers to enter a positive destination (education and employment). 4.4 The SIMD 2016 data indicate that the two local authorities with the largest decrease

in the national share of 20% most deprived data zones in Scotland are Aberdeen City and Clackmannanshire. When considering local and national share of deprivation in the most deprived 20% data zones in Scotland, Aberdeen City has a smaller local and national share than other large city local authorities. Aberdeen City ranked 13th least deprived out of 32 local authority areas with a 7.8% local share and 1.6% national share.
