This report is in response to the council motion requesting the Department of Recreation and Parks to report back on the feasibility of using some RAP facilities as child care centers as the economy reopens (CF-20-0829).

BACKGROUNDDue to the immense challenges children and families will be facing as a result of the recently announced delay in reopening Los Angeles Unified School District (LAUSD) classrooms in the fall, the Department of Recreation and Parks (RAP) is interested in providing Alternative Learning Centers at numerous park facilities located in low income communities throughout the City.

The Los Angeles Times recently reported that more than 50,000 Black and Latino middle and high school students in Los Angeles did not regularly participate in LAUSD’s main platform for virtual classrooms after campuses closed in March. Compounding these disparities is that Black, Latino and low income families disproportionately work essential front-line jobs that expose them to health risks and may prevent them from supporting student learning at home as many do not have high-speed internet connection at home, and are impacted by the "homework gap.”1 RAP has 87 recreation centers located in communities with an annual income level under $70K. In addition to Black, Latino and low income students demonstrating lower rates of participation in distance learning, English learners, students with disabilities, homeless students and those in the foster-care system also suffer lower rates of online learning participation.It has become evident that the COVID-19 pandemic has exacerbated pre-existing social inequality; the closures of schools and reliance on distance learning that will continue to result in Black, Latino, special needs and low income students falling behind requires urgent attention and intervention. In addition, as we emerge from the pandemic and remote learning, it is crucial for youth to become active again as they have been indoors since March and forced behind screens for learning. The limited amount of activity is likely furthering yet another crisis in youth obesity and diabetes.

PROGRAM OVERVIEW

The Safer at Parks - Alternative Learning Centers and After School Program can offer a safe, structured environment at recreation centers and park facilities to mitigate many of the learning obstacles described above. These proposed Alternative Learning Centers, strategically located in communities with the highest need, would focus primarily on middle school age children, to provide a supervised space with access to the internet. RAP would also provide cultural and recreational opportunities throughout the day that would support social, physical and mental well­being. The Alternative Learning Centers could also remain open, beyond the typical school day period, for after-school support.

RAP feels confident in delivering a facility and program that is safe and that will minimize risk associated with COVID-19. RAP has extensive, recent experience operating public services during the pandemic, through the Mass Shelter Expansion Program (MSEP) that has housed more than 1,000 individuals experiencing homelessness, along with organizing emergency childcare programs and essential summer day camp programs at over 46 park sites with more than 7,500 registered children.

RAP is coordinating closely with the City’s Information Technology Agency (ITA) on wi-fi coverage at each of the proposed sites. The majority of the sites have already been reviewed by ITA and have a corresponding plan to implement the technology at each site. The cost of this installation along with monthly service fees are included in the attached budget in Exhibit I.

This program must be implemented in partnership with the Los Angeles Unified School District (LAUSD). RAP staff is not intending to replace teachers or offer academic assistance but would be able to provide safe facilities during the school day with administrative support, recreational breaks and a robust afterschool program. We envision that LAUSD will support the program by providing computer equipment and possibly staff with Beyond the Bell as well as offer and deliver lunch to each site.

RAP has developed a detailed budget attached in Exhibit I which represents staff and material costs for 50 sites for both the Alternative Learning Centers and After School Programs. We would not typically open our recreation centers for school-age children during the school day. RAP staff would not normally report in mid-afternoon (unless running adult programs) during the school year. However, no adult programs are currently permitted. The attached budget represents costs that would not be normally realized. It is above and beyond RAP’s approved budget and includes additional costs associated with the After School Program resulting from Covid-19.

Note: RAP worked in coordination with the County Department of Parks and Recreation and Department of Public Health. We do not anticipate any issues that cannot be mitigated under County guidance. However, should any issues or concerns result from those conversations that cannot be mitigated by RAP, the City Council will be immediately be informed.

Highlighted risk mitigation measures and protocols:

Limiting the number of children to approx. 24: two (2) stable groups of twelve (12) children per recreation center. Exception would be Expo Center due it size would allow maximum of 48 participants, or up to four (4) stable groups of twelve (12).All students participating would be required to bring their own a personal face covering to wear during the program.Providing a minimum of 6-foot physical distance between workstations.On-site maintenance to provide continuous cleaning and disinfecting of restrooms, equipment and high touch services.Daily screening and intake of all students entering the facility.Onsite weekly COVID testing for staff.Frequent Hand Washing.Frequent Sanitizing Breaks.Use of electrostatic sprayers for deep cleaning Frequent staff training.Providing essential Personal Protective Equipment to all operational staff.Detailed protocols for positive cases and contact tracing.

• Outdoor canopies for individual work stations to allow participants to be rotated to outdoors.

PROGRAM STRUCTURE

Program would be free of charge at proposed 50 sites. See attached Exhibit A.Each site would be provided with individual work stations consisting of a 6-foot table and chair. See attached draft layout of a typical recreation center in Exhibit G.Middle School age participants.Outdoor recreation can be provided under guidance.Lunch program would be provided by LAUSD.All computer equipment would be provided by LAUSD and brought with each participant daily.Outdoor classrooms will be provided as well.Cabrillo Beach Marine Aquarium and Griffith Observatory can offer STEM programs.RAP would offer after school programs.Exhibit J is a list of sites that would be offered at a fee. These sites would be added beyond the 50 FREE sites. Note: this is not included in the attached budget contained in Exhibit I.

SCREENING AND INTAKE

1. All children and staff will be required to wear facial coverings at all times.2. All staff will be required to utilize gloves at all times.3. All staff will be required to wear safety glasses or goggles.4. All child care staff will be screened for COVID-19 symptoms at the beginning and end of

their shift as a condition to work their assignment.

5. All children and staff shall be screened upon arrival to the facility for COVID- 19 symptoms and will receive an additional screening mid-day and prior to leaving the facility.

6. All staff will be screened for temperature at the end of each work shift.7. If the child shows symptoms of COVID-19, they will not be allowed to attend the Alternative

Learning or After School program without clearance from an authorized doctor.

CHECK-IN

1. In addition to established check-in procedures, all staff and participants will be logged into Program Participant Tracking Form (http://bit.ly/RAPtracelog) for the purpose of tracing and communication in the event of COVID-19 exposure.

GROUPS

1. Morning announcements will include reminders of the following:

Social Distancing - Remain at least six (6) feet from other individuals at all times, during active and passive activities as well as walking through the center and the indoors.

b. Face Covering - Children and staff will be required to keep face coverings on at all times when near or around others.

Frequent Hand washing - Children and staff will wash hands with soap as groups transition from one activity to another.

c.

d. Sneezing or Coughing - Children should sneeze or cough into the crook of their elbow, not their hands.

Constant Sneezing or Coughing - Child will be isolated from the group until further examination.

e.

f. Breaks - Frequent breaks for children and staff to remove face covering at a distance above the social distance requirement while maintaining supervision.

2. Alternative Learning and Afterschool programs will maintain stable groups of no more than 12 youth (participants will stay with the same cohort of children throughout the day).

3. Groups will have stable staffing (staff will be assigned to a specific group and not interact with other groups).

4. Each group will be assigned to a separate area in the gymnasium. Staff will sanitize the room between different groups, should it become necessary for a different group to use the room for an activity.

5. There will be outdoor opportunities, as well. RAP will have shade canopies and tables available. See attached Exhibit G. Outdoor spaces will be used to alternate between indoors

MAINTENANCE

RAP staff onsite are responsible for the regular cleaning and heightened sanitization of all spaces inside the office and staff spaces, program equipment, and public counters hourly and/or after each use.RAP staff will use EPA approved disinfectant products.RAP staff will utilize electrostatic sprayers for deep cleaning.All centers will have maintenance staff during hours of operations.

1. All staff will be mandated to test weekly.

2. Testing will be administered weekly by Citywide Aquatics Staff.

3. Testing times and dates will be coordinated with the Director in Charge and the Aquatics Supervisor.

PARTICIPANT OR STAFF THAT IS COVID-19 POSITIVE

The participant must not return to the program until at least 3 days (72 hours) have passed since the participant’s recovery, defined as resolution of fever without use of fever-reducing medications and improvement of respiratory symptoms (e.g., cough, shortness of breath), and (b) at least 7 days since the participant’s COVID-19 symptoms first appeared. In addition, the participant must obtain a clearance from a medical provider.

CLEANING PROTOCOLS

Disinfection for SARS-CoV-2

Currently, the various agencies have access to several products that are effective against the Coronavirus (SARS-CoV-2) as listed by the Environmental Protection Agency (EPA).

This guidance is intended for employees from these three agencies who need to effectively clean and/or disinfect common non-porous contact surfaces (such as tables, doorknobs, light switches, handles, counters, etc.).

Please read the instructions on the cleaning product label for the safe and effective use of each product, including the precautions you must take when applying the product (such as wearing gloves and making sure there is good ventilation while applying the product).

Always consult the available Safety Data Sheet or SDS before using the product and ensure you understand the SDS. Your supervisor can provide you with a copy of the relevant SDS and where you can find a copy of it.

For the purpose of this guidance, disposable gloves are to be used to prevent direct contact with the surfaces being cleaned/disinfected and the ingredients in the product(s).

Please note that the Centers for Disease Control and Prevention or CDC recommends that "If surfaces are dirty, they should be cleaned using a detergent or soap and water prior to disinfection.”

RAP Facilities

It is your responsibility to treat everyone as a potential carrier. Remember to always use your personal protective equipment recommended by the manufacturer’s Safety Data Sheet (SDS) and practice social distancing.

Step Action

Upon arrival, check in with the facility manager. Identify yourself as an employee and inform him or her that you will be working the shift for the maintenance division.1

All required Personal Protective Equipment (PPE) will be provided by the Maintenance Division. You will be issued a set of reusable safety goggles that can be cleaned daily using soap and warm water. You will be required to have THESE safety goggles with you each time you are assigned to work at a shelter.

Clean all restrooms, both inside and outside of recreation center and common areas. Restock toilet paper, hand towels, toilet seat covers, and hand soap, and empty trash cans as needed or as asked by the facility manager.

Disinfect all handles, door knobs, drinking fountains, sink faucet handles, handrails, urinal handles, toilet seats/handles, and any other high-touch surfaces throughout the facility frequently and/or each use.

Clean kitchen area, sweep and mop, and disinfect countertops and all serving tables as needed or instructed by facility.5

Report any issues, including supplies needed or job order requests to your Park Maintenance Supervisor as soon as possible.6

You are required to secure and store all supplies and cleaning materials when not in use in a locked and secured area. YOU ARE NOT TO GIVE ANY MATERIALS TO ANYONE.

Place all used gloves, respirator, coveralls, and other disposable items in a bag that can be tied closed before disposing of them with other waste. Wash hands with soap and water for at least 20 seconds immediately after removing gloves or use an alcohol- based hand sanitizer if soap and water are not available. Soap and water should be used if hands are visibly soiled.

Cleaning and disinfection should be conducted by individuals who have been trained to use products in a safe and effective manner. Training should be ongoing to ensure procedures for safe and effective use of all products are followed.

PERSONAL PROTECTIVE EQUIPMENT (PPE’S) INFORMATION

Personal Protective Equipment (PPE’s) must be worn by all staff. This includes Field Supervisors and any staff working at site.

PPE’s are for your protection and the protection of the participants. Listed below is the level of PPE that is required.

COVID-19 REPORTING PROTOCOLS

The Region Superintendent will:

Notify the Department Operation Center.Inform staff and participants on the Program Participant Tracking that had contact within 48-hour of the date of notification.Contact the staff at the site via telephone and talk to them about the process. Let them know an email will be issued with details. Try to calm their fears. Ensure them that if staff have been vigilant about wearing their PPEs the probability of transmission is low. Ensure that all staff were utilizing all issued PPE and practicing social distancing "6-feet with less 10-minute contact with anyone" AT ALL TIMES.Any staff that violated this must be placed in isolation with ADMIN LEAVE

The Department Operations Center will:

1. Inform the COVID 19 Notification Group (Executive Staff, Mayors Team, Region Management, HR, Aquatics, and Maintenance Division)

2. Monitor test results for additional COVID-19 cases.

Per Los Angeles County Department of Public Health (DPH), in the event three or more cases are identified within the workplace within a span of 14 days, the employer should report this cluster to the LA County Department of Public Health at (888) 397-3993 or (213) 240-7821.

If in the course of regular re-screenings inside the center, or if at any time in between screenings, the staff observes a child with symptoms compatible with COVID-19, the staff will immediately activate the following protocols.

1. Ensure that the child is utilizing the face covering.Move the child into the designated isolation area in the center. This may be a designated set aside room, or designated area for isolation.Immediately notify the supervisor, and request their support in relocating all staff and children away from the symptomatic individual.Staff will notify the parent and/or an available authorized person that their child has COVID-19 symptoms and has been placed in isolation. The child should be picked up as soon as possible.Determine if the child was utilizing face covering at all timesDetermine if there were any close contact exposure with the child without face covering or contact for more than 6 feet for over 10 minutes.Follow the reporting procedure in Exhibit F: COVID-19 Reporting Protocols

All Recreation and Parks programs operate using guidance from the County of Los Angeles Department of Public Health. Health orders may change without notice, and may require new precautions/procedures or the closure of the program with limited notice.

All staff at all sites will be tested for COVID-19, at their worksite, on a weekly basis. If staff or participants are symptomatic, COVID-positive, or have been exposed to someone COVID- positive, all staff at that site will be scheduled for testing immediately regardless of threat level and student enrollment and registration will be suspended until test results are known.

If the tests for COVID-19 symptomatic cases come back negative, registrations can resume as normal at the applicable sites.

If the tests come back positive, new registrations may not resume until all staff are tested and confirmed negative at the applicable sites.
