NEW YORK COURT-MANDATED OUTPATIENT BEHAVIORAL TREATMENT

The New York State legislature first instituted the first statewide program mandating outpatient behavioral treatment in 1999. Since that time, the program has become the most extensively utilized in the USA and has been examined by others considering such programs in the states and countries around the world.

The objective of this presentation is to highlight historical factors leading to court mandated behavioral programs. Present the evolving structure and legal criteria of New York’s program. Review the demographics, studies and results of those patients enrolled. Program limitations and areas for future research will be noted. Active discussion/ comments encouraged.

SPEAKER:

Gary Robert Collins, M.D. is a Diplomate of the American Board of Psychiatry and Neurology (ABPN). Dr. Collins is board-certified in Psychiatry and Forensic Psychiatry.

Dr. Collins graduated University of Medicine and Dentistry of New Jersey, Robert Wood Johnson Medical School. He attained his medical/psychiatric internship at University of California, Los Angeles. Gary Collins then went on to New York University, School of Medicine to complete his psychiatric residency training, year of chief residency in psychiatry and an additional year of fellowship training in Psychiatry and the Law. Since completing his training in 2000, Dr. Collins has remained on the faculty of the Department of Psychiatry at New York University, School of Medicine, where he lectures and teaches medical students, psychiatric residents and forensic fellows.

His specific faculty assignments at NYU/Bellevue included: Director of the New York County (Manhattan and Rikers Island) Assisted Outpatient Treatment Program (also known as Kendra’s Law, Mental Hygiene Law 9.60) at Bellevue Hospital, from May, 2002-December, 2010; Risk Management Consultant for the Psychiatric Department’s Quality Assurance Division assessing the Inpatient Civilian and Correctional psychiatric populations at Bellevue Hospital; Outpatient Psychiatric Division of Bellevue and NYU, Tisch Hospital, Consultant for the High Risk Offender Program and the Forensic Service.

Gary Collins is a member of the American Psychiatric Association since 1994 and a fellow since 2007. He was inducted into the American College of Psychiatrists in 2005. Dr. Collins has been a member of the American Academy of Psychiatry and the Law (AAPL) and served as past President of AAPL, New York Tristate Chapter. He maintains outpatient psychiatric practices in general psychiatry and forensic consultation in both midtown Manhattan and Summit, NJ.
