INTRODUCTION BY THE HEAD OF DEPARTMENT TheDepartmentofElectronicsandElectricalEngineering(EEE)isrequiredundertheprovisionsoftheUniversityHealthandSafetyPolicyandtheHealthandSafetyatWorkAct1974,toproduceastatementofpolicywithrespecttothehealthandsafetyofeveryonewhousesEEEpremisesormaybeaffectedbytheundertakingsofEEEmembersoff-campus.TheUniversityHealthandSafetyPolicyisavailableviathefollowinglink:

EEEwillcontinuallystrivetoachievethehighestpossiblestandardratherthanrelyonlegalminimum.EEEalsoexpectssupervisors/managersatalllevelstoactivelypursueincreasingstandardsofhealthandsafetymanagementinlinewithUniversitypolicy.

EEE,asadepartment,recognisestheimportanceofourstaffandstudentsunderstandingandappreciatingtheextentoftheirindividualresponsibilitiestomaintainingasafeworkingenvironment.Weexpecttheirfullco-operationinensuringthattheHealthandSafetyPolicyandProceduresoftheUniversityanddepartmentareobserved,startingwithreadingandunderstandingthisdocument.

ThisdocumentisintendedtoensureEEE’sstatementofHealthandSafetyPolicyisinlinewiththatoftheUniversityandtobringthesepoliciestotheattentionofallemployeesandstudents.Itwillalsoservetoprovidedetailsoftheorganisationandarrangementsforcarryingoutthesepolicies,asindicatedbytheAct.

TheHealthandSafetyPolicyStatementissupplementedbyindividualprocedurescoveringarangeofactivitiesandeveryonemustensuretheyareawareofthesafetyprecautionsappropriatetotheareainwhichtheywork.AsHoD,IrecognisethatoverallresponsibilityforthehealthandsafetyofallpersonsaffectedbytheundertakingsofEEElieswithme.ThisresponsibilityissuccessivelydevolvedthroughEEE’smanagementstructure,andallEEEstaffandstudentscarryapersonalresponsibilityforthehealthandsafetyofthoseaffectedbytheiractions.

Iwouldencourageyoutoadoptatalltimesapositiveattitudetowardshealthandsafetyrequirementsandtopromoteahealthyandsafeworkingenvironmentforourselves,ourstudentsandothersaffectedbytheworkofthedepartment.

ThisPolicywillbereviewedandupdatedonatleastanannualbasis,ormorefrequentlyshouldchangesinlegislationrequire.

2. DEFINITIONS Thefollowingdefinitionshavebeenadoptedforthisdocument:

3. THE HEALTH AND SAFETY POLICY STATEMENT ItisthePolicyofEEEto:

1.Regardlegalcomplianceasthelowestacceptablestandardofmanagementwithregardtohealthandsafety.Pleasenotethatforthepurposesofthispolicydocumenttheterm‘healthandsafety’willbedeemedtoincludeallaspectsofoccupationalhealth;

2.Regardhealthandsafetyasacoremanagementfunction;

3.DevelopaclearstructureidentifyinghealthandsafetyresponsibilitiesatallmanagementlevelsacrosstheDepartment;

4.PromoteanattitudeofsafeworkingbyemployeesandstudentsinallaspectsoftheDepartment’swork,underpinnedbyappropriatetraininganddisciplinaryproceduresinlinewiththeoverarchingUniversitypolicy;

5.Encouragediscussionandconsultationbetweenmanagement,employeesandstudentsonsafety,healthandworkingenvironmentmattersandestablishaHealthandSafetyCommitteeforthispurpose;

6.Maintainasafeandhealthyworkingenvironmentandsafemethodsofoperation;

7.Ensuretheprovisionandmaintenanceofpremises,plantandequipmenttoasafelevel;

8.Ensuretheprovisionsofappropriateresourcestomeethealthandsafetyissues;

9.Tobringtotheattentionofallstaffandstudents,theirresponsibilitiestoensurethehealthandsafetyofthemselvesandanyotherpersonsaffectedbytheiractionsoromissions;

10.Provideallnecessaryinformation,instruction,trainingandsupervision,toensurethehealthandsafetyofemployeesatwork;

11.Provideasappropriateandensurethecorrectuseof,approvedsafetyequipmentandprotectiveclothingandtoensurenochargewillbepersonallyleviedonanyemployeeinrespectofanythingcarriedoutorprovidedinpursuanceofanyspecifiedrequirementsofrelevantstatutoryprovisions;

12.Ensureimmediateandaccuratereportingandinvestigationofoccupationalill-healthissues,accidentsandincidents;

13.Ensuretheprovisionofanappropriatenumberofspecialistsafetystaffwithresponsibilitiesforsafetyandhealthandtoensureappropriatecontingencyarrangementsaremadeduringtheabsenceofsuchstafftomeettherelevantstatutoryrequirements;

14.Developasystemofinspection,monitoringandauditingprocedureswhichwillallowtheidentificationofriskandensurethatacceptablestandardsofriskmanagementarebeingachievedacrosstheUniversity.

15.ReviewthisHealthandSafetyPolicynotlessthanonceeveryyear;

16.MakespecificarrangementsonsitescontrolledbytheUniversitytoensurethatcontractorsarecarryingouttheirresponsibilitiesforHealthandSafetytoastandardacceptabletoUniversitymanagement.

17.Ensurethatthehealthandsafetyofallstaff,students,contractors,visitorsandanyotherswhomaybeaffectedbyourundertakingsissafeguarded,sofarasisreasonablypossible.

4. STATEMENT OF RESPONSIBILITIES Allemployeeshavetheresponsibilitieslistedinthesub-section‘AllEmployees’.Designatedindividualshaveadditionalandspecificresponsibilitiesasdetailedintherelevantsub-section

4.1 All Employees

TheHealthandSafetyatWorkAct1974statesthatEVERYONEhasaresponsibilityforhealthandsafety,theirownandthatofothersworkingaroundthem.Itisimportantthateveryoneappreciatestheextentoftheirresponsibilities,namelythatthey:

• ShallmakethemselvesfamiliarwiththeHealthandSafetyPoliciesoftheUniversityandoftheFacultyandDepartment,andshallbefullyfamiliarwithsectionsofthesePolicieswhichdirectlyaffecttheirparticularactivities;

• Shallacceptindividualresponsibilityto:

-takeallreasonablecareforthehealthandsafetyofthemselvesandofanyotherpersonwhomaybeaffectedbytheiractsoromissions;

-co-operatewiththeUniversitysofarasisnecessarytoenableittocomplywithitslegalduties;

-undertakeasrequiredallhealthandsafetytrainingwhichisdeemednecessarybytheirlinemanagertosecuretheirownhealth,safetyandwelfareandthatofanyoneelseaffectedbytheiractionswhileatwork.

• Shallreporttosupervisorystaff/DSO/DAM/DTM/HoDanyunsafepracticesoranyoccupationalill-healthissues/accidents/incidents/dangerousoccurrencesornearmisses,whetherornotinjuryissustained.Theyshallreportsystemsofworkorconditionswhichtheyconsidermaycreateriskstotheirownhealthandsafetyordamagetoequipmentandpremises;

• Shallnot,intentionallyorrecklessly,interferewithormisuseanythingprovidedbytheUniversityintheinterestsofhealth,safetyorwelfare;

• Shallconformtoallinstructions,writtenandoral,giventoensuretheirpersonalsafetyandthesafetyofothers;

• Shallatalltimesmakefulluseofappropriateprotectiveclothingandappropriatesafetyequipmentanddevicesprovided;Shallmaintainallworkequipmentingoodcondition,reportinganydefectstotheirsupervisor.

4.2 Head of Department (HoD)

TheHoDisresponsiblefortheadoptionoftheUniversityPolicywithintheirareaofcontrol.Toachievethistheywillensurethattheytaketheleadindrivingthehealthandsafetyprogrammewithintheirareaofresponsibility.

TheHoDmustdemonstratevisiblecommitmentbyactinginthefollowingway:-

• Accepttheirownresponsibilityinhealthandsafety,andencouragecolleaguestodothesame;

• Setthelocalhealthandsafetypolicybasedoninstitutionalrequirementsandtheirownassessmentoftherisksinherentintheworkoftheirdepartment.Throughthismechanism,theHoDshallinformstaffoftheirownresponsibilities,thearrangementsfortheintroductionandmaintenanceofmeasuresdesignedtoidentify,assess,controlandmonitorrisks,andtheprocessofhealthandsafetyplanninginthedepartment;

• AppointaDepartmentalSafetyOfficer(DSO)andotherspecialistSafetyOfficersifrequiredbytheworkundertaken;

• Allocatethenecessaryresources,bothintermsoftimeandfinancialresources,tostaffappointedtocarryoutahealthandsafetyrole,particularly,butnotlimitedto,theDepartmentalSafetyOfficer;

• EstablishlocalconsultativehealthandsafetyarrangementsintheformofaDepartmentalHealthandSafetyCommittee;

• Providethenecessaryinformation,instructionandtrainingtoenablestafftoperformtheirjobinasafemanner;

• Makehealthandsafetytrainingacoreelementofdepartmentalteachingatalllevels;• Ensurestaffprovideappropriatesupervisionofstudents,basedoneffectiveriskassessment

ofactivitiesundertaken;• AdoptrelevanthealthandsafetyadvicefromUniversityHealth&SafetyandfromtheDSO

asappropriate;• EncourageandconsultwithTradesUnionSafetyRepresentatives;• EnsurethatanymatterbroughttotheirattentionbySafetyRepresentativesisgivenprompt

andappropriateattention;o EnsurethatsuchmattersarereportedtotheVicePresidentforEngineeringfortheir

information;o BringtothePresident&Vice-Chancellor'sattentionanybreachofstatutory

requirementswhichcannotbedealtwitheffectivelyatDepartmental/Facultylevel;• EncourageandfacilitatetheattendanceofappropriatemembersoftheDepartmenton

relevantinternalandexternalhealthandsafetytrainingevents;• Ensurethatallmembersofthedepartmentundertakesuchtrainingasisdeemed

mandatory;• Provideasappropriate,correctprotectiveclothingtoallpersonsundertheircontrol;• Deviseandimplementphasedorderofpriorityplansforexpenditureoffinanceoreffortto

solvehealthandsafetyproblems,whichcannotberesolvedatoneparticulartime.• Takepersonalactiontoimmediatelysuspendorstopanyactivitythatisdangerousornot

carriedoutwithindepartmentalhealthandsafetypolicy.• Sofarasitisreasonablypracticable,ensureallcontractorsengagedbythedepartmentare

adequatelysupervisedandconducttheirworkinaccordancewith:

-Thespecifiedtermsofcontract;

-Agreedmethodstatementsandriskassessments;

-StatutoryregulationsandUniversityapprovedcodesofpractice;

-AvoidanceofdangertoUniversity'semployees,studentsormembersofthepublic.

• Activelymonitorhealthandsafetyperformancebyreceivingregularupdatesondepartmentalhealthandsafetyrelatedoccupationalill-healthissues/accidents/incidentsandhealthandsafetyinspections/investigations.

4.3 Departmental Safety Officer (DSO)

• ReporttotheHeadofDepartmentonallhealthandsafetyrelatedissues.• ReportanybreachesofHealthandSafetypolicytotheHoDimmediately.• Maintainoversightoftheimplementationofthedepartment’sHealthandSafetyPolicy,and

alldocumentationandmanagementsystemsthatsupportit.• Ensuringthatmembersofthedepartmentareadheringtothepolicythroughregular

assessmentofareasofwork,bothannouncedandunannounced.• Todocumenttheoutcomesoftheseassessments• Toreportontheresultsoftheseassessments,whethergoodorbad,totheHoDandthe

subsequentHealthandSafetyCommitteemeeting.Thiswillinclude,whereappropriate,actionstaken,andrecommendationsforpolicyupdates.

• ToprovideawrittenreportonrecentactivitiesandincidentstoeachDepartmentExecutivemeeting

• TopresentawrittenreportonrecentactivitiesandincidentstoeachDepartmentalstaffmeeting

4.4 All staff with supervisory duties

Forthepurposesofthispolicy,staffwithsupervisorydutiesaredefinedas:

• AcademicStaff(includedUniversityTeachers)whohaveacademicsupervisionresponsibilitiesforstudents,bothundergraduateandpostgraduate.

• Academicstaffwhohavelinemanagementresponsibilitiesforresearchstaff.• Academic,professionalorsupportstaff(administrativeandtechnical)whoundertakeday-

to-daysupervisionofstaff(e.g.TechnicalTeamLeaders)andstudents• Academic,professionalorsupportstaffwhohaveformallinemanagementresponsibilities

forsupportstaff.

Allsupervisorystaffmust:

• Maintainafullandup-to-dateunderstandingoftheUniversityandlocalHealthandSafetyPoliciesandunderstandandapplythemwithinallareasundertheirresponsibilityand/orcontrol.

• Ensurethattheirteammembers/peopletheyareresponsibleforareoperatinginaccordancewiththeUniversityandlocalHealthandSafetyPolicyatalltimes,asrelevanttotheworkbeingperformedundertheirdirectionorcontrol.

• Ensuretheirstaff/studentsaretrainedtoenablethemtoidentifyarequirementforandthencarryoutsuitableandsufficientriskassessments,andCOSHHriskassessments,asnecessary.

• Beresponsibleforinitialreview,assessmentanddevelopment,andreviewersign-offofriskassessmentsandCOSHHformsproducedbytheirteam/groupmemberstoensuretheyarefitforpurposeandthattheyareupdatedandmaintainedasrequiredbytheEEECOSHHPolicy.

• Provideguidancetotheirteammembers/peopletheyareresponsibleforwhentheyaredevelopingproceduresandcreatingassociatedpaperwork(proceduraldocuments,Riskassessments,andCOSHHriskassessments)

• Ensurethattheyandtheirstaffhavebeentrainedintheprinciples,operationsandemergencyproceduresnecessaryforhealthandsafetyintheareasandenvironmentsinwhichtheyareworking.

• Ensurethecompetenceofindividualsappointedtoperformallottedtasks,andwherenecessaryprovide,orarrangeforprovisionof,traininginthenecessaryskillandknowledgeareastomakethoseindividualscompetent.

• Ensurethatsafe-workingpracticesareobservedbyallstaff/students/visitorsundertheircontroland/orsupervision,tocreateasafeworkingenvironment,atalltimes.

• Ensurethatasuitablesubstituteisinplacetoprovidesupervisiontoteammembersiftheyareawayfromtheoffice/laboratoryforanyperiodoftime,andcommunicatethistoanyoneaffected.

4.5 Local area managers

ForthepurposesofmanagingHealthandSafety,TheDepartmentalestateisdividedinthesixlocalareaslistedinthetablebelow.Eachareahascoherentsetofactivitiesandformsmoreorlesscontiguousspacewithinonebuildingorarea.Eachlocalareahasadesignatedlocalareamanagerwhohasspecificresponsibilitiesonthedevelopment,deliveryandmonitoringofH&Spracticewithintheirlocalarea.TheseindividualsareselectedbytheheadofDepartmentfortheirintimateworkingknowledgeofoperationsintheirlocalarea.

4.6 All Students

Allstudents:

• Shallatalltimes,whilsttheyareonUniversitypremisesortakingpartinUniversityactivities,followtheHealthandSafetyPolicyandcomplywithanyhealthandsafetyinstructionsgiventothem;

• Shallnot,withouttheconsentofthememberofstaffinchargeoftheareasoractivity,introduceanyequipmentforuseonUniversitypremises,alteranyfixedinstallations,alterorremovehealthandsafetynoticesorequipment,orotherwisetakeanyactionwhichmaycreatehazardsforpersonsusingthepremisesoremployeesoftheUniversity;

• Shallatalltimes,whilstinresidenceinUniversityproperty,complywithallfire,safetyandsecurityproceduresaslaiddowninthecontractofresidence;

• Shallnot,intentionallyorrecklessly,interferewithormisuseanythingprovidedbytheUniversityintheinterestsofhealth,safetyorwelfare;

• Shallconformtoallinstructions,writtenandoral,giventoensurepersonalsafetyandthesafetyofothers;

• Shalluseprotectiveorspecialistclothingasrequiredandshalluseallsafetyequipmentavailable;

• Shallmaintainallequipmentingoodcondition,reportinganydefectstotheirsupervisor;• Shallreportalloccupationalill-healthissues/accidents/incidents/nearmisses,whetheror

notinjuryissustained,totheirsupervisororthememberofstaffinchargeoftheactivityorfacility.

4.7 Department Radiation Protection Officer (Ionising) (DRPO)

TheRadiationProtectionOfficerwilladviseonallaspectsofradiationprotectionintheUniversity,withparticularreferencetothestatutoryrequirementsrelatingtotheIonisingRadiationRegulations1999,togetherwithapprovedcodesofpracticeandguidance.

TheRadiationProtectionOfficerwilladviseonallaspectsofradioactivewastemanagementintheUniversity,withparticularreferencetothestatutoryrequirementsoftheEnvironmentalPermittingRegulations2016.

TheRadiationProtectionOfficerwillco-ordinatearrangementsforthesafeordering,storage,handling,use,transportinganddisposalofradioactivesubstances.

4.8 Department Radiation Protection Officer (non-ionising) (DRPO)

TheDRPOshallprovideadviceonallaspectsoftheuseofnon-ionisingradiations,withparticularreferencetothestatutoryrequirementsoftheArtificialOpticalRegulations2010andControlofElectromagneticFieldsatWorkRegulations2016,togetherwithappropriateBritishStandardsandotherrelevantguidancewherestatutoryprovisionshavestilltobeenacted.

TheRadiationProtectionOfficersareresponsibletotheHeadofDepartment.

4.9 Department Biological Safety Officer (DBSO)

TheDepartmentalBiologicalSafetyOfficerwillprovideprofessionalsafetyadviceasneededtostaffandstudentsacrosstheUniversityinrespectofbiologicalandgeneticmodificationwork.

TheBiologicalSafetyOfficerwill:

TheHeadofDepartmentisresponsibletotheFacultyVice-Presidentfortheday-to-daymanagementofhealthandsafetyissuesintheirareasofmanagerialresponsibility.Seealso:Section3,StatementofResponsibilities.

TheprimaryvehicleforconsiderationofallHealthandSafetyistheEEEDepartmentalHealthandSafetyCommittee.ItisaformalrequirementoftheUniversityHealthandSafetyPolicythatallDepartmentshaveadesignatedDepartmentalSafetyOfficer;theallocationoftimeanddutiesoftheDepartmentalSafetyOfficerbeingappropriatetothesizeandactivitiesoftheDepartment.InthecaseofEEEthisisafulltimeroleduetotheresearch-intensivenatureofthedepartmentandthehighnumberofstudents.

7. HEALTH AND SAFETY PROCEDURES IN EEE

7.1 Health and Safety Induction and Training

7.1.1 New StaffAutomaticaccesstotheonlinetrainingsystemisavailabletoallnewstaffwithcontractsofemployment,UniversityAssociates(e.g.visitorswithteachingresponsibilities),andpost-graduateresearchers.TheUniversitystipulatesthatFireSafetytrainingisMANDATORYforallstaffandmustbeundertakenonanannualcycle.AllcoursescanbeaccessedoncetheindividualhasaUcard.AllnewstaffmustreceiveGeneralSafetyInductionTrainingfromtheDSO.Inmostcases,thiswilltakeplaceontheirfirstdayintheirpost.ItistheresponsibilityoftheDSOtoinitiateandarrangeatimeslottoundertakethisinduction.InlinewiththerequirementsforallstaffinEEE,newstaffmustundertakethefollowingmandatoryonlinetraining:

AnylongstayvisitorsmustbeincludedinthisprocessandtheDSOinformedasearlyaspossiblebythememberofstaffhostingthevisitorinordertoarrangeasuitabletimeforaSafetyInductiontotakeplace.Accesstotheonlinetrainingsystemcanbearrangedforcasualstaff,visitors(paid)andagencystaffwhoareworkingintheDepartmentforatleast2months.Shortstayvisitors[lessthan2months]shouldbeinductedintheareathattheyareworkingin.Theinductionshouldcoverfireandwelfarearrangements.Theinductionshouldberecordedandthevisitorshouldsigntosaythattheyhavecompletedtheinduction.Shortstayvisitorsarenotallowedtoworkoutofhoursunlesssupervisedandarelevantriskassessmenthasbeencompleted.

Cleanersshouldbegivenaninductiontoanylaboratoryorworkshopareathattheyhavetoworkin.Aspartoftheinductiontopicsthatshouldbecoveredshouldincludebutnotbelimitedtoanyareasthattheyshouldnotenter,toldaboutanypersonalprotectiveequipmentrequirements(forexamplesafetyfootwareorlaboratorycoats)warnedaboutanypotentialhazards,whattodoifthereisaspillageofleak,anysignstobeobserved,whichbinstoemptyandsurfacestheycanclean.

7.2 Workplace Environment and Welfare Facilities

InaccordancewiththeWorkplace(Health,SafetyandWelfare)Regulations,theUniversityhasadutyofcaretoensurethattheworkingenvironmentissafe,clean,tidy,hygienic,andcomfortable.Whererequired,thisshallbeachievedinacollaborativemannerwithEstates&FacilitiesManagementandotherHeadsofDepartmentwhosharethesameworkenvironment.

SpecificallywithinthecontextoftheRegulationstatedabove-TheHoDshall:

• ensurebuildingsandworkspaces(includingcommonareas)arefitforpurpose,areinagoodstateofrepair,andsatisfytherequirementsoftheBuildingRegulations,including(butnotlimitedto)construct,doors,windows,etc.;

• givedueconsiderationtoaccess/egressandfacilitiesforpeoplewithdisabilities(exceptwherehealthandsafetylegislationtakesprecedenceoverdisabilitylegislation);

• ensureareasonableworkplacetemperature(minimumof16°C)exceptwheresignificantphysicalexertionisrequiredorwherehotprocessestakeplace(inwhichcasetheminimumtemperatureshouldbe13°C)–thereisnolegaluppertemperaturelimitbutcontrolmeasuresshouldbeimplementedtomitigateagainsttheeffectsofhighertemperatureextremes;

• ensuretheprovisionofsuitableandsufficientlighting(includingemergencylighting);• ensurethatenclosedworkenvironmentsareventilatedbyasufficientsourceoffreshair,

includingtheprovisionofextractionsystemstoremovecontaminantsfromtheair;• ensurenoiselevelsarecontrolledsoasnottocauseharm;• ensuretheprovisionofsafefurniture,workstations,fixturesandfittingsincludingsufficient

safestorage;• ensurehousekeepingiskepttoasatisfactorystandardwithregardtocleanliness,hygiene

andtidiness;• ensuretheprovisionandupkeepofsufficientwelfarefacilitiesincludingadequately

resourcedtoilets(withsanitaryconveniences),andfood/drinkpreparationareaswithasupplyofcleanfreshdrinkingwater;

• whererequired,theprovisionofspecialistwelfarefacilities(i.e.scrubdownareas,showers,etc.),andareasforindividualstochangein/outofworkclothesincludingaccommodationofregular/workclotheswhennotbeingworn;

• theprovisionofrestfacilitiesawayfromworkstationsandareas,withspecificprovisionmadeforpregnantwomenand/ornursingmothers;

• ensuresafeaccess/egressandtrafficroutesforpedestrians.

TheDepartmentSafetyOfficershall:

• monitorworkplaceenvironmentandwelfarefacilitiestoensuretheupkeepoftheabovearrangements,andreportanydeficienciestotheHeadofDepartment

AllDepartmentStaffshall:

• reportanyissuesorconcernswithregardtotheworkplaceenvironmentorwelfarefacilitiestotheDSO;

• notabusewelfarefacilities,andonlyusetheminmannerforwhichtheyareintended.

7.3 Fire Safety

InaccordancewiththeRegulatoryReform(FireSafety)Order,theUniversityhasadutyofcaretoensurethesafetyofindividualsfromfire.Inadditiontostaffandstudents,thismayincludevisitors,contractors,thegeneralpublicandthecommunityatlarge.

Firecanresultincatastrophiclossoflife,injury,damage/losstopropertyorinventory,anddisruptiontoacademicactivities.AnincreasedriskexistswithintheDepartmentduetothenatureofworktakingplaceandtheflammablesubstancesstoredonsite.

UniversityfiresafetyarrangementsarethejointresponsibilityoftheFireSafetyTeamandEstates&FacilitiesManagementin-conjunctionwiththeHeadofDepartment.WhereareasoftheDepartmentaresharedwithanotherfaculty/department,acollaborativeapproachshallbetakenbetweentherespectiveHeadstomitigateagainsttheriskoffire.Ultimately,itisthecollectiveresponsibilityofeverybodytopreventfiresfromoccurring.

Specificallywithinthecontextofthelegislationstatedabove-TheHeadofDepartmentshall:

• ensurecompliancewithallfiresafetyarrangementsasdirectedbytheFireSafetyTeamandEstates&FacilitiesManagement;

• ensurefiresafetyisaconsiderationwhenriskassessmentsareundertakenbytheDepartment,andthatallcontrolmeasuresareimplementedandadheredto;

• ensurethepreparationofaPersonalEmergencyEgressPlan(PEEP)forstafforstudentswithvisual,auditory,cognitiveormobilityproblems–forvisitors,aGeneralEmergencyEgressPlan(GEEP)shallbeprepared;

• providesufficientFireMarshalsineacharea/floorandtoprovidethenecessarytimeforthemtoattendtraining;

• identifyactivitiesthatpresentahigherriskoffire,andprovidethenecessarytimeforstafftoattendtrainingintheuseoffirefightingequipment;

• informtheFireSafetyOfficerifthereisanotableincreaseinstaff/studentoccupationoftheBuilding,wherethereisasignificantchangeinbuildinguse,oraspecificprocessthatresultsinanincreasedriskfromfire;

TheDSOshall:

• supporttheHoDtocarryoutfiresafetyrelatedduties;• monitorriskassessmentstoensuretheytakeaccountoffirehazards;• reportanyfiresafetyconcernstotheHoDandUniversityFireSafetyTeam;

Managers/Supervisors/Academicsshall:

• ensurethatallstaffundertheircontrolcompletetheUniversity’smandatoryfiresafetytrainingwithintheirfirstweekofstartingattheUniversity,andthatrefreshertrainingisundertakenannually;

• ensurethatallstaff/studentsundertheircontrolareprovidedwiththenecessaryinformationandinstructionwithregardtoevacuationroutes,exitdoorsandassemblypointsforthebuildingtheyarein;

• identifyandarrangecompletionofaPEEPforthosemembersofstafforstudentswhohavevisual,auditory,cognitiveormobilityimpairment(includingthosewithtemporarycircumstances,forexample,someonewithabrokenlegusingcrutches)andcommunicatethefindingstorelevantstaff.

FireMarshals:

• Therewillbeaminimumtwonominatedfiremarshalsforeachlevelinallrelevantbuildingswhowillundertakeonlinetrainingandrefreshertrainingasrequired.

• MembersoftheFireMarshalteamwillbeassignedtostandbythefiredoorsoncetheirareaiscleartopreventpeopleenteringthebuildingbeforethefirealarmhasbeencancelled.

AllDepartmentStaffshall:

• completefiresafetytrainingwithintheirfirstweekofemployment,andrefreshertrainingannually.ThisismandatoryrequirementinEEEandfailuretocomplymayresultinexclusionand/ordisciplinaryaction;

• takeallreasonablecaretopreventtheriskorspreadoffire;• makeevacuationapriorityandnotfightfiresunlesstrainedtodoso;• keepallfireexitroutesandfinalexitdoorsunobstructed(bothfrontandrear),andnot

prop/wedgefiredoorsopen;• notmoveortamperwithanythingprovidedforfiresafety(i.e.smoke/heatdetectors,fire

extinguishers,etc.);• notsmokeinsideanyUniversitybuilding;• familiarisethemselveswithevacuationprocedures,andcomplywithallUniversityfire

7.4 Fire Safety Arrangements

Onhearingacontinuousalarmalloccupantsmust:

Allincidents,includingaccidents,nearmissesordangerousoccurrencestakingplacewithintheDepartment,orincidentstostaff/studentswhilstundertakingUniversityactivitieselsewhere,mustbereportedassoonaspossibleaftertheyoccurviatheUniversity’sonlineportalAccidentIncidentandnearmissReporting(AIR)onyourMUSEaccount.InaccordancewiththeReportingofInjuries,DiseasesandDangerousOccurrenceRegulations(RIDDOR),someincidentsmayalsorequirereportingtotheenforcementauthority(theHealthandSafetyexecutive).ThiswillbeundertakenbytheUniversityHeadofHealthandSafety.

Accordingly,theHeadofDepartmentshall:

• followinganincident,ensureareviewofrelevantriskassessmentsandsafeworkingproceduresisundertaken,andtheimplementationofanyadditionalcontrolmeasurestopreventreoccurrence.

TheDepartmentSafetyOfficershall:

• Noundergraduatestudentcancarryoutexperimentalworkwithoutthesupervisionofamemberofstaff.Thisdoesnotmeanconstantattendance;itdoesmeanthatthesupervisorissatisfiedthattheabsenceofdirectsupervisiondoesnotconstituteahazard.Avitalstageindefiningthelevelofsupervisionnecessaryistocarryoutariskassessment.

5.1 Children on University Premises

TheoutofhourspolicyaboveisinadditiontotheUniversity’sPolicyonchildrenbeingpresentonUniversitypremiseswhichareoutlinedbelow.

ManystaffandstudentscombineparentingandworkoreducationalresponsibilitiesandthismeansthatthereareoccasionswhentheymaywishtobringtheirchildrenontoUniversitypremises.OntheseoccasionsitmustbeborneinmindthattheUniversityisaninstituteofadultlearningandthebuildingsandgroundsofitspremisesarenotdesignedwithchildreninmind.

ValidReasonsforChildrenorYoungPersonstobeonUniversityPremises

• WhenattendingUniversityoperatedcrèche,playschool,nurseryschoolorsportingfacilities.• WhenonvisitsorganisedbytheUniversity,schools,departmentsorotherrecognised

bodies,wheresignificantrisksassociatedwithplannedactivitiesandforeseeableincidentsmustbeassessed.

• Whenonschoolorganised“workexperience”periodswithspecificdepartments,wheresignificantrisksassociatedwithplannedactivitiesandforeseeableincidentshavebeenassessedandsafeworkingproceduresproducedifappropriate.IneachofthesesituationssatisfactoryarrangementsmustbeinplacetoensureadequateinductionandsupervisionofthechildrenandactivitiesundertakenbytherelevantUniversity(departmentorsection),OReventorganiser.Inallothersituations,thepresenceofchildrenonUniversitypremisesisdiscouragedandshouldonlyoccurexceptionally,andthenonlyinlowriskworkareasandwheretheirpresencedoesnotdisruptthenormaloperationoftheUniversity.Exampleswouldinclude:-

Accompanyingparent(Universityemployee)toworkforshortperiodsduetochildcaredifficultiesorsimilarintoalowriskenvironmentuntilalternativearrangementscanbemade,butonlyatthediscretionanddirectionoftheHeadofDepartment.AsstatedpreviouslyUniversitypremisesarenotdesignedtoaccommodatechildrenandtheprecautionsinplacetocontrolrisksforthenormalpopulationareunlikelytobeappropriateforchildren,duetotheirphysicalsize,inquisitiveness,immaturityorinexperience.Childrenshouldnotbebroughtintotheworkplaceforextendedorfrequentperiodsorasanalternativetomakingproperarrangementsfortheircare-thiscouldincludeafter-schoolactivities,arrangementswithotherparents/childmindersorflexibleworkingarrangements.

Intheeventthatchildrenarebroughtintoworkpremises,then:-

1. TheparentmustconsultwiththeirHeadofDepartmentabouttheacceptabilityofchildrenbeingpresent,evenforshortperiods.

2. Theparentwillberesponsibleatalltimesforthesupervisionoftheirchild(ren)duringtheperiodthechild(ren)areontheworkpremisesandwillneverleavethemunattended;andwillberesponsibleforexercisingsufficientsupervisiontopreventanyhazardoussituationfromarising.

3. Childrenmustnotbeallowedtodisruptthenormaloperationoftheworkareaortheworkofotheremployees.

4. Childrenmustonlybeallowedintolow-riskareasandmustneverbeallowedtoenteranyareawherehazardousactivitiesarebeingundertaken,hazardousequipmentorhazardoussubstancesarebeingusedoriftheirpresencecouldcauseharmtothechild(ren).• Childrenmustnotbeallowedtotouchanywork-relatedequipment,articleor

substanceoritemofwastedepositedinabinorotherwastereceptacle.• TheHeadofDepartment,Health&Safety,SecurityandtheBuildingFacilityManager

caninstructtheparenttoremovethechild(ren)immediatelyfromtheworkarea.• Childrenunder16yearsofagemustnotbeallowedtorideontheArtsTower

PaternosterandmustbeaccompaniedwhilstusinganyotherUniversitylifts.• IntheUniversity’sLibrarieschildrenunder16yearsofagemustbeaccompaniedbya

parentorresponsibleadult.

5.2 Waste Disposal Routes

Althoughnotdirectlyanissueofsafetyinmanycases,wastemustbedisposedofinacorrectmanner.Thereareseveralwastestreamsandyoumustputyourwasteintothecorrectstream.AlllaboratoryworkersmustundertaketheUniversity’swastedisposaltraining,whichcanbefoundathttp://www.waste.shef.ac.uk.

i)GeneralwasteBlacksack–cleanerremovedwaste,allnonbiologicalornoncontaminatedwaste;forexamplepaper,papertowels,nonhazardouschemicalcontainers.Generalruleofthumb:iftheitemlooksasthoughithascomefromalaboratoryitshouldnotgointhegeneralwastebins.ii)HazardouswasteIfyouhaveexcesshazardoussubstancesthatneedtobedisposedof,oryouhavewastecontainingorcontaminatedwith,HSthatrequiresdisposalyoushouldcontacttheDSOwithafulldescriptionofwhatyouhave,howmuchyouhaveandwhereitis.TheDSOwillliaisewiththelocaltechnicalsupportteamforahazardouswastecollectiontobemade,throughtheUniversityHealthandSafetyOffice.

iii)SharpWasteSomeworkwillrequiretheuseofablade,needleorothersimilarimplementthatmaybeconsideredasastabbing/cuttingriskifitisplacedinanormalwastebag.Allsharpsshouldbeplacedinaspeciallydesignedsharpsbin.Theseusuallyhavealidwithcutoutstoallowsaferemovalofbladesandhypodermictipsfromaholderwithouttheneedtore-sheath.

Yellow/orangebin–anysharpsotherthanthosecontaminatedwithmedicines.

iv)SolventwasteAsaconsequenceoftheimplicationsoftheControlofPollutionAct,1974,certainarrangementsconcerningthecollectionofusedsolventshavetobeformalised.Itisnotpermittedtopoursolventsdowndrains.SolventsmaybemixedincorrectlylabelledWinchestersinaccordancewiththecategorisationsetoutbelow.ThiscategorisationiscommonthroughouttheUniversity.

5.3 Lone working

LoneworkingwithinEEEisnotencouraged,butmaybepermissibleunderveryspecificcircumstancesafteradetailedriskassessmenthasbeenperformed.Employershaveadutytoassesstherisksfacedbyloneworkerstodetermine:-

• Whethertheworkcanbedonesafelybyanunaccompaniedperson,and;• Whatarrangementswillberequiredtoensurethatthepersonisnotexposedtogreater

risksthanemployeeswhoworktogether.• Thereisnocleardefinitionof"Loneworkers"buttherearealargenumberofoccupations

thattendtoworkontheirown.Examplesare:-o Doctors,districtnurses,milkmen,salesmen,postmen,meterreaders,maintenance

men,lorrydrivers.o LessobviousexamplesincludeHomeworkers,mobilestaff,teachersandlecturers,

maintenancemenonlargeindustrialsites,securitystaff,cleaners,homevisitors,etc.

• However,mostpeopleatsometimeduringtheirnormalworkactivitywillbeengagedinasoloactivityoutofsightorsoundofothers.Similarly,someonehastobefirsttoarriveatworkandsomeonewillbethelasttoleave.Soconcentratingon"aloneness"isunnecessarilylimitingandtheassessmentofwhoisaloneworkermustbebasedonthosewheretherisksarehigher,orthosewhoworkaloneforconsiderableperiods.

• Legislationdoesnotprohibitloneworkinginageneralsense,althoughtherearesometypesofworkwhichrequiresupervision,e.g.whereyoungpeopleareundergoingtraining,whereworkonliveelectricalequipmentisbeingperformed,orworkundertheConstruction(Health,Safety&Welfare)Regulations.

• Staffandstudentswithphysicaldisabilities,orhealthproblemswhichtheyfeelcouldinsomewayputthematincreasedriskintheworkplace,areencouragedtodiscussthesituationwiththeirManager/Supervisor/DSO.

• Supervisors/Managersmaywishtoseekadvicewhereappropriate.

Issuesofasensitivenaturewillbetreatedwiththeutmostconfidentiality.Certainworkactivitiesandenvironmentsmayadverselyaffectthehealth,safetyand/orwelfareofnewandexpectantmothersand/ortheirchild(neworasyetunborn).

• Newandexpectantmotherswhofeelthattheirortheirchild’shealth,safetyand/orwelfaremaybeputatriskbytheirworkactivitiesand/orenvironmentareencouragedtodiscussthesituationwiththeirManager/Supervisorinthefirstinstance.

• TheymayseekfurtherinformationfromtheDSOiftheyfeelthatissueshavenotbeenconsideredcorrectlyortotheirsatisfaction.

• Femaleswhoarepregnantmustnothandlesuspectedcarcinogens:theriskofteratogeniceffectsisgreatestintheearlystageofpregnancy.

• Femaleswhoworkwithknownorsuspectedcarcinogensandwhoarecontemplatingpregnancy,shouldseekadvicefromtheirManager/Supervisor.

5.14 Lifting Equipment

Liftingoperationsaredefinedasanyactivitythatinvolvesliftingorloweringaload.TheDepartmenthasanumberofitemsofequipmentthatarespecificallyintendedtoliftandtransportloads,e.g.pallettrucks,A-frameblock-and-tacklecranes.LiftingoperationsandequipmentaresubjecttotheLiftingOperationsandLiftingEquipmentRegulations1998(LOLER).TheDepartmentwillcomplywiththerequirementsoftheLOLERRegulationssoastoensurethatallliftingoperationsaresafetoundertake.TheHODwillappointamemberoftechnicalstaffastheLOLERleadwhowillbecomeanex-officiomemberoftheDepartmentalHealthandSafetyCommittee(seeAppendix1).

TheLOLERleadwill:

• MaintainagoodworkingknowledgeofLOLER,includingrequestingtrainingforthemselves

5.15 Work Equipment

InaccordancewithTheProvisionandUseofWorkEquipmentRegulations(PUWER),theUniversityhasadutyofcaretoensurethesafetyofpersonsusingworkequipment.

"Workequipment"coversallequipmentusedwithintheDepartment,includingpersonalequipment(e.g.broughtfromhome),borrowedorhiredequipment.Thedefinitionof"equipment"inthiscontextisverybroadandwouldcovereverythingfrom,say,aphotocopierthroughtoascalpel.Everyonewhospecifies,purchases,usesand/orisresponsibleforworkequipmentshould:• Ensurethatitissafe,suitableforitstaskandfortheenvironmentinwhichitistobeused.• BesurethatitcomplieswithanyappropriateE.U.regulations(e.g.doesitcarrya'CE'markwhere

applicable?)• Keepitinastateofgoodrepair,operatingasystemofplannedchecksandmaintenancewhere

appropriate.• Considerwhetheranyhazards mightariseinbothnormaluseandduringanyforeseeable

malfunction.Iftheequipmentmightposeanysignificantrisktousersorothers,ensurethatitisappropriatelysitedandguardedandthatproceduresareinplacetoeliminateorminimisethatrisk.

• Ensurethat,whereappropriate,bothusersandsupervisorsofusersreceiveappropriateinstructionandtraininginthesafeuseofthisequipmentandareawareofanyhazardsthatmightarisefromitsuseoritsforeseeablemalfunction.Complexinstructionsarebetterwritten down.

GuidancecanbeobtainedfromtheDTMandtheDSOoranymemberoftheSafetyCommittee. 5.16 Noise and Vibration

InaccordancewiththeControlofNoiseatWorkRegulationsandtheControlofVibrationatWorkRegulations,theUniversityhasadutyofcaretoensurethehealthofindividualswhomaybeexposedtoexcessivenoiseorvibration.

Exposuretoexcessivenoisemayresultinnoiseinducedhearingloss(NIHL),temporaryorpermanentacoustictraumacausedbysudden/loudnoises,tinnitus,andinextremecasestotaldeafness.Exposuretovibration(typicallythroughhandheldpowertools,vibratingsurfaces,andvehicles)mayresultindamagetonervesandbloodvessels,circulatorydisorders,problemswithjointsorothermusculoskeletalconditions.

TheHeadofDepartmentshall:

• consultwiththeUniversity’sHealth&SafetyDepartmentonmatterspertainingtonoiseorvibrationexposure;

• ensuretheundertakingofsuitableandsufficientriskassessmentsbyacompetentpersonwheredecibellevelsareat,orabove,thethresholdslaiddownbytherelevantRegulation;

• ensuretheundertakingofsuitableandsufficientriskassessmentsbyacompetentpersonwhereexposuretovibrationisat,orabove,thethresholdslaiddownbytherelevantRegulation;

• ensureallcontrolmeasuresidentifiedbyriskassessmentforexposuretonoiseorvibrationareimplemented,includingtheprovisionofPPE;

• ensurethatthesafetyofindividualsisnotcompromisedwherenoiselevelsoverrideotheraudiblewarningsignalsthroughtheiruseofPPE.

TheDepartmentSafetyOfficershall:

• ensurethedisseminationofrelevantinformationtoallDepartmentstaffwhoareexposedtonoiseand/orvibration;

• determineHearingProtectionZonesandachievedemarcationofthesezonesthroughuseofappropriatesignage;

• monitorcontrolmeasuresidentifiedbyriskassessmenttoensuretheyareimplementedandadheredto;

• liaisewiththeUniversityOccupationalHealthAdvisor(orapprovedexternalserviceprovider)onissuesarisingoutofexposuretonoiseorvibration.

Managers/Supervisors/Lecturers/Techniciansshall:

•enforceallcontrolmeasures(includingtheuseofPPE)identifiedbyriskassessmentsforstaff/studentsundertheircontrol.

AllDepartmentstaffshall:

• readallinformationprovidedinrelationtothehazardsposedbynoiseand• vibration;• adheretocontrolmeasures(includingtheuseofPPE)atalltimeswhenrequiredtodoso,

andreportanydefectswithregardtotheirPPE;• beencouragedtoinformtheirsupervisor/linemanagerofanypre-existingorsubsequently

diagnosedhealthconditionsthatmaybeaffectedbyexposuretonoiseorvibrationthroughtheirwork;

• presentthemselvesforhealthsurveillancewhenrequiredtodoso.

5.17 Portable Appliance Testing (PAT)

Bylaw,allelectricalequipmentmustbetestedregularly.Thetestincludesassessmentofcables,fuses,connectors,etc.,earthcontinuityandinsulationresistance.ThetestingofequipmentinthisDepartmentisorganisedbyIanWraithintheElectronicsWorkshop(roomF146,tel.25864).

• Beforeusingelectricalequipmentitisyourresponsibilitytocheckthatithasbeentested

andthatthetestlabelshowsadatefor“nexttestdue”thathasnotyetpassed.• Alwaysperformavisualinspectionofcablesonanyportabledevice.Youarelookingfor

abrasions,splitsandcutsintheinsulation,anysignsofwearortrapping,andanysignsofscorchingtotheplug,beforeuse.IfindoubthaveitassessedbytheelectronicsWorkshop.

• Beforeanynewequipmentcanbeuseditmustfirstbetested(usuallythisisdoneimmediatelyonarrival)eitherbytheElectronicWorkshoporasuitablyqualifiedtechnician.DetailsofallelectricalequipmenthavetoberecordedandaPATcheckcarriedout.Equipmentthatpassesislabelledshowingthe"nexttestdue"date.

• Aregularcycleoftestingtakesplaceinthedepartment,howeverthisisonlydoneduringablockofafewweekseachyearsoequipmentshouldnotbeleftuntestedorout-of-test-dateontheassumptionthatitwillbedoneautomatically.

• EquipmentfoundnottobePATtestedorwhosetestdateisoverdueshouldnotbeused.Contactyournearesttechnician,whowillthenarrangetohaveittested.

• AllequipmentbroughtintotheDepartment,includingpersonalequipment(e.g.broughtfromhome),borrowedorhiredequipmentandequipmentreturningfromcalibrationorrepairshouldbetreatedasnewequipment.

Anyonewhouses,orintendstouseorpurchase,apressuresystemshouldbeawareofthecurrentregulationscoveringsuchsystems.

IftheproductofthePressuremultipliedtheVolumeofthelargestpressurevesselinthesystemis250bar/litresormore,thenbylawa“WrittenSchemeofExamination”mustbeobtainedforthatsystempriortoitscommissioninganduse.

5.21 Cryogenics

Thehazardsassociatedwithlowtemperatureliquefiedorsolidifiedgasesmainlyarisefromtheirphysicalproperties.Theyare:

• Asphyxiation-Rapidlyevaporatinggasescanreducetheoxygenconcentrationofairbydisplacementsothatitreachesdangerouslevels(seetablebelow).Areaswithoxygenconcentrationsbelow18%mustneverbeentered.Itisrecommendedthatoxygenalarmsaresettoalarmat19%.

• Coldburns,frostbiteandhypothermiafromcontactwithliquefied/solidmaterials,coldsurfacesorgases.

• Overpressurisationifthelargevolumeexpansioncausedbytheliquidbecomingagasisconfinedortrapped.

• Firefromoxygenenrichedatmospheresgeneratedbythecondensationofoxygenontosurfaces.

• Materialsbecomingbrittlefromtheeffectsofextremecoldandcouldresultincatastrophicfailure.

• Manualhandlingrisksfromdelivering/transportingofcryogenicmaterialsandtheircontainersaroundsitemaycreatemanualhandlinghazards.

InEEEweutiliseLiquidNitrogeninvariousways.AccesstoLiquidNitrogensuppliesisonlyallowedtoindividualswhohavereceivedtrainingfromtheDSOorDesignatedProxy,andallLiquidNitrogenaccesspointsarelockedoffwithkeysthataretightlycontrolledandonlyavailabletotrainedusers.

Wedon’tuseDryIceatthispointintime.

5.22 Visitors

MembersoftheDepartmentwhoinviteorreceivevisitorsareresponsiblefortheirsafety,andforensuringthattheyaregivenrelevantinformationaboutanyhazardstheymayencounter.Thisappliestoallvisitors,includingUCAScandidates,academicvisitors,contractors,serviceengineers,salesrepresentatives,workexperiencenon-employeesorcasualvisitors.AsaminimumallvisitorsshouldbeinformedoftheFireandEmergencyProcedures.Furtherinformationshouldbeprovideddependingonthepotentialhazardsarisingfromthepurposeandlocationofthevisit.Short-termVisitorsShort-termvisitors(2monthsorless)shouldbesupervisedatalltimes.Longer-termVisitorsOnarrival,longer-termvisitorsshouldbedirectedtotheofficeSuite37at3SollyStreet.There,theyshouldfillinaDepartmentalRegistrationForm.TheywillthenbeissuedwithaDepartmentalInductionPackcontaininggeneralsafetyinformationrelevanttotheUniversityandtotheDepartment.Theirhostshouldadvisethemofanyadditionalsafetyproceduresspecifictotheirareaofwork.

5.21 Use of UAVs, Radio Controlled Vehicles, and semi/autonomous vehicles

ItisarequirementthattheDSOisinformedofanyplanstouseUAV’s(drones),RadioControlledVehiclesorsemi/autonomousvehiclesbeforeanyworkiscarriedout.Detaileddescriptionsoftheplannedworkmustbeprovided.TheuseofUAVsintheUKisgovernedbytheCivilAviationAuthority(CAA)andwhilstitisstillevolvingdronepilotsareincreasinglybeingviewedasGeneralAviationPilots.Informationonrulesforflyingdronesforrecreationareavailablehere.Whilstthesearegoodrulestoworkto,thedepartmenthastoconsiderthesafetyofstaff,studentsandmembersofthepublicaswellasreputationalriskshouldanincidentoccur.TothisendpermissionfordroneflightsofanytypemustbemadeinwritingtotheHODatleasttwoweeksbeforetheplannedflight.Thisrequestmustinclude:

• Detailedinformationonthedrone-dimensions,poweroutput,weight,controlsystems,camerasystemsetc…

• Thelocationoftheflight-wherewillyoutakeofffrom,whatisthesurroundingarealike(i.e.:builtupandbusy,openfields,etc…)andwhoownstheground.

• Thenatureoftheflight(i.e.:testflightofnewlydesigneddrone,ordroneflighttotestexperimentalequipmentbeingcarried,etc…)

• Planneddurationoftheflight.

Atthispointwearestilldevelopingtherulesbutwecurrentlysay:

• Onlytraineddronepilotsareallowedtoflydronesforworkpurposes.

5.24 3-Dimensional Printing

3-Dprintersarebecomingincreasinglyprevalentinthedepartmentastheyareaversatiletoolthatbringsenormousbenefitsinmanyaspectsoftheworkweundertake.Someconsiderationneedsto

begiventowhereandhow3-Dprintersareusedinthedepartmentsincetheycomeinavarietyoftypesandsizes,andusemanydifferentsubstrates.Generally,a3-Dprinteruseshighvoltage,heatandmovingpartsasaminimum,andlargersystemsmayalsointroducehydraulicandpneumaticsystemsworkingathighpressure.Theprocessofprintingusuallyinvolvessintering,extrudingorcuringthesubstrate.Theprintingprocessmaywellresultinthereleaseofvapoursandgasesofahazardousnatureasthesubstratebeingusedisheated.Beforebuying/sitinga3-Dprinterariskassessmentshouldbeperformed.Thisshouldconsiderthetypeofworkthatwillbedoneandthesubstratesthatmaybeused.

TheUniversityhasaresponsibilityundertheHealthandSafetyatWorkAct1974,toensurethatallworkwithradiationiscarriedoutsafely.IntheDepartmentofElectronic&ElectricalEngineering,thesourcesofpotentiallyhazardousradiationatthepresenttimeareinthemainLASERS.TherearealsosomecommercialX-raydiffractionsetsandhighpowermicrowavesources.LasersRadiationsafetyoflaserproductsiscoveredbyBSEN60825-1:1994whichisa'euronorm'basedontheInternationalElectrotechnicalCommissionIEC60825-1.GuidanceNotesforUniversitiesincorporatingtheserequirementsareavailablein‘LocalRulesforLaserSafety’.

• IfconsideringthepurchaseofanewlasersystemaschemeofworkandrelevantriskassessmentsmustbesenttotheDLSOforreviewpriortoanyorderbeingplaced.
