MANDATORY TRAINING - The STG training program that DCI has been working on, STG Identification Process / WICS will be mandatory for all STG Coordinators. To date, 92 people have gone through this training with the majority of them being Institution Specialists and DCC Agents. It is important to get the Coordinators through this training so we can get everyone focused on identification and WICS. Typically the training is done on Thursdays. It starts at 8:00 AM and lasts approximately 5 hours. Please e-mail Dawn to set up a date. WICS UPDATE Please take note there is a category for Terrorists in WICS and is broken down by Domestic and International. ISIS and ISIL is listed under International Terrorists. When you are completing your SAR for OSO don’t forget to put this information into WICS also. The DOC needs to be able to track this information. ANNOUNCEMENTS STG CERTIFICATION CLASS – Approval has been granted to hold a 40-Hour STG Certification class. The class size will be limited to 40, 25 spots for DAI and 15 spots for DCC. We are currently looking at the last week in September with the location yet to be determined. An e-mail was sent out to security directors to determine the needs of the institutions. We will keep you posted as details get worked out. INTRODUCTIONS Mike Saunders, welcomed the group and introduced OCI Security Director, Beckie Blodgett as co-chair of the STG committee, filling the vacancy left by Steve Schueler. Beckie has been with the DOC for 24 years and a part of the STG committee since 2003.

ANNOUNCEMENTS AGENCY TRAINER VACANCY – The two vacant agency trainer positions were recently filled. Captain Jason Wilke, RGCI and Captain Cynthia Radtke, WCI have both accepted positions and will start immediately. STG CERTIFICATION CLASS – The 40-Hour STG Certification class is full with a waiting list. The class will be September 19-23 at OSCI. Jay Aldana recently contacted all those signed up to attend with lodging information and class times. OSCI will be providing the lunch meal, if you have any food allergies please notify Jay by September 6. Training materials will be sent via a link to the participants. If for any reason you can no longer attend please let Dawn know as soon as possible. DCC RIDE-ALONG PROGRAM – DCC Region 3 has initiated a ride-a-long program for DAI staff. Areas covered include Districts 3, 4 and 5. It gives staff a chance to become familiar with the geographic area and the neighborhood nicknames; additionally it aides in the interview processing as it familiarizes one with the area and helps build staff credibility. Agents Chris Gomes, Donna Kissler and Scott Guthrie can be contacted in regards to this program. Mike will send out an e-mail to the wardens informing them of this opportunity. BLACK LIVES MATTER – Discussion At this point Black Lives Matter is not a security threat group, it is consider more of a social group or movement. Currently people are trying to change this group into something negative and using the term out of context. How is it being interpreted in the institutions? Recently at GBCI inmates were heard screaming “Black Lives Matters” and using it to incite others. Madison PD reports a couple gang members (Black P Stone and Mickey Cobra) have been promoting and participating in Black Lives Matter rallies. They are concerned with the social media aspect of this movement.

ANNOUNCEMENTS NOTICE OF TRANSFERS – There has been some discussion regarding notification of transfer for STG members.

A few institutions are sending out e-mail notifications

There are WICS reports available to let the institutions know what STG members are transferring and what STG members were admitted on a particular day.

Use the tools (WICS) already available to us instead of creating a new system. WICS is only going to be as good as the information that is put into it. The coordinators do not always have enough time to enter information into WICS. Who may have time to enter the information? Send Dawn a name from your institution that would be designated to assist in entering information. Keep in mind the information for entry should be kept confidential and the person should have an area away from inmates to do the entry. Upon further discussion, please hold off sending names until discussion can be had with legal counsel. Is the information in the STG portion of WICS still excluded from open records requests? Gang files have always been excluded from open records requests due to the fact that they were considered an ongoing investigation. Mark will arrange a meeting with legal counsel and Jay and Beckie to discuss confidentiality. Remember what you are putting in e-mails is available in an open records request. Continue to add information to STG activities; download reports, contraband, photos, letters, etc. If you are concerned about putting names or contact information into WICS put as much information as you can without naming sources. INFORMATION SHARING E-MAILS – Recently there have been some rather large STG information e-mails. In some instances these have filled people mailboxes, stopping them from being able to send or receive any other e-mails. UPDATE: Beckie and Jay have a meeting with BTM on March 6 to discuss the creation of a SharePoint document. STG REPORTING WORKSHEETS – Just a reminder to send completed reporting worksheets to Dawn. It is hard to gather all the information during the meetings so it’s important to include the names and numbers of inmates/offenders of interest. To those reporting for specific DCC regions, try and reach out to the specialists in your region, get information from local law enforcement, include offenders of interest. We will be working on updating the worksheets, if you have ideas, send them to Dawn.

INTRODUCTIONS / TRAINING Jay Aldana, co-chair of the STG committee, welcomed the group and introduced guest speaker

MGT: Planning and Intervention for Security Threat Groups, Hate and Terrorist Groups in Rural Jails and Prisons Because the training is scheduled for a full day institution and regional reporting was done by completing the STG Reporting Worksheets Dawn sent around.

ANNOUNCEMENTS NOTICE OF TRANSFERS – There has been some discussion regarding notification of transfer for STG members.

A few institutions are sending out e-mail notifications

There are WICS reports available to let the institutions know what STG members are transferring and what STG members were admitted on a particular day.

Use the tools (WICS) already available to us instead of creating a new system. WICS is only going to be as good as the information that is put into it. The coordinators do not always have enough time to enter information into WICS. Who may have time to enter the information? Send Dawn a name from your institution that would be designated to assist in entering information. Keep in mind the information for entry should be kept confidential and the person should have an area away from inmates to do the entry. See additional notes regarding WICS Entry guidelines Is the information in the STG portion of WICS still excluded from open records requests? Gang files have always been excluded from open records requests due to the fact that they were considered an ongoing investigation. However, WICS is not excluded. Should an open records request be received, then the information would be reviewed and redacted as needed with the assistance of Legal Counsel. Remember what you are putting in e-mails is available in an open records request. Again, WICS is only as good as the information that is entered, therefore, please continue to add information to STG activities; download reports, contraband, photos, letters, etc. If you are concerned about putting names or contact information into WICS put as much information as you can without naming sources.

INFORMATION SHARING E-MAILS – Recently there have been some rather large STG information e-mails. In some instances these have filled people mailboxes, stopping them from being able to send or receive any other e-mails. UPDATE: There is a small work group that is currently working on developing the SharePoint site with BTM. STG REPORTING WORKSHEETS – Just a reminder to send completed reporting worksheets to Dawn. It is hard to gather all the information during the meetings so it’s important to include the names and numbers of inmates/offenders of interest. To those reporting for specific DCC regions, try and reach out to the specialists in your region, get information from local law enforcement, include offenders of interest. We rely on the agents to let us know what is going on throughout the state. Information sharing worksheets have been updated so make sure you are using the current form. TRAINING HOURS – It is your responsibility to get a copy of your training records to Dawn to retain your certification. STG Coordinators are required to give and receive a minimum of 4-hours of training annually. STG Specialists are required to receive a minimum of 4-hours of training annually. We have coordinators that have not met the annual requirement for 2016. Please make sure to get your records to Dawn and if you are not sure if you have sent them to her she can print out a report of the hours recorded for you. (DAI Policy #306.00.18)

INTRODUCTIONS Jay Aldana, co-chair of the STG committee, introduced Captain Scott Bonlender as the new DCI Coordinator / Agency Trainer. Captain Herb Timm retired August 1. Scott comes to us with an extensive gang background. Prior to coming to DCI Scott worked at WCI and was part of the gang task force there.

UPDATES

That information should be entered into WICS. We get a lot of emails, they get forgotten about, and if the info is in WICS we will catch it sooner. Have all the coordinators updated their list of who has access to WICS and at what level? We would like to limit who has access for the integrity of the information. Training Records - We have coordinators that have not met the annual requirements for 2016. It is your responsibility to get training records to Dawn. The policy states to retain STG certification a coordinator must attend AND provide 4 hours of training annually.

ANNOUNCEMENTS

STG Certification Training October 23 – 27 - It will be held at Dodge Correctional Institution which can comfortably accommodate up to 60 people. An e-mail will go out to institutions and regions soon with more information specific numbers allowed. Information Sharing / Point of Contact – Captain Bonlender will be the STG point of contact; all info will go through Scott to disseminate as he feels fit. It is vital that everyone follows this procedure so that the information gets to the right people. Mission / Vision / Statement of Purpose for this group – In order for this group to become a well respected gang task force we need to define our purpose. As a group we need to decide what direction we want to take, set goals come together as a team.

Each coordinator was challenged to come up with a mission statement for their institution by the next meeting, November 4.

A group has volunteered to work together to come up with a mission statement for the WI-DOC STG group. Members include: Scott Bonlender, Brad Schlosstein, Courtney Newton, Grant Berg and Dan Maki.

A poll was taken on what institutions/regions already have some sort of gang task force. They include DCI, FLCI, GBCI, JCI, KMCI, NLCI, OCI, OSCI, RGCI, SCI, and WCI, WSPF and Regions 1 and 4. RYOCF is in the process of bringing a group together.
