INVITATION TO PARTICIPATE
2. INTRODUCTION
2.1 BACKGROUND
The University of Cyprus was established in 1989 and is a young, forward
thinking and dynamic educational institution, committed to excellence.
The first students were admitted in 1992 and the student population today is
about 6.000.
In 1994 following an International Ideas Competition a Campus Master Plan was
conceived to house the University of Cyprus at Athalassa, in Nicosia. In 1996
the Council of Ministers approver the Campus Master Plan and established the
Campus Development Office which is responsible for the development, co-
ordination and implementation of the University of Cyprus Campus Master Plan.
The UCY Campus Master Plan was periodically updated and the latest update
was concluded in December 2008.
It is noted that during the period 1998-2010 the following building facilities have
been completed and occupied on Campus: Faculty of Pure and Applied
Sciences, Faculty of Economics and Management, Common Teaching Facilities
01 & 02, University House, Student Residences A, Social Facilities Centre,
Sports Hall and Maintenance Facilities Buildings.
In parallel, six (6) Faculties have been established with roughly thirty (30)
Departments which function in permanent and/or in temporary premises on
Athalassa Campus, Academia Campus and elsewhere in the city of Nicosia.
The Department of Biological Sciences, which is one of the five Departments of
the Faculty of Pure and Applied Sciences of the University of Cyprus, was
established in 2002 and in 2003 started to offer postgraduate programs. In the
academic year 2007-2008 the Department of Biological Sciences initiated
undergraduate programs as well.
The Department is provisionally accommodated in the Faculty of Pure and
Applied Sciences building facilities, looking forward to the construction of its own
building facilities which is part of the scope of the present Competition.
As mentioned earlier two Common Teaching Facilities have already been
completed on Campus; Common Teaching Facilities 01 (CTF 01) has been in
use since 2004 and Common Teaching Facilities 02 (CTF 02) became
operational for the academic year 2010-2011.
The new Common Teaching Facilities 03 (CTF 03) will serve not only the
Department of Biological Sciences but also students of other Faculties of the
University of Cyprus. The CTF 03 building facilities are also a part of the scope
of the present Competition.
2.2 SCOPE OF THE COMPETITION & COMPETITION PROCEDURE
The scope of the Competition is the Building Facilities of the Department of
Biological Sciences and the Common Teaching Facilities 03.
The University of Cyprus as the Contracting Authority, announces an
international Architectural Competition through the Campus Development Office,
for the design and construction of the ‘Department of Biological Sciences and
the Common Teaching Facilities 03’ within the University of Cyprus Campus
at Athalassa, in Nicosia.

INVITATION TO PARTICIPATE
The Competition is a two stages competition procedure, through which the
Contracting Authority aims to arrive to the best possible solution for the building
facilities of the Department of Biological Sciences and the Common Teaching
Facilities 03 in architectural, planning, technological, environmental and
economic terms, and to appoint the qualified Architect and Consultants for the
implementation of the winning solution of the Department of Biological Sciences
and Common Teaching Facilities 03 project.
The University of Cyprus is seeking an exemplary and stimulating educational
building where new learning and research environments will be employed.
The Invitation of the Competition is open to registered Architects and the
Competition is structured in two stages, as outlined in the present
document.
The invitation will be transmitted through the Electronic Procurement System of
the Treasury of the Republic of Cyprus (e-Procurement). For this, Candidates
are prompted to register in the System.
The services fall under category CPV 71200000.
2.2.1 STAGE A
Stage A is a Pre-Qualification procedure where Architects and their associated
Consultants: Civil Engineers, Mechanical Engineers, Electrical Engineers and
Energy and Sustainability, are evaluated on the basis of, the ‘Main Project
Team’ composition, years of experience and experience in the design and
supervision of similar projects, as outlined in Articles 6 and 7 of the present
Invitation.
No design work is required for the Stage A submission.
Stage A will be evaluated by the Competition Jury in the matter described in
Article 8 of the present Invitation. The composition of the Jury is presented in
Article 2.2.3.
All suitable Candidates that fulfil the minimum requirements as described
in the present Prequalification Stage document will be invited to
participate in Stage B.
2.2.2 STAGE B
Stage B is an Architectural Competition which will lead to the award of a
‘Consultants’ Services Contract’ for the design and supervision of the ‘Building
Facilities of the Department of Biological Sciences and the Common Teaching
Facilities 03’.
The adjudication of Stage B will be undertaken by the Competition Jury.
The Main Project Team which will win the Architectural Design Competition will
be invited to proceed with the design and supervision of the Project that is the
‘Building Facilities of the Department of Biological Sciences and the Common
Teaching Facilities 03’, along with specialised Experts.
The Main Project Team and Experts will constitute the ‘Main Consultants’. These
terms are clarified in Article 2.3.
2.2.2.1 Fees for Services
The fees will amount to 8.5% of the cost of the project* (please see information
below on fee calculation). This percentage includes the fees for the services of
all the Main Consultants, including the fees for services of the Architect, Civil

Engineer, Electrical Engineer, Mechanical Engineer and Energy & Sustainability
Consultant, as well as the fees for services of the following Experts:
Design and Operation of Laboratories (research and teaching) Consultant,
Acoustics Consultant and Landscape Consultant, for all the stages of the project
from the design stage until the execution of the Project. These services are
based on the codes of ethics of each discipline and related details will be made
available at the Stage B - Architectural Competition Documents.
Candidates should have the ability to communicate in the Greek or English
Language. This applies to all Consultants and other leading personnel.
In the case of absence of such knowledge, the winning Team of Stage B will
have to at its own risk and expense include in the project team composition, a
certified Translator-Interpreter who will be a permanent project team member for
the overall duration of the Contract for the provision of Services for the
implementation of the Building Facilities of the Department of Biological
Sciences and the Common Teaching Facilities 03 Project.
It is also noted that it is at the discretion of the interested Candidates to staff or
not to staff the project team with additional experts, other than the ones
described in the present document. The participation of any additional expert
within the Main Project Team will not be used as a selection criterion by the
Contracting Authority, nor will it change the 8.5% fee percentage.
* Calculation of fees during the different stages and the relevant cost
of the Project
The calculation of fees will take place as follows:
(i) Design & Tender Stages of the ‘Building Facilities of Department of
Biological Sciences and Common Teaching Facilities 03’
55% of the fee payments for services offered before the signing of the
Construction Contract, will be calculated based on the Estimated Cost, and then
shall be recalculated based on the Cost of the Construction Contract (without
V.A.T. and without sums for which the consultants will offer no services) when
that becomes known.
(ii) Construction & Supervision Stages of the ‘Building Facilities of
Department of Biological Sciences and Common Teaching Facilities 03’
45% of the fee payments for services during the construction period will be
calculated based on the Cost of the Construction Contract and then shall be
recalculated when the Final Account Cost (without V.A.T. and without sums for
which the Consultants will offer no services) of the project becomes known.
Exact details relating to fee payments will be available at Stage B.
2.2.2.2 Estimated Contract Value
The contract value has been estimated to 2.325.000 Euros (two million, three
hundred twenty five thousand Euros) without V.A.T.. This amount includes, the
Main Consultants fees as described in paragraph 2.2.2 estimated at 2.125.000
Euros (8,5% of the estimated Project cost of 25 million Euros) as well as
additional 200.000 Euros for the Awards which will be granted at the conclusion
of the Architectural Competition – Stage B. The precise amount of the Awards
will be specified in the Stage B Competition documents.

2.3 PROJECT TEAM / PERSONNEL REQUIREMENTS
The ‘Main Project Team’ will comprise the Architect – Project Team Leader –
Consultant 1A, Architect – Consultant 1B (if required to fulfil the requirement
described in Article 6.2.2.1 (1) below) and other Consultants: Civil Engineer,
Electrical Engineer, Mechanical Engineer and Energy & Sustainability Consultant.
This Team will be thereon referred to in the present document, as ‘Main Project
Team’.
The required qualifications and other details concerning the Main Project Team
Members (Consultants) are outlined in Article 6 of the present Invitation.
The three additional Consultants which will be required to complete the project
team are: Design and Operation of Laboratories Consultant, Acoustics Consultant
and Landscape Consultant. These Consultants will be thereon referred to in the
present document, as ‘Experts’.
In the present stage of the Competition, it is not required to declare the
names of Experts who will participate in the project.
The members of the project team, who will have a crucial role in the execution of
the Contract for the Provision of Services by Consultants i.e. Main Project Team
Members and Experts will be thereon referred to in the present document, as ‘Main
Consultants’.
Candidates may also staff the Project Team with other experts or personnel, if they
deem that they are necessary for the successful implementation of the Project.
The term ‘Project Team’ means the Main Consultants and all other scientific or
technical personnel who will eventually participate in the Project.
All members to be employed to implement the services related to the ‘Department
of Biological Sciences and the Common Teaching Facilities 03’ project are
expected to have the academic qualifications and abilities to cope with the
complexity and demands of the Project.
2.4 PROJECT VISION
The vision of the Department of Biological Sciences is to become a competitive and
internationally recognizable centre for its quality research in molecular life sciences,
aiming to provide a focal point in the region for the development of cutting edge
activity and scientific collaboration with European and also international research
institutions. Additionally, the Department would like to achieve a high-level teaching
and scientific training profile that will foster academic excellence and student
exchanges with European and international Universities. (Please refer to Appendix
3.1 for more information).
The Common Teaching Facilities 03 will become a part of the shared teaching
facilities network which exists on Campus. The University of Cyprus, apart from the
development of exemplary building facilities which will house all Faculties and the
corresponding Departments, is also seeking exemplary and stimulating educational
building where new teaching and learning approaches will be employed (Please
refer to Appendix 3.2 for more information).
2.5 PROJECT DESCRIPTION & COMPETITION SCOPE
The Project concerns the Department of Biological Sciences which is a department
of the Faculty of Pure and Applied Sciences and the Common Teaching Facilities
03 which will serve not only the students of the Faculty of Pure and Applied
Sciences and also students of other Faculties of the University of Cyprus.

INVITATION TO PARTICIPATE
According to the framework of the Competition, the Project will be developed on the
site indicated as FST 03 / CTF O3 on the attached drawing ‘DRWG 2’
(Appendix2.2).
The building facilities of the Department of Biological Sciences will comprise
teaching and research laboratories, office spaces, seminar and lecture rooms,
lobbies, formal and informal common spaces, informal learning areas, circulation
and support zones, etc, covering a total gross area of approximately 7.226 m2.
A small number of underground parking spaces will also be provided.
The Common Teaching Facilities 03 will comprise teaching and seminars rooms of
various capacities, amphitheatres, administrative offices, cafeteria, common and
other auxiliary spaces, etc covering a total gross area of approximately 5.997 m2.
2.6 SITE AND OTHER PROJECT INFORMATION
All designs should take into consideration the existing University of Cyprus Campus
context. A very brief introduction to this context is given in Appendix 1. Further
information will be made available to Candidates at Stage B.
The boundaries of the Competition site FST 03 / CTF O3 are indicated on the site
plan (Appendix 2.2). The area of the site is approximately 9.300 m2.
Works beyond the boundaries of site FST 03 / CTF 03 will be either performed by
other Consultants appointed through other Competition processes or by the
Campus Development Office itself.
The following Appendices provide further information regarding the ‘Department of
Biological Sciences and Common Teaching Facilities 03’ Project.

INVITATION TO PARTICIPATE
2.7 PLACE OF IMPLEMENTATION OF THE CONTRACT SCOPE
The place of implementation of the Contract Scope is the University of Cyprus
Campus, at Athalassa, in Nicosia, Cyprus.
2.8 PERIOD OF IMPLEMENTATION OF THE CONTRACT SCOPE
The period of implementation of the Contract Scope shall be approximately 50
months from the date of commencement of the Contract and will be outlined in
detail in Stage B – Architectural Competition stage.
The design of the two building entities will be completed simultaneously, but
construction may take place in different phases. For this reason, it will be
expected that the Department of Biological Sciences Building Facilities will
function independently from the Common Teaching Facilities 03. The
Department of Biological Sciences Building Facilities will be developed close
to the southern service road, while the Common Teaching Facilities 03 will be
developed next to ‘Belvedere’.
2.9 ESTIMATED PROJECT COST AND TOTAL GROSS AREA
The construction cost for the Department of Biological Sciences Building Facilities
and the Common Teaching Facilities 03 project is estimated at approximately
twenty five million Euros (€25.000.000) without V.A.T..
The net area of the Department of Biological Sciences Building Facilities has been
calculated to be 3.864 m2 (please refer to Appendix 4.1) and the maximum gross
area of the project including lobbies, circulation, internal and external walls,
electrical and mechanical rooms, wc facilities, storage and other secondary support
spaces, has been estimated at approximately 7.226 m2.
The net area of the Common Teaching Facilities 03 has been calculated to be
3.207 m2 (please refer to Appendix 4.2) and the maximum gross area of the project
including lobbies, circulation, internal and external walls, electrical and mechanical
rooms, wc facilities, storage and other secondary support spaces, has been
estimated at approximately 5.997 m2.
3. LEGAL FRAMEWORK 3.1 APPLICABLE LEGISLATION
The Tender procedure shall be conducted in accordance with the relevant Laws
and Regulations of the Republic of Cyprus on the award of public contracts, as
amended and in force, and in particular in accordance with:
a. The Coordination of Procedures for the Award of Public Works Contracts,
Public Supply Contracts and Public Service Contracts and on Related Matters
Law of 2006, published in the Official Gazette of the Republic of Cyprus on 17
February 2006 (Law 12(I)/2006).
b. The General Regulations on the Award of Public Supply Contracts, Public
Works Contracts and Public Service Contracts, published in the Official
Gazette of the Republic of Cyprus on 4 May 2007 (KDP 201/2007).
c. The Regulations on the Execution of Public Supply Contracts, Public Works
Contracts and Public Service Contracts, published in the Official Gazette of
the Republic of Cyprus on 5 March 2004 (KDP 115/2004).
d. The Law on the Review Procedures concerning the Award of Public
Contracts of 2010, published in the Official Gazette of the Republic of Cyprus
on 19 November 2010 {Law 104(I)/2010}.

INVITATION TO PARTICIPATE
Interested candidates may access the above-mentioned legislation documents by
visiting the Website www.treasury.gov.cy.
3.2 GENERAL PRINCIPLES
1. Participation in the competition procedure is open to all interested candidates
meeting the legal, financial, technical or other requirements provided for, in the
present Invitation.
2. By submitting their Requests to Participate, Candidates are assumed to be
familiar with all relevant laws and Regulations of the Republic of Cyprus which
affect, either directly or indirectly, the tender procedure and the implementation of
the Contract Scope.
3. The Competent Body shall deem admissible the Requests to Participate
which comply with all terms and conditions of the present Invitation.
4. Any attempt by or on behalf of a Candidate to influence in any way
whatsoever the judgement of the Contracting Authority or of the Competent Body in
the discharge of their duties in connection with the competition procedure or result,
shall result in the rejection of its Request to Participate.
5. Candidates who have obtained or taken in their possession, without legal
authority and at their own initiative, or who have had in advance in their
possession, information or documents in connection to the competition procedure,
shall be excluded from participation.
6. No member of the Contracting Authority, nor any advisor or employee, nor
any person, who has been concerned with or has been involved in the preparation
or organization of the competition, shall be eligible to compete or to collaborate, or
to assist a Competitor.
3.3 PROTECTION OF CANDIDATES
1. Every interested economic operator who has or had an interest in being
awarded the Contract and who has sustained or is likely to sustain a loss as
a result of an act or decision of the Contracting Authority which precedes
the signature of the Contract and for which it is alleged that it violates any
provision of the legislation in force, has the right to file a recourse to the
Tenders Review Authority in accordance with the provisions of the Law on
the Review Procedures concerning the Award of Public Contracts of 2010
(Law 104(I)/2010).
2. To file recourse to the Tenders Review Authority, the applicant must pay a
non-refundable fee which is deposited into the General Government
Account. More details are given in the Website of the Tenders Review
Authority (www.tra.gov.cy).
3. Regarding the manner and procedure for filing recourses, the manner in
which these are examined and the procedure for the issue of the relevant
rulings, the provisions of the Law on the Review Procedures concerning the
Award of Public Contracts of 2010 (Law 104(I)/2010) shall apply.
3.4 COMPETITION LANGUAGE
In the event of inconsistencies between the different language versions of the
Greek and English Competition documents, the Greek version shall prevail.

4. RECEIPT OF COMPETITION DOCUMENTS /
E-PROCUREMENT
1. Candidate Architects should receive the Competition Documents from the
place stated in paragraph 1.10 of the Key Details of the present Invitation.
2. Candidate Architects who wish to receive all notification regarding the specific
Competition, should be connected with the particular Competition through the
Electronic Procurement System of the Treasury of the Republic of Cyprus (e-
Procurement). Those who are not registered users of the System, should first
complete their registration in the System and then request to be correlated with the
Competition in concern
3. Details for registration in the e-Procurement are provided in the relevant
website of the Treasury of the Republic of Cyprus www.eprocurement.gov.cy.
5. PROVISION OF CLARIFICATIONS ON THE INVITATION
OF REQUESTS TO PARTICIPATE
5.1 CLARIFICATIONS BY THE CONTRACTING AUTHORITY
The Contracting Authority may make additions, corrections or modifications of a
small scale to the terms of the Invitation of Requests to Participate and is obliged to
notify all interested candidates of its relevant decisions, through the Electronic
Procurement System of the Treasury of the Republic of Cyprus
(www.eprocurement.gov.cy), within the deadline specified in paragraph 1.13 of the
Key Details of the present Invitation.
5.2 SUBMISSION OF QUESTIONS IN WRITING BY THE INTERESTED
ARCHITECTS
1. Any clarification questions, recommendations, comments and/or remarks
regarding the Invitation to Participate Documents shall be submitted by
interested Candidates within the deadline specified in paragraph 2.14 by post,
facsimile or electronic mail.

6. ELIGIBILITY AND REQUIREMENTS FOR PARTICIPATION
To prequalify for participation in Stage B of this Competition procedure, interested
Architects and other Consultants must meet the following requirements. The format
of the submission is described in Article 7.
6.1 ELIGIBILITY FOR PARTICIPATION
1. Eligible for participation in the prequalification stage of the Competition, are
Architects who are currently registered to practice Architecture and who are either
members of the Scientific and Technical Chamber of Cyprus (ETEK) or members
of Technical Chambers of any other Member State of the European Union (EU) or
of the European Economic Area (EEA) or members of Technical Chambers in third
countries who have signed and ratified the International Government Procurement
Agreement (GPA) or of countries which have signed and ratified association
agreements or bilateral agreement with the EU or with the Republic of Cyprus.
2. Eligible for participation in the Main Project Team for the prequalification
stage of the Competition, are Engineers who are currently registered to practice
Engineering and who are either members of the Scientific and Technical Chamber
of Cyprus (ETEK) or members of Technical Chambers of any other Member State
of the European Union (EU) or of the European Economic Area (EEA) or members
of Technical Chambers in third countries who have signed and ratified the
International Government Procurement Agreement (GPA) or of countries which
have signed and ratified association agreements or bilateral agreement with the EU
or with the Republic of Cyprus.
3. Each member of the Main Project Team should supplement the relevant
registration proof.
4. Candidate Architects may participate in this Competition in only in one (1)
submission.
5. All Consultants of the Main Project Team (with the exception of the Architect
as noted above) are able to participate in the Competition in more than one (1)
submission.
6.2 REQUIREMENTS FOR PARTICIPATION
6.2.1 Personal situation of Candidates
1. To participate in the Competition procedure, interested Architects and other
Consultants must meet the following requirements concerning their personal
situation:
a. They must not have been convicted by final judgement for participation in a
criminal organisation (as defined in Article 2(1) of Council Joint Action
98/733/JHA), corruption (as defined in Article 3 of the Council Act of 26 May
1997 and Article 3(1) of Council Joint Action 98/742/JHA, respectively), fraud
(within the meaning of Article 1 of the Convention relating to the protection of
the financial interests of the European Communities) or money laundering (as
defined in Article 1 of Council Directive 91/308/EEC of 10 June 1991 on
prevention of the use of the financial system for the purpose of money
laundering, as amended by Directive 2001/97/EC of the European Parliament
and of the Council).

b. They must not be bankrupt or in the process of being wound up, have their
affairs administered by the court, have entered into an arrangement with
creditors, have suspended business activities or be in any analogous
situation arising from a similar procedure under national laws and regulations.
c. They must not be the subject of proceedings for a declaration of bankruptcy,
for an order for compulsory winding up or administration by the court or of an
arrangement with creditors or of any other similar proceedings under national
laws and regulations.
d. They must not have been convicted by a judgment which has the force of res
judicata of any offence concerning their professional conduct.
e. They must not have been found guilty of grave professional misconduct
proven by any means which the Contracting Authority can demonstrate.
f. They must have fulfilled their obligations relating to the payment of social
security contributions and their obligations relating to the payment of taxes
and duties as at the closing date for the submission of Requests to
Participate, in accordance with the legal provisions of the Republic of Cyprus
or with those of the country where they are established.
g. They must not have been found guilty of serious misrepresentation in
supplying the information required above and have not failed to supply such
information.
For certifying the Personal Situation of the Candidate in accordance with
paragraph 6.2.1, the relevant template which is contained in Appendix A of the
present Invitation, Form 2: Solemn Declaration Certifying the Candidate’s
Personal Situation, should be duly signed.
2. It is understood that if the Candidate is a Consortium, the above requirements
must be met by all consortium members and thus each consortium member should
fill Form 2.
3. It is noted that each member of the Main Project Team should duly complete
the relevant Form 2.
6.2.2 Technical and Professional ability
6.2.2.1 Experience of Main Project Team members
In addition to the above, In order to qualify and be invited to participate in Stage B –
Architectural Competition, Architects, Civil/Structural Engineers, Electrical
Engineers, Mechanical Engineers and Energy & Sustainability Consultants are
evaluated on the basis of experience and must meet the following requirements:
1. Qualifying Architects:-
1.1 Experience
Qualifying Architects should have designed and supervised the construction of
similar* project/projects which has/have been completed in the last twelve (12)
years as specified below:
(a) One (1) project of a final cost not less than 6 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.2005 - 31.12.2010.
or
(b) One (1) project of a final cost not less than 5 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.1999 - 31.12.2004.
or

(c) Two (2) projects of a final cost not less than 4 million Euros (excluding V.A.T.)
if the projects have been completed in the period 1.1.2005 - 31.12.2010.

(d) Two (2) projects of a final cost not less than 5 million Euros (excluding V.A.T.)
if the projects have been completed in the period 1.1.1999 - 31.12.2004.
The candidate Architect who fulfils requirement 1.1 above should be identified as
the Project Team Leader - Consultant 1 of all the Consultants to be involved in the
project and should have a minimum of ten (10) years experience.
In the case of two candidate Architects – Consultants 1A and 1B, who jointly fulfil
the above mentioned requirement 1.1, then one of the two will have to be identified
as the Project Team Leader and representative of all Consultants participating in
the Project. Both Architects who jointly fulfil the above requirement 1.1 should have
been active in the profession and have a minimum of ten (10) years experience
each.
1.2 Intention to form a Legal Entity
(a) In cases where in addition to Consultant 1A, a second Architect – Consultant
1B is required for the fulfilment of the requirement for experience in similar projects,
then they should together duly complete and sign, the Intention to form a Legal
Entity - Form 6.
(b) Also, if Architect – Consultant 1A and Architect – Consultant 1B (if any), wish
to submit the Request to Participate in the Competition together with other
Architects, then they should all duly complete and sign the Intention to form a Legal
Entity - Form 6.
(c) In cases where the candidate Architects have already formed a Consortium
they need not submit Form 6 but a true copy of the existing Consortium Agreement.
It is hereby mentioned that further to the completion of Form 6 or the submission of
the existing Consortium Agreement, candidate Architects are not obliged to take a
specific legal form in order to participate in the Competition - Stage A.
However, in all the above cases the winning Architects of Architectural Competition
- Stage B will be obliged to be incorporated as a company under the Company Law
(Cap.113) or partnership under Partnership and Business Names Law (Cap.116),
before the signing of the Contract for the Provision of Services by Consultants.
2. All other Consultants:-
2.1 Qualifying Civil / Structural Engineer - Consultant 2 should have offered full
services- design and supervision in his field of expertise, in a similar* building
project which has been completed in the last twelve (12) years as specified below:
(a) One (1) project of a final cost not less than 4 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.2005 - 31.12.2010.
or
(b) One (1) project of a final cost not less than 3 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.1999 - 31.12.2004.

2.2 Qualifying Electrical Engineer - Consultant 3 should have offered full
services- design and supervision in his field of expertise, in a similar* building
project which has been completed in the last twelve (12) years as specified below:
(a) One (1) project of a final cost not less than 4 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.2005 - 31.12.2010.
or
(b) One (1) project of a final cost not less than 3 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.1999 - 31.12.2004.
2.3 Qualifying Mechanical Engineer - Consultant 4 should have offered full
services- design and supervision in his field of expertise, in a similar* building
project which has been completed in the last twelve (12) years as specified below:
(a) One (1) project of a final cost not less than 4 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.2005 - 31.12.2010.
or
(b) One (1) project of a final cost not less than 3 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.1999 - 31.12.2004.
2.4 Qualifying Energy & Sustainability Consultant - Consultant 5, should have
offered full services- design and supervision in his field of expertise, in a similar*
building project.
It is clarified that in the project submitted for certifying the required project
experience of Consultant 5, contemporary methods and applications regarding
sustainable construction must have been employed.
This similar project must have been completed in the last twelve (12) years as
specified below:
(a) One (1) project of a final cost not less than 4 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.2005 - 31.12.2010.
(b) or
(c) One (1) project of a final cost not less than 3 million Euros (excluding V.A.T.)
if the project has been completed in the period 1.1.1999 - 31.12.2004.
It is stated that the winning team will be asked, to certify the Project with BREEAM
or LEED Certificate. More information on the subject will be provided in Stage B
Documents.
It is also noted that according to local regulations regarding energy performance of
buildings, the winning team will be required to issue the Energy Performance of
Buildings Certification for the Project.
2.5 Years of experience
All the Main Project Team members should have a minimum of ten (10) years
experience each.
* ‘Similar project’ means: educational buildings, research/innovation
centres, hospitals/clinics, cultural centres, hotels, industrial complexes,
office buildings incorporating high technology, commercial centres, etc.
Housing complexes or tourist resorts will not be taken into consideration.

6.2.2.2 Project Team Composition
1. As mentioned earlier in paragraph 2.3 the ‘Main Project Team’ will comprise
the Architect-Project Team Leader – Consultant 1A, Architect – Consultant 1B (if
any) and Consultants; Civil Engineer, Electrical Engineer, Mechanical Engineer and
Energy & Sustainability Consultant.
2. All Consultants which will compose the Main Project Team and will be
employed to implement the services required for the Department of Biological
Sciences and Common Teaching Facilities 03 Project are expected to have the
academic qualifications, abilities and the proved professional experience required
to cope with the complexity and demands of the project.
3. It is hereby clarified that with the conclusion of the Competition proceedings,
the winning Candidate of Stage B-Architectural Competition will be required to
identify and incorporate in the Project Team, the Experts that have been specified
earlier in paragraphs 2.2.2 and 2.3 of the present Invitation.
4. All Main Consultants; Project Team Leader, Consultants and Experts will be
submitted for final approval by the Contacting Authority before the signing of the
Contract for the Provision of Services.
5. A summary of the required number of Consultants composing the Main
Project Team and the professional qualifications of these Consultants that have to
be identified for the Prequalification Stage – Stage A of the Competition, is
presented in the Main Project Team Table which follows:-

6. It is also expected that in relation to the scope of the project, all members will
be able to cooperate and liaise with local Government or other Public Authorities or
other agencies, as well as with local consultants where necessary.
7. For the required number of Main Project Team members, analytical
information must be given in order to provide full data and description of the
person’s qualifications, experience, specialisation and skills in order to verify the
requirements of Article 6 and as described elsewhere in the present Invitation.
8. For certifying the Technical and Professional Ability of the Candidate the
relevant templates which are contained in Appendix A of the present Invitation,
Form 3: Declaration of the Main Project Team, Form 4: CV and Form 7: Employer
/Client Certificate for the Successful Implementation of Projects should be duly
completed and signed.
9. The Contract Scope will be implemented by the winning Main Project Team
members of the Architectural Competition - Stage B. No project team member may
be replaced without obtaining written authorisation by the Contracting Authority.
Conditions for replacement will be outlined in detail in the Contract document which
will be available at Stage B.
The Experts mentioned earlier who will have to be identified by the winning
Candidate of the Architectural Competition Stage B are summarised in the Table
below (please also refer to Article 8.5 of the present Invitation):

6.3 NUMBER OF CANDIDATES TO BE INVITED TO PARTICIPATE IN
THE ARCHITECTURAL COMPETITION - STAGE B
The Contracting Authority will invite to participate in the Architectural
Competition - Stage B, all suitable Candidates which fulfil the minimum
requirements as described in the Stage A: Prequalification Stage documents.
7. FORMAT AND SUBMISSION OF REQUESTS TO PARTICIPATE
7.1 TIME AND PLACE OF SUBMISSION
1. Interested Architects must submit their Requests to Participate no later than
the Submission Deadline of the Prequalification Stage as specified in paragraph
1.14 of the Key Details of the present Invitation.
2. Requests to Participate should be submitted at the place specified in
paragraph 1.15 of the Key Details of the present Invitation or be sent to the
University of Cyprus by registered post to be received by the University of Cyprus
on or before the date specified for the submission of Requests to Participate.
The responsibility for timely receipt of applications rests with the interest of the
interested Architects. In the latter case, the Envelope of the Request to Participate
further to the address details should be marked as follows:
‘To Tenders and Purchases Sector: Not to be opened – Please place this envelope
in the Tender Box’. The location of the Tender Box is described in paragraph 1.15
of the Key Details of the present Invitation.
3. Requests to Participate which were submitted after the specified date and
time or which, although posted within the specified time limit, did not arrive at the
Contracting Authority within the time specified in paragraph 1.14 of the Key Details
of the present Invitation shall not be taken into consideration and shall be
considered to be late.
7.2 REQUIRED INFORMATION AND SUPPORTING DOCUMENTS
The Envelope of the Request to Participate in the Competition Prequalification
procedure should contain all documents and certificates establishing the right of the
interested Candidate to participate in the competition procedure pursuant to Article
6 of the present Invitation.
It should specifically comprise the following:-
(1) Form 1 – ‘Request to Participate’
The Request to Participate - Form 1, must be duly completed and signed by the
Architect - Project Team Leader, in the format of the template contained in
Appendix A of the present Invitation.
(2) Eligibility for Participation
For certifying the Eligibility for Participation in accordance with paragraph 6.1, the
following:
Testimonial proof that each and every one member of the Main Project Team is
duly registered to practice Architecture or Engineering accordingly, and are
members of the Scientific and Technical Chamber of Cyprus (ETEK) or members
of Technical Chambers of any other Member State of the European Union (EU) or
of the European Economic Area (EEA) or members of Technical Chambers in third
countries who have signed and ratified the International Government Procurement

Agreement (GPA) or of countries which have signed and ratified association
agreements or bilateral agreement with the EU or with the Republic of Cyprus.
The Registration for Professional Practice should be submitted by the each
and every one member of the Main Project Team.
(3) Form 2 – ‘Solemn Declaration Certifying the Candidate’s Personal
Situation’
For certifying the Personal Situation of the Candidate in accordance with paragraph
6.2.1, Form 2, a template for which is contained in Appendix A of the present
Invitation, must be duly completed and signed.
Form 2 should be completed and signed separately by each and every one
member of the Main Project Team.
(4) Form 3 – ‘Declaration of the Main Project Team’ and
Form 4 – ‘Curriculum Vitae’
For certifying the Technical and Professional ability minimum requirements stated
in paragraph 6.2.2, the following:
a. The Main Project Team template which is contained in Appendix A of the
present Invitation, Form 3, must be duly completed and signed by the Project
Team Leader.
b. Detailed CVs of each one of the Main Project Team Members, in a
standardised format, using the template contained in Appendix A of the
present Invitation, Form 4, duly completed.
c. In Form 4, paragraph 5, each one of the Main Project Team Members has to
give information documenting the successful implementation of similar
project/projects required for the purpose of qualification as described in
paragraph 6.2.2.1, and to acquire the completion of Form 7 as explained
further on.
d. Additionally in Form 4, paragraph 8, each one of the Main Project Team
Members will have to confirm his ability to communicate in the Greek or
English Language.
Form 4 should be signed separately by each and every one member of the
Main Project Team.
(5) Form 5 – ‘Certification Regarding the Protection of Employees’
For certifying the protection of employees, Form 5, in the format of the template
contained in Appendix A of the present Invitation, must be duly completed and
signed.
Form 5 should be completed and signed separately by each and every one
member of the Main Project Team.
Interested Candidates may obtain information on the obligations deriving from the
provisions of the legislation on the protection of the employees and on working
conditions currently in force in the Republic of Cyprus and applicable to the place of
execution of the Contract Scope, from the Website of the Department of Labour
Inspection (www.mlsi.gov.cy/dli).

(6) Form 6 – Intention to form a Legal Entity
In cases where participating in the Main Project Team are both Architect / Project
Team Leader – Consultant 1A, and Architect – Consultant 1B, then they should
together duly complete and sign, the Intention to form a Legal Entity - Form 6.
Also, if Architect – Consultant 1A and Architect – Consultant 1B (if any), wish to
submit the Request to Participate in the Competition together with other Architects,
then they should all duly complete and sign the Intention to form a Legal Entity -
Form 6.
In cases where the candidate Architects have already formed a Consortium they
need not submit Form 6 but a true copy of the existing Consortium Agreement.
(7) Form 7 – Employer / Client Certificate for the Successful implementation
of Project
To verify the successful implementation of Project (which is declared in Form 4),
Form 7 must be duly completed and signed in the format of the template contained
in Appendix A of the present Invitation. For this purpose each member of the Main
Project Team should acquire the following:
If the Employer is a Public entity, that Part A of Form 7 is duly completed and
signed.
If the Employer is a private entity, that Part B of Form 7 is duly completed and
signed, or failing to acquire the relevant certificate by the private entity that Part
C of Form 7 is duly completed and signed by the Consultant himself.
Form 7 should be submitted separately by each and every one member of the
Main Project Team.
Form 7 may be submitted in any format as long as it contains all required
information described in the relevant Form.
(8) Form 8 – Verification of Tender Completeness
Form 8 is available as a checklist to assist Candidates in the submission of all
required information and supporting documents which concern the Competition in
question.
(9) Candidates must submit the originals or photocopies of the supporting
documents required thereof.
(10) Candidates are expected to provide and submit all documents in the Greek or
English Language as per paragraph 1.20 of the Key Details of the Present
Document.
(11) The Contracting Authority may request Candidates to clarify the supporting
documents submitted or supply any information missing from them. In this case,
Candidates are obliged, under penalty of disqualification, to supply such missing
information within five (5) working days from the day on which they are requested
to do so.

7.3 MODIFICATION OR WITHDRAWAL OF REQUEST TO PARTICIPATE
1. Candidates may modify or withdraw their Requests by written notice, to be
submitted to the Contracting Authority before the closing date for the submission of
Requests to Participate. In such cases, the outer envelope or package should, in
addition to the indications provided for in the next paragraph, also be labelled
‘MODIFICATION OF REQUEST’ or ‘WITHDRAWAL OF REQUEST’, as the case
may be.
2. With the exception of the provisions of paragraph 7.2, item (8), no
clarification, modification or rejection by the Candidates of a term or item of the
Requests to Participate shall be allowed after the closing date for their submission.
3. Candidates do not have the right to withdraw their Requests or any part
thereof after the closing date for the submission of Requests to Participate. If a
Request or any part thereof is withdrawn after this date, the Candidate shall be
subject to penalties and in particular to:
a. Declaration of the Candidate in default and deprivation of all of its rights to
participate in the next stage of the present competition procedure,
b. The penalties provided for by the Law and the Regulations regarding
participation in future tender procedures leading to the award of a public
contract.
7.4 SUBMISSION FORMAT OF REQUESTS TO PARTICIPATE – STAGE A
The following process will govern the Prequalification Stage submission.
1. The Requests to Participate must be drawn up in the manner, order,
numbering and format determined in the present Invitation, must be submitted
within a single sealed envelope, and must be written in the language specified in
paragraph 1.20 of the Key Details of the Present Invitation.
2. The Envelope of each Request to Participate must be clearly marked with the
following:
The words ‘REQUEST TO PARTICIPATE’ in block capitals.
The full title of the Contracting Authority.
The reference number of the Architectural Competition procedure.
The title of the Architectural Competition.
The closing date for the submission of Requests to Participate.
The data of the sender.
3. The Requests to Participate must not bear any irregular corrections
(erasures, deletions, additions etc.). If there are corrections, additions etc., these
should be initialled by the Project Team Leader.
4. The ‘REQUEST TO PARTICIPATE’ envelope, should contain all documents
pertaining to the Request to Participate, as follows:
a. Request to Participate - Form 1, in four (4) copies fully completed and
signed by the Project Team Leader, in the format of the template
contained in Appendix A of the present Invitation.

b. Forms 2-7 in four (4) copies fully completed (and signed where indicated)
in the format of the templates contained in Appendix A of the present
Invitation.
c. Participation Credentials containing four (4) copies of the legalisation
documents / necessary supporting documents for participation in the
Competition procedure.
Note: Supporting Documents are required to be provided by each
member of the Main Project Team for Paragraph 7.2 item 2 (updated
Testimonial proof for Registration to practice), as well as for Paragraph
7.2 (6) (true copy of the Consortium Agreement among Architects who will
comprise the Candidate).
d. Τhe completion of Form 8, is required for the purpose of verifying the
submission completeness.
5. One of the copies within the Envelope shall be labelled ‘ORIGINAL’ and shall
prevail over the other copies in the event of discrepancies between them. Every
page of the ORIGINAL must be initialled by the Project Team Leader. In the case
of bound documents, then it is allowed to only initial the first page and the last
page.
6. Any other format used to draw up the Request to Participate shall not be
acceptable.
8. PROCEDURE FOR THE PRE- QUALIFICATION OF CANDIDATES
8.1 OPENING OF REQUESTS TO PARTICIPATE
1. Opening of the Requests to Participate submitted, or sent and received,
within the specified time limit, shall be carried out by authorised persons, as soon
as possible after expiry of the deadline for the submission of Requests to
Participate specified in paragraph 1.14 of the Key Details of the present Invitation,
in the manner provided for in the Regulations.
2. The authorised persons shall number the Requests to Participate and shall
enter them in a special form.
3. The authorised persons shall initial every sheet of the ORIGINAL copy.
8.2 VERIFICATION OF ELIGIBILITY AND REQUIREMENTS FOR
PARTICIPATION
1. The ‘REQUEST TO PARTICIPATE’ Envelopes are delivered by the
authorised person to the President of the Jury or his authorised representative
(member of the Competition Jury).
2. The verification of the correctness and completeness of the Requests to
Participate will be undertaken by the Competition Jury or an authorised
Subcommittee which will comprise of at least three (3) members of the Competition
Jury.

3. The Jury / Subcommittee shall verify the correctness and completeness of the
submitted forms and supporting documents and the fulfilment of the requirements
for participation as per the specific provisions of Article 6 and paragraph 7.2 of the
present Invitation (Stage A) and shall record the results of this verification.
4. If the verification procedure establishes that there are Requests to Participate
which do not meet the requirements for participation as required by the present
Invitation, then the Contracting Authority, through its competent bodies, shall reject
these Requests.
5. The Candidate Architects and their Consultants who, after the verification of
paragraph 8, item (1), are found to meet the requirements for participation, shall be
invited to participate in the next stage of the Competition, the Architectural Design
Competition-Stage B.
6. The Contracting Authority will invite all suitable Candidates which fulfil the
minimum requirements as described in the present Stage A – Prequalification
document, to participate in Stage B. There is no ranking or constraint in the number
of suitable candidates to be invited.
8.3 NOTIFICATION OF THE RESULTS OF THE PREQUALIFICATION
STAGE – STAGE A
1. The Contracting Authority shall inform the prequalified Candidates of the
results of the Prequalification Stage of the Architectural Competition (Stage A)
through the Electronic Procurement System of the Treasury of the Republic of
Cyprus (www.eprocurement.gov.cy),
2. The Contracting Authority shall invite the prequalified Candidates to
participate in the next stage of the Architectural Competition (Stage B) in order to
submit anonymously their Architectural design proposals.
3. Τthe Contracting Authority shall notify the unsuccessful Candidates of the
decision taken and the reasons for which the Request to Participate was rejected.
8.4 CANCELLATION OF THE COMPETITION PROCEDURE
The Contracting Authority shall inform all Candidates, through the Electronic
Procurement System of the Treasury of the Republic of Cyprus
(www.eprocurement.gov.cy), in the event that the Architectural Competition is
cancelled.
1. The Competition procedure may be cancelled before the specified deadline
for the submission of Requests to Participate for specific and justified reasons, by
decision of the Contracting Authority.
2. Cancellation of the Competition procedure after expiry of the deadline for the
submission of Requests to Participate may be decided where one or more of the
following conditions apply:
a. When no Request to Participate has been submitted within the specified
deadline.
b. When the circumstances under which the procedure was announced have
changed to such an extent that the scope of the Competition is no longer
necessary.
c. In the event of any other serious unforeseeable cause, which the
Contracting Authority deems to be justified.

3. The interested Candidates do not maintain and shall waive any claim
against the Contracting Authority on account of such cancellation, if any, without
prejudice to the rights defined in paragraph 3.3 of the present Invitation.
8.5 CLARIFICATIONS & OTHER REQUIREMENTS
1. Experts
Candidate Experts are required to have experience in the provision of
services in their field of speciality for similar projects as the one procured in
the present Invitation.
Following the conclusion of Architectural Competition (Stage B), the relative
experience will be submitted in writing and will be evaluated before the
signing of the Contact for the Provision of Services by Consultants. The
approved Experts will then be incorporated in the ‘Main Consultants’ as
stated elsewhere in the present document.
2. Office in Cyprus
In the event where the successful Architect/s of the Architectural Design
Competition for the ‘Department of Biological Sciences and Common
Teaching Facilities 03’, do not maintain an office in Cyprus, they will be
requested after the conclusion of Stage B procedure, to commit themselves,
to establish and maintain an office in Nicosia, Cyprus, for the overall
duration of the Contract for the Provision of Services by Consultants which
will be signed for the design and supervision of the ‘Department of
Biological Sciences and Common Teaching Facilities 03’ Project.
These requirements will also be described in the ‘Contract for the Provision of
Services by Consultants’ which will be part of the Stage B Competition documents.
