China’s Share of U.S. Export Continues to Erode as Southeast Asian Markets Rise

China’s share of U.S. exports dropped to 23 percent in 2014/15, the lowest level since 2001/02. China has been the dominant market for U.S. shipments since its accession to the WTO in 2001. Over the previous decade China accounted for over one-third of all U.S. exports, and its share reached a high of 54 percent in 2011/12. While China is likely to remain a strong market for U.S. cotton, it is unlikely to return to the dominant position it held over the last decade due to policies targeted at reducing massive government stocks.

Consumption in Southeast Asian markets, particularly Vietnam and Indonesia, has benefited from China’s policy changes with commensurate growth in imports from the United States. Growth in U.S. shipments to Southeast Asia has not come only at the expense of China. Turkey, which has been the second largest market for U.S. cotton for over a decade, slipped to third place behind Vietnam. Exports to long-time third place Mexico dropped to the lowest level in nearly 20 years, dropping it to 5th place behind both Vietnam and Indonesia.

Overview

For 2015/16, world production and ending stocks are lower. Consumption and trade are raised slightly, mostly due to a historical revision for Bangladesh, see note next page. The U.S. forecast shows significantly lower production, lower exports, consumption, beginning and ending stocks. The forecast U.S. season-average farm price is raise 3 cents to 65 cents/pound.

For 2014/15, world consumption and trade are also raised slightly by the revision of estimates for Bangladesh. Ending stocks are marginally lower. The U.S. forecast for 2014/15 shows higher exports and lower ending stocks. The forecast for the U.S. season-average farm price is unchanged at 60.5 cents/pound.

Significant Historical Series Changes:

Turkmenistan: New data on Turkmenistan’s State Commodity and Raw Materials Exchange sales of cotton for export for 2012/13 to 2014/15 gave rise to significant revisions of Turkmenistan’s exports. Due to limited data availability, past USDA estimates were based on cumulative sales of cotton for each crop, retroactively counted in its corresponding marketing year. A thorough review of partner country trade data (especially robust import demand in Turkey alongside improved data from Bangladesh), UN statistics, and comparisons with other sources revealed multiple confirmations of the trend observed in Turkmenistan’s sales data. Accordingly, USDA has adopted export numbers in recent years very similar to Turkmenistan’s reported sales.

These sales greatly exceed Turkmenistan’s annual cotton production, and included sales of cotton from the last 5 seasons, stretching back to 2010/11. This implies that, when large sales began in 2012/13, Turkmenistan held large cotton stocks. This implication can be verified from market reports from Turkmenistan during the period, which indicated difficulties and delays marketing the crop. Reports indicate that within the last several years, the State Commodity and Raw Materials Exchange has changed the mechanism for official sales, offering lots with greater frequency and with somewhat easier access to information. This has led to a corresponding improvement in data quality.

Turkmenistan’s exports were reduced from 2006/07 through 2012/13 based on this analysis. These reductions brought Turkmenistan’s exports closer in line with partner country customs data and UN statistics. The largest reduction was in 2010/11. This large reduction is reasonable, however, given that 2010/11 cotton was still actively selling as of the summer of 2015, implying that it was poorly sold in previous years.

Bangladesh: USDA’s August 2015 estimates include significant increases in imports and consumption for Bangladesh beginning in 2011/12. These increases are the result of an analysis of trade statistics from the Bangladesh Bureau of Statistics (BBOS) and the Central Bank of Bangladesh (CBOB). From 2003/04 through 2011/12, both agencies report roughly consistent cotton import values; the BBOS also reports import quantities. BBOS quantity data is not available for the period after 2011/12; however, value data is available from the CBOB through April of 2015.

The CBOB began to report import values by country in 2011/12; these data closely approximate the export values of the supplier countries reporting to the Global Trade Atlas (GTA); GTA reporting countries account for about half of Bangladesh’s imports. Since the supplier countries also reported quantities, it is possible to derive unit prices in order to estimate quantities from the country/value data for non-reporting supplier countries. For 2011/12 through 2013/14, USDA has derived import quantities from the available value data by establishing unit prices based on known data from trading partner countries. The quantity data derived using this methodology for 2011/12 matches closely the quantity data reported by BBOS for that period. For 2014/15, CBOB monthly value data is being used to estimate Bangladesh imports, with the export unit value derived from available trade partner export data.

The USDA consumption estimates were revised in line with the higher import estimates. The revised consumption estimates are consistent the expansion of the textile sector in Bangladesh. Over the last eight years the number of spinning mills has increased by over 50 percent while the number of installed

spindles has nearly doubled. The expansion in the spinning sector is being driven by rapid growth of textile and apparel exports which have nearly tripled in the last eight years.

Minor Historical Series Changes:

Afghanistan’s exports and consumption are adjusted, in line with Afghanistan’s exports as reported in official data to the FAO. FAO data is confirmed by partner country data, especially with regards to Afghanistan’s primary cotton trade partner, Pakistan.

Iran’s imports, exports, and consumption are adjusted in line with Iran’s reported customs data and partner country customs data. The revised data shows volatile stocks-to-use driven by imports from 2008/09 to present, which may possibly relate to changing trade patterns due to policy instability and international economic sanctions.

Kyrgyzstan‘s exports and consumption are adjusted, in line with partner country customs data, FAO data, and market reports. Revisions are relatively small.

Tajikistan’s exports and consumption are adjusted in line with data produced by the National Bank of Tajikistan. Monthly exports and consumption data are available. Export data closely matches partner country data, and consumption data exhibits a trend similar to previous USDA estimates.

2015/16 TRADE OUTLOOK

Major Exporters:

• United States dropped 800,000 bales to 10.0 million on a much smaller crop.

• India is raised 500,000 to 5.2 million due to lower competition.

• Australia is increased 600,000 bales to 2.6 million on larger exportable supplies.

Major Importers:

• Bangladesh is raised 1.05 million bales to 4.5 million due to revised consumption data.

• Pakistan is lowered 350,000 bales to 1.15 million on higher production and lower mill use.

• Taiwan is up 100,000 bales to 925,000 on higher demand.

• Turkey is up 100,000 bales to 3.8 million on higher demand.

• Vietnam is lowered 100,000 bales to 4.85 million on lower available foreign supply.

• Mexico is lowered 100,000 bales to 900,000 on lower available foreign supply.

• Indonesia is lowered 100,000 bales to 3.4 million on lower available foreign supply.

2014/15 TRADE CHANGES

Major Exporters:

• Australia is lowered 400,000 bales to 2.5 million on slow shipments at the end-of season.

• Turkmenistan is raised 600,000 bales to 1.5 million on historical revision.

• United States is up 200,000 bales to 11.2 million on strong end-of-season shipments.

• Mali is raised 200,000 bales to 900,000 on stronger import demand.

• Uzbekistan is raised 150,000 bales to 1.55 million on strong import demand, especially fromChina.

• Turkey is raised 100,000 bales to 3.75 million on activity to date.

Major Importers:

• Bangladesh is raised 1.1 million bales to 5.4 million on a historical revision.

• Indonesia is increased 150,000 bales to 3.5 million on strong recent shipments.

• Taiwan is raised 100,000 bales to 925,000 on higher mill use.

• Pakistan is lowered 100,000 bales to 900,000 on lower mill use.
