Operations:The Department ran 11 calls in November.

There were multiple significant incidents this month including a commercial carrier fire, chimney fire, and a house fire. The most significant was a cardiac arrest victim that BFD personnel along with sheriff deputies attached an AED and saved a young woman's life.

BFD also sent a water tender to Southern California to assist with the Woolsey Fire near Malibu. Members receive invaluable training and experience from these deployments.

ProjectsCost Sharing Memorandum of Understanding (MOU)-

An initial set of proposals has been developed and submitted to the Council/ District working group for review. The working group has given direction to preliminarily work towards a Joint Powers Agreement. We are currently in process of giving an example agreement to both the city and district council for initial evaluation. This is a long-term project with the goal of finishing prior to the 2019/20 budget.

City Ordinance Review and Update-

Recent review of the current city ordinance has proven the current documentation is out of date an in need of updating. This is another long- term project that will take several months to develop. Standard operating guidelines and regulations may tie into the cost sharing plan and therefore the initial plan is to work on this project after the MOU direction is given.

ProjectsReport and Learning Management System

Significant research has been done to assist the department with finding a new on- line report management system. This program should be able to manage fire reporting, building inspections, training programs, and vehicle maintenance. There are many systems out there and they range in price. Most likely, we will need a combination to achieve all of the department needs. One key factor should be the ability to do on-line or hybrid training. This is an on-going project that may take several months to find the right combination of programs.

Strategic Plan- Vision, Mission, Values

Efforts have begun to develop a comprehensive fire department strategic plan. This plan would include the inclusion of a department Vision, Mission Statement, and Core Values determination. The purpose is to help one, five, and twenty-year goals. By clarifying these, the department can more effectively manage time management and funding priorities. It is important to include and embrace the Volunteers participation in this endeavor. This project is expected to take several months to fully implement.

2019 Training Calendar

We are creating a comprehensive training calendar for 2019 to meet the needs of volunteers. Almost all of the volunteers have voiced the need for more training. This will create the need to change our schedule to allow for more learning. This will be finished by January 2019.

Water Tender 9 Portable Water Tank

The volunteers have purchased a “fold-a-tank” and mounting system for WT9. This addition will allow for increased efficiency of water delivery for rural firefighting. We are awaiting arrival, and then the system will be mounted by Mr. Womack. This should be finished by April 2019.

SEE VEE Signal Light Project

Contractors for Cal Trans continue to work on intersection improvements at See Vee and Sierra Highway next to Station 3. New sidewalks have been poured and new signal lights will be installed in the next few weeks. A system for the fire trucks to automatically change the light in their favor is being installed.

Eastern Sierra Regional Airport

Commercial air service to Bishop appears to be on track for a 2020 implementation. With that, comes an increased need for fire services at the airport. BFD and the county have had initial discussions on what that service will look like in the future.

Fire Training Facility (FTF) Needs

The FTF is getting a tremendous amount of use from outside agencies. For this to continue several things need to be addressed: Fee implementation, scheduling process, ADA access upgrades, and the addition of a cleaning service. We want to help the community by allowing use, but the current situation unsustainable.

Station 1 Propane Tank Relocation

The current propane tank location at Station 1 is not in compliance with building and fire codes. The insurance company is making us remedy that situation. We are working with Amerigas and the city to find an acceptable cost effective solution.

District Audit

The financial audit for 2017/ 2018 has highlighted nine recommendations for the district to align with best practices. Part of this includes the formal agreements between the city and district. However, there are several other accounting issues moving forward. Progress continues with these recommendations. Expected finalization will be prior to the 2018/19 Budget.

Bishop Paiute Tribe Agreement

The contract between the District and Bishop Paiute Tribe is almost finished. There are a few more details to finalize before the end of the year.

Training

Training Culture

Members volunteered over 200 hours during two training sessions, two work nights and a departmental meeting. Training focused on apparatus drivers, SCBA and fire attack. We also had a regional live fire training with several other Owens Valley departments. Work nights consist of apparatus maintenance, hose washing, station maintenance, and equipment repair.

Fire Marshal Duties

An estimated 40 percent of my time goes into fire prevention. These duties include plan review, inspections, complaints, code questions, smoke/ CO detector issues, and education.
