During my brief tenure as a chairperson, GLDB and Secretary, Animal Husbandry, I have seen number of grass root level challenges related to livelihood of rural farming community of Gujarat. At the same time I have also reached a conclusion that, Animal Husbandry is one of the most reliable surest ways for the upliftment and betterment of rural masses and empowerment of women as it provides definite, regular income in the hands of millions of rural women.

Gujarat has a very rich bio-diversity in the form of world known breeds of Gir, Kankrej, Dangi cattle and Mehsana, Surti, Jaffrabadi and Banni buffalo, along with many wild species. It is our duty to protect these breeds from extinction and make their rearing economically viable in order to promote welfare of farming community.

GLDB is well placed to perform this task by way of breed improvement and quality semen production. In the year 2015-16 it has done substantial work for the establishment of BMF – Thara and BMF – Mandavi for the breeds of Kankrej cattle and Mehsana Buffalo respectively. Banni buffalo farm at Bhuj will also be ready soon. In addition GLDB is adding bull sheds and grass godown at FSS – Patan and going to construct Quarantine station at Mehsana. Bio-security will be further enhanced by the bio-security compound wall around FSS – Patan under NDP-I which is about to be completed. Central semen bank at Patan will come up under state plan.

During the year 2015-16 establishment of LN2 tank at five different places was done under NPBB and purchase of medicine for FIP in the state. To maintain the quality of the semen up to the last distribution point GLDB has procured ‘Automatic Frozen Semen Straw Counting and Packing Machine’ under RKVY.

The important milestones achieved by GLDB may be summarised as follows: 1. Artificial Insemination done by Gopalmitra (Private AI workers): 2,96,021 2. Frozen Semen Dose production by FSS – Patan: 21,08,100 3. Maintenance of indigenous breed animals in the Cattle Breeding Farms: Thara:

Since its establishment, Gujarat Livestock Development Board is

painstakingly trying to achieve its prime objective of promoting scientific

breeding of Cattle and Buffalo in the State. Therefore, it invests greater

attention and efforts for breeding of its indigenous breeds of cattle and buffalo.

Gujarat Livestock Development Board is a State Implementing Agency

(SIA) for implementation of centrally sponsored schemes like National Project

for Bovine Breeding and Dairy Development (NPBBDD) and Livestock

Insurance Scheme (LIS) in the state. GLDB has established efficient breeding

network for door step A.I. services, supply of high pedigreed and disease free

bulls and Frozen Semen Doses in the State.

Right now GLDB is implementing NDP I, BIP, National Livestock Mission

(NLM – Risk Management and Insurance), NPBB, Genome Sequencing, RKVY

and ET laboratory in Saurashtra region.

Gujarat Livestock Development Board is looking forward for

development of animal husbandry sector in the state through implementation

of various State and Centrally Sponsored projects/schemes.

PREFACE

It is my privilege to thank the Ministry of Animal Husbandry and

Dairying, Government of India for financial assistance and approval of the

activities of the board. Government of Gujarat has also sanctioned various

schemes under expansion of GLDB and generously provided manpower to

achieve goals of the institute. I heartily thank Hon. Minister of Agriculture, Co-

operation, Animal Husbandry, Fisheries and Cow breeding and Hon. Minister

of State, Fisheries, Animal Husbandry and Cow breeding, for their keen

interest, help and support for development of GLDB.

I am obliged to the Secretary (Animal Husbandry, Cow breeding,

Fisheries and Cooperation) and Chairperson of GLDB for their constant

encouragement and guidance. I am also thankful to the Directorate of Animal

2. AN OVERVIEW

Gujarat Livestock Development Board was established as a State Implementing Agency (SIA) in the year 2002. Main objective of SIA is to promote scientific breeding of Cattle and Buffalo in the State. GLDB provides required inputs for development of infrastructure facilities for efficient and qualitative AI services at animal owner’s door step. It also provides assistance in distribution of Frozen Semen Doses (FSD), LN2 transport and related ancillary facilities to the AI centres of the Department of AH and private AI centres (Gopalmitra centres). GLDB has established 689 Gopalmitra centres throughout the state.

With the discontinuation of NPCBB-II (National Project for Cattle and Buffalo Breeding Phase II), the Central government has initiated NPBBDD (National Project for Bovine Breeding and Dairy Development). Under this project, state has received funds worth Rs. 920.00 lakhs for strengthening of breeding infrastructure in the state and Gir cow sanctuary in lines with Gokul Gram. Gir sanctuary will be established at Dharampur, Ta., Dist. Porbandar in coordination with Junagadh Agricultural University, Junagadh.

GLDB is also implementing Breed Improvement Project in 43 tribal talukas of the state since 2011-12. Under this project State and Central Governments contributed to the tune of 70% and 30% fund respectively, making the size of project worth Rs. 10,631.00 lakhs. Main objective of the project is to conserve indigenous breeds, enhance production of milch animals and educate people associated with animal husbandry in the tribal belt of the state.

Under National Dairy Plan I (NDP I) GLDB is implementing Strengthening of Semen Station (SSS) – Patan project. Total of Rs. 576.51 lakhs were sanctioned by World Bank through NDDB – Anand under NDP I for this project.

GLDB is having State Frozen Semen Production and Training Institute (SFSPTI) – Patan, four Frozen Semen Banks, three LN2 distribution centres, four Cattle and one Buffalo Breeding Farms and Technical Training Centre (TTC) – Morbi, Dist. Morbi.

The State Frozen Semen Production and Training Institute - Patan, equipped with state of the art technology and infrastructure, produces Frozen Semen Doses and supplies them under stringent quality norms. It has been accredited Grade “A” institute by Central Monitoring Unit (CMU) constituted by Government of India, since its establishment. It has achieved substantial growth in production and sale of high quality Frozen Semen Doses (FSD) during 2015-16. It has also supplied Frozen Semen Doses to various state and national agencies for their breeding programmes.

The Training Institutes of Morbi and Patan are instrumental in providing manpower development under centrally sponsored NPCBB project and RKVY schemes of Department of Animal Husbandry, Government of Gujarat. They have organized various training programmes for Para-vets, Private AI workers, Livestock Inspectors and Officers of Department of Animal Husbandry of the state.

GLDB is implementing Livestock Insurance Scheme (LIS) since 2005-06, to safeguard livestock owners from economic losses suffered due to eventual loss of their valuable

animals. At present, total 15 Districts of the state are covered under the scheme. Under National Livestock Mission (NLM), GLDB is going to implement Risk management and insurance as and when the funds are made available by central government.

Central government has sanctioned Rs. 300.00 lakhs for ‘Strengthening the semen distribution system in the state’ under RKVY. To maintain the quality of the frozen semen doses up to the last distribution point, GLDB has procured seven ‘Automatic Frozen Semen Straw Counting and Packing Machines’ for FSD distribution centres under this project.

During the year 2015-16, various projects under state plan were sanctioned. For the strengthening of Frozen Semen Station – Patan, state government has sanctioned total funds worth Rs. 849.22 lakhs for construction of four bull sheds, Grass godown and two tube wells. All the three projects are under progress. Moreover state government has also sanctioned establishment of GLDB – Gandhinagar and FSS – Patan in the budget of year 2015-16.

3. ACTIVITIES AND ACHIEVEMENTS

(A) Centrally Sponsored Schemes

GLDB is implementing three centrally sponsored schemes as follows:

(I) National Project for Bovine Breeding and Dairy Development (NPBBDD)

Against the submission of project proposal of Rs. 4,331.00 lakhs by GLDB the Central Government had sanctioned Rs. 2,750.50 lakhs under NPBBDD for two years i.e. 2015-16 and 2016-17. It had also sanctioned Rs. 4,182.34 lakhs for the establishment of Gir cow sanctuary in the state. Thus total amount sanctioned by central government under NPBB is worth Rs. 6,932.84 lakhs. Under this project Rs. 920.00 lakhs were allocated to GLDB for the financial year 2015-16, which will be utilised for strengthening the breeding infrastructure of the state and for the establishment of Gir sanctuary in lines with Gokul Gram at Dharampur, Ta., Dist. Porbandar in coordination with Junagadh Agricultural University, Junaghadh.

(II) Livestock Insurance Scheme (LIS) The scheme was launched by Central Government with 100% central assistance in the year 2005-06 with objective to safeguard animal owners against economic loss due to death of their productive animals. In Gujarat, the scheme was launched in 2006-07, covering 6 districts of the state initially. At present, total 15 Districts of Gujarat (Banaskantha, Sabarkantha, Mehsana, Ahmedabad, Panchamahal, Kheda, Vadodara, Surat, Navsari, Valsad, Dang, Bhavanagar, Junagadh, Rajkot and Kutch) are covered under the scheme. The sunset of the scheme being 2015-16, a new scheme of Risk management and insurance under National Livestock Mission is to be implemented from next year.

The scheme provided 50% subsidy on the cost of premium for maximum 2 milch animals per household for one year and three years insurance coverage.

(III) Strengthening of semen distribution system in the state under RKVY

To maintain the quality of frozen semen doses up to the last mile i.e. insemination, GLDB proposed the project ‘Strengthening of semen distribution system in the state’ under RKVY during the year 2015-16. Under RKVY the project with the provision of Rs 300.00 lakhs was sanctioned. Under the project total seven ‘Automatic Semen Straw Counting and Packing Machines’ were procured for seven FSD distribution centres under GLDB.

(B) World Bank sponsored scheme

(I) National Dairy Plan I (NDP I) National Dairy Plan I, funded by World Bank, implemented by National Dairy Development Board (NDDB) – Anand had awarded the sub-project “Strengthening of Semen Station – Patan (SSS – Patan)” to GLDB as End Implementing Agency (EIA). The sub-project has various components and financial provisions as mentioned below –

It included construction of a Compound wall (6,500 Meters), Veterinary dispensary and workers amenities. At present construction of compound wall, veterinary dispensary and workers amenities is under progress.

2. Laboratory equipments

Equipments such as Wide mouth storage container, DIC microscope, Water purification system, Fumigator, Washing machine, Refrigerator, Hot air oven and Bacteriological incubator were procured during the year. Procurement of all the laboratory equipments have been completed with an expenditure of Rs. 61.31 lakhs.

3. Farm Machinery

Farm machineries such as Tractor, Reaper cum binder, Electric chaff cutter, Seed cum fertilizer drill and Automatic plough machine were procured during the year. Procurement of all the farm machineries has been completed with an expenditure of Rs. 23.25 lakhs.

4. ICT component

It includes purchase of various hardware and software. The purchase procedure has been initiated and shall be completed during the next year.

5. Training programme

It included training of officers / employees working or associated with FSS – Patan. Various officers / employees were sent to different training institutes viz. Anand Agricultural University - Anand, Gujarat; National Dairy Research Institute – Karnal, Hariyana and Kerala Livestock Development Board – Madupatti, Kerala for up gradation of their technical skills. Remaining trainings shall be completed during the next year. Total of Rs 2.82 lakhs expenditure has been achieved under this component during the year.

6. E & S activities

It includes organizing 30 awareness camps on zoonotic diseases in villages located within 10 kms radius of FSS – Patan. The main aim of these camps was to make livestock owners aware of zoonotic diseases and to take measures to prevent the occurrence of such diseases in order to keep livestock owners, their livestock and in turn the bulls of FSS – Patan, free from such zoonotic diseases. To impact vaccination programme, all the camps were organized and completed during February-March-2016. Total expenditure under this component is 1.32 lakhs during the year 2015-16.

7. Animal Health Officer

A special provision was made by PMU – NDP I, NDDB for recruiting a Veterinary Officer who would be designated as Animal Health Officer (AHO) with an aim of keeping coordination and liaison with agencies such as Department of Animal Husbandry, Milk Co-operative Unions and various other agencies that are involved in performing vaccinations, sero monitoring, disease surveillance, etc., who would be a part of Project Management Cell.

(C) State and centrally sponsored schemes

(I) Breed Improvement Project in Tribal Area

Financial Provision: Rs. 106.31 Crore (Rs. 74.42 Crore Sanctioned by State Government and Rs. 31.89 Crore Sanctioned by Central Government under OTACA – One Time Additional Central Assistance in the contribution ration of 70:30 respectively).

Major activities covered under the project: 1. Upgrading existing Cattle Breeding Farms to Bull Mother Farms Under this scheme two Cattle Breeding Farms (CBF) viz: CBF - Thara and CBF - Mandavi are to be upgraded as Bull Mother Farms (BMF) with the prime objective to produce male calves with superior germ plasm. CBF - Thara is to be upgraded for Kankrej cattle and CBF - Mandavi is to be upgraded for Mehsani buffalo.

Construction of Milch Cow shed, Dry pregnant cow shed, Heifer and Growing bull shed, calf shed, Feed and fodder godown, Over head water tank, under ground water sump, office building, quarter building and compound wall is almost completed during the year at Bull Mother Farm – Thara.

While Milch buffalo shed, Dry pregnant buffalo shed, quarters and office building construction is almost completed and construction of calf shed, calving shed, isolation shed and veterinary dispensary, labour quarters and compound wall is under progress at Bull Mother Farm - Mandvi.

Under this component, as per the guidelines of the project two vehicles were purchased for Bull Mother Farms – Thara and Mandavi.

2. Establishment of new AI centres Under this component, 292 AI centres in tribal districts were established by 6 District Co-operative Milk Producer’s Unions to increase the coverage of AI services in tribal belt of the state. During 2015-16, these AI centres have performed total 1,07,766 AI.

3. Establishment of mobile AI centres As per the project guidelines, 11 vehicles were procured as mobile AI centres in 11 tribal districts to provide quality AI services to the farmers at their door step.

4. Establishment of LN2 depot and purchase of two tanker vehicles with cryogenic tank for transportation of LN2

To make LN2 available throughout the year for AI centres of state government and dairy co-operatives, 8 LN2 silos of 10,000 liters capacity were established at the places mentioned in the table during the year 2015-16 by GLDB in tribal districts of the state.

5. Fertility Improvement Programme 85,000 animals were covered by organizing Fertility Improvement Camps in 1,700 villages of tribal talukas of the state. Under FIP 150 kg BIS type II feed per animal was distributed during fertility improvement camps. Under this component 10,000 more animals will be covered by organizing 200 camps with the utilization of unspent fund under the component.

6. Castration of scrub bulls To prevent deterioration of germplasm through scrub bulls, 94,798 scrub bulls were castrated by outsourced agency selected by the implementing agency i.e. Gauseva and Gauchar Vikas Board – Gandhinagar.

7. Replacement of Bulls for Natural Service and Construction of Bull Shed (Nandi Ghar)

To breed animals with elite bulls having superior germplasm, 206 elite bulls were purchased and distributed to the Gram Panchayats / NGOs / Local Co-operatives for natural service by the implementing agency i.e. Gauseva and Gauchar Vikas Board – Gandhinagar. Moreover 198 Nandi Ghar were constructed by Gauseva and Gauchar Vikas Board – Gandhinagar under the project.

8. Rearing of AI born calves AI born calves having superior germplasm had to be selected by 7 District Co-operative Milk Producer’s Unions and were reared for breeding purpose to improve the genetic status of the livestock of tribal belt of the state. Thus 9,892 calves were reared under the component by District Co-operative Milk Producer’s Unions during the year 2015-16. Further 5,061 calves will be reared from unspent fund under the component during the year 2016-17.

9. Lay Inseminator training To carry out quality AI work, Lay Inseminators will be provided with one month training for Artificial Insemination work at District Co-operative Milk Producer’s Unions or SFSPTI – Patan.

10. Information Education Campaign As an extension work on large scale, exhibition of technical and schematic information regarding animal husbandry was arranged in villages of tribal area. Documentaries of animal husbandry were made under the project component.

(D) State sponsored schemes

(I) Expansion of GLDB State has sanctioned assistance under state plan for expansion of GLDB activities as mentioned below for the Year 2015-16.

1. Sustenance allowance to Gopalmitra Gopalmitra receives monthly sustenance allowance of Rs. 1500/- for first 36 months of inception of centre. Out of 36 months, the sustenance allowance for first 4 months is provided by Government of India and sustenance allowance of remaining 32 months is provided by Government of Gujarat. State government has allocated Rs. 108 lakh for the year 2015-16 toward the contribution of sustenance allowance.

2. Supply ofLiquid Nitrogen, Frozen Semen Doses and AI instruments All Gopalmitra centres are provided with LN2, Frozen Semen Doses and consumables for AI services throughout the state for which provision of Rs 168.31 lakh was made for the scheme.

3. Publicity and seminars

To cultivate the culture of high quality research and development in the field of animal breeding and to enhance the scientific approach for the same in order to enhance the animal productivity by latest tools like Genomics a workshop on “Livestock Breeding and Genomics” was organized at State Frozen Semen Production and Training Institute - Patan on 19th November, 2015. The workshop was graced by the presence of the Secretary – Animal Husbandry / Chairperson – GLDB, Director – Animal Husbandry, General Manager – Animal Breeding – NDDB, Dean and Principals of Veterinary colleges – Anand, Sardarkrushinagar Dantiwada, Navsari and Kamdhenu University, Member Secretary and Joint Director – Gauseva and Gauchar Vikas Board, higher

echelons from Gujarat State Bio-Technology Mission, District Co-operative Milk Producer’s Unions, Central Herd Registration Scheme and technical experts from various breeding agencies of the state. The workshop was concluded with the thought of establishment of ILGG and its functionality in the future and the mandate to publish a White Paper on the subject.

(II)Establishment of new Frozen Semen Station in Saurashtra Region The state government has sanctioned Rs. 10.35 lakhs for new frozen semen station at Dist. Amreli.

(III) Embryo Transfer programme To get maximum number of high pedigreed animals from high yielding cow/buffalo mothers and for conservation of indigenous germplasm in the form of embryos, Rs. 19.00 lakhs has been sanctioned under state plan. Construction of ET laboratory at Varudi, Dist. Amreli is under progress.

(IV) Genome sequencing for the breeds of Gir cattle and Jaffarabadi buffalo

The project on Genome Sequencing of Gir cattle and Jaffarabadi buffaloes was initiated with the objective to identify Single Nucleotide Polymorphism (SNPs) in the genome that are responsible for production, reproduction, disease resistance and other important traits in two indigenous breeds that are Gir cattle and Jaffarabadi buffalo. These SNPs will be used as molecular marker for breed identification, control of inherited genetic disorders and selection of animals in early stages of life. Anand Agricultural University, Anand is the implementing agency of this project.

In this project whole genome sequencing is being performed using three advance platforms of sequencing technology viz. GS-FLX 454 Sequencer, Miseq Illumina Sequencer and Ion Torrent PGM Sequencer.

(V) Progress of projects sanctioned under state plan for year 2015-16

1 Establishment of GLDB (H.Q.) State government has sanctioned Rs. 22.50 lakhs for the year 2015-16 for new establishment of GLDB – Gandhinagar. 4 posts were filled during the year with financial achievement of Rs. 6.09 lakhs.

2 Establishment of SFSPTI – Patan State government has sanctioned Rs. 54.66 lakhs for year 2015-16 for new establishment at State Frozen Semen Production and Training Institute - Patan. Out of 8 sanctioned posts 7 posts were filled during the year.

3 New Tubewells at SFSPTI – Patan To supply green and dry fodder to bulls maintained at SFSPTI – patan throughout the year, state government has sanctioned Rs. 46.22 lakhs for two new tubewells during the year 2015-16. Two new tubewells were made operational by Gujarat Water Supply and Sewerage Board at SFSPTI – Patan during the year.

4 Construction of new Grass storage godown at SFSPTI – Patan Rs. 63.00 lakhs has been sanctioned under state plan for construction of new grass storage godown at SFSPTI – Patan. E-tendering for construction work is under progress.

5 Construction of Bull sheds at SFSPTI – Patan To increase the intake capacity of breeding bulls at SFSPTI – Patan, Rs. 740.00 lakhs has been sanctioned under state plan for construction of four new bull sheds at SFSPTI – Patan. Construction of bull sheds is under progress by Road and Building Department, Government of Gujarat.

6 New Tubewell at CBF – Thara State government has sanctioned Rs. 22.73 lakhs for construction of new tube well at CBF – Thara, with an objective to supply green fodder to animals maintained at CBF – Thara throughout the year.

7 Establishment of new infrastructure at CBF - Bhuj In view of the irreparable damage caused by the earthquake at CBF – Bhuj, state government has sanctioned Rs. 1000.00 lakhs for establishment of new infrastructure at CBF – Bhuj for Kankrej cattle. Rs. 650.00 lakhs has been sanctioned during the year for establishment of new infrastructure at Bhuj, for reputed buffalo breed of Kutch region i.e. Banni. Construction work for Kankrej and Banni farm is under progress by Road and Building Department, Government of Gujarat.

8 Large scale extension of technical and schematic information of Animal Husbandry Two days exhibitions were arrangedby GLDB – Gandhinagar at 100 villages during Krushi Mahotsav – 2015 for large scale extension of technical and schematic information of Animal Husbandry.

(VII) State Frozen Semen Production and Training Institute - Patan

The State Frozen Semen Production and Training Institute - Patan was inaugurated on 23rd June, 2010. The whole project was funded by Government of India under ‘National Project on Cattle and Buffalo Breeding - I’ (NPCBB Phase I).

Infrastructure Facilities:

The institute has about 91.23 hectares of land which is covered by wire mesh fencing. Bio security zone is covered with separate white wire mesh fencing which includes Laboratory building, Bull sheds and Collection shed. Institute has Administrative building with Auditorium, Conference Hall, Training Hall and Staff office. Hostel Building, Security room and Bio-security change room are other structures existing outside the Bio-security zone. Recently under World Bank sponsored scheme National Dairy Plan I, a Bio-security wall (6,500 meters length, 2.5 meter height), Veterinary Dispensary and Workers Amenities are being erected at FSS – Patan.

The semen processing laboratory has clean room technology (HVAC), to produce and supply quality Frozen Semen Doses for Artificial Insemination to various institutes under Department of Animal Husbandry and District Co-operative Milk Producer’s Unions in the State. The institute has been accredited "A grade" by the Central Monitoring Unit constituted by Government of India.

(VIII) Cattle / Buffalo Breeding Farms Objectives of the Cattle / Buffalo Breeding Farms are to conserve, breed and improve indigenous breeds of Gujarat region. There are five different farms for indigenous animals in different regions of the state.

GLDB is providing technical support and taking care of operational activities of the farms. At present there are four cattle breeding farms and one buffalo breeding farm under Gujarat Livestock Development Board. They are Cattle Breeding Farm - Thara, Banaskantha (for Kankarej cattle); Cattle Breeding Farm - Bhuj, Kutch (for Kankarej cattle); Cattle Breeding Farm - Mandvi, Surat (for Kankarej cattle); Cattle Breeding Farm - Bhutvad, Rajkot (for Gir cattle) and Buffalo Breeding Farm - Bhuj, Kutch (for Banni buffalo).

Fodder crops at various farms

(E) Activities related to breeding infrastructure in the state

(I) LN2 Transport and Distribution System Uninterrupted supply of Liquid Nitrogen (LN2) is a key to the success of any AI programme. GLDB has established an efficient Liquid Nitrogen Bulk Storage and Transport system. The system consists of frozen semen banks located at Mehsana, Haripura (Surat), Mahetapura (Himmatnagar), Rajkot and LN2 storage facilities at Mahesana, Haripura (Surat), Mahetapura (Himmatnagar), Rajkot, Vadodara, Junaghadh, Bhuj, Palanpur and Kawant (Chhotaudepur), which ensure uninterrupted delivery of inputs to artificial insemination centres under various agencies in the state. GLDB has installed 11 LN2 tanks with 10,000 litre capacity in tribal areas of the state to ensure uninterrupted LN2 supply in the tribal area of the state.

Liquid Nitrogen was sourced from Gujarat Co-operative Milk Marketing Federation Ltd. – Anand. Total 10.52 lakh litres of LN2 was distributed in the state during the year 2015-16.

(III) Human Resource Development at Training centres

GLDB has two training centres viz: (1) State Frozen Semen Production and Training Institute – Patan and (2) Technical Training Centre – Morbi, that have played major role for manpower development under centrally sponsored National Project for Cattle and Buffalo Breeding (NPCBB) and Rashtriya Krishi Vikas Yojana (RKVY) of Department of Animal Husbandry, Gujarat. Both the training centres have been accredited for a period of two year for AI Technician training by Government of India. Both the training centres are having modern facilities to impart training to the participants on all aspects of Animal Husbandry and allied topics. They are organizing in house training on different subjects as per the requirements.

The professionals were trained on treatment of infertility, Frozen Semen technology, breeding soundness of bulls etc., while Para-vets/ Private AI workers (Gopalmitra) and

Livestock Inspectors were trained primarily to refresh the skills and upgrade knowledge of artificial insemination technique.
