1. Foreword
TheUKoilandgasindustryhasbeenactivesincethemid-1960sandhasgrown,nowrequiringaround26,000workerswhoregularlytraveloffshore,alongsidethehundredsofthousandswhoworkonshore.
Toensureacontinued,sufficientsupplyofskilledpeopletoserviceUKoilandgasproduction,itisimportantthattheindustryunderstandstheworkforceprofileandhowitchangesovertime.
Oil&GasUK’smost recent forecastshighlight record investment innewdevelopments,growing interestin exploring for new reserves and fields that are expected to produce into the 2040s1. Developing anunderstandingoftheworkforceprofileisthereforemoreimportantthaneverinmeetingthegrowingandlong-termdemandforaskilledworkforce.
ThisisOil&GasUK’sseventhannualUK Continental Shelf Offshore Workforce Demographics Reportandisdesignedtohelpcompaniesunderstandcurrenttrendsandtoplanahead.Itconsidershowthecompositionoftheoffshoreworkforcehaschangedfrom2006to2012,withparticularattentionpaidtoage,genderandresidentiallocation.
Oil&GasUKisactivelydevelopingandhelpingtodriveforwardanumberofindustryprogrammestosustainthesupplyofworkersthroughoutthesector.Theseinitiativesinclude,butarenotlimitedto,improvingtheperceptionoftheindustryasaplacetobuildacareer,helpingtoencouragetheuptakeofScience,Technology,EngineeringandMaths (STEM) subjects in schools, and supporting the transitionof skilledpeople in the mid-careerphasefromothersectors.

2. ExecutiveSummary
ThedatausedinthisreportcamefromtheVantagePersonnelOnBoard(POB)systemandhavebeenanalysedtoidentifytrendsintheUKoilandgasindustryoffshoreworkforce.
Thefollowingsummarisesthekeyfindingsfor2012:
• Atotalof56,982peopletravelledoffshorein2012,whichisthehighestnumbersince2006whendatawerefirstanalysedandnearlyaninepercentincreasefrom2011when52,300employeestravelledoffshore.
• The core workforce (those working over 100 nights per year offshore) remained at approximately 45percentofthetotalworkforce,reflectingthecontinuingstabilityoftheseroles.At25,760,thenumberofcoreworkersisatitshighestsince2006andrepresentsanincreaseof8.4percentfrom2011whentherewere23,758coreworkers.
• Threeandahalftimesmorenon-operatorpersonnelthanoperatorpersonneltravelledoffshorein2012.Thetotalnumberofpersonneltravellingoffshoreincreasedbyfivepercentandtenpercentfrom2011to2012foroperatorsandnon-operators,respectively.
• OvereightypercentofthetotalnumberofworkerstravellingoffshoreareofBritishnationality.
• Femaleemployeesrepresented3.75percent(2,138)ofthetotaloffshorepopulationin2012,ofwhich753arecoreworkers.Thisisanincreaseofonly0.05percentfrom2011.
• Theaverageageoftheoffshoreworkforcewas41.1years.Thisissimilartotheaverageagerecordedoverthelastsevenyears;thelowestduringthattimewas40.4yearsin2009.
• 2012sawanincreaseinemployeestravellingoffshoreinallagebrackets.Therewasa13.7percentriseinthenumberofworkersundertheageof30.

3. Introduction
This report presents up-to-date analysis of demographics data for the offshoreworkforce from2006 to2012.ThedataareextractedfromtheVantagePersonnelOnBoard(POB)system,whichisusedtotrackthemovementsofpersonneltoandfromoffshoreinstallations.Thedataarecollectedintwogroups–thetotalnumberstravellingoffshoreandthecoreworkforce(thoseworkingover100nightsperyearoffshore).
The report will consider the differences that arise between the core and total workforce and betweenoperatorandnon-operatorworkers,aswellasanalysingtheworkers’UKresidentiallocations,thenationalitiesrepresentedbytheworkforce,thefemaledemographicandtheageprofileoftheworkforceandhowthishaschanged.

4. TotalWorkforce
At56,982,2012sawthehighest totalnumberofworkers travellingoffshoreon theUKContinentalShelf(UKCS)since2006,whendatawerefirstanalysed.Thisisanincreaseofnearlyninepercentfrom2011when52,300employeestravelledoffshore,whichisthemostsignificantyear-on-yearincrease,andnearlya14percentincreasefrom2006.

Of the total offshore workforce in 2012, 17.7 per cent (10,086) travelled offshore for ten nights or less(seefigure3below).Thenon-coreworkforce(whoworkslessthan100nightsperyearoffshore)willhavepredominantlyonshorejobswiththerequirementtotraveloffshoreoccasionally.Itmustalsobenotedthattheremaybeanumberofnewstartstothecoreworkforce(whowork100-plusnightsperyear)whohavenotyetspentover100nightsoffshore.

Lastyear’sreportplottedforthefirsttimethetotalnumberofworkerstravellingoffshoreagainsttheoilprice,whichshowedacorrelationbetweenthenumberofpersonnelandoilpricewithatimelagofoneyear.ThesamecorrelationcanbeseeninFigure4belowfor2012.Ifthistrendistocontinue,wewouldexpecttoseeaplateauinthenumberofpersonnelin2013.However,increasinglevelsofinvestmentandactivityontheUKCS2meantheindustrymayinfactseeafurtherincreaseinthenumberofpersonnelasneworrescheduledprojectsstart.Nextyear’sfiguresshouldthereforegiveanindicationastotheveracityofthecorrelationseensofar.

ThewestofShetlandhasseenthelargestincreaseof117percentintermsofthetotalnumberofworkerstravelling to thesector from2006 to2012.Therehasbeena116.5anda133.3percent increase in thenumberofmalesand females travelling to thesector, respectively.ThenorthernNorthSeahasseenthesecondlargestincreasefrom2006to2012;inparticular,therehasbeenalargeincreaseof53.6percentinthenumberoffemaleemployeestravellingtothissector.

5. CoreWorkforce
The coreworkforce is defined as thoseworkers whowork offshore formore than 100 nights per year. Thiscaptureseitherthecommonoffshoreworkpatternsofequaltime(twoweekson,twoweeksoff/threeweekson,threeweeksoff)ortwoweekson,threeweeksoff.
In2012,thecoreworkforcewasatitshighestlevelinrecentyearswith25,760personnel,representingan 8.4percentincreasefrom2011,whentherewere23,758coreworkers,anda17.6percentincreasefrom2010,whentherewere21,896coreworkers.Thisriseinthenumberofcoreemployeesreflectstheinvestmentinnewdevelopmentsandimprovementstoexistingassetsandinfrastructure.

5.1 ComparativeTrendsoftheCoreWorkforceThechangeinthenumberofcoreworkershasbeenplottedalongsidearangeofdifferentmetricsinfigures13to17belowtoidentifyanynotablecorrelationsortrends.
Thenumberofcorepersonnel,likethetotalworkforce(seesection4),correlateswiththeoilpricewithalagofoneyear(seefigure13below).Thereddottedprojectionline(basedonhistoricaldata)forecastsanincreaseinthenumberofcorepersonneloverthenexttwoyears.Theactualfigurefor2012isalreadyslightlyhigherthanthelineofprojectionbut,ifthecorrelationbetweenthenumberofpersonnelandtheoilpriceholdstrue,wewouldexpecttoseenumbersplateaunextyear.

Althoughproductionanddrillingactivitydeclined,thecoreworkforcetravellingoffshorehasincreasedfrom2010 to2012 (asdiscussedonpage14). Thedecline inoil andgasproductionyearonyear isbroadly inlinewiththetrendseensince2005.Howeversince2010,productionfellby30percentinjusttwoyears.Oil&GasUK’sActi vity Surveyattributesthistotheslowdownininvestmentwhichreachedalowpointin2008to2009,extendedplannedmaintenanceshutdownsandanumberofunplannedshutdowns.

6. ResidentialLocationsandNationalitiesoftheWorkforce
6.1 ResidentialLocationsThemapbelow (figure18) shows theUKhomeaddressesofpersonnelworkingoffshoreon theUKCS. Itillustratesthatthemajorityofoffshoreworkers,justoverhalf,liveinScotland.Twenty-fivepercentofthetotalworkforcelivesinthenortheastofScotland,withsignificantnumberslivingontheeastcoastandalongthecentralbelt.
Roughly30percentofthetotaloffshoreworkforcehasaregisteredpostcodeinEngland.Thekeyareasarethenortheast,northwestandEastAnglia.ThiscorrelateswiththepresenceofthefabricationindustryinandaroundNewcastle,aswellasoilandgasoperationsatMorecambeBayandareasclosetoHumberside,whichisaflightbasefortravellingtothesouthernNorthSea.

6.2 WorkforceNationalitiesIn2012,47,192ofthepersonnelwhotravelledoffshorewereofBritishnationality,whichis82.8percentofthetotaloffshoreworkforceandanincreaseof8.8percentfrom2006when43,387employeeswereofBritishnationality.

• Thegreatestnumberofnon-Britishemployeesin2012werestillNorwegian,followedbytheDutchandemployeesfromtheUSA.
• TheproportionofCanadians,French,Germans,Polish,IrishandLithuaniansworkingontheUKCSdeclinedin2012.
• The proportion ofMaltese employees declined, dropping out of the top ten non-British nationalitiesworkingontheUKCS.
• TheDanishemployeeswereanewentryinthetoptenin2012,accountingfor3.5percentoftheoffshorepopulationfromoutsidetheUK.

7. FemaleWorkforce
Since2006, the industryhas seenan increaseof 18.7per cent in the total numberof females travellingoffshore.However,thisisjusta0.15percentincreaseintheproportionoffemaleemployeesrelativetothetotalworkforcepopulation.Thisconfirmsthattheindustryhasalongwaytogotoincreasegenderdiversity.In2012,2,138 females travelledoffshore, representing3.75percentof the totaloffshoreworkforceandanincreaseof0.05percentfrom2011.Ofthefemaleemployees,753werecoreworkersand763travelledoffshorefor10nightsorless.
Thedistributionoffemalesacrossthevariousagerangeshasremainedfairlyconstantsince2006,withthehighestnumberoffemalesfallingintothe24to29agebracketin2012(seefigure22below).Fromtheageof30thereisadeclineinthenumberoffemalestravellingoffshore.

8. AgeAnalysis
Theaverageageofthetotaloffshoreworkforcewas41.1yearsin2012.Thishasremainedfairlyconstantsince2006,stayingintherangeof40to41years.
Figure25belowillustratesthat,astheworkforceincreases,thegreatestgrowthcanbeseeninyoungandmiddleagedpersonnelasopposedtothoseinolderagegroups.Thisdatashoulddispeltheperceptionthattheoffshoreworkforceisanageingworkforce.

Personnel working for operators display a more even distribution across the age ranges whereasnon-operatorshavemoreemployeesworking in theearly tomid-career range,with fewerworkers fromtheageof44yearsonwards.However,whenanalysingthe65+agegroup,thenon-operatorshaveahigherproportionofworkersinthisrangethantheoperators.

9. SkillsActivityUpdate
Asthereportshows,thedropinpersonnelintheagerange35to49in2011hasreversedandthenumbersinthatagerangeincreasedin2012,thoughbysmallernumbersthanallotheragegroupsapartfromthoseunder23andover65.Thismid-careergapisreplicatedinanumberofonshoreroles,includingdesignengineering,subseaanddrillingengineering,andgeosciences.Thoughthisispartlyduetocutbacksimplementedwhentheoilpricehas fallen substantially in thepast, it is alsoverymucha consequenceofour successasanindustry.Theskills,expertiseandtechnologydevelopedontheUKCSarehighlysoughtafterbyotheroilandgasprovincesaroundtheworld;competitionforskillsistrulyglobal.
The shortage in skilled personnel is cited as one of the biggest challenges for theUK’s offshore oil andgasindustry.Duringthepastyear,Oil&GasUKhasbeenworkingwithindustrytoidentifywhere,andtowhatextent,collaborationcanhelpalleviatethisissue.Anumberofareasforactivityhavebeenidentified,including:
• EstablishingahighlevelindustryrelationshipwiththeMinistryofDefence(MoD)–18,000to20,000menandwomenwillleavethearmedforcesineachofthenextthreeyearsandmanyofthosewillhavetransferableskills.OPITOisworkingwiththeMoDtomapandidentifyskillsinindustryandmilitaryroles.
• Developing discipline work groups to explore the feasibility of transition training/accelerateddevelopment.
• Creatingsmartertrainingsolutions–forexample,throughpossibledevelopmentoffacilitiesthatcouldbeusedas anassessment/proving centre for skilledworkers fromother industries and to reduce theoffshoretrainingtimerequiredfortrainees.Afeasibilitystudyisunderwayforthisinitiative.
• LobbyingtheUKGovernmentonimmigrationpolicytofacilitaterecruitmentofskilledpersonnelfromnon-EU countries.
• Education–poolingresourcesandeffortundertheauspicesofOPITOsotheindustrycanreachmoreschools throughout theUK,moreoften, andwith a consistentmessageabout the importanceof andopportunitiesaffordedbystudyingSTEMsubjects(Science,Technology,EngineeringandMaths).
Thoughthesectorhasnodifficultiesinattractingnewtraineeentrantstotheindustry, it is importantforthelongtermtosustainapipelineofschoolleaversandgraduateswithSTEMqualifications,notjustforthe long-termsuccessoftheindustrybutforUKplc.
With record levelsof investmentandhigh levelsof activityon theUKCS, the challengeof increasing thesupplyofskilledpersonnelintheindustrywillnotberesolvedintheimmediatefuture.However,asoundunderstandingofourlabourmarketandfuturedemandsforskills–bothonandoffshore–areessentialtounderstandingthatchallengeanddevelopingadditionalsolutions.
