1. NAME OF THE PUBLISHING AUTHORITY
1.1 The AIP Sri Lanka is published under the authority of the Director General of Civil Aviation of Sri Lanka.

E-Mail : [email protected] 2. APPLICABLE ICAO DOCUMENTS 2.1 The AIP has been prepared in
accordance with the Standards and Recommended Practices (SARPS) of Annex 15 to the Chicago Convention and in general confirms to the guidance material in the Aeronautical Information Services Manual (ICAO DOC 8126 – AN872). Charts contained in the AIP are produced in accordance with Annex 4 to the Chicago Convention and the Aeronautical Chart Manual (ICAO DOC 8697 - AN889). Differences from ICAO Standards, Recommended Practices and Procedures are given in subsection GEN 1.7.
3. THE AIP STRUCTURE AND ESTABLI-SHED REGULAR AMENDMENT INTERVAL
3.1 The AIP Structure.
3.1.1 The AIP forms part of the Integrated Aeronautical Information Package of which details are given in subsection GEN 3.1. The Principal structure is shown in graphic form on page GEN 0.1-5.
3.1.2 The AIP is divided into three parts,
General (GEN), En-route (ENR) and Aerodromes (AD), each divided into sections and subsections as applicable, containing various types of information subjects.

Part 1 consists of five sections containing information as briefly described hereafter.

3.1.5 Air Navigation Services Section may,
in approving such flights, assign a Flight Clearance Number (FCN) which should be quoted by the opera-tor / flight crew as and when necessary.
3.1. 6 Director General of Civil Aviation may impose such conditions as he consid-ers desirable in respect of the carriage of passengers and cargo to and from Sri Lanka . Such conditions (if any) may be specified in the Flight Clearance at the time of notifications to the operator.
3.1. 7 Carriage of cargo by air is liberalized in Sri Lanka and therefore there is no restriction with regard to the operation of cargo flight to/from Sri Lanka subject to observance of provisions detailed in the clearance message.
3.1. 8 The applications for the operation of a non-scheduled flight/private flight into/over Sri Lanka should be according to the Format of the Application for a Non-Scheduled flight /Private flight into/over Sri Lanka given in the AIP page GEN 1.2-5. The applications should be directed preferably through AFS to the addresses VCCCYAYX,VCCCFICX and VCCCZQZX. (Ref also para 3.1.16 below for contact information).
3.1.9 All Non-scheduled Charter flight operators requesting approval to land at an International airport in Sri Lanka shall submit their applications to the VCCCYAYX in the format given in AIP Page GEN1.2-5 and simultaneous application shall be forwarded to the SLOT Committee to obtain landing SLOT Clearance. Allocation of a SLOT will be done only after the approval to land at such airport is issued by the DGCA Sri Lanka with a copy to the SLOT Committee for necessary follow up action.
3.1.10 Flight clearance or Re-clearance once granted remains valid for 48 hours from the time of intended operations. If the actual operations delayed beyond 48 hours, Re-clearance should be obtained afresh.
3.1.11 Re-clearance request shall quote the Flight Clearance Number (if available) and send according to the format given in the page GEN 1.2-5.
3.1.12 A Flight that is re-cleared, will be issued with a Re-clearance number, which shall be quoted as and when necessary.
3.1.13 Delayed Operations that fall within 02 days of planned operation or cancellation should be notified forthwith to VCCCYAYX,VCCCFICX and VCCCZQZX.
3.1.14 In order to facilitate proper and efficient flight identification process at the ATS Units, all Non-scheduled / Private operators are required to quote the Flight Clearance Number (FCN) { or the Re-Clearance Number issued as per paras 3.1.5 and 3.1.12 above} in the field 18 of the Flight Plan filed.
3.1.15 Pilot-in-command is required to hold the Flight Clearance Number or the Re-clearance Number on board and quote the same when required by the ATC.

Private flights across Sri Lanka Air-space outside the Territory
3.2.1 Prior approval not required. However
before commencement of the in- tended operation, an application shall be
submitted to the Civil Aviation Authority of Sri Lanka in writing as per the format prescribed in the page GEN 1.2-5. (Refer sub section GEN 1.1-1 for Postal addresses ,Tele phone/Fax numbers and e-mail)
3.3 Documentary requirements for Clearance of aircraft
3.3.1 Same requirements as for scheduled

3.4.1 All Foreign Military or State Aircraft in-
tending to land at or overfly Sri Lanka shall obtain diplomatic clearance for such landing or over flight from the Ministry of External Affairs, Sri Lanka, by application made through the re-spective Embassies / High Commi-ssion of their country at least five working days in advance of the opera-tion.

4.2 Permission is usually granted for specified period of time subject to strict compliance with ICAO current technical instructions for carriage of dangerous goods by air and any other conditions, which the Director General of Civil Aviation deems necessary.
4.3 Application for permission shall be made to the Director General of Civil Aviation/CEO, Civil Aviation Authority of Sri Lanka,No.152/1, Minuwangoda Road, Katunayake,Sri Lanka. (Tel: +94-11-2252017,Fax:+94-112253038, Email: [email protected]) at least ten (10) days before the date of the first flight on which dangerous goods are to be carried.
4.4 Infectious substances including diagnostic specimens and biological products are not permitted in international mail either to or from Sri Lanka.
4.5 English language shall be used for labelling packages and over packs.
4.6 A brief text in English language indicating the nature of risk involved shall appear on all hazard labels.
4.7 On shipments to, from or transiting through Sri Lanka, 24 hour emergency response telephone number of a person who has all information of the contents in the package (including access, country and city codes) must be provided on the Shipper’s declaration form.

3.6 Radar service is an integral part of the ATS system. A description of radar services and procedures is given in subsection ENR 1.6. Additional procedures applicable in Colombo TMA are contained in subsection ENR 1.5.
3.7 The description of the airspace
designated for air traffic purposes is found in several tables forming part of sub section ENR 2.1.
3.8 In general, air traffic rules and
procedures in force and organization of air traffic services are in conformity with ICAO Standards, Recommended Practices and Procedures.
3.9 A few Prohibited Areas, Restricted
Areas and Danger Areas are established within Colombo FIR. These areas are shown in sub section ENR 5.1. Activation of areas subject to intermittent activity is notified well in advance by NOTAM, giving reference to the area only by its identification. e.g. VCD6.
4. CO-ORDINATION BETWEEN THE OPERATOR AND ATS. 4.1 Co-ordination between the operator and
air traffic services is effected in accordance with Chapter 2, para 2.17 of Implementing Standard 025 and para 11.2.1.1.4 and 11.2.1.1.5 of ICAO DOC 4444- Procedures for Air Navigation Services - Air Traffic Management (DOC 4444, PANS-ATM).
5 MINIMUM FLIGHT ALTITUDES. 5.1 The minimum flight altitudes on ATS
routes as prescribed in section ENR 3 have been determined so as to ensure at least 1000ft (300m) vertical clear-ance above the highest obstacle within 18 km on each side of the centerline of the route. However, where the angular divergence of the navigational aid signal in combination with the distance between the navigational aids could result in the aircraft being more than 8km on either side of the centerline, the 18km protection limit is increased by the extent to which the divergence is more than 8km from the centerline.

1 GENERAL
1.1 The rules and procedures applicable to air traffic in Colombo FIR conform to Annexes 2 and 11 to the convention on International Civil Aviation and to those portions of the Procedures for Air Navigation Services, Rules of the Air and Air Traffic Services applicable to aircraft and of the Regional Supplementary Procedures applicable to the MID/ASIA Region.
2 FLIGHT PLAN REQUIREMENTS
2.1 The requirements and the procedure to be adhered in respect of flight planning within Colombo FIR is explained in sub section ENR 1.10.
3 AIR TRAFFIC CONTROL CLEARANCE
3.1 An air traffic control Clearance is an authorization for an aircraft to proceed under conditions specified by an air traffic control unit.
3.2 An air traffic control clearance will contain the following events of information:
a) Aircraft identification
b) Clearance limit and route instruction including RNAV-1 SID & STAR when applicable.
c) Level assignment
d) Departure instruction when necessary.
e) Approach instruction when necessary.
f) Clearance expiry time when necessary; and
g) Any special instructions and information.
3.3 Clearances are based on known traffic conditions, which affect safety of aircraft operations. Such traffic condi-tions include not only aircraft in the air and on the maneouvering area over which control is being exercised, and also any vehicular traffic or other ob-structions not permanently installed on the maneouvering area in use.
3.4 A pilot-in-command operating under
VFR in controlled airspace shall not
enter instrument meteorological
conditions without first obtaining an ATC clearance. Until such clearance is received, the aircraft must remain in VMC.
3.5 The pilot-in-command having acknowledged an air traffic control clearance shall not deviate from the provisions of the clearance unless an amended clearance has been obtained. .
3.6 If for any reason an air traffic control clearance is not acceptable to the pilot-in-command, he may request an alternative clearance.
3.7 An air traffic control clearance may be issued direct to an aircraft by the ACC or through an aerodrome control unit or an air /ground HF RTF communications unit
3.8 ATC CLEARANCE FOR TRAFFIC ON ATS ROUTES A465, G325, L645, L896, M300, M641, N640, P570, P762 AND R461
3.8.1 As outlined in the letter of agreement signed between Chennai, Thiruvananthapuram and Colombo ATC centres, the following procedures have been agreed upon by the three centres for traffic operating on ATS routes A465, G325, L645, L896, M300, M641, N640, P570 (North West of BIAC) P762 and R461.
ATS Route A465 a) Colombo ACC will clear the
departing flight initially to FL290 (No PDC) and coordinate with Chennai ACC for higher level and routing after DABAR .
b) Chennai ACC will clear the departing flight initially to FL300 (No PDC). All other levels available subject to prior coordination with ACC .
ATS Route P762 a) Colombo ACC will clear the
departing flight initially to FL290 (No PDC) and coordinate with Chennai OCC for higher level.
b) Inbound traffic to Colombo will be assigned FL320 by Chennai OCC (All other levels available subject
to prior coordination with Colombo ACC).

a) Colombo ACC will clear the departing flight initially to FL280 (No PDC) and coordinate with Lower Thiruvanantha-puram ACC (LTV) or Upper Thiruva-nanthapuram ACC (UTV) for higher level.
ATS Route N640 a) Inbound traffic to Colombo will be
cleared by Lower Thiruvananthapuram ACC (LTV) or Upper Thiruvanantha-puram ACC (UTV) to proceed on ATS route N640 (the diversionary route for P570) from TVM via BIKOK to descend not below FL290 and release to Colombo ACC.
ATS Route M641 a) Inbound traffic to Colombo will be
cleared by Lower Thiruvananthapuram ACC (LTV) or Upper Thiruvanantha-puram ACC (UTV) to proceed on ATS route M641 (the diversionary route for R461) from MDI via BIKOK to descend not below FL290 and release to Colombo ACC.
ATS Route G325 (Inbound) a) For departing flights from Tiruchirappalli,
Pre Departure Coordi-nation (PDC) will be required by Lower Thiruvananthapuram ACC (LTV).
ATS Route L645 a) Colombo ACC will clear departing flight
to FL290 (No PDC) and coordinate with Chennai OCC for higher level.
b) All inbound traffic will be assigned FL300 by Chennai OCC. (All other levels available subject to prior coordination with Colombo ACC).
ATS Route M300 a) West bound traffic – FL300 not available
( All other levels available subject to prior coordination with Lower Thiruvananthapuram ACC(LTV) or Upper Thiruvananthapuram ACC(UTV)
b) East bound traffic – FL290 not available ( All other levels available subject to prior coordination with Colombo ACC).
ATS Route L896 a) West bound traffic – FL320 not
available.(All other levels available subject to prior coordination with Chennai OCC)
b) East bound traffic - FL290 not available.( All other levels available subject to prior coordination with Colombo ACC).
3.9 AIRCRAFT JOINING OR CROSSING AIRWAYS.
3.9.1 Aircraft in flight wishing to cross or join an airway, controlled airspace or an ATS route should obtain an ATC clearance at least Twenty (20) minutes prior to intended crossing or joining.
3.9.2 An in-flight request to cross an airway, controlled airspace or ATS route shall provide the following information to ATC.
a) Aircraft identification b) Aircraft type c) True track d) Place and estimated time of crossing e) Desired crossing level f) Ground speed g) The words ”Request crossing
clearance”
3 9.3 An in-flight request to join an airway or ATS route shall provide following information to ATC.
a) Aircraft identification b) Aircraft type c) Position d) Level and flight condition e) Estimated time at point of joining. f) Desired level
g) Route and point of first intended landing
h) True airspeed i) The words "Request joining clearance"
3.9.4 The selected crossing point or joining point should whenever possible, be associated with a radio facility or a designated reporting point to facilitate ATC, in the assessment of separation.
4 ESSENTIAL TRAFFIC INFORMATION
4.1 Essential traffic is the control traffic to which the provision of separation by ATC is applicable but which is in relation to a particular controlled traffic
does not have the required minimum separation.
4.2 Essential traffic information shall be issued to controlled flights concerned whenever they constitute essential traffic to each other.
4.3 Essential traffic information include:
a) Direction of flight of aircraft concerned
b) Type of aircraft

c) Level(s) of aircraft concerned and estimated time of passing or if this is not available estimated time of arrival for the reporting point nearest to where the level will be crossed.
5 Communications and radio navigation
requirements.
5.1 All aircraft operating under IFR or VFR within controlled airspace shall be equipped with CPDLC or VHF RTF or HF RTF enabling them;
a) To maintain two way communication with the appropriate ATC unit. The minimum requirements are VHF RTF equipment suitable for communicating on ATC frequencies and HF RTF beyond the range of VHF.
b) To maintain track within the lateral limits of the airway and to navigate in accordance with ATC instructions.
5.2 The pilot in command shall maintain a continuous listening watch on the appropriate air / ground frequency.
5.3 VHF frequency 123.45MHz is available as an air to air VHF communication channel for the use of aircraft in flight out of the VHF range of appropriate ATC centers to facilitate the exchange of operational information and the resolution of operational problems.
6 Flight information service
6.1 Flight information service is provided by Colombo FIC to all flights operating within Colombo FIR
6.2 Flight information service provided by the FIC includes the provision of:
i) Present and forecast weather conditions at KATUNAYAKE / Ban-daranaike Intl. Airport Colombo, MATTALA/Mattala Rajapaksa Intl. Airport, RATMALANA / Colombo and Chennai aerodromes.
ii) Collision hazards to aircraft operating outside control area and control zones.
iii) The state of serviceability of navigational aids at KATUNAYAKE / Bandaranaike Intl. Airport Colombo ,MATTALA/Mattala Rajapaksa Intl. Airport and RATMALANA / Colombo aerodromes.
iv) The state of aerodromes and associated facilities of KATUNAYAKE / Bandaranaike Intl. Airport Colombo ,
MATTALA/Mattala Rajapaksa Intl. Airport and RATMALANA / Colombo
and, 6.3 Pilots may use the traffic information
provided by the FIC for avoiding collision risks but it should not be used for the purposes of separation, as FIS is not a direct air traffic control service.
7 Radio communication failure
7.1 In case of complete radio communication failure in an aircraft, the pilot in command is required to adopt the procedures of Annex 10, VOL II, and with the following procedures as appropriate.
7.2 In addition, the aircraft when forming part of the aerodrome traffic at a controlled aerodrome shall keep a watch for such instructions as may be issued by visual signals
7.3 If in VMC, the aircraft shall;
a) Continue to fly in VMC b) Land at the nearest suitable
aerodrome, and c) Report its arrival by the most
expeditious means to the appropriate air traffic control unit.
7.4 In IMC, or when weather conditions are such that it does not appear feasible to complete the flight in VMC the aircraft shall:
a) unless otherwise prescribed on the basis of regional air navigation agreement, in airspace where radar is not used in the provision of air traffic control, maintain the last assigned speed and level, or minimum flight altitude if higher, for a period of 20 minutes following the aircraft’s failure to report its position over a compulsory reporting point and thereafter adjust level and speed in accordance with the filed flight plan;
b) In airspace where radar is used in the provision of air traffic control, maintain the last assigned speed and level, or minimum flight altitude if higher, for a period of 7 minutes following: 1. The time the last assigned level
or minimum flight altitude is reached; or
2. The time the transponder is set to code 7600;or

17.10.6 Aircraft operators requesting approval
as above shall;
a) if departing within COLOMBO FIR, obtain approval from Colombo Area Control Centre normally not more than 72 hours and not less than 4 hours prior to intended departure time. The Colombo Area Centre will provide notification of approval via telephone, AFS, FAX or e-mail as appropriate; or
b) if transiting Colombo FIR, obtain ap-proval from the first RVSM affected Centre. (Note: the first centre will coordinate with next centre).
c) Include the “ STS / NONRVSM “ in
field 18 of the ICAO flight plan.
(Note: Approval means able to operate in the RVSM stratum. Assignment of cruising levels will be subject to ATC clearance ).

17.10.8 This approval process is intended exclusively for the purpose indicated above and not as a means to circum-vent the normal RVSM approval process.
17.11 Delivery Flights For Aircraft that are RVSM Compliant on Delivery:
17.11.1 An aircraft that is RVSM compliant on delivery may operate in RVSM airspace provided that the crew is trained on RVSM policies and procedures applica-ble in the airspace and the responsible State issues the operator a letter of au-thorization approving the operation. State notification to the APARMO should be in the form of a letter, e-mail or fax documenting the one-time flight. The planned date of the flight, flight identification, registration number and aircraft type / series should be in-cluded.
17.12 Procedure for Suspension of RVSM.
17.12.1 Air Traffic Services will consider suspending RVSM procedure within
affected areas of the Colombo FIR when there are pilot reports of greater than moderate turbulence. Within areas where RVSM procedures are sus-pended, the vertical separation minimum between all aircraft will be 2000ft.
17.13 Guidance for Pilots and Controller for Action in the Event of Aircraft System Malfunction or Turbulence Greater Than Moderate.
17.13.1 See pages ENR1.1-35 to ENR 1.1-41 for guidance in these circumstances.
17.14 Procedure for Air-Ground Communication Failure.
17.14.1 The air-ground communication failure
procedure specified in AIP page ENR 1.1-5 in conjunction with ICAO PANS-ATM Doc 4444 should be applied.

Used by the controller to ascertain the RVSM approval status of an aircraft:

a) on the initial call any frequency within the RVSM airspace (controllers shall provide a readback with this same phrase); and

Additionally, except for State aircraft, pilots shall include this phrase to read back flight level clearances involving the vertical transit through FL 290 or FL 410.

1 GENERAL
The holding, approach and departure procedures in use throughout the Colombo FIR conform with the criteria contained in ICAO DOC 8168-OSP/611 (PANS-OPS)
2 ARRIVING FLIGHTS 2.1 ATC clearance or control instructions
for approach and clearance to the holding point will be issued to an arriving aircraft on initial contact by the appropriate ATC unit. The clearance will specify the clearance limit, route ,level and RNAV-1 STAR to be flown. An expected approach time may also be included in the clearance if it is anticipated that the arriving aircraft may have to be delayed prior to commencement of an approach.
2.2 An aircraft approaching an aerodrome under IFR conditions for the purpose of making a landing shall be cleared to the radio aid to carry out an instrument approach procedure as prescribed in the appropriate instrument approach chart. ( Ref. Part 3, section AD 2 ).
2.3 Due to the limited airspace available,
it is important that the approaches to holding patterns and the holding procedures are carried out as exactly as possible. Pilots are strongly requested to inform ATC if for any reason the approach and/or holding can not be performed as required.
2.4 In order to ensure optimum descent
profile and to minimize communication and issuance of involved instructions, a system of Standard Arrival Routes (STAR) has been established at MATTALA / Mattala Rajapaksa International Airport (VCRI) on certain ATS routes.(Ref. VCRI AD2).
2.4.1 These STARs shall be used by the
arriving IFR flights except when otherwise specified by the ATC.
2.5 IFR flights shall be cleared to execute visual approach provided the pilot has
the aerodrome in sight and establishes continuous visual reference with the ground or water. However, the pilot-in-command shall be solely responsible for ensuring obstacle clearance from the time visual flight is assumed.
3. DEPARTING FLIGHTS 3.1 IFR flights departing from controlled
aerodromes will receive initial ATC clearance from the aerodrome TWR. The clearance limit will normally be the aerodrome of destination.
3.2 To expedite departure, ATC may
require a succeeding aircraft to do a “Step climb” below the altitude or level of a preceding aircraft while maintaining vertical separation as applicable.
3.3 ATC may instruct a departing aircraft
to arrive at a reporting point at a specified time or at a specified level, point or time as deemed necessary to effect separation with other aircraft. The pilot-in-command shall notify ATC if these instructions cannot be complied with.
3.4 In order to ensure optimum climb
profile and to minimize communication and issuance of involved instructions, system of RNAV-1 Standard Instrument Departures (RNAV-1 SIDs) have been established at KATUNAYAKE/ Bandaranaike Intl. Airport. (Ref VCBI AD2) and Standard Instrument Departures (SIDs) have been established at MATTALA/Mattala Rajapaksa Intl .Airport.(Ref. VCRI AD2) Aerodromes on certain ATS routes.
3.4.1 These RNAV-1 SIDs and SIDs shall be used by the departing IFR flights from the respective aerodrome except when otherwise specified by the ATC.

1. PRIMARY RADAR 1.1 Supplementary Services 1.1.1 Radar units are operated as an integral
part of the parent ATC unit and provide radar service to aircraft to the maximum extent practicable subject to limitations of,
a) Effective radar coverage dependent
on prevailing propagation conditions.
b) Intensity of weather clutter areas.
c) The technical capability and reliabili-ty of the back up facilities of the ra-dar.
d) Serviceability of communication sys-
tems facilities and terminations Viz- VHF tele-talk and inter ATS unit communications capability.
e) Wind speeds in excess of 105 Km/h
1.1.2 The procedures for the provision of ra-
dar services are those listed in Part X of ICAO DOC 4444(PANS-RAC) and are supplemented by procedures in this section and in any air traffic control in-structions issued from time to time.
1.1.3 The radar units will use the following
call signs when providing radar servic-es:
a) Aircraft under area control -
“Colombo Radar”
b) Aircraft under approach control – “Colombo Director”
1.2 Radar coverage 1.2.1 Within the Colombo FIR following radar
stations are operated:
Colombo Area Control Service oper-ates; AREA/TMA Radar (MSSR) at RATMALANA/ Colombo airport. Range – 240 NM
Colombo Approach Control Service op-erates; Terminal Area Surveillance Radar (TAR) at KATUNAYAKE / Bandaranaike Intl. Airport Colombo. Range – 120 NM
1.3. Application of radar control services 1.3.1 Radar identification is achieved in ac-
cordance with the provisions specified by ICAO.
1.3.2 The radar display information shall be used to provide the following general functions as an integral part of the Air Traffic Control Services;
a) Maintain watch on the progress of
flights in order to provide Colombo ACC and Approach Control units with, I) Position information on aircraft
under control.
II) Information on unreported traffic (Aircraft with COM failure or aircraft without radio)
III) Information on significant devia-
tion, by aircraft from the ATC clearance issued.
b) Provide radar monitoring of aircraft,
and vectoring identified aircraft when necessary;
I) To effect expeditious climb of
departing traffic to cruising levels
II) For resolving potential conflicts with other traffic.
III) To assist in the navigation of air-
craft in case of unserviceability of navigational equipment or other reason.
IV) For expeditious descent from
cruising levels in preparation for
approach and landing.
V) To intercept ILS or terminal ap-
proach aids.
VI) To accommodate pilot preferred
flight trajectories.

VII) To monitor VOR, NDB approach-
es in order to advise aircraft dev-
iations from normal approach
paths.
c) To provide vectoring to aircraft for
visual approach to RATMALA-
NA/Colombo Airport.
d) Provide separation and maintain
normal traffic flow when an aircraft
experiences communication failure
within the area of radar coverage.
1.3.3 The minimum horizontal radar separa-
tions.
The minimum horizontal radar separa-
tions are:
a) 8 NM when aircraft under Area Con-
trol beyond 60 NM from KATU-
NAYAKE/Bandaranaike Intl. Airport
Colombo.
b) 5 NM when aircraft under approach
control up to 100 NM from KATU-
NAYAKE/Bandaranaike Intl. Airport
Colombo.
1.3.3.1 Above minimum horizontal separation
values may be increased at the discre-
tion of the individual radar controller
when the following circumstances so
necessitates;
a) High rates of closure between air-
craft of track convergence.
b) Slow rates of renewal of radar in-
formation.
c) When the radar controller expects
communications difficulty due to
congestion of communication
channels.
1.3.4 Levels assigned by the radar controller
to pilots will provide a minimum terrain
clearance during entire phase of flight.
1.4. Radar and radio failure procedure
1.4.1 Radar failure
In the event of radar failure or loss of
radar identification, instructions will be
issued to restore procedural separation
and change over to appropriate fre-
quency if considered necessary.
1.4.2 Radio failure
In case of controlled aircraft experienc-
ing communication failure and is oper-
ating in an area where radar separation
is applied, such radar separation shall
continue to be applied. If the aircraft is
one which has not been identified, the
radar controller shall maintain separa-
tion between aircraft under radar con-
trol and any other unidentified aircraft
observed along the expected route of
the aircraft with communication failure,
until it is known that the aircraft has
passed through the airspace concerned
or has landed elsewhere.
1.5 Graphic portrayal of radar coverage
1.5.1 Charts depicting the coverage of the
radar are not published.
2 SECONDARY SURVEILLANCE RADAR
(SSR)
2.1 Operating procedures
2.1.1 All aircraft (SKED/Non-SKED/TRNG)
flying within designated Colombo con-
trolled airspace are required to operate
SSR transponders selecting Mode A
(4096 codes) and Mode C simulta-
neously.
2.1.2 Aircraft departing Colombo shall oper-
ate transponders in accordance with in-
structions given by ATC.
2.1.3 Pilots who have received specific in-
structions from ATC concerning the set-
ting of the transponder shall maintain
that setting except in circumstances de-
tailed in following paragraphs 2.2.1,
2.3.1 and 2.4.1 and 2.5.1.

2.4.3 Vertical positioning of aircraft during
approach is controlled by reference to flight levels until reaching the transition level below which positioning is controlled by reference to altitudes.
2.5 Missed Approach 2.5.1 The relevant portions of paragraphs
2.1.2, 2.2 and 2.4 shall be applied in the event of missed approach.
3. DESCRIPTION OF ALTIMETER
SETTING REGION 3.1 There is a single altimeter pressure
setting which covers the entire Colombo FIR.
4 PROCEDURES APPLICABLE TO OPERATORS, INCLUDING PILOTS.
4.1 Flight Planning 4.1.1 The levels at which a flight is to be
conducted shall be specified in a flight plan: a) in terms of flight level(s) if the flight
is to be conducted at or above the transition level; and
-
b) in terms of altitude(s) if the flight is
to be conducted in the vicinity of an aerodrome and at or below the transition altitude.
4.1.2 The flight level(s) selected for a flight
plan;
a). ensure adequate terrain clearance at points along the route to be flown.
b). satisfy air traffic services
requirements; and c). be compatible with the application
of the semi-circular cruising levels rule.
Note: i). Short flights in the vicinity
of an aerodrome may often be conducted only at altitudes below the transition altitude.
ii). Flight levels are specified
in the flight plan by number, and not in the term of feet or meters as in case of altitudes.

The minimum criteria listed above must
be notified in the flight plan. The flight
shall log on to Colombo ADS-C/CPDLC
“VCCF” prior to entering UPR zone.
2.2.2 The provisions applicable to RNP 10
operations in the Colombo FIR as
published in Sri Lanka AIP, section ENR
1.1, paragraph 16 shall be applicable
for flights using UPR.
2.3 Specific requirements for usage of
UPR in the Colombo-UPRGZ
2.3.1 Prior permission required at least seven
(07) days in advance for flight operators
to fly UPR in the Colombo-UPRGZ.
Permission may be requested for whole
or part of Summer/Winter schedule for
particular flight/s.

2.3.2 Within the Colombo-UPRGZ, the
following flight planning requirements
apply in respect of the flights using User
Preferred Routes (UPR) :
a). The flight plan for a flight using User
Preferred Routes (UPR) shall be
filed at least two (02) hours before
the ETD.
b) User Preferred Routes (UPR) may
enter and exit Colombo-UPRGZ via
the published waypoints or positions
of Latitude and Longitude described
in degrees and minutes on the
Colombo-UPRGZ boundary. The
complete planned UPR including the
entry/exit waypoints / or positions on
the Colombo-UPRGZ boundary shall
be mentioned in the route field ( Item
15) of the flight plan.
c) The Estimated Elapse Times (EET) for the Entry and Exit waypoints/positions on the Colombo -UPRGZ shall be given in the „Field Other INO‟ (Item 18) „of the flight plan.
d). User Preferred Routes (UPR) may include published ATS routes.
e). Time intervals between adjacent waypoints on UPR may preferably be around 30 minutes and shall not exceed 60 minutes.
f). The transition from a conventional ATS route to User Preferred Route or vice versa may also take place at a published waypoint on a conventional ATS route segment and any waypoint on a UPR segment within the Colombo-UPRGZ.
2.4 Contingency Measures.
2.4.1 In case of contingencies like failure of ATS
automation system, failure of ADS-
C/CPDLC system etc., a NOTAM will be
issued suspending permission to UPR
flights. All flights intending to flight plan
UPR in Colombo-UPRGZ and departing
after the promulgation of such a NOTAM
shall alter flight plan via a conventional
ATS route. The flights already in air will be
accommodated via flight planned UPR to
the extent possible but may be re-cleared
via nearest conventional ATS route if
traffic situation so demands.
2.4.2 A flight unable to establish contact with
Colombo CPDLC (VCCF) shall
endeavour to establish contact on HF or
SATCOM telephone as soon as possible.
Such flights may also be re-cleared via
nearest conventional ATS route if traffic
situation so demands.
2.4.3 A flight unable to fly UPR due to in flight contingencies and requiring alternate clearance via conventional ATS route may request Colombo ACC for an alternate clearance. Such flights will be issued clearance as appropriate.

ENR 5.6 BIRD MIGRATION AND AREAS WITH SENSITIVE FAUNA
1 BIRD MIGRATION.
1.1 Bird migration occurs during the period early August to late March though birds are sometimes seen even early April.
1.2. The birds normally fly at about 3000FT to 1000ft ALT. Inside the Island they fly at ground level.
2. REPORTING OF BIRD STRIKE
2.1 To achieve more comprehensive statistics of bird strikes, the Civil Aviation administration is collecting information. All pilots on flights within Colombo FIR are therefore requested to report all cases of bird strikes or incidents where a risk of bird strike has been present initially to the Air Traffic Control via RTF and submit full report using prescribed BIRD STRIKE INCIDENT REPORTING FORM CAA /AS/10 available at the Aerodrome AIS Units ( or download from www.caa.lk ).
1.3 Migrating Patterns and Altitudes.
There are three (03) major routes as follows
3. AREAS WITH SENSITIVE FAUNA.
3.1 Many species of birds as well as other animals are sensitive to noise from aircraft and over flying their breeding and resting places may be critical. Hence it is suggested to avoid over flying these protected areas below 1000ft height. These areas are shown on the chart on page ENR 5.6-3.
North Western Route.
The birds on northwestern route are reaching their destination in the Indu-Asian flyway. The
birds enter the Island through Jaffna peninsula and they fly over the following areas.
( Jaffna Mannar Wilpathu Kalpitiya Chilaw Bellanwila Hikkaduwa.)
Eastern Route.
This is the longest migratory route in Sri Lanka. The birds of Indu-Asian fly way enter the
island through Jaffna peninsula and take the following route.
( Jaffna Peninsula Jaffna Lagoon Elephant Pass Chandikulam Panama
Kumana Yala Bundala Kalametiya Upto Rekawa.)
Central Route.
Some birds take central route and enter the hilly area and their final destinations are Uda-
walawe and Horton Plains. They are mainly forest birds and rapport (birds of pray) .

VCCC AD 2.20 LOCAL TRAFFIC REGULATIONS
1 Light Aircraft Operations at
RATMALANA/Colombo Airport. 1.1 VFR Operations. 1.1.1 Light aircraft operations normally be
conducted under VFR, within 10NM radius of RATMALANA/Colombo aerodrome.
1.1.2 For circuit and landings or local flights of not more than 30 minutes duration, verbal flight notification is acceptable. In such cases the following information shall be provided to the tower.
a) Aircraft Identification and Type. b) Name of Pilot c) ETD. d) Flight Duration. e) Area of Flight Operation.
1.1.3 Light aircraft operations may be authorized at the discretion of ATC when traffic conditions permit.
1.1.4 All light aircraft not equipped with radio shall watch out for and follow any visual signals when operating in the traffic circuit.
1.1.5 It is the sole responsibility of the pilots of all light aircraft not equipped with radio to watch out for other traffic and maintain adequate separation with them.
1.1.6 During day time (0030 to 1230 UTC) VFR Traffic from VCCC to Northern DEST and vice versa be permitted through VCR23 along the Track defined by three waypoints (R6,R7 and R8) as below.
R6 – 06°52'11.61"N 079°53'17.44"E R7 – 06°56'59.38"N 079°55'12.98"E R8 – 07°01'41.69"N 079°55'17.45"E
The Minimum ALT to be maintained along this track within VCR23 be restricted to 2000ft
1.1.7 Right Turns for traffic departing from RWY22 VCCC be permitted subject to be clear of VCR23 or when compliant with conditions as per 1.1.6 above.
1.1.8 Light fixed wing aircraft and helicopters in the Right Hand Circuit of RWY 22 and Left Hand Circuit of RWY 04 may be accommodated subject to clear of VCR26 and VCP7.
1.2 IFR Operations. 1.2.1 Requests for operations under IFR
may be approved if the aircraft is suitably equipped for IFR operations and the pilot is appropriately rated. The aerodrome controller shall be the final authority in authorizing such operation from the point of view of air traffic.
1.3 Cross Country Flights. 1.3.1 Pilots of aircraft proceeding on cross
country flights shall file a flight plan with ATC at least Thirty (30) minutes before the ETD. The pilot in command should personally present himself at the control Tower and obtain briefing and clearance from the duty air traffic controller. The flight shall be conducted strictly in accordance with the clearance obtained.
