PURPOSES OF DELTA KAPPA GAMMA

1. To unite women educators of the world in a genuine spiritual fellowship.

2. To honor women who have given distinctive service in any field of education.

3. To protect the professional interests of women in education and eliminate

unjust discrimination.

4. To sponsor and support desirable educational legislation in the interest of

women educators.

5. To endow scholarships to aid outstanding women teachers in pursuing graduate

study and to grant fellowships to non-member women educators.

6. To initiate and develop a continuous program of teacher welfare designed to

improve the economic, social and political status of women.

7. To inform the membership of current economic, social, political and educational

issues to the end that they may become intelligent, functioning members of a

world society.

Omega Chapter Committees and Committee Members

Personnel/Hostess Committee- This committee will consist of all members who will sign up for one of the six meetings per year. Each member will help that month for two years of the biennium. Each month, the group will help set up and clean up the meal. They take care of paperwork so that we will be able to induct new members. The committee is responsible for the induction ceremony. They are responsible for the yearly “Teacher Appreciation” project. Sara Kiker Personal Growth and Services Committee- This committee will plan and coordinate “DKG on the Go” activities such as plays, museums, service projects, and participating in community activities. Members include: Kathy Virdin, Priscilla Bonner, Ruth Gonter, Shirley Siegle, and Cecilia Bridges Nominations/Research Committee- They are responsible for presenting a slate of officers each biennium to be voted on by the chapter. They will help with the installation ceremony for new officers. Members include: Patti Smalley, Katie Hammontree, Ann Cook, Tina Scibilia, and Aimee Bass Finance Committee and World Fellowship Committee- This committee will consist of the treasurer and other members who will assist the treasurer as needed. They will be responsible for promoting projects such as “the book swap” to raise funds for Delta Kappa Gamma International fund to aid teachers who have suffered a hardship, i.e. flooding, tornado, fire, etc. Members include: Deborah Pearson, Sara Davis, Kathy Wilson, Janie Vaden, Rita Smeltzer, and Barbara Beazle Professional Affairs Committee and Leadership Development-This committee will be responsible for overseeing the service project each year. For 2010, we will be giving $75 to each elementary school’s counseling department to be used at their discretion. Please include a note/card with Omega Chapter name and information. Members include: Rethia Spence, Eloise Gazaway, Tami Dodd, Joyce Oxford, Karen Chancey, and Donna Douglas Scholarship Committee- The committee is responsible for contacting Dalton State College to make them aware of the grant-in-aid that is available to a female junior or senior who is majoring in education. They are responsible for a

scholarship application, reading, assessing, and making a recommendation to the chapter. Selected applications will be voted on by the chapter during the October meeting. Members include: Kay Denson, Donna Rogers, Rachel Lord, Kathryn Kelehear, and Cindy Dobbins Communications and Program Committee-This committee will consist of the first vice president and other members who will contact special speakers for the chapter’s meetings. They will work with the treasurer to give the guest speakers a “Thank You” gift. This committee will notify chapter members of upcoming meetings and obtaining a number for ordering meals. They will print cards with dates, times, and programs for each member. It will send any information deemed necessary by email and/or letter. They may create a newsletter for the chapter and state organization. Members include: Tracy Hargis, Denise Hornsby, Gayle Worley, Jammie Brown, and Tracie Ellis, Ruth Gonter, and Teri Cross Chapter Handbook Committee- The second vice president will be the chairwomen for this committee. It is responsible for updating and printing the chapter handbook for members. Copies will be made for Psi State officers. The committee will create an electronic handbook that will be linked to the chapter’s website. Members Include: Gayle Worley and Tracie Ellis Chapter Scrapbook and Publicity- This committee will be responsible for creating a chapter scrapbook page for Psi State’s scrapbook. It will send pictures and information to local newspapers to promote public awareness of the chapter and chapter projects. Members Include: Susan Huff and Deborah Pearson

DELTA KAPPA GAMMA INTERNATIONAL Omega Chapter Standing Rules

Revised February 25, 2010 – Approved March 11, 2010 ARTICLE I Section A.

The name of this chapter shall be Omega chapter, Psi State Organization, The Delta Kappa Gamma Society International.

ARTICLE II Purposes

1. The purposes of Omega Chapter shall be the seven purposes and the Mission Statement of the Delta Kappa Society International and those of Psi State Organization.

2. To provide handbooks for the chapter president, vice-presidents and parliamentarian.

ARTICLE III

Membership

Section A

Membership in Omega Chapter, Delta Kappa Gamma Society International shall be by invitation only. Invitations are issued by the membership committee. Members initiated into the Society become members of chapters, state organization, and the international society.

Section B

Classification

1. Active members shall be women who are employed in educational work at the time of their election and have had three or more years of experience as professional educators. They shall participate in the activities of the Society.

2. Reserve members shall be formerly active members who are retired from educational work and are unable to participate fully in the activities of the chapter because of physical disability and/or geographical location. Reserve status shall be granted by a majority vote of the chapter.

3. Honorary members shall be women not eligible for active membership and who have rendered notable service to education or to women and are elected to honorary membership in recognition of such service. They shall be privileged to participate in all activities except that of holding office.

Section C Election and initiation

1. Omega Chapter shall have full power to act in matters of chapter membership. 2. Recommendations for Membership forms shall be available at each regular chapter

meeting. 3. Recommendations for Membership forms shall be completed by the sponsor, and

returned to the membership chairman by February.

4. Voting for prospective members will occur at the March meeting. 5. The general membership shall vote by secret ballot. Until the time for preferential

voting is necessary, four-fifths (4/5) of those voting will elect the candidate to membership.

6. There shall be no proxy voting at any level. 7. Invitations to membership shall be in writing and delivered in person or mailed, if

possible, within 10 days following election to membership. 8. Orientation of members-elect shall be held preceding initiation. 9. The orientation program shall be the responsibility of the membership committee. 10. Members-elect will respond in writing their acceptance to membership within two

weeks. 11. Initiation shall be held at the May meeting.

Honorary membership 12. Honorary members shall be currently giving distinguished service to education

and/or women within the chapter’s geographic area at the time of their initiation.

Termination of membership 13. The recording secretary shall record, in the minutes, the name of any member

whose membership is terminated. The record shall include the reason and date of termination.

14. Complete records of all memberships that have been terminated shall be sent to the State Executive Secretary. Records shall include the reasons and dates of termination. All letters of resignation will be kept in the chapter files.

15. Membership in the Society is terminated for one of three reasons: nonpayment of dues and fees, resignation, or death.

16. Special recognition of a member’s death shall be financed by chapter assessment (dues).

17. The Chapter Membership Chairperson shall clear with the State Executive Secretary before reinstatement. A former member may be restored to membership upon vote of the chapter approving the request. Approval by four-fifths (4/5) of the ballots shall be required. The Chapter Membership Chairman shall notify the State Executive Secretary when a former member has been reinstated.

Transfer of membership 18. A member in good standing may be transferred from one unit of the Delta Kappa

Gamma Society International to another upon application to the International Society.

Disposition of Key/Presidents pins returned to the chapter 19. The executive board shall decide on the disposition of Society jewelry, which has

been returned to the chapter.

ARTICLE IV Finances Section A

All financial matters are in accordance with the Constitution, International Standing Rules and the Psi State By-laws

1. The Finance Committee shall make recommendations for changes in dues at the beginning of each year. All members shall be notified prior to the first meeting of the fiscal year.

2. Chapter dues shall be determined by chapter vote during the year before they are to take effect.

3. Annual chapter, state, and international dues and fees shall be collected by the chapter treasurer prior to October 31.

4. The Finance Committee shall develop an annual budget and present it to the membership for approval no later than the first business meeting of the fiscal year.

5. The Finance Committee shall provide for an annual audit. 6. Annual dues for all Omega Chapter members shall include international dues, state

dues, chapter dues and the scholarship fee accessed by the state.

Section B

7. Annual dues and fees shall be paid on or before October 31st of each year. After this date, a member shall be dropped for non-payment.

8. Reserve members shall be exempted from chapter dues and fees. 9. Members initiated on or after July 1 and before April 1 shall pay initiation fees, dues,

and scholarship fees at the time of initiation.

Section C 10. All sales of society items at meetings, conventions and regional conferences shall

follow the “Guidelines for Sale of items” from International Standing Rules.

ARTICLE V Organization

Section A Omega Chapter shall govern the conduct of its business in a manner consistent with the Constitution, International Standing Rules, Psi State By-laws, Psi State Standing Rules and the Omega Chapter Standing Rules.

Section B-Officers & Related Personnel 1. Omega Chapter elected officers shall be president, first vice-president, second vice-

president, recording secretary, and corresponding secretary. 2. A slate of officers, with one nominee per office, shall be prepared by the

Nominations Committee and presented to the membership at the February meeting, with election taking place in March of even numbered years.

3. The term of each elected officer shall be two years or until a successor is named. No officer except the treasurer may serve in the same office longer than two terms in succession. Officers shall take office on July 1 following their election.

4. The ballot shall include the slate of officers and nominees for the Nominations Committee.

5. A treasurer shall be selected by the executive board at the first meeting for the biennium.

6. A Parliamentarian shall be appointed by the president. 7. Officers shall perform duties as specified in the Constitution, Article VI, and Psi State

Bylaws and as authorized in the Omega Chapter Standing Rules. 8. The president shall serve as delegate to the State Executive Board. 9. The first vice president shall serve as chairman of the Program Committee. 10. The second vice president shall serve as chairman of the Yearbook Committee. 11. The recording secretary shall be a member of the Standing Rules Committee. The

recording secretary shall be responsible for updating chapter standing rules as policies are changed during business meetings.

12. The corresponding secretary shall be responsible for carrying on the correspondence of the chapter as delegated by the President. In addition, she shall serve as chairman of the Humanitarian/remembrance committee for the chapter.

13. The treasurer shall complete annual reports and submit to the appropriate person. The treasurer shall make financial records available to the chapter finance committee for audit at the close of each fiscal year.

14. The treasurer shall order the president’s pin at the chapter’s expense and make it available to the Nominations Chairman before installation of officers.

Section C – Make-up of Executive Board

15. The members of the Omega Executive Board shall be elected officers, the

immediate past president, and such committee chairman as may be appointed as ex-officio members. The treasurer and the parliamentarian serve as ex-officio members. Ex-officio members are non-voting members.

16. The Omega Chapter Executive Board shall function according to the Constitution, Article VII, Section C.

17. The Executive Board shall meet at least two times per year. The Board may meet at other times upon the call of the president. A quorum shall be a majority of the voting members.

Section D – Standing Committees 18. Standing committees shall be: Finance, Leadership Development, Membership,

Nominations, Program, Personal Growth and Services, Research, Professional Affairs, Communications, Scholarship/Recruitment Grants, and World Fellowship.

19. Standing committees shall fulfill responsibilities as outlined in the Constitution and as detailed in the Handbook.

20. Committees for chapter responsibilities shall include chapter yearbook committee, scrapbook committee, and hostess and inspirations committee and reservations committee.

21. All Hoc committees shall be appointed as needed. 22. All committees shall be appointed by the president except nominations committee.

The chapter shall elect the nominations committee at the same time as officers each biennium.

23. The president shall be an ex-officio member of all committees except the nominations committee.

24. Matters requiring immediate committee action may be voted upon by mail, email or by telephone.

25. Committee meetings shall be held with the approval of the president.

ARTICLE VI Section A – Meeting schedule

1. The society will hold six monthly meetings. The executive committee will determine the date, time and place of each meeting.

2. A quorum shall be a majority of voting members present. 3. The executive board may plan additional meetings for special functions.

ARTICLE VII Activities

Section 1 – Recruitment Grants 1. The number of recruitment grants and the amount of each shall be recommended by

the finance committee and the recruitment grants committee and adopted by the chapter.

2. The Recruitment Grant leader will present the recruitment grants each year at the May meeting.

Section 2 – Chapter Newsletter 1. At least three (3) newsletters will be published during each biennium. Newsletters

are the responsibility of the editor of the communications committee.

Section 3 – Electronic Communications 1. The Society at all levels may establish and maintain various types of electronic

communication to facilitate meetings and to communicate with members. 2. Electronic communications should adhere to the International “Policy for the Use of

Electronic Communications” from International Standing Rules. 3. All publications must be approved by the president.

ARTICLE VIII Amendments

1. These Bylaws may be amended whenever Psi State amends its Bylaws and Standing Rules.

2. The executive board shall review the standing rules at least once during each biennium.

3. Individual rules may be considered at any regular business meeting. 4. A special committee appointed by the president on the advice of the chapter

executive board shall make revisions and amendments, which shall be presented, to the chapter for approval.

ARTICLE IX Yearbooks Section A

1. Current chapter rules should be included in the chapter yearbook. 2. Chapter yearbooks should be distributed to each member of the chapter. 3. Three (3) copies of the Chapter yearbook should be given to the state program

chairman at the September State Executive Board meeting in evenly numbered years.
