Implementation Authority (NCIA)
Mr. Voon Chee Man served as CEO of two MSC Status Companies. He rejoined Malaysia Digital
Economy Corporation (MDEC) as the Head of Client Portfolio Management in nurturing the
Malaysian MSC Status Companies and is actively assisting them to grow their investments and
reinvestments in MSC Malaysia.
Mr. Voon is an MBA holder from Camden University (USA), with over 30 years of diverse working
experience in the areas of Management, Business Development, Branding, Publishing and
Advertising industries in both government and private sectors.
He manages the Northern Corridor Economic Region (NCER) investment planning in attracting and
realising the private investment into the region.
Encik Muhamad Mustafa bin Said
Ipoh Branch Director of Inland Revenue Board of Malaysia (IRBM)
Encik Muhamad Mustafa bin Said was appointed as the Ipoh Branch Director of IRBM since January
2017. He has extensive experience in all core functions of the tax administration for more than 33 years
and served as head of several branches, divisions and the Malaysian Tax Academy prior to his
appointment as Ipoh Branch Director.
He holds a Master of Business Administration from Curtin University of Technology, Australia and a
Bachelor Degree in Economics from University of Manitoba, Canada.

Saravana Kumar Segaran
Partner, Lee Hishammuddin Allen & Gledhill (LHAG)
Saravana was recently recognised as one of Asia's leading lawyers in asialaw Profiles 2019 and
named as one of the 40 top lawyers under 40 years old in Asia by the Asian Legal Business. He is
also consistently ranked highly on Chambers Asia and The Legal 500 Asia Pacific 2019 and praised
for his “profound knowledge of Malaysia’s tax laws and strong commercial acumen, which have
made him an invaluable and trusted adviser.”
He has appeared in benchmark litigations with a sizeable volume of wins in tax disputes. He holds
LL.B (Hons) from University of London, England and LL.M in Taxation from London School of
Economics and Political Science, England. Besides, he is an Adjunct Professor with University Tenaga
Nasional (UNITEN), Malaysia and chairs the Taxation Section of LAWASIA. He was recently elected to
the Kuala Lumpur Bar Executive Committee 2019/2020 term, where he chairs the Professional
Development Committee.

Lam Weng Keat
Business Tax Director
Weng Keat has more than 25 years of experience in corporate tax, dispute resolution cases involving
tax audits and tax investigations, transfer pricing, indirect taxes including GST implementation,
personal tax planning and compliance matters. He is the Chairman of the Chartered Tax Institute of
Malaysia (CTIM), Perak Branch.
Mark Chan Keat Jin
Financial Services Industry Executive Director
Mark brings with him over 15 years of experience in the public accounting practice and commercial sector in
corporate and GST compliance and advisory. As a tax consultant, Mark has served insurance clients in all
corporate tax related matters including tax compliance, dispute resolution, tax advisory, mergers and
acquisitions and tax due diligence. As a former in-house tax advisor to a local banking group and a
Malaysian headquartered global conglomerate, Mark also oversaw the income tax compliance, tax review
for new products and GST risk management for insurance entities in the respective groups which included
entities in life insurance, general insurance, family takaful and general takaful. Mark also served as a member
of the GST technical committee of the Chartered Tax Institute of Malaysia (CTIM) as a private sector
representative and represented life and general insurance companies at industry association deliberations.
Patricia Lau Peik San
Business Tax Director
Patricia has more than 25 years of working experience in corporate tax and tax advisory, serving primarily
multinational corporations and public listed companies. Prior to joining Deloitte Malaysia, she held the
position of Senior Tax Manager with another Big Four firm.
Patricia holds a Bachelor of Commerce from The University of Adelaide, Australia. She is a member of
Certified Practising Accountants Australia (CPA Australia), Malaysia Institute of Accountants (MIA) and
Chartered Tax Institute of Malaysia (CTIM).

Business Tax Director
Wei Chuan has more than 15 years of experience in corporate tax compliance matters, tax planning,
tax due diligence, tax audit, transfer pricing, indirect taxes including GST implementation, personal
tax planning and compliance matters.
Melissa Vong Hei Mun
Global Employer Services Associate Director
Melissa is an Associate Director at Deloitte Malaysia’s tax practice. She has more than 13 years of
experience in tax compliance and advisory services, specialising in Global Employer Services (GES).
Her experience includes handling personal income tax matters of individuals and expatriates for
multinational clients along with providing tax advisory on share plans, tax planning opportunities and
review of compensation and benefits policies. Melissa graduated from the University of Technology
Sydney, Australia with a Bachelor of Business. She is also a member of the Chartered Tax Institute of
Malaysia (CTIM).

Clarrisa Chung Wei Yi
Business Tax Manager
Clarrisa brings with her more than 12 years of proficient experience in taxation, advisory and financial
accounting. Prior to joining Deloitte, she was attached to the Big Four prestigious accounting firms
and multinational conglomerates. She specialises in corporate tax compliance and her experience
encompasses tax audit and investigations, tax incentives, GST/SST related assignments, personal tax
planning for local individuals and expatriates, business management acumen and other related
services. She has commercially managed a diversified portfolio of client organisations by offering
practical solutions to industry sectors such as manufacturing, trading, automotive, health care,
hospitality, energy and natural resources, plantations, property development, aerospace, technology
and communications, as well as investment holdings.
