Social Housing Public Private Partnership Programme

Social Housing Current Expenditure Programme (SHCEP)

• In 2015, total of 1,477 new units came through the Progamme (911 delivered by AHBs; 566 by LAs)

• 2016-2017 target is 8,400

• Target of 23,400 over the Social Housing Strategy

• Currently 2,678 units have full funding approval

• 2,007 of these will be constructed or purchased by AHBs with additional support using the Capital Advance Leasing Facility (CALF)

• This allows LAs to provide long-term loans to AHBs up to 30% of capital costs

• Enabling AHBs to leverage private financing

• €74m has been committed to AHBs using CALF

Delivering into the private rented market

• Housing Assistance Payment (HAP) – 2015 – supported 5,680 tenancies, incl. 3,636 households

transferred from Rent Supplement

– 19 LAs currently operating

– HAP Homeless Pilot operated by DRHE

– 2016-2017 – 20,000 additional tenancies with full rollout

• Rental Accommodation Scheme (RAS) – 2015 – 1,835 households transferred from Rent Supplement

– 2016-2017 - target of 2,000

• July 2015 announcement €150 million for sheltered housing projects (€84.5m Construction and €67.1m Acquisitions) and €30 million for more local authority construction projects

• January 2016 announcement €182 million, including €127m for 724 units of new local authority construction projects, €45m for 193 units via acquisition and Turnkey projects and €10.4m for 79 units via sheltered housing projects

• Streamlining of funding approvals – 9 information sessions held for 300 staff of local authorities and AHBs

• Over 400 local authority staff sanctioned for housing work

• Extra administrative funding for local authorities for housing staff
