What a waste of money when Transport for London (TFL) replaced the traffic signals in Gubbins Lane, Harold Wood adjacent to Oak Road and installed them in the wrong position over a year ago. Mums with pushchairs and small children and disabled people found it difficult and dangerous to manoeuvre through the small space left after the bad positioning of the traffic signal. I immediately reported the mistake to TFL and I have repeatedly contacted them since on many occasions to get this ridiculous situation remedied. Well as most of you know it has taken just over a year but at last these traffic signals have been positioned correctly. Budget Update Since the last round of budget savings, the government have announced further large scale reductions to our grant. This, together with a growing population, hugely increased costs associated with social care for the elderly, housing, children’s services and waste management has meant that the council’s projected budget shortfall over the next three years is £16.3 million. There are plans in place to balance the books, but it does mean making some difficult decisions, however viable alternatives are few and far between. For example, if we can reduce costs associated with waste disposal (we pay £13m a year) by limiting how much we throw away, look at sources of renewable energy, economise further on back office services, improve debt collection and innovate on customer care, we can, together, get through this period of austerity. However, one chink of light on the horizon is that the Olympic Levy will largely come to an end next year! Residents can be absolutely assured we will do our very best to minimise the impact on your services and maintain the standards of amenity you deserve. The budget proposals will be out for consultation through the usual channels and on our website, but if any readers have questions or would like to share ideas, please feel free to get in touch with me. Halloween FunDisplay

Lesley & Dick with spooky grimreaper and three ghosts

If you passed through ChurchRoad onHalloween, youmay havereceived quite a scare! Localresidents Lesley and Dick went allout this year with two impressiveinflatable displays: A terrifyinggrim reaper and three scared-yghosts greeted trick-or-treaters.Lesley and Dick are known in thelocal area for their extravaganthouse displays. As Halloweengainsmore popularity among theBritish public, the Bulletinwill beon the look out for the best displayin the area.

Looking AfterOur WardAfter some complaints fromresidents we have had the area inSquirrels Heath Road by the miniroundabout tidied up andplanters sited. Winter pansieshave been planted and also redtulip bulbs which should lookbeautiful when they are in bloomin the spring.

Harold WoodRemembersResidents, Councillors, veteranswearing medals and local groupswere out in force at the HaroldWood Memorial Hall onRemembrance Sunday whenwreaths were laid inremembrance of those servicepersonnel who lost their livesduring conflicts of the World War.Wreaths were laid by the RoyalBritish Legion, the MetropolitanPolice, the Trustees of theMemorial Hall and the Harold

Wood Residents Association anda short service was celebrated bylocal Vicar David Banting of StPeter’s Church.Harold Wood ward CouncillorsDarren Wise and Alex Donaldattended the service whilst CllrBrian Eagling was undertaking hisMayoral duties in Romford.

Maylands FieldsPlanning permission for acemetary on the Fields, south ofthe A12, was refused by theCouncil. As we go to press, wehave heard that the applicationhas been appealed to theGovernment's PlanningInspectorate. Your Harold Woodcouncillors have written to thePlanninig Inspectorate. Furtherdetails in next month's Bulletin.

Four StoreyMadnessA planning application to build a4 storey block of flats visible fromHarold Wood station wassupported by the ConservativeParty on the planning committee

to enable the application to bepassed. Residents of Wessex Laneand St Clements Avenue spoke atthe meeting arguing for a morereasonable and less intrusivedevelopment which will replacethe current marketing suite.While we are disappointed at thisdecision, we will continue to fightfor residents’ interests and againstinappropriate developments.

Police - no cutsplease!We hear in the news that theGovernment is planning onreducing the number (potentiallythousands) of Police Officers acrossthe country and this will inevitablyhave an impact on our SaferNeighbourhood Police Teams. Asyour Residents' Association, westrongly oppose this and we urgeour local MP to do the same andmake representations on thepublic's behalf to Government.With the rise of the HMO ( House ofMulitple Occupany) and increasedanti-social behaviour, it is time toincrease the numbers of Policerather than reduce them. OurPolice along with our otheremergency services do a very goodjob in what can be a very difficultrole and environment and theyprovide a valuable service to thepublic.Let's not dismantle our SaferNeighbourhood Teams, we want tokeep them!

Court Road and Church Road. Iwas given an explicit guarantee inwriting back in April the first letterswould be sent to residents “in thecoming weeks”. Fast-forward 8months and I am extremelydisappointed that the Council hasundergone “unavoidable delays” inschemes across the borough, and Iam told these will be delayed untilthe new year. I would like toapologise to residents for thisunacceptable delay and the falseexpectations given as a result. I willcontinue to keep chasing thedepartment to get the parkingschemes residents have asked for.

TemporaryWater UtilitiesworkMany of you may have noticedthe water utilities work takingplace at Station Road and AvenueRoad Harold Wood junction. Wewere notified of the traffic issuesthere caused by a manual traffic

stop/go sign and we contactedthe council straight away andwithin 48 hours a temporarytraffic light was installed. Wewould like to thank the residentwho contacted us on this matter.

Thurso CloseHMOWe are aware of a small House ofMultiple Occupancy (HMO)being developed in Thurso Close.Due to the law as it stands,planning permission is notrequired. ‘Design a Christmas Card’Competition at Corbets TeySchool

Pinney Talfourd teamed up withlocal special needs schoolCorbets Tey School for their‘Design a Christmas Card 2015’Competition this month.Neel of Cherry class won firstprize with a colourful paintdesign of a penguin using hisfootprint. It will now be used forPinney Talfourd’s Christmascard and Neel will receive a toyof his choice. The Bulletin werealso delighted to offer a prize tothe runner up Rhys of Palmclass for his Santa and sleighcollage.Client Services Partner,Catherine Polli, said “Thank youto everyone at the school for

discussions were around Engayneand James Oglethorpe. On 4thNovember the Cabinet agreedoutline proposals to expandJames Oglethorpe Primary Schoolby half form of entry along withthe expansion of Parsonage Farm,Crownfield Infants & Juniors, St.Peter’s Catholic and BroadfordPrimary Schools. There is on-going work as there is need forfurther expansion and anadditional form of entry in theUpminster, Cranham andRomford areas.A long awaited SpecialEducational Needs strategy andnew 16-25’s SEN provision basedat Avelon Road by September2016, were also agreed. This willsupport those families who havehad to seek alternative provisionout side of the borough.The principle of expanding schoolnurseries as part of the EarlyEducation Entitlement, and theauthorisation of feasibility studiesto be carried out for Phase 4expansion of secondary schools,were both agreed.

Residents missout on DartfordCrossingDiscountIt was recently reported thatThurrock and Dartford residentshave saved £1 million per yearthanks to the Dartford Crossinglocal resident discount schemewhich offers users, against astandard charge of £2.50 percrossing, unlimited crossings for£20 per year or £10 for 50 crossingwith additional journeys at 20p

each. While eligibility is restrictedto residents of those two councils,it appears unfair and somewhatbizarre that residents inCorringham, Thurrock (10 milesfrom crossing), should benefitwhile residents in Upminster (7miles) do not. Similarly, residentsof New Barn in Dartford areentitled to the discount at 6 milesdistance, but residents inRainham at a mere 4 miles arenot! A similar argument can bemade from near neighbours inCrayford, Bexley. The easiest wayto remove these oddities is toremove the toll entirely, whichwas promised back in 2002 whenthe cost of the crossing was fullyrepaid. In the meantime, I havewritten to the Department ofTransport asking for a review ofthe scheme to make it fairer. Ishall keep readers updated.

SendingChristmas CardsThe decline in sending traditionalChristmas cards may well be dueto email and social media, buteven the cost of a 2nd class stamp(54p) often exceeds the price of acard. Why not have a seasonalpostage stamp at, say 30p, whichwould promise delivery in a weekinstead of a couple of days? Thatway charities would continue tobenefit from card sales and thetradition of sending Christmascards could be passed on tofuture generations.

sarcoma, a bone cancer affectingchildren and young people aged10 – 24.Sophie, a bright 18 year old,suffered pains in her foot,especially at night. Weeks passedwith intermittent pain but when alump appeared, we soughtmedical advice.
