1. Executive Summary

The second Joint Project Management Board (only WP Leaders) and the External Advisory Board (EAB) meeting have been carried out on 23-24 February, 2014 in NH Hotel Berlin-Mitte, Berlin, Germany. The aim of the meeting was 1) to verify the state of implementation of the project’s activities, 2) to receive suggestions from EAB to improve the project implementation.

2. Introduction and objective The MedSpring second annual meeting was organised on 23-24 February together with the project External Advisory Board meeting. The meeting was structured into three main sessions or blocks

- 23 February, all day: overview of main project delivery/activities in second year, presentation of WP activities of second year, discussion. The members of the External Advisory Board (EAB) participates in the meeting with the aim of acquiring more details of activities and interact with partners.

- 24 February, morning: organisation of two working groups of partners, clustered around specific issues to be addressed in the third year. The working group discussion resulted in the preparation of main agenda of third year (major events, deliverables).

- 24 February, afternoon: meeting of the EAB members and members of the Project Management Board (Work Package Leaders).

3. Annual Meeting and working groups: 23-24 February Participants: all MedSpring Members were represented. The meeting has been organised in three main sections:

- Presentation of each Work Package (WP) by WP Leaders and Task Leaders: main achievements in 2nd year and possible work plan for third year, including methodological aspects (1st day)

- Plenary discussion after each WP presentation (1st day)

- Organisation of two parallel Working Groups aiming at discussing and agreeing on agenda and rationale of main events / activities, respectively for WP2, WP5, WP7 (Working Group 1), WP6, WP8, WP9 (Working Group 2). Bilateral discussions were held between WP3 and WP4 leaders for coordination on communication and dissemination strategy (2nd day)

The Working Groups, based on WP presentations and discussions undertaken in the 1st day, agreed on the following agenda for main events and activities:

- Working Group 1

Organisation of 3rd EMEG meeting in Malta, 30 September – 2 October1 2015. Partners involved for organisation: CIHEAM, MCST, TESR, ISERD, MHESR, FCT, CERTE, CSIC, NHRF.

Organisation of a training on Tools for Innovation, in Italy, November 2015. Partners involved in organisation: CNR, UNIMED, DLR, CIHEAM, CNRS, HCST, ANIMA, MHESR, CERTE.

Training / Capacity Building on H2020, Cairo, mid October 2015. Partners involved in organisation: MHESR, CIHEAM, CNR, DLR.

Mediterranean NCP regional meeting. To be confirmed. Partners agreed to organise to organise the event in Brussels or other city in Europe, in collaboration with the BILATs, possibly back-to-back with a relevant EU event (H2020 Info Day or EU NCP meeting). Partners involved in organisation: HCST, CIHEAM.

Participation of MedSpring (Co-ordinator) in the EWACC event in Cyprus, organised by the Cyprus Institute

3rd Brokerage on innovation, March 2016, Tunisia. Partners involved for organisation: MHESR, TESR, ANIMA, CIHEAM.

The 2nd meeting of projects’ coordinators could be organised early 2016: Partners involved in organisation: CIHEAM, CSIC, MESRSFC.

- Working Group 2

Organization of 3rd inter-institutional meeting, linked to the development of a Mobility Scheme, in early 2016 in Egypt. Partners involved in organisation: CNR, CSIC, CRPM, CERTE, DG-RSDT, TUBITAK

Next Awareness Meetings will be held:, late May in Lebanon (back-to-back with ERANETMED event) to be confirmed, November in Palestine. Partners involved in organisation: CNR, CIHEAM, MOHE, CNRS-L.

The Observatory-Stakeholders meeting of WP8 will be held in Lebanon in late May (back-to-back with ERANETMED event and with the Awareness Campaign). It will be also the occasion to discuss a proposal on on-line digital portal for observatories. Partners involved in organisation: CNRS, IRD, CIHEAM, NHRF.

A first draft of the “white paper” (WP9) will be ready at the end of September, under responsibility of NHRF.

The event at the European Parliament will be held in late 2015/early 2016. Partners involved in organisation: NHRF, CRPM, CIHEAM, IRD, DLR, FCT. Members of the External Advisory board expressed their availability to support.

A second event on MPCs-EU Regions dialogue will be organized only if deemed necessary and if budget is available.

Regarding dissemination and communication, a WEB supported scientific coffee will be organised in Egypt before the summer break.

4. Meeting of the EAB members and of the Project Management Board: 24 February.

The meeting was organised with the objective of providing the co-ordinator with useful recommendations for the improvement of the overall project process and outcomes and – when necessary – suggest changes to the work plan. Each member of the External Advisory Board made his/her own analysis of the project after two years, drawing conclusions and recommendations for improvement and changes. Recommendations have been duly acknowledged by the Co-ordinator, the Deputy Co-ordinator and Work Package leaders. Some recommendations resulted into a proposal of task / deliverable review made by the co-ordinator to the EU project officer (see review Table in last section). Outcomes and recommendations to the co-ordinator Recommendation built on three main common principles agreed in the Annual Meeting:

- MedSpring Work Plan was designed in 2011, and there is need of a review to be able to respond to changes in research policy and address new needs accordingly.

- Need to review tasks and deliverables which are no longer relevant in relation to new needs and possibly convert these tasks in efforts aimed at supporting mobility of MPCs researchers and NCPs to conference and workshops organised in Europe (ex.: H2020 thematic info days, research project workshops, etc).

- Need to further increase visibility of MedSpring, impact and synergies with other projects and initiatives.

In particular, the members of the External Advisory Board made the following comments and recommendations:

- Seen the institutional nature of the partners, MedSpring constitutes an important support to policy dialogue on R&I and its outcome must be used by the EU, MSs, ACs and MPCs to improve policy on R&I and influence the EU-MED R&I agenda. The relevant outcomes of MedSpring must be strongly marketed towards policy makers, stakeholders, industry, society.

- The EAB welcomes and supports the idea of organising a EU Parliamentary Event and EAB members wish to engage and support the preparatory phase. Besides EU Parliament MEP,

the event could also aim at raising the awareness of the members of the Euro-Mediterranean Parliamentary Assembly of specific issues of research cooperation. Communication towards national parliaments needs to be considered.

- MedSpring needs to start working beyond the process, aiming at delivering dialogue and a limited number of papers supported by solid content.

- Improving networking and partnership with external actors from industry and civil society, the latter being already facilitated by the AGORA. Of course, MedSpring must work to attract private sector and have something to offer.

- Due to their diversity, not all partners have the same understanding of what the project must deliver at the end. The coordinator must bring all partners to a common understanding and ensure synergies among different Work Packages.

- Different type of papers are foreseen in the DoW: EMEG position paper, review papers (for communication), policy papers (to support MoCo, now GSO), White Paper. The coordinator agreed with the EAB to simplify and have only two types of papers: the EMEG Postion Papers (three papers) and the White Paper.

- MedSpring thinking must be fully demand driven. The EMEG, AGORA and inter-institutional awareness meetings (ex.: among different Ministries) are good instruments to identify needs and concerns by society, stakeholders and policy makers.

- Seeking more synergies with other actors and actions as well as synergies with the UfM. - MedSpring is both process and content, the third and fourth year should turn the process into

good quality content - outcomes, which could feed, for example, the planned EU Parliamentary Event.

- The role and outcomes of EMEG should be more clear and visible - MedSpring process and outcomes should be visible to support Science Diplomacy in

Mediterranean region. Regarding internal project management and technical methodology:

- The coordinator has to seek more operational support from Work Package leaders in order to ensure more coherence and integration among work packages.

- Awareness meetings are fine but must ensure inclusion of different policy makers / institutions like it has been done till now.

- Better definition of indicators to collect good practices. - The 3rd EMEG meeting should identify and include creators of innovation and industry. - Surveys and mapping of research system related information should be minimised, avoiding

duplications with other past and on-going projects. Most of the information already exists to support some of the tasks, like for example “Analysis of innovation framework conditions” and “White Paper”.

The co-ordinator acknowledged EAB recommendations and will act accordingly, in view of improving project effectiveness and impact. The flow of information with the members of the External Advisory Board will be improved. The EAB will be regularly informed during the third year before the organisation of an event or the launch of important activities, in order to collect suggestions from the EAB members and improve project rational and methodology.

The EAB members, on a variable geometry and when relevant, will also be involved in some project activities. The organisation of the Parliamentary Event could be an opportunity to involve the EAB from the beginning. In order to increase impact of capacity building activities on MPCs’ researchers, MedSpring will try to support participation and mobility of MPCs researchers and NCPs in relevant European events. Simplification of tasks is needed. Maybe – with the collaboration of Tasks leaders – money allocated to preparation of un-needed papers or survey / mapping which are not extremely necessary could be used to support mobility.

5. Updating of the DoW and consolidated 2nd year agenda In line with the EAB recommendations and the suggestions of the general assembly, the co-ordinator proposes the following changes to the MedSpring DoW (Description of Work): Deliverable 3.6. “Review papers”: cancelled. Resources will be used to support synergies with other projects, particularly the participation in the 3rd EMEG meeting in Malta and the organisation of planned meetings of EU funded projects’ coordinators (water, food, energy sector) including the participation of MPCs researchers in this meeting with the aim of facilitating their networking capacity. Deliverable leader: CSIC, Partner 3. Task 7.6. Support NCPs: meeting with NCPs in MPCs. The representatives of MPCs confirmed that meetings of MPC thematic NCPs in their countries are already supported by on-going BILAT projects or by the National Contact Point and there is no need, at least for countries using the BILAT instrument, to support similar meetings by MedSpring. It was suggested to use the budget allocated to NCP meetings (5000 Euro – CIHEAM + 16.700 Euro – HCST) to support travelling of MPC NCPs or researchers to H2020 Thematic Info Days organised in Brussels or other cities in Europe. According to needs, an extra meeting of MPC NCPs could also be organised in Brussels, in synergy with BILAT projects at the margin of EU H2020 event/s. Task leader: HCST, Partner 15. Deliverable 8.3. “Agreement of cooperation with observatories” (Task 8.2) and Deliverable 8.5 “Rules of collaboration and share of data (Task 8.2)” will be merged in a new Deliverable with different scope. The mapping of observatories and the first meeting of observatories highlighted that existing observatories are not interested and ready to discuss and sign an agreement of cooperation. The mapping revealed the high fragmentation and diverse objectives and strategies of observatories suggesting to concentrate more on developing opportunities of dialogue among observatories and informal networking with other research actors with the aim of identifying common objectives and preparing recommendations to for EC agenda on Euro-Mediterranean cooperation research infrastructures and observatories. D8.3 and D8.5 are therefore not realisable and will be substituted by a new deliverable on “Recommendation to the EU for the Euro-Mediterranean cooperation among observatories and other relevant research infrastructures”. Two man-month were allocated for the realisation of deliverables 8.3 and 8.5. The allocation will be used by IRD to support the preparation of new deliverable and for the organisation of a regional event in Beirut aiming at conveying observatories, stakeholders, research infrastructures, research funding agencies, in synergy with ERANETMED. The event will support the preparation of the new deliverable. The event will also host the second meeting of observatories as planned in Task 8.2. Task leader: IRD, Partner 4.

Task 9.1 “Secretariat support to MoCo” and Deliverable 9.1 “Minutes of MoCo meetings and documents to support MoCo”. Upon request of the European Commission, about half of resources allocated to Task 9.1 and Deliverable 9.1 have been diverted to the realisation of a WEB dedicated to the Euro-Med GSO (former MoCo) and will be implemented by NHRF with the support of S-COM and CIHEAM. The remaining resources are still dedicated to the original Task and Deliverable objective and will be used on EC request. Deliverable 9.1 will still produce material for GSO (alias MoCo), which will fed the WEB. Minutes will be prepared only upon request of the EC. Task and Deliverable leader: NHRF, Partner 7. Task 9.2. Preparation of three policy papers. One policy paper is in draft format and will be finalised with the aim to support the preparation of the White Paper foreseen in Task 9.3. Following the EAB recommendations - in order to avoid overlapping with the planned White Paper - the remaining resources of Task 9.3 could be better used to support NHRF in the preparation of the White Paper, providing inputs and a comprehensive review of the draft. Task leader: SEKEM, Partner 28. Task 9.4 and Deliverable 9.4 “Documents and agendas for DG RI, EEAS, DEVCO, line DGs meetings. Both general assembly and EAB believed this task overlaps with activities carried out in other work packages: meetings with EU institutions to raise project visibility, presentation of EMEG outcomes to the EU, inter-institutional meetings. Task 9.4 and Deliverable 9.4 could be cancelled and allocated budget for travel (19.260 Euro at MHESR) + 2 m/m MHESR, 3 m/m DRSDT, 1 m/m NHRF, 1 m/m CNR will be devoted to support -) the EMEG activities through increasing the participation of industry and -) the participation of MPC NCPs and researchers in H2020 thematic info days organised in Brussels or other EU cities with the aim of helping MPC-MS/AC networking in relation to H2020 calls.
