DUM is a platform that provides a unified voice to influence and enable the DISCOM community to leverage each other’s experiences for successful nationwide smart grid roll outs and to bridge the gap between strategy and execution. Majority of Electric Utilities in India gathered at DUM 2019 and shared their experiences and challenges in Grid Modernization. DUM 2019 was inaugurated by Shatrujeet Singh Kapur, CMD, UHBVN and DHBVN. ISGF in collaboration with the European Commission (EC),organizedthe8thEU–IndiaSmartGridWorkshopand3rdEU–India Electricity Market Regulation Workshop in Paris, France.Theseworkshopswereheld inconjunctionwithEuropeanUtilityWeek(EUW2019)scheduledfrom12-14November2019inParis.Theworkshopwasattendedbyhigh-levelofficialsfromMinistryofPower, Govt of India; ElectricityDistribution Companies; CentralandStateRegulatoryCommissionsandTechnologyCompaniesinIndiaandEurope.

The importanceofEU-IndiacooperationonSmartGridhasbeenunderlinedintheJointDeclarationonaCleanEnergyandClimatePartnership adopted by EU and India on the occasion of thevisit by India’s PrimeMinisterModi to the European Leaders inBrussels on 30March 2016. As a continuation of this dialogue,furtherprojectsandresearchexchangesbetweenEUandIndiaareenvisagedinthenearfuture.

Bihar Announces Mega Renewable Power Policy

TheBihargovernmenthascomeupwithanewrenewablepowerpolicyforthestatewhereitlookstosetupover3,400Megawattprojects based on non-fossil fuel-based resources in the nextfiveyears.Thepolicy is likelytospur investmentstothetuneofRs 20,000 crore in energy projects. Maharashtra’s Draft Policy Sets Solar RPO Target for the Next Five Years

TheMaharashtra Electricity Regulatory Commission (MERC) hasissuedadraftpolicyannouncingitsrenewablepurchaseobligation(RPO)from2020to2025.ThesolarRPOtargetsmentionedinthepolicy draftwill start at 4.5%, going up to 13.5%over the nextfive years. According to the draft policy, an obligated entity canuse surplus solar energy up to 15%of the total RPO targets tomeettheshortfallinitsnon-solartargetandviceversa.ObligatedentitiescanalsoaimatachievingthetotalRPOtargetsnotifiedbythecentralgovernment, and fordoing that, there is an incentiveof `0.25/kWh for meeting the targets. Uttar Pradesh allows Domestic Consumers to Pay Power Dues in Instalments

UndertheschemelaunchedbyUttarPradeshPowerCorporationLimited (UPPCL),domesticpowerconsumers inurbanareaswillbeabletopaytheirpendingelectricitybillsineasyinstalmentsin12monthswhile those in rural areas can clear their dues in 24months. Reconstitution of National Committee on Transmission

ThepowerministryrecentlysaidthatitwillreconstitutetheNationalCommitteeonTransmission(NCT)withamendedcompositionand

terms of reference (TOR). Under therevised TOR, the NCT will evaluatethe functioning of the national gridon a quarterly basis and considerthe review of the Regional PowerCommitteeforTransmissionPlanning(RPCTP) for system expansion andstrengthening of the transmissionsystem. Kerala State Electricity Board (KSEB) said the demand for extraenergy to be created by EVs during the initial phase could behandledeasily.Thegovernmentisplanningtointroduceasmanyas2,59,100EVsontheroadduringthepilotphase.Demandcouldwell be below 1.43 million units per day, smaller than KSEB’scurrent daily energy demand fluctuation. Electric and CNG bus service to be launched in Uttarakhand, Dehradun, India

In a bid to reduce air pollution and improve public transportfacilities in the state, Uttarakhand Transport Corporation (UTC)has announced to include Electric and CNG buses in its fleet.The state plans to get 50 electric and 10 CNG buses by 2020.The decision comes afterUTCofficials received overwhelminglypositiveresponsefollowingthetrialrunofelectricbusesbetweenDehradun and Mussoorie last year and between Nainital andHaldwaniearlierthisyear.
