A BILL

To prohibit the funding of the Patient Protection and

Affordable Care Act.

Be it enacted by the Senate and House of Representa-1

tives of the United States of America in Congress assembled,2

SECTION 1. SHORT TITLE.3

This Act may be cited as the Defund Obamacare4

Act of 2013.5

SEC. 2. PROHIBITION ON FUNDING.6

(a) IN GENERAL.Notwithstanding any other provi-7

sion of law, no Federal funds shall be made available to8

carry out any provisions of the Patient Protection and Af-9

fordable Care Act (Public Law 111-148) or title I and sub-10

title B of title II of the Health Care and Education Rec-1

onciliation Act of 2010 (Public Law 111152), or of the2

amendments made by either such Act.3

(b) LIMITATION.No entitlement to benefits under4

any provision of the Patient Protection and Affordable5

Care Act (Public Law 111-148) or title I and subtitle B6

of title II of the Health Care and Education Reconciliation7

Act of 2010 (Public Law 111152), or the amendments8

made by either such Act, shall remain in effect on and9

after the date of the enactment of this Act, nor shall any10

payment be awarded, owed, or made to any State, District,11

or territory under any such provision.12

(c) UNOBLIGATED BALANCES.Notwithstanding any13

other provision of law, all unobligated balances available14

under the provisions of law referred to in subsection (a)15

are hereby rescinded.16
