• The GEX provides broker or mediation services that enable the exchange of transaction data between DoD entities and private sector commercial industry

• Mapping, translation, and data conversion services• Modern, variable length transaction sets such as X12, XML, iDoc and User Defined

Format (UDF) transaction file types• Supports Defense Logistics Management System (DLMS) transactions and many

other X12 EDI transactions • Supports interoperability

• Data routing services• Routing of data between systems using variety of secure communication protocols• Secure connections to commercial Value Added Networks (VANs), DoD Service and

DAAS, GEX, and P2P – What’s the connection?

• Policy– DoD FMR added use of GEX

to validate commitments under Volume 3, Chapter 8

– DFARS PGI 204.201 requires the electronic distribution via the GEX of contracts and mods to the payment office (HS-4) and the accounting office (HS-3)

POLICY: In February 2016, the DoD Financial Management Regulation added the necessary use of the GEX to validate commitments under Volume 3, Chapter 8: “Standards for Recording and Reviewing Commitments and Obligations”. Furthermore, DFARS PGI 204.201 (DFARS Case 2012- P016) requires the use of GEX for distributing contract awards to EDA, accounting systems, entitlement systems, logistics systems, and MOCAS.

GEX is used broadly across many of the P2P Handshakes to…• Reduce significant amount of point-to-point interfaces• Achieve system to system interoperability• Provide traceability of transactions• Apply internal controls• Provide metrics on adherence to data standards• Content based routing

DAAS Customer Responsibilities• Defining, reviewing, and approving agreements and business

requirements• Ensure data transmitted via DAAS is authorized, complete,

accurate, timely, and valid• Ensure format and content of transactions are valid, accurate,

and stay consistent with required standards• Maintain and test maps for accuracy as requirements change• Resolve exceptions/errors/rejects identified by DAAS

Agreements• All customers required to have an agreement in place

before connections are established that accurately describes connection– DAAS has a standard template that has been recently

revised and is more detailed regarding interfaces


Reports and Acknowledgements• DAAS provides capabilities to send reports and acknowledgements

via system-to-system interfaces or email

• We recommend using system-to-system interfaces to receive acknowledgements and reports generated by GEX– Too many email delivery failures preventing successful delivery– Email size limitations resulting in delivery failures– Delays in email processing for attachment scanning, etc– Automated processing results in better auditability


Upcoming Environment Changes• The data centers hosting DAAS are currently

undergoing a network infrastructure upgrade

• Production upgrades scheduled to start Summer 2019– Will require downtime for cutover– Customers strongly encouraged to utilize the hot-hot

processing offered by DAAS
