  • Decentralized Wastewater Treatment Systems Overview for ACE & KVIS Bob Eichinger April 22, 2015 Decentralized Wastewater Treatment Systems (DWTS) are also known as Septic Systems, Onsite Systems, OSWTS, ATU and ETU. A DWTS is any wastewater treatment system that collects, treats and disperses wastewater close to its original source. DWTS technologies can be used for residential, commercial and Small Community (Cluster) systems.   • DWTS & Small Community Systems Brief History in New York State April 22, 2015 Several hundred Small Community Systems in USA. Their use is proactively encouraged by the EPA as Green Infrastructure solutions. DWTS Small Community Systems are eligible for EPA/CWA funding through EFC same as CTP/Sewer. Low Income Communities eligible for EFC/DEC Engineering Planning Grants. Hillsdale, NY completed in 2009 most visible DWTS example in NYS. DWTS Small Community System RFPs gaining visibility Amenia, Suffolk County Long Island, Old Saybrook & Old Lyme, CT. NYCDEP CWC has over 1,000 installed residential & commercial ETUs now looking at DWTS for Small Community Systems in WOH Watershed. NYCDEP Putnam County SRP installed 160 residential ETUs to replace failing residential systems closest to reservoirs from 2004-2011 in Croton Watershed.   • DWTS Advantages & Benefits Versus Central treatment Plant (CTP) April 22, 2015 DWTS usually have a much lower cost for design, equipment, installation, operation and maintenance versus CTP. Less disruption to public roads and infrastructure. Flexibility to replace or upgrade selected properties, neighborhoods or troubled areas versus CTP all or nothing approach. Allows for Mix Solution. Allows for managed growth with modular capacity.
