Breakfast will begin at 7:30 a.m. and the speaker will start at around 7:45 a.m. The next speaker will be Judge B. Don Taylor III, the Chief Presiding Judge of the Phoenix Municipal Court. Prior to his appointment, he served for four years as the Executive Court Administrator of the Phoenix Municipal Court. He practiced law as a prosecutor in Arizona and a legal officer at the International Criminal Tribunal for the

former Yugoslavia in The Hague. Taylor has a J.D. from the University of Arizona (1995) and an LL.M. from Leiden University in The Netherlands (2006). He has published several works on the procedural law of the international criminal tribunals and the International Criminal Court and has taught at the law faculties of Washington University in St. Louis and VU University Amsterdam.

CRIMINAL DAMAGE/HATE CRIME Between Friday, December 8, 2017 7:00 p.m. and Saturday, December 9, 2017 9:00 a.m., unidentified suspect/s used a sharp instrument to scratch at least 10 vehicles parked at an apartment complex located at 10851 N. 43rd Avenue. Racist Graffiti, including the letters KKK, was scratched on 2 of the vehicles, Detectives need assistance in locating suspect/s in this case. STARR AWARD Since 1993, Phoenix Community Alliance (PCA) has honored men and women from the public, private, and non-profit sectors who have made outstanding contributions to advance the quality of life and further the renaissance of Central Phoenix. The Center City Champion Award was presented from 1993 to 1997. In 1998, the award was renamed the Center City Starr Award after the late Barry Starr, PCA’s long-time President. Starr was a driving force behind the development of Steele Indian School Park. At the awards ceremony, City Manager Ed Zuercher introduced Councilwoman Williams with the following:

Councilwoman Williams was re-elected to her third term as District 1 representative in 2015. She previously served on the Council from 1989 to 1996 and has served as interim Mayor twice. Her history is a remarkable journey through important events that shape our City over the last 30 years:

• The beginning of GPEC in 1989;

• The building of Arizona Center, the downtown basketball arena; Phoenix City Hall; the Convention Center;

• Light rail;

• Building the original 5 miles of SR-51 (did you know the City of Phoenix built that freeway and started the regional system?);

• Bringing international flights from London and Europe.

Councilwoman Williams is an advocate for efficiency and transparency in government, public safety, and domestic violence prevention. She is an expert in transportation and water security, and is well known for her passion to protect animals in our city. All those things are remarkable and tell us about her expertise as a strong leader for Phoenix. But, none of those things by themselves, makes someone a Center City Starr. Mostly I believe Councilwoman Williams was recognized as a Center City Starr because she represents what we want our elected officials to be - a public servant who puts the good of the entire City of Phoenix at the top of her to-do list every day. Consider this: Thelda represents District 1. Stretching from Metrocenter to beyond Anthem, this District is the farthest possible distance in Phoenix from Downtown. She fights hard for her District. But she has always been a strong believer and a fighter for downtown. Thelda understands that a strong downtown makes a strong city, region and state. She doesn’t see success for Downtown as a zero-sum game where a win takes away from north Phoenix, but as a shared victory that makes every part of Phoenix better. Thelda understands that Downtown is EVERYBODY’S neighborhood. That light rail, streets and freeways are all important parts of a strong transportation network. That attracting a grocery store to Central and Washington pays dividends on Bell Road. That building a convention center creates resources that help us rebuild a new swimming pool at 35th and Dunlap. That ASU and UofA downtown make a better life for all of our children and grandchildren. That investing in a renovated Arena makes everybody’s neighborhood better. One last piece of this award that is notable - Thelda Williams served on the City Council with Barry Starr, for whom this award is named.

NEW RIVER AND DESERT HILLS WATER HAULER PERMITS EXTENDED After many discussions with Phoenix’s Water Services and Law departments, Councilwoman Williams coordinated a resolution to a pending water hauler deadline in New River and Desert Hills. Councilwoman Williams appreciates Corporation Commissioner Andy Tobin, State Senator Karen Fann, Maricopa County

PHOENIX SISTER CITIES YOUTH AMBASSADOR EXCHANGE PROGRAM Phoenix Sister Cities exists to create people-to-people relationships between the residents of Phoenix and its sister cities through commercial, educational, cultural and artistic exchange programs and events that create and sustain global, long-term, international partnerships and business opportunities for the citizens of Phoenix.

Beginning October 1st, applications will be accepted for the 2018 Phoenix Sister Cities Youth Ambassador Exchange Program (YAEP). What is the Youth Ambassador Exchange Program? Phoenix high school sophomores and juniors apply to be selected to serve as a Youth Ambassador to one of Phoenix’s ten Sister Cities. Upon selection, the Youth Ambassadors will participate in Academy Sessions where they not only learn how to interact in their host country and what they can expect, but also how to best represent Phoenix, the state of Arizona, and the United States abroad. Each Youth Ambassador will depart in the summer to spend approximately three weeks in the Sister City they are assigned. They will live with a host family and an international counterpart where they will be fully immersed in the culture of the Sister City. Shortly after the Youth Ambassadors return to Phoenix, their international counterparts from their host city will then travel to Phoenix to spend approximately three weeks living with the Youth Ambassador. While the international counterparts are visiting, both the Phoenix and the international Youth Ambassadors will engage in trips and activities to give the international students the best representation of Phoenix culture. HONORING OUTSTANDING PHOENIX YOUTH The city of Phoenix Youth and Education Office is now accepting applications for the 2018 Outstanding Young Man/Young Woman (OYMYW) of the Year awards. The OYMYW of the Year program recognizes and honors the outstanding achievements of young people, enhances the perception of youth and raises community awareness of the positive contributions of youth. This awards program is open to any students currently enrolled in high school in Phoenix or live within Phoenix city limits. Here's how it works:

• One young man and one young woman will be selected as winners from each city council

district and receive an award of $500. • In addition, each district-level winner will be eligible for an additional $1,500 award if they are

selected as the citywide winners.

Students interested in applying will need to write an essay, submit a recommendation letter and proof of legal residence in the United States. Finalists will be interviewed by judges of the program including members of the Phoenix Rotary 100 and Soroptimist International of Phoenix. District award winners will be invited to a luncheon sponsored by Rotary 100 and Soroptimist International where the citywide award winners will be announced.

COUNCIL APPROVES RENAMING PHOENIX SKY HARBOR’S TERMINAL 3

FOR MCCAIN WITH UNANIMOUS FINAL VOTE Phoenix Sky Harbor International Airport’s Terminal 3 will officially have a new name—the John S. McCain III Terminal. The Phoenix City Council voted unanimously today to approve a proposal made by Mayor Greg Stanton to make the name designation after Arizona’s iconic senior senator. The Council first voted to support the proposal on Nov. 29, and it earned unanimous support from the city’s citizen-led Heritage Commission on Monday. The Heritage Commission is the board that reviews proposals to name City facilities. “Senator McCain has given so much of himself to our country, to Arizona and to Phoenix. Giving something back to an American hero, a former naval aviator, and a 30-year member of the U.S. Senate is the least we can do,” said Mayor Greg Stanton. “It’s perfectly fitting that our busiest terminals at Sky Harbor would be named for two of Arizona’s best-known aviators and most impactful public servants – Senator Barry Goldwater and Senator John McCain.” Sky Harbor’s Terminal 4, the airport’s busiest terminal, was named after Sen. Barry Goldwater. Like Goldwater, McCain served our nation as a military aviator, was nominated by his party for president and has

The airport’s Executive Terminal is named for Phoenix civil rights leader Lincoln Ragsdale, Sr. Terminal 3 is in the middle of a $590 million modernization to be completed by 2020. The long-outdated terminal will have a new south concourse with 15 new gates and a remodeled north concourse with all new shops and restaurants that will match the quality of what passengers now find in Terminal 4. On track with making Phoenix one of the most sustainable cities in the world, the terminal will also be energy-efficient, with LED lighting in every fixture.

ASU TO MOVE THUNDERBIRD SCHOOL TO DOWNTOWN PHOENIX CAMPUS

INTO NEW $40M-$50M BUILDING As part of its continued commitment to the Thunderbird School of Global Management, Arizona State University announced the relocation of the iconic school’s graduate programs, and the Thunderbird Executive Education program, to a new building on its Downtown Phoenix campus. This geographic move reflects the strategic importance ASU places on Thunderbird and its role in the university’s global vision. It represents a significant investment in the school’s continued excellence long into the future. “Locating Thunderbird with other ASU schools and departments on the Downtown Phoenix campus will provide greater community embeddedness and enhanced resources for Thunderbird students and faculty,” ASU President Michael M. Crow said. “This move also brings Thunderbird closer to other university schools and departments and to the private- and public-sector forces in downtown Phoenix that are engaged in international business and nonprofit organizational activity.”

PHOENIX IDA AND ARIZONA COMMUNITY FOUNDATION GRANT

OPPORTUNITY

The Phoenix IDA, along with the Arizona Community Foundation, will begin accepting Letters of Interest from qualified nonprofit organizations in the categories of quality education, health innovations, and economic/community development. Eligible projects must serve the city of Phoenix, though in some cases, consideration may be given to projects serving the Greater Phoenix metropolitan area. Letters of Interest for the first grant cycle will begin on December 18, 2017 and will be due by 5:00 p.m. on January 19, 2018.

Phoenix is not alone in its struggle to find effective ways to address the concerns of all of our residents and that includes those who need the most assistance in finding housing, or other services. Often, people ask how to help in ways that get less fortunate people the help they need. Handing out money seems like a quick method to help, but it doesn’t contribute to long term, or effective solutions. We suggest that if you want to help, consider donating to charities such as St. Mary’s Food Bank, UMOM New Day Centers, Central Arizona Shelter Services, the Phoenix Rescue Mission, or any other of the many organizations that can provide housing, or other services. Daring Adventures is a 501c3 nonprofit organization that relies solely on support of individuals, foundations, corporations and tribal entities to improve the lives of individuals with disabilities. DUET MOVES TO NEW OFFICE SPACE IN THE METRO PARKWAY

NEIGHBORHOOD

Duet: Partners In Health & Aging—a 36-year-old Phoenix area nonprofit that promotes health and well-being through vitally needed services to homebound adults, family caregivers, faith communities, and grandparents raising grandchildren—has moved into a new office space

in the Metro Parkway neighborhood. Duet’s new office is located near 31st Avenue and Dunlap at 10000 North 31st Avenue, Suite D200, Phoenix, AZ 85051. “We look forward to being a part of the vibrant Metro Parkway neighborhood and business community,” said Elizabeth Banta, executive director. “Relocating is the perfect opportunity to expand our reach and enhance service coordination in a welcoming space that showcases the collaborative and caring efforts that our supporters, community members, and—most importantly—those we serve have come to expect from Duet. While our office will be at a new location, we will still provide services to homebound adults, family caregivers, faith communities and grandfamilies across the Valley.” An open house and ribbon cutting at Duet’s new office is being planned for March 1, 2018. To help support the significant move, Duet launched its “Let’s Soar” fundraising campaign, with a goal of raising $250,000. To date, more than $49,000 has been raised and the campaign is ongoing. The fundraising campaign will underwrite capital costs of moving and rent while providing a continuity of care that keeps up

• Another charitable option that will benefit students is a tax credit contribution through the

state of Arizona. Arizona law provides a tax credit for contributions to public schools, which

support extracurricular activities and character education programs. You can help Glendale

Union High School students while possibly lowering your tax bill by making a

contribution. The state tax credit is available to all qualifying individual Arizona state

taxpayers. You do not need to have a child enrolled in a school to take advantage of this

state tax credit. An individual may contribute as much as $200, and a couple filing jointly may

contribute as much as $400 to a public school and receive the money back in the form of a

tax credit. Tax credit donations can be made online or by completing a form at guhsdaz.org.

WASHINGTON ELEMENTARY SCHOOL DISTRICT NEWS Did you know, WESD has been awarded Building Renewal Grants to replace the roofs on two schools? Thanks to these grants, Abraham Lincoln Traditional School and Tumbleweed Elementary will get new roofs! This will save approximately $1.8 million in capital funds. The Building Renewal Grant fund was established for the purpose of maintaining the adequacy of existing school facilities. School districts may apply for these monies to fund primary building renewal projects including major renovations and repairs of a building, upgrades to building systems that will maintain or extend the useful life of a building, and for infrastructure costs.

Looking for a way to make a difference in the life of a child? Why not donate to the public school tax credit program? When you make a school tax credit donation you are enhancing the education of a child. Your donation can go to the program you specify, or you may permit the school to designate which of its extracurricular programs your donation will support – athletics, after-school classes, character education, field trips, music programs. To make a donation, simply go to the WESD Web site, www.wesdschools.org, and click the “Donate Now” button to donate online. If you prefer to print a form, go to “About WESD” and click “Tax Credit.” Complete the tax credit form and return it your neighborhood WESD school.

DEER VALLEY UNIFIED SCHOOL DISTRICT NEWS Macy’s Great American Marching Band – Nathan Lievre and Tabitha Turner, Sandra Day O’Connor HS

On Thanksgiving Day, Sandra Day O’Connor High School’s Nathan Lievre and Tabitha Turner had the privilege of marching in the 91st Macy’s Thanksgiving Day Parade as part of the Macy’s All American Band. They were 2 of 125 students selected from across the nation to perform. Tabitha and Nathan spent a week in New York City performing at various venues, visiting famous attractions, seeing a Broadway musical, and attending a leadership workshop. The highlight of their week of marching in the Macy’s Thanksgiving Day Parade, which was witnessed by 3 million spectators lining the parade route and more than 50 million TV Viewers.

CITY MANAGER’S REPORT: The new online registration system for lobbyists which will provide greater convenience for lobbyists and improve transparency of lobbyist information, went live Friday, Dec. 15. City Clerk worked with a small lobbyist stakeholder group who assisted with testing and provided input during the process. Emails were sent last week to inform lobbyists that the online database is being implemented for the 2018 calendar year. A second notice was sent on Friday with a link to the system and instructions on how to set up an account. All lobbyists needed to register in the new system by Jan, 15. The new system will provide the public with the ability to search for current information on registered lobbyists and reports filed.

Dec. 1 kicked off the global “Fast Track Cities” initiative, launched to raise awareness about HIV/AIDS. As part of the December initiative, Public Works Department staff installed exterior lighting to illuminate City Hall red and posted the slogan “Help Us End HIV” on several garbage trucks.

Economic Development & Education On. Dec. 5, 300 City of Phoenix Birth to Five teachers, home visitors and administrators attended the Math Institute at the Phoenix Convention Center. The Math Institute has been a four-year endeavor to improve staff's knowledge, skills and strategies for supporting young children's mathematical thinking. On Dec. 15-24, the Orpheum Theater will host an estimated 5,000 attendees for the Phoenix Ballet’s Nutcracker.

Neighborhoods and Livability Water Services and Parks and Recreation staff along with the Arizona Center for Nature Conservation recently presented a Bark Ranger event at South Mountain Environmental Education Center to teach pet owners the importance of picking up pet waste to prevent storm water pollution. Attendees learned park and preserve rules and the benefits to our community of reducing storm water pollution. Upon completion, more than 15 participating dogs were deemed Honorary Bark Rangers. Neighborhood Services staff recently held the Annual Blight Buster Volunteer Appreciation Banquet at the Encanto Park Clubhouse. There were 26 Blight Buster Volunteer's in attendance. The agenda included program highlights and outreach efforts and examples of various community projects completed. Planning and Development inspectors gave approval to the Avila Deer Valley residential subdivision to open model homes to the public. The 125-unit subdivision, located at Pinnacle Peak Road and 23rd Avenue, offers single-family homes for lease rather than for sale. This is an increasingly common industry development model designed to offer the benefits of single-family homes without the headaches of ownership. The community features a swimming pool and patio area, dog park, centralized open spaces and pathways, plus detached single-car garages (leased separately) for the one-and two-bedroom single-family detached units. The homes feature 10-foot ceilings, private backyards with patios, stainless steel appliances and full size washers and dryers. Prices begin at $1,065 per month.

Social Services Delivery A free Baby Shots Immunization Clinic for those who don’t have insurance or are underinsured was held by the Fire Department on Dec. 14 from 3-7 p.m. at the YMCA at 6869 E. Shea Blvd. Vaccinations were given to protect children against 14 serious childhood diseases. Arts and Culture staff recently visited an Arts Learning grantee site at the Phoenix Children’s Hospital. Young Arts of Arizona was awarded funds for its artists-in-residency program, working with young children diagnosed with terminal illness.

Public Safety Communications staff is finding ways to promote the Don’t Be a Victim! self-defense class for wheelchair users. There are four new courses scheduled for 2018 for people with limited mobility. The Arizona Spinal Cord Association recently promoted the course in their monthly newsletter “Wheel World News.” In addition, LivAbility Magazine, which writes quarterly articles related to disability issues, will publish a half-page ad to promote the City’s defense classes in their January edition. Staff from the Office of Emergency Management and Homeland Security teaches the class, and launched its first class for residents in wheelchairs in August with more than 45 people in attendance.

Infrastructure Water Services Department’s staff proposal to the American Water Works Association Steel Tank Standards Committee for development of the Asset Management, Inspection, and Repair Pocket Guide for Welded Carbon Steel Tanks for Water Storage recently received official approval from the AWWA Standards Council. The proposal was based on the WSD program approach to proactively and systematically manage and maintain the 41 steel tanks within the water production and distribution system. A new Steel Tank Asset Management Guide Subcommittee under the Steel and Composite Tank Committee was created, and WSD Civil Engineer III Can Xiao was appointed as the Subcommittee Chairperson. Street Transportation is working with the FQ Story neighborhood to expand the existing Resident Permit Parking Program area. The request to expand the area will be presented to City Council at the Jan. 10. Formal Council Meeting. On Dec. 1, Park Mobile, the new vendor for parking pay-by-phone services, rolled out its program to the public. Prior to the contract start date, Park Mobile and the City of Phoenix worked together to replace all existing signage and stickers on the physical meters to help educate users of the vendor change. The first weekend in operation saw more than 400 unique users downloading and utilizing the new Park Mobile phone app. City contractor Ameresco has successfully completed its second week of LED conversions, bringing the total number of replaced fixtures to just over 1,800 out of approximately 100,000 which will be converted citywide. An online map has been generated for the public to track Ameresco’s progress and a hotline has been created to answer resident questions about brightness, LED environmental impacts and cost savings to the city.
