“Nobody can get in and out of Baungon town because of the collapsed bridges,” said Governor Alex Calingasan.

The Cabula Bridge in west Baungon connects the town to Cagayan de Oro, while the Tumalaong Bridge in Baungon’s east-ern part connects it to the

Calingasan added that it is impossible to get across to the other roadside because the end-to-end distance of the two swelled up rivers span up to an average of 80 meters.

Sendong (international name Washi) dumped heavy rains over Cagayan De Oro and nearby areas overnight, triggering flash floods in several localities.

ZAMBOANGA City––Two policemen were shot and killed by two unidentified gunmen inside a store in this southern port city Saturday night, a top police official said.

Senior Supt. Edwin de Ocampo, Zamboanga City Police Office (ZCPO) director, said the incident took place at around 11:40 p.m. at Candies Store along Vet-erans Avenue Extension, this city.

De Ocampo identified the fatalities as Police Officer 1 Dexter Guanzon, 29, assigned with the Zamboanga City Public Safety Company (ZCPSC), and PO1 Gilbert Enriquez of the 9th Regional Public Safety Battalion (RPSB).

Guanzon is presently undertaking Internal Security Operations Course (ISOC) at Camp Abendan in this city.

Investigation disclosed that the victims were having a drinking spree together with a woman companion, Guada Arcillas, when the two gunmen arrived and opened fire, fatally hitting the two policemen, De Ocampo said.

SELLING charity today is like selling rotten fish. You would have more success selling it to a wall. Charity has become a total outcast, hardly known, ignored if not ridiculed by many who are driven only by their so-called sense of justice.

This actually has always been our universal human problem. The root cause is that we pursue justice out-side of charity. We make it subject only to our feelings and passions. Or to purely human criteria and laws that cannot go far from the eye-for-an-eye law of Talion, and the tit-for-tat logic of our wiles.

It’s a justice that is mired in legalism, very prone to manipulations, to knee-jerk reactions, to the mob rule dynamics, that cannot free itself from the motive of vindictiveness, and the temptation to gloat over the misfortunes of others, to insult and do all sorts of

below-the-belt actuations.Without charity, it’s a

justice that is not an or-ganic extension of divine justice, but its caricature. It covers only a biased part of the over-all picture of true justice, and its main if not sole purpose is to punish and demand restitution, rather than to heal the offender, the sinner.

It considers only the externals, and hardly the inner drama in men’s hearts. Its judgments are therefore

based mainly on appear-ances and impressions. Those who dispense it tend to get hasty and rash in their decisions, often abusing the discretionary part of law.

If possible, what injus-tice damaged, wounded and killed, justice should repair, heal and resurrect to life. If possible, justice should go against the law of nature, of biology and physics, etc., if only to recover what was lost. It finds it hard to move on without satisfying its lust for revenge.

We have to understand that without charity, justice can go unhinged, and can simply follow the madness of a heart deprived of God who is precisely love, char-ity. We have to understand that justice is never enough when we deal with people, especially those who may have offended us.

Without charity, our justice can only spring

and strengthen our self-righteousness, or that of the world, in its different forms. It’s a justice that cannot understand the workings of grace, the value of the cross, the need for forgive-ness and the transcendent providence of God.

Still, no matter how hard it is to sell charity today, we just have to make an act of faith and hope that one day, people will realize we need charity, the charity of God and not just our own version, when we pursue the cause of justice. We just have to run the gauntlet.

Nowadays, the Church, that is, the bishops and priests, gets accused for not doing enough of jus-tice. Some contributors of public opinion claim that the Church gets quiet when one of its own gets involved in some crime, or when it does not make any clear pronouncements on the volatile political issues

wracking the nation today.Aside from mistaking

the Church to be composed only of bishops and priests (the Church is hierarchy-clergy-and the laity and con-secrated religious men and women all together), they want the Church to follow their kind of earthly justice. They want the Church to shame the suspect or the culprit, for example. They cry for blood.

Perhaps, it’s partly the fault of our Church leaders for not providing concrete Christian guidelines on how to resolve problems and is-sues when they erupt. They should do this as promptly and as clearly and strongly as prudently possible.

But the truth is all of us, clergy or lay, if we are to be genuine Christians and living members of the Church, should practice justice always within the sphere of the charity of God, revealed and lived

by Christ.Certainly, there are

loopholes in how cases of criminal offenses within the Church human structure may be handled, or there can be cases of clerics over-stepping their competence and are falling already into partisan politics, etc.

These should be re-paired and corrected. But these are not excuses for the Church to pursue justice without charity, just like what these Church accusers want it to do. These accus-ers are making themselves the final authority of what justice is and how it should be lived.

Granted, to preach about justice within charity may be hard, but definitely it’s not impossible. If we just learn how to be humble, if all of us just try to as-sume the mind and heart of Christ, as we Christians ought to do, then the ideal can be made real!

“IS it a crime to offer one’s life for the welfare of oth-ers?”

This was the statement of Angelina “Angie” Ipong, former political prisoner, during a forum organized by the National Union of Peoples’ Lawyers (NUPL), December 13.

Ipong was arrested on March 8, 2005 in Lum-bayao village, Aloran town, Misamis Occidental, by combined elements of the Philippine National Police’s Criminal Investigation and Detection Group (CIDG) and the Southern Command of the Armed Forces of the Philippines (AFP). She was held incommunicado for 14 days and was subjected to sexual molestation and torture.

“Political detainees who have already served long and completely unjust sen-tences, continue to languish in jails; even as we have a president who is the son of a political prisoner himself,” Edre Olalia, NUPL secretary general, said.

“After six years [in deten-tion], all the charges against me were dismissed. There was no basis for prolonging my incarceration. That is a terrible injustice to me,” Ipong said.

Bayan Muna Rep. Neri Javier Colmenares con-demned the continuing criminalization of political offenses.

“Is it fair that a revolu-tionary is treated as nobody different from the killers of Ramjen Revilla?” Colmena-res said. Ramjen Revilla, who was killed allegedly by family members, is the son of a former senator.

“The issue of political prisoners is an issue in-

volving each one of us. We should not be treated as criminals for the mere ex-ercise of our Constitutional rights,” Colmenares said.

In the same vein, Ipong, now secretary general of Samahan ng Ex-Detainees Laban sa Detensyon at Aresto (Selda), said: “No one should be imprisoned for his/her political beliefs.”

Colmenares said the government must abide by the People vs Hernandez doctrine and the Compre-hensive Agreement on Re-spect for Human Rights and International Humanitarian Law (CARHRIHL).

The former refers to a Supreme Court decision in 1964 stating that all actions undertaken in the pursuit of a political objective are considered a single politi-cal offense. The latter is an agreement signed between then Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP) uphold-ing the Hernandez political doctrine. The CARHRIHL

also stipulates that the GRP shall review the cases of all political prisoners who have been charged, detained, or convicted contrary to Her-nandez political doctrine and shall immediately cause their release.

According to the NUPL, of the 356 political pris-oners, 303 or 85 percent are charged with common crimes alone.

In the same forum, Satur Ocampo, president of Maka-bayan coalition, shared his own experience.

Ocampo was first ar-rested during martial law and charged with subversion and rebellion. “After seven years of trial by the Military Commission, the military could not provide sufficient evidence,” Ocampo said. Oc-ampo escaped from prison.

Ocampo was again ar-rested together with his wife Carolina “Bobbie” Ma-lay on July 27, 1989. They were charged with illegal possession of firearms in furtherance of rebellion or subversion, two separate

water until al dente. Drain in a colander.• Add the cherry tomatoes to a sheet tray,

drizzle with olive oil and season with salt and pepper. Bake for 20 minutes, until visibly plump and softened.

• Heat a large skillet over medium heat. Add 2 teaspoons of olive oil. Saute the chorizo in a saute pan until crisp. Remove.

• Melt 6 tablespoons butter in a large saucepot over medium heat. Add flour, stirring for 1 minute. Whisk in the warmed milk and bring to a boil. Continue to whisk constantly. Stir while adding the mustard, hot sauce and Worcestershire. Stir in the cheese; reserving 1/2 cup for the topping. The mixture will thicken as the heat increases.

• Pour the drained pasta into the cheese sauce and mix well. Add to a 3-quart casserole dish. Add the chorizo and roasted cherry tomatoes. Top with reserved cheese and the fried onions. Bake for 35 minutes. Can be made ahead, covered and refrigerated. Bring to room temperature before baking if refrigerated.

THE International Box-ing Federation (IBF) will not order an immediate rematch of the junior wel-terweight bout between L amont Peters on and Amir Khan, according to RingTV.

Peterson edged Khan via split decision to become the new IBF champion.

He also won Khan’s World Boxing Association (WBA) light welterweight championship.

Two judges scored the bout for Peterson, 113-112, while another had it for Khan, 115-110.

IBF Championships Chairman Lindsay Tucker said the organization has
