School Bonds Dominate, but Development Issues, and a Slap to Chula Vista Voters Top the March 3, 2020 Ballot Brad Barnum, Executive Vice President

If you can believe it, the March 3, 2020 Primary Election is just 77 days away, and early voting begins in February! With that said, we wanted to give you a teaser of what to expect from the measures on the ballot. Proposition 13 is the lone state measure, and of course it is a spending measure...a $15 billion school bond. Locally, there are seven school bonds, but funds from two of them will fund buses or housing for teachers/staff. Also awaiting approval is an increase in taxes to pay for an expanded Convention Center, an anti-growth measure, development projects, and a measure by the Chula Vista City Council to overturn a citizens' initiative that protects all union and non-union workers.

In three of the bond measures, Cajon Valley Union ($220 million), Escondido Union ($205 million), and Poway Unified ($448 million) the funds actually go towards construction, while at Chula Vista Elementary ($300 million), and Lakeside Union ($33 million), some bond funds are being spent on teacher/staff housing projects, and the purchase of buses, respectively.

Development A project centered around the Golden Door Spa near Escondido has spawned two measures on the ballot. Measure A is a citizens' initiative that will severely restrict development in the County of San Diego. An amendment to the County's General Plan to add as few as six homes in rural/semi-rural areas now will require a countywide vote, instead of going through a comprehensive approval process. AGC already has taken an "oppose" position on Measure A. Measure B, another citizens' initiative, will affirm the County Board of Supervisors' unanimous vote to approve the Newland Sierra Project near the Golden Door Spa, with 2,135 critically-needed homes, of which 62% are affordably priced for working families and seniors

Convention Center Expansion AGC already has taken a "support" position on Measure C, which will tax hotel guests in the City of San Diego in order to raise funds to expand the convention center, reduce homelessness, and repair roads. After extensive conversations with the proponents of the measure, AGC's Board of Directors voted to support it with the following conditions: The contractor selection process for the Convention Center Expansion must be fair and open. There can be no reference to Project Labor Agreements (PLA) during any stage (written material or interviews), as it will go against Proposition A (no mandated PLAs).

Chula Vista Fair and Open Competition Ordinance The union-backed majority of the Chula Vista City Council is taking it to the voters, literally, with a ballot measure that will reverse a fair and open competition ordinance passed in 2010. Measure E will repeal and replace Proposition G, and it will "give the City discretion to allow the use of Project Labor Agreements..." Nearly 56% of voters supported the use of union and non-union workers in Chula Vista with the passage of Proposition G. It's unfortunate this City Council doesn't care about the will of voters!

There you have it...a quick look at some of the ballot measures! If you want to vote on any of them you need to be registered, and the last day to register to vote in San Diego County is February 17.
