THE LAWS OF TABLE TENNIS

All matches must be played in accordance with ETTArules. Copies can be supplied free of charge from theMatch Secretary. It is advised that a copy of this book beavailable at each match in case of a dispute.

11 POINT SCORING SYSTEM

The amended versions of the laws and regulations affectedby the AGM decision to adopt the l1 Point scoring systemare shown below, with the changes underlined.

2.11 A GAME

2. I l. I A game shall be won by the player or pair ftrstscoring I 1 points unless both players or pairsscore 10 points, when the game shall be won bythe first player or pair subsequently gaining a leadof 2 points.

2.12 A MATCH

2.12.1 A match shall consist of the best of any ODDnumber of games.

2.13 THE ORDER OF SERVING. R.ECEIVINGAND ENDS

2.13.3 After each 2 points have been scored the receivingplayer or pair shall become the serving player orpair and so on until the end of the game, unlessboth players or pairs score l0 points or the expedite

system is in operation, when the sequence ofserving and receiving shall be the same but eachplayer shall serve for only I point in turn.

2.13.6 The player or pair serving first in a game shallreceive first in the next game of the match, and inthe last possible game of a doubles match the pairdue to receive next shall change their order ofreceiving when first one pair scores 5 points.

2.13.7 The player or pair starting at one end in a gameshall start at the other end in the next game of thematch and in the last possible game of a match theplayers or pairs shall change ends when fust oneplayer or pair scores 5 points.

2.15 THE EXPEDITE SYSTEM

2.15.1 Except whereboth players orpairs have scored atleast 9 points, the expedite system shall come intooperation if a game is unfinished after 10 minutesplay or at any earlier time at the request of bothplayers or pairs.

2. I 5.3 If the expedite system is introduced, or if a gamelast longer than l0 minutes, all subsequent gamesof the match shall be played under the expeditesystem.

RULES

I. TITLE:

The League shall be called the Granlham and DistrictTable Tennis League.

2. OBJECTS:

The objects ofthe Leagub shall be to conduct competi-tions between affiliated clubs, to axrange and conduct suchother competitions as are deemed desirable, to assist andencourage the formation of Table Tennis Clubs in Gran-tham and District and to fuither the interests of the gamein every way.

3. EXTENT.

The area of Administration of the Grantham and DistrictTable Tennis League shall be within the area covered by acircle of 15 miles radius with Grantham Market Place asits centre. Should it be found that at any time this area ofAdministration conflicts with the area of any other Leagueor Body, such matter shall be referred to arbitration be-tween the Executive Committees of the oreanisations con-cerned.

4. ADMIMSTRATION:

(a) The League shall appoint the following officers:-Presidenl Vice-Presidents, Chairman, Vice-ChairmarqHon. Seoetary, Hon. Treasurer, Hon. Match Secrehry,Inter'-Town Secretary, Coaching Secretary, and UmpiringSecretary.

O) The number of Honorary Auditors appointed who shallnot be Officers of the League shall be determined by fteExecutive Committee.

(c) All the Officers and Committee shall be elected armu-ally at the Annual Ge,neral Meeting of the League. Nomi-nations of narnes of officers and general committee for thefollowing season shall be proposed and seconded and inthe hands of the Secretary, in writing, no less than sevendays prior to the AGM. Nominations can also be acceptedat the AGM prior to the vote.

(d) The management of the League affairs shall be vestedin an Executive Committee together with eight representa-tives from the League.

(e) The Executive Committee shall have the power to co-opt two other members from affiliated clubs and to ap-point sub committees.

(f) The Executive Committee shall have the power to fillvacancies in the Officers ofthe League should they occurduring the season. They shall also be empowered to ap-point any other Officers should it be considered appropri-ate, but appointments so made shall only be held until thenext Annual General Meeting.

(g) The Hon. Treasurer shall be responsible for all moniesbelonging to the League from whatsoever source derivedand shall bank all such monies in the name of 'The Gran-tham and District Table Tennis Leasue.'

(h) All cheques for the withdrawal of monies from theBank shall be signed by the Chairman, Hon. Secretary,Hon. Treasurer, or any two of the above named.

(D The working year for the League affairs and furancesare from lst July to 3lst May.

O Any Committee member failing to attend two consecu-tive meetings without any apology may be automaticallyreplaced by co-option of the standing committee.

5. MEETINGS:

(a) The Annual General Meeting shall be held not laterthan 7th July in each year.

(b) At least seven clear days notice shall be given ofeachGeneral or Special Meeting of the League.

(c) A Special General Meeting may be convened by theExecutive Committee or by a request signed by not lessthan four affrliated Clubs and forwarded to the Hon. Sec-retary.

(d) The Executive Committee shall meet as seemednecessary.

(e) The quorum of any Executive Committee shall be five.

6 ACCOUNTS & RESOLUTIONS:

A copy ofaudited statement ofaccounts and notice ofallresolutions received shall be given to each member club atthe AGM,

7. COMPOSITION OF THE LEAGUE:

(a) The League shall be composed of as many divisions asdetermined by the Executive Committee.

(b) At the end of each season the two leading teams ineach division, other than the Top Division, shall be pro-moted to the next higher division, and the two bottomteams in each division other than the lowest division,shall be relegated to the next lower division. All other

teams shall remain in the same division as the previousseason, inespective ofplayers' standard. Should a va-cancy arise in any division a new team of known playersor the next eligible team(s) in the next lower division shallfill these vacancies, at the discretion ofthe ExecutiveCommittee.

(c) Should a team withdraw or be expelled from theLeague during the season, then the results of such matchesshall be deleted from the League Tables. A new teamshall be one that consists of 2/3 known players. All newteams will be placed in the lowest senior or junior divi-sion. All divisions of the Leazue shall consist of a maxi-mum of 14 teams.

(d) Teams shall consist of three players, each of whomshall play each member of the opposing team a set, thebest of five games. A set of doubles shall also be played.One point will be awarded to a team for each set won. (Ifyou win 7-3 then you receive 7 points and your opponentsreceive 3 points)

(e) At the end ofthe season the team having the greatestnumber of points in each division shall be the championteam. Should teams be equal on points then a play-off todecide the winning team will be held at a neutral venue.

(0 l. All matches must be played in accordance with thefinal League fixture list dates. Only exception being that

by agreement of both Teams, the game may be playedprior to the official fi,xture scheduling.

(f) 2. Teams not strictly complying with this rule and/ornot supplying the official match result by the date requiredmay be awarded Nil points.

(f) 3. The league Committee unreservedly maintains theright to adjudicate in exceptional cases ifbrought to it'sattention. The Committee's decision will in all respects,be final.

(g) All matches must commence not later than 7.30pmother than by mutual agreement between the team cap-tains. Matches played in Educational premises to com-mence at 7.00pm. Juniors 6.30pm. Two players from eachside must be ready to start at the time stated.

(h) Results of all matches played under the auspices of theLeague shall be recorded on the official prescribed formby the Home and Away teams. These cards shall be re-ceived by the Match Secretary bearing a postrnark notlater than the Saturday following the match. Cards deliv-ered by hand shall reach the Match Secretary not laterthan the Saturday following the match. ln the event ofneither scorecard being received on time, the match willbe declared void and no points will be awarded to the of-fending teams.

(i) All protests and disputes shall be forwarded to theLeague secretary for consideration within 7 days of theincident occurring. At the same time a copy shall also besent by the protesting club to any other club concerned.All protests and appeals shall be considered by the Ex-ecutive Committee at the n€xt Committee meeting, whosedecision will be fural.

8. AFFILIATION:

(a) All clubs as prescribed in Rule 3 shall be eligible formembership to the League.

(b) The Executive Committee reserve the right to refusethe entry of any Club into the League, and shall be em-powered to suspend any Club, Team or Person for non-observance ofthe Rules ofthe League, or for any othermisdemeanour.

, (c) Application for League membership for existing clubsI must be made in person at the AGM. Clubs will only ber allowed to register if two or more representatives are pre-: sent throuefr out the AGM. New Clubs will be accepted

up to the last day ofJuly. At least three players per teammust be registered with the Match Secretary by 31st Au-

gust.

(d) The Affiliation Fees for rhe Grantham League for Cluband/ or Team accepted into the League, shall be theamount as determined at the Annual General Meeting.

(e) Individual affiliation on the parr ofinterested playersor helpers may be allowed at the discretion of the LeagueManagement Committee.

9. COMPOSITION OF TEAMS:

(a) Each team shall be composed ofthree players. Eachplayer playing an individual match composing of the bestof 5 games against each member of the opposing team. Amatch shall be won by the player winning three games ofthe match.

(b) Before the commencement of each match the respec-tive Captains shall insert their team's order of play on theOfficial Result Form. The'home'team Captain shall in_sert his order ofplay first.

(c) That teams which do not turn up for their match fixtureand do not notiS the opposing team captain and theMatch Secretary shall be fined f2 for asenior team and f Ifor a jturior. Teams failing to do so twice during one sea-son will be expelled from the Grantham and District TableTennis League for that curent season.

(d) That a team reserve registered player can take part inthe Doubles event of a league match.

(e) 'Present rules concerning the composition of teamsmay be suspended for the current season for the Junior Di-vision.'

10. REGISTRATION OF PLAYERS:

(a) The Executive Committee reserve the right to refuseany registration.

(b) No player can be registered for more than one Club inthe League.

(c) The registration fee for each player shall be an amountdetermined annually at the Annual General Meeting.

(d) In the event of a Club having more than one teamcompeting in the same Division of the League at any onetime, each team of the particular Club so concemed shallfor the purpose ofregistration ofplayers be considered asa separate entry, and no transference of players betweensuch teams be allowed.

(e) No player shall be allowed to play in a lower Divisionofthe League than that for which he or she has onceplayed in the current season, only at the discretion ofthe

Executive Committee, but may be allowed to play for ateam of the CIub for which he or she is registered compet-ing in a higher Division, bur he or she shail only be pei_mitted to assist one team of the same Club in a hieherDivision in accordance with the provisions of RulJl0,paragraph (g). No senior player may play in a Junior Di-vNlon.

(f) If a player has played twice for a ream in a higher Divi_sion than that for which he was registered, he shall on thethird appearance for the team in the higher Division be_come automatically registered for that team, and shall notbe allowed to take part in any funher matches played bythe team in the lower Division, except as provided for inRule 10 paragraph (e).

(S) Tne penalty of playing an ineligible player shall be theforfeiture of all points won by the ineligible player.

(h) Transference of players shall be allowed only to ateam in the same or higher Division.

(i) That there shall be no regishation of players after lstJanuary in each season except at the disiretion ofthe Ex-ecutive Committee.

O That the defurition of a Junior shall be according to theE.T.T.A. The qualification for all official junior competi-tion is: Ifa player is under l7 on the lst July in any year,

he is eligible for junior events for the whole of the nextseason, i.e. until 30th June following his lTth birthday;

Intermediate: Under 2l years of age on the I st July in thepreceding year.

Veteran: a0th birttrday on or before the 30th June in tbepreceding year.

(k) Registration or re-registration of Junior Division tearnsmay be allowed other than at the AGM for an appropriateperiod for the current season.r

11. ANI\ruAL GENERAL MEETING:

(a) Motions affecting the Constitution or the Rules of theGrantham and Distict Table Tennis League may be pro-posed only by the Executive Committee, accredited repre'sentatives of Teams, or Clubs, or by members of theLeague affiliated during the previous season. Such mo-tions may be subject to Block Voting as provided in Rule(see below).

O) On amotion specified by the above rule the Chainnanshall accept a demand for a Block Vote from any accred-ited club representative or he may decide himself to pro-ceed to a Block Vote. In the absence of demands for aBlock Vote, if the Chairrnan is satisfied that a show ofhands indicates a clear decision he may dispense with the

Block Vote and declare the decision on the basis in thehands shown. (Block Vote-in a Block Vote each accred_ited representative shall exercise one vote foreach registered team in his club).

(c) A majority in excess of opposition of one-third of thevotes cast shall be necessary to caffy any resolution in re-spect of the rules of the League. Other resolutions shallbe decided by a simple majority vote and in the event of atie except on financial questions the meeting shall proceedto the next business. In the matter of financi the Chair_man shall have the casting vote.

(d) No person attending the AGM may vote unless he orshe is affiliated to the Grantham and District Table TennisLeague either through a Club or individually during theseason preceding the AGM.

12. GENERAL:

!1i }" Rules of the game as laid down by the Engtish Ta_ble Tennis Association shall apply to this League.

(b) All holders of Trophies which are the properfy of theltu_gyr shall be responsible for their safe iusiody, andshall be liable for the cost of replacement or maicing goodany damage sustained to the Trophy whilst in their poises_sion. They shall also be required to keep such Trophies ina clean condition.

c) Trophies shall normally be held for a period of oneyear, but they shall be liable for recall at any time as di-rected by the Executive Committee.

(d) Any matter not provided for in these Rules shall bereferred to the Executive Committee, whose decisionthereon shall be final.

(e) Any doubtful interpretation of these Rules shall be re-ferred to the Executive Committee, whose decision shallbe final. The rules of the League shall not be altered notadded to except at an Annual General Meeting or a Spe-cial General Meeting convened for the purpose other thanfor Junior Division teams during the current season.

(0 Any amendments or additions to these Rules must bein the hands of the Secretary 28 days prior to the AGM.

(g) Any use of unbecoming language and unsportsmanlikeconduct by a registered member of the League at anyLeague function to be reported to the committee in orderthat disciplinary action may be taken.

h) The individual award shall be presented to the personwho has the most rubbers at the end of the season, withintheir Division. In the event of a tie on rubbers the awardwill be shared.

(i) 'Junior Division team rules may be the concern of aworking parry from the Executive Committee for the cur-rent season.'
