With the tremendous support from the board members and the past presidents, Hong Kong Section has witnessed another successful and memorable year. It is to note that ASCE Greater China Section is established after the announcement in Annual General Meeting on 5 November 2019. Throughout the years, ASCE has played an important role in the region and beyond in nurturing future engineers, encouraging lifelong learning, promoting professionalism of the engineering industry, fostering a spirit of cooperation, and achieving professional excellence to face the future challenges. In session 2018-19 under my term, I am delighted to report that ASCE Hong Kong Section organized or co-organized 8 technical seminars delivered by the distinguished speakers from Hong Kong and elsewhere, 2 technical site visits, 2 industry-student mixers at HKU and CityU, and an one-day CPD. We also received the visit from Zhejiang University, mainland. We arranged two visits to Taiwan meeting engineers over there including one with annual seminar arranged by CICHE. The one-day CPD symposium on “Annual One-Day Symposium on Reclamation and Resiliencein response to the Lantau Tomorrow on 31 May 2019. The morning session covered the technical side of reclamation in design and construction. The afternoon session covered ecological design of seawall, update of climate change and masterplan from SAR government. The Session 2019-20 is approaching its end. This newsletter summarizes major functions and activities during this session. I look forward to the continuous support from all of you. The new term under the leadership of 2020 President, Dr Jack Cheng and the board will continue serving the engineering community under new page as ASCE Greater China Section. Message from the President

It is my great honor to be elected as the President

of ASCE Hong Kong Section for Session 2018-

2019 at the 21th Annual General Meeting on 14

November 2018. With the tremendous support

from the board members and the past presidents,

Hong Kong Section has witnessed another

successful and memorable year. It is to note that

ASCE Greater China Section is established after

the announcement in Annual General Meeting on

5 November 2019.

Throughout the years, ASCE has played an important role in the region

and beyond in nurturing future engineers, encouraging lifelong learning,

promoting professionalism of the engineering industry, fostering a spirit

of cooperation, and achieving professional excellence to face the future

challenges. In session 2018-19 under my term, I am delighted to report

that ASCE Hong Kong Section organized or co-organized 8 technical

seminars delivered by the distinguished speakers from Hong Kong and

elsewhere, 2 technical site visits, 2 industry-student mixers at HKU and

CityU, and an one-day CPD. We also received the visit from Zhejiang

University, mainland. We arranged two visits to Taiwan meeting

engineers over there including one with annual seminar arranged by

CICHE. The one-day CPD symposium on “Annual One-Day Symposium

on Reclamation and Resilience” in response to the Lantau Tomorrow on

31 May 2019. The morning session covered the technical side of

reclamation in design and construction. The afternoon session covered

ecological design of seawall, update of climate change and masterplan

from SAR government.

The Session 2019-20 is approaching its end. This newsletter summarizes

major functions and activities during this session. I look forward to the

continuous support from all of you. The new term under the leadership of

2020 President, Dr Jack Cheng and the board will continue serving the

engineering community under new page as ASCE Greater China Section.

The 20th Annual General Meeting and the 21st Annual Dinner

The 20th Annual General Meeting was held on 14 November 2018 at the World Trade Club.

ASCE 2018 President Dr. Songye Zhu delivered his president report on the activities and

development of the ASCE Hong Kong Section during his term. Highlights included Continuing

Professional Development (CPD) courses, site visits and technical seminars. Dr. Zhu also reported

the recent development of ASCE Student Chapters in several major universities in China, which

testified the important role of ASCE Hong Kong Section in fostering the next-generation civil

engineers.

The newly elected board of directors (Secion 2018-2019)

New Board of Directors for the Session 2018-2019 were elected. Kelvin Tsang, President for

Session 2018-2019, emphasized the unique role of ASCE Hong Kong Section in Hong Kong and

would continue to promote Civil Engineering knowledge by organizing and sponsoring technical

seminars and provide strong support to young generation – ASCE student members in Hong Kong,

Macau and mainland throughout the International Student Group.

The 21st annual dinner invited Professor Jin-Guang TENG, Chair Professor of Structural

Engineering, The Hong Kong Polytechnic University & Southern University of Science and

Technology (SUSTech), to be the Guest of Honor. Professor Teng’s keynote presentation was

about Structural Engineering Innovations with Engineering Materials.

Six students have been presented the “Best Final Year Project Award” in the annual dinner. They

were: Mr. Sin Kei Hong (The University of Macau), Mr. Chan Wai San (The Hong Kong

Polytechnic University), Mr. Pishun Tantivangphaisal (The University of Science and

Technology), Miss Yu Sea Ki (The Hong Kong University), Miss Lau Tsz Ying (The City

University of Hong Kong) and Mr. Lee Pok Man (Technological and Higher Education Institute

of Hong Kong). Hong Kong Section Founding President Dr. Raymond Leung presented

certificates to awardees or their representatives.

Three students have been presented the “Best Master Thesis Award” in the annual dinner. They

were: Mr. Wei Yuanhao (The Hong Kong Polytechnic University), Miss But Hoi Yip (The Hong

Kong University) and Mr. Chow Jun Kang (The University of Science and Technology).

Joint Society Christmas Party 2018-2019

With good response received from the Joint Society Party event in Jan 2018, ASCE YMC under

the leadership of YMC Chair Paul Cheung continues to participate in co-organizing the Joint

Society Christmas Party (JSCP) on 7 Dec 2018 with other young professional societies.

The aim of JSCP is to provide a platform for our members to communicate with other young

professionals in the Hong Kong engineering industry and extend their social network.

The theme of JSCP 2018 is “Spy Alliance – The Secret Mission”. Participants were encouraged

to dress up like a spy or agent. 10 kinds of pins were distributed to participants in different

groups as souvenir to fit the theme. Participants were divided into groups to let them

communicate with each other through group games and mission. Other than the group games,

various food, drinks and party games like snooker and beer pong were provided for the

participants to enjoy.

JSCP was a good opportunity for ASCE YMC to communicate and establish good relationship

with other young professional bodies. Different jointly organized functions with other societies

could be provided for our members in the future. JSCP were jointly organized by AES YES,

ASHRAE YMC, HKIE YMC, HKIPE YMC, ICE HKA G&S, IET YMC, IMechE YMS and

ASCE HK YMC.

2018 CICHE International Forum, Taiwan

On 7-8 Dec 2018, the President Kelvin Tsang, Past Presidents Dr Albert Yeung and Dr Wang

Gang joined the Chinese Institute of Civil Hydraulic Engineering (CICHE) in Taiwan for and on

behalf of ASCE Hong Kong Section. Over 100 local participants attended 2018 CICHE

International Forum that carried out in Kiohsiung, Taiwan including other representatives from

JSCE and MSCE. Technical forum and small group presentation were carried out in the first day,

following with ceremony in the morning of second day then site visit to various engineering

projects both operating and being constructed in Kiohsiung.

Conference

GREAT Smart Cities Connect Conference 2019 - The Greater Bay Area

ASCE Hong Kong Section was a supporting organization of the GREAT Smart Cities Connect

Conference 2019 - The Greater Bay Area, which was held on 11-12 January 2019 at the Hong

Kong University of Science and Technology (HKUST), Hong Kong. Co-organized by HKUST

and Smart City Consortium (SCC), the Conference aims at fostering the development of smart

cities in the Greater China region, and will explore how emerging technology and human centered

city planning would influence the development of infrastructure systems, enhancing cooperative

partnerships that are healthy, efficient, innovative, and productive.

The Conference was well attended by honorable guests including Permanent Secretary for

Development of the Development Bureau of HKSAR Ir Lam Sai-Hung, Member of the

Legislative Council of HKSAR Ir Dr. Hon Lo Wai-Kwok, Chairman of Arup Group Trusts Dr.

Andrew Chan, Founder and Honorary President of SCC Dr. Winnie Tang, Managing Director of

MTRC Dr. Jacob Kam, Vice-President of HKUST Prof. Sabrina Lin, and Director of HKUST

GREAT Smart Cities Institute Prof. Hong Lo, together with over 200 participants. There were 14

keynote presentations and 24 technical presentations on the two days. In the Conference,

participants exchanged many best practices and insightful experience on smart city development

in different regions and areas such as transportation, urban planning, urban resilience and

sustainability, public policy and digital city.

Professional Courses

“Seismic Design of Building and Bridge Structures” & “Lateral Dynamic and

Accidental Load on Structures”

Professor Nelson Lam, Department of Infrastructure Engineering, The University of Melbourne,

Australia, delivered two Professional Courses organised by The University of Hong Kong and

supported by ASCE Hong Kong Section. The two courses were namely "Seismic Design of

Building and Bridge Structures" together with Professor Francis T.K. Au, Head of Department of

Civil Engineering and "Lateral Dynamic and Accidental Load on Structures: impact, seismic,

blast and wind action" together with Dr. X.W. Deng, also from the Department of Civil

Engineering of HKU. Both courses were attended by engineers from various government

departments, consulting firms and construction companies.

Future Engineers Project (FEP) 2019

With an aim to promote STEM education and image of engineering industry to Secondary School

students, Future Engineers Project (FEP) 2019 has invited students from 8 nos. of Secondary

Schools in Hong Kong to join this year programme. This year objective is “STEAM up a smart

campus”. Students needed to develop a project to help their campus become “smarter” using

various engineering knowledge and technique learned under FEP.

In the Opening Ceremony on 17 Feb 2019, we were honorable to invite Dr. Victor Lo of Institute

of Systematic Innovation, Hong Kong, to share with the students about TRIZ, a technique which

could help them to innovate new idea in an easier way.

After the Opening Ceremony, from March to June 2019, 2 seminars and 2 visits had been

arranged for the students to learn different topics in engineering industry, e.g. energy saving,

green building, etc.

On 14 Jul 2019, the Closing Ceremony cum Drama Competition was held. The 8 teams needed to

present their projects in the format of drama to compete with each other for the champion of FEP

2019. Every school tried their best to use their knowledge learned throughout FEP in the

competition. At last, SKH Tsang Shiu Tim Secondary School won the competition and became

the Champion of FEP 2019.

Visit of ASCE-ISG of Zhejiang University

On 18 to 21 February 2019, a delegation including 2 faculty advisors and 24 students from ASCE

International Student Group (ASCE-ISG) of Zhejiang University (ZJU) visited the ASCE HK

Section. The delegation visited HKUST, PolyU, CHEC and HKU. In one of the evenings, a

welcoming dinner was arranged for the delegation with the ASCE HK Section board members

and the past presidents.

Technical Lecture

“State of the Art and State of the Practice of Offshore Wind Power in

Guangdong Province” by Ir. Ai-Guo Pei

On 28 Feb, over 30 local participants attended a Lecture on “State of the Art and State of the

Practice of Offshore Wind Power in Guangdong Province” delivered by Ir. Ai-Guo Pei and jointly

organized by ASCE Hong Kong Section and the Hong Kong Polytechnic University together. Ir.

Ai-Guo Pei is currently the Chief Engineer of China Energy Engineering Group Guangdong

Electric Power Design Institute, Deputy Secretary General of China Offshore Wind Association

and Director of China Energy Engineering Group Offshore Wind Power Research Institute.

During this seminar, he introduced the development plan of offshore wind power in Guangdong

province first. Then he presented the design of offshore wind farm, which involves many aspects,

such as the survey of wind, wave, flow and geotechnics, wind turbine selection, foundation design,

electrical system design, construction organization and so on. Finally, he pointed out the

challenges need to be resolved in development of offshore wind power in China, including

‘standards and risk assessments for offshore wind power in China has not been completely

established’, ‘an urgent demand on reducing the levelized cost’ and ‘development and

maintenance of offshore wind farms’.

Lecture by Ir. Ai-Guo Pei in 28 Feb, 2019

Technical Visit

Geo Trip in Sharp Island

A group of 22 engineers, led by Prof. Gang Wang of HKUST and Past President of ASCE HK,

visited Sharp Island on 31 Mar 2019. Sharp Island is a treasure land that preserves varieties of

different types of rocks formed during late Jurassic and early Cretaceous period when volcanic

eruptions were active in Hong Kong. During the visit, Prof. Wang introduced the history of

Mesozoic volcanic activities in Hong Kong. A variety of rock formations and geological

structures that are unique to this site, in particular, flow banding in rhyolite that preserves the

memory of lava flow, and the most attractive "Pineapple Buns” made of quartz monzonite

boulders on this site. Past president Dr Albert Yeung and the President Ir Kelvin Tsang joined with

the engineer for an enjoyable afternoon.

Distinguished Lecture

“Construction Law and Practice in Hong Kong” by Paul Starr and Philip

Boulding QC on 18 Mar and 8 May 2019

On 18 Mar 2019, the first lecture of Construction Law and Practice in Hong Kong was given by

Mr Paul Starr of International Dispute Resolution Academy which is supported by PolyU and

ASCE Hong Kong. Paul is a Partner and Practice Leader in Hong Kong for Construction and

Dispute Resolution. The topic is Salient Features of Construction Law and Practice in Hong Kong

as in the past practice which is the real life experience sharing by Paul. Around 40 nos. of guests

including the participants from legal and engineering practices joined the session. President of

ASCE Hong Kong, Kelvin Tsang carried out the opening address before the lecture and closing

with discussion moderated by Paul, Dr Fan Yang and Board Director and Past Presidents of ASCE

Hong Kong.

Lecture by Mr. Paul Starr in 18 March, 2019

On May 8, 2019, ASCE-HK and International Dispute Resolution Academy (IDRA) joint

organized 2nd IDRA lecture titled “Expert evidence in international arbitrations – what is really

required?”. Philip Boulding QC shared

his thoughts on how to best present a

case in arbitrations. A follow-up

discussion by Dr. Chao Li (Past president

of ASCE-HK), Graham McNeill (Senior

Managing Director, Head of Asia Pacific,

Construction Solution, FTI Consulting),

Mr. Donovan Ferguson (Partner, King &

Wood Mallesons), and Dr. Fan Yang

(Director of IDRA) around the topic was

held. The lecture was attended by more

than 30 practitioners, faculty, and

Technical Seminar

“Research and Applications of Precast Concrete Structures” by Professor

Weichen XUE

On 16 April, there were over 40 local participants attending a seminar on “Research and

Applications of Precast Concrete Structures” delivered by Prof. Weichen Xue and organized by

ASCE Hong Kong Section. Prof. Xue is a Professor of Structural Engineering in Tongji

University, China. Currently, he serves as Vice Chairman of the academic committee of the

Chinese Architectural Society for Industrialization and Architecture, Vice President and Secretary

General of the Branch of Civil Engineering, Chinese Society for Composite Materials, Vice

Chairman of the Building Industrialization Branch of the China Survey and Design Association,

etc. During this seminar, he first introduced a series of new types of precast concrete frame

structures, shear wall structures, insulated sandwich facades, and utility tunnels which his group

developed. Then, he presented the corresponding theoretical study and systematic tests on these

aforementioned precast concrete structures, summarized their mechanical behaviors and design

methods. In addition, related technical standards and construction applications were also brief

introduced.

Student/ Industry Mixers

ASCE Student/ Industry Mixers at HKU and CityU

Following the previous tradition, the 1st ASCE Student-Industry Mixer 2019 was held at HKU on

9 April 2019 for the second time. This year, more students, professors and industrial practitioners

attended the mixer. Popular topics raised among students were mostly about career choice,

internship, job search and interview preparation1. All the professors and industrial practitioners

shared their experiences and industry insights. President Kelvin Tsang shared his precious

experience in this session as a special guest. The kind and valuable suggestions from Kelvin and

other industrial practitioners allowed the students to better connect with the industry and learn

much more from the practitioners.

1st Student-Industry Mixer in HKU

The 2nd ASCE Student-Industry Mixer titled “The career advice you probably didn't get” was

held in City University of Hong Kong on Sep 20, 2019. Over 30 university students, professors,

and industry practitioners attended the mixer. Ir Kelvin Tsang, Associate Director of Arup Hong

Kong & President of ASCE Hong Kong Section, first shared his project working experience in

Arup and introduced a few projects he participated in. Next, Mr. Anthony Hung, Project

Geotechnical Engineer at China Harbor introduced different career paths (e.g., civil engineer,

consultant) and provided advice on how to choose the career path for the graduate students. In the

discussion sessions, Ir Tsang and Mr. Hung had in-depth discussions on the topics raised by the

students and provided industry insights to them. The topics covered career development,

technology trends in civil engineering, job markets in Hong Kong and aboard, and etc.

Technical Seminar

“Application of OpenSees in Civil Engineering” by Prof. Quan Gu

On 12 June, over 30 local participants attended an ASCE Lecture about “Application of OpenSees

in Civil Engineering” delivered by Prof. Quan Gu who is the head of Civil Engineering in Xiamen

University. Prof. Gu has participated in a few major research projects which are related to the

further development of OpenSees or conducted based on OpenSees. He has published more than

30 academic papers and served as guest editor of the journals “Soil dynamics and earthquake

engineering” in 2015 and “Computer Modeling in Engineering & Sciences” in 2019. His research

interests mainly include seismic analysis of high-rise buildings and bridges, soil liquefaction, soil

structure interaction, sensitivity, reliability and optimization and development of OpenSees.

During his seminar, Prof. Gu first briefly introduced the development of OpenSees. Then he

presented some applications of OpenSees in civil engineering, including response sensitivity

analysis based on direct differentiation method (DDM), reliability and nonlinear optimization,

soil-structure interaction and multiscale analysis by combining OpenSees with discrete element

method (DEM) or Peridynamic (PD).

Joint Society Activity

Wine Tasting Event

The Wine Tasting event is jointly organized with HKSAR Government Civil Engineers

Association (GCEA) Government Young Engineers Sub-committee, Association of Engineering

Professionals in Society (AES) Young Engineers in Society (YES) and Hong Kong Decoration

Engineering Association (HKRDA).

On 6 Aug, Mr. KH Yu of HKDRA, with his experience in accomplishing WSET Level 4 Diploma,

shared his knowledge and technique in wine tasting with the participants. Notwithstanding

learning different criteria to choose a good wine, the participants also grabbed this chance to meet

and communicate with other young professionals to share the happiness of having good wines.

Warzone 90

“Warzone 90” is an eye-opening journey organized by the Hong Kong Red Cross Humanitarian

Education Centre. In the simulated war zone, the participants experienced the darkness and fear

of a war, yet catching a glimpse of hope in the face of despair.

ASCE YMC introduced Warzone 90 to young members and engineers to let them have a chance

to experience the situation which residents living in a warzone are facing. Hoping the participants

could take this chance to raise their awareness and importance of humanitarian, increase their

willingness to voluntary activities to contribute to the society.

Technical Seminar

“ASCE Technical Seminar on Tai Kwun—Transformation of Historic

Compound into Arts and Cultural Hub” by Mr. Gabriel Yam

On 2 Oct 2019, over 30 participants attended a technical seminar regarding Tai Kwun delivered

by Mr. Gabriel Yam. The seminar was jointly organized by ASCE Hong Kong Section and the

University of Hong Kong. Mr. Gabriel Yam is an Associate at Arup and has been working on the

Tai Kwun project since 2009. He leads a team of multi-disciplinary engineers on the conservation

works at Tai Kwun. He shared experiences on balanced design approach between modern-day

regulations and conservation of historic fabric. Mr. Gabriel Yam’s introduction on Tai Kwun

attracted all the audiences, including students, professors and engineers, so that ASCE Hong

Kong Section together with the University of Hong Kong is planning for a technical visit to Tai

Kwun in November 2019.

Annual CPD

Annual One-day Symposium on “Reclamation and Resilience in Civil

Engineering”

On 31 May 2019 a one-day symposium was organized by the ASCE (Hong Kong Section) and the

Hong Kong Polytechnic University on the theme “Reclamation and Resilience in Civil

Engineering”. The symposium had a good mix of speakers from the design consultants,

contractors, academia and government, covering a wide spectrum of topics concerning

reclamation and resilience. In the morning session, following the three presentations by Dr Ay-lee

Saw (AECOM), Mr Terence Leung (Arup) and Dr Chao Li (CHEC) on various engineering issues

related to ground improvement and city resilience, Dr Zhen-yu Yin (PolyU) presented an

advanced soil model for the long-term deformation of soft soils. The afternoon session was kicked

off by two presentations on the sustainable development and climate change faced in Hong Kong

by Prof Kenneth Leung (HKU) and Mr Sai-Ming Lee (HKO) respectivley, following up by

another one presentation focus on Lantau Tomorrow Vision by Mr Janson Wong, JP (CEDD).

The symposium was fruitful and was attended by more than 120 participants.

ISG Conference

The 5th Greater China ASCE-ISG Conference on 18-20 Oct 2019

The American Society of Civil Engineers International Student Group (ASCE-ISG) Southwest

Jiaotong University (SWJTU), ChengDu, SiChuan hosted the 5th Greater China Student

Conference from October 18 to 20. It was attended by ASCE-ISG members from 11 universities.

The Conference provided a platform for ASCE-ISG members from different sections to be closer

with each other and have in-depth communication upon general status, regular organizations and

section management. Vice secretary of the party committee of School of Civil Engineering of

SWJTU, Mr ZHOU Xi, gave the opening speech to warmly welcome all ASCE-ISG members and

Guest. The President Kelvin TSANG introduces the establishmen of Greater China Section. The

student representatives from various ISGs share their section information, regular activities and

future works as well. The morning meeting was concluded by President-Elect Dr Jack CHENG.

All the participants, especially the students, have benefited a lot from various activities. The

meeting provided a great opportunity for ASCE-ISG members to share our ideas on civil

engineering and made friends. Here, we would like to express our sincere thanks for SWJTU to
