Background► UNDP assisted “Pro-Poor IT Initiatives project”. “Uttara Portal”► The World Bank assisted “Technical assistance for Economic Reforms Project”.► “Janadhar” Centers were operational since 2006.► Now an integrated and comprehensive methodology of providing services at door step of citizen

“Aapki Sarkaar…. Aapke Dwar” is being implemented through Dev Bhoomi Jan Sewa Kendra.► Dev Bhoomi Jan Sewa Kendra are being operated by village level entrepreneurs (VLE).

State Profile► Districts - 13 under 02 Revenue Divisions, 10 of these are hill areas. ► Tehsil – 84► Blocks – 95► Gram Panchyat – 7950► Villages – 15745► Population – 100.86 Lacs► Literacy rate – 78.80%

Salient Features► Ease of transaction to applicant – Aapkai Sarkaar…. Aapke Dwar.

Dev Bhoomi Jan Sewa Kendras are specially convenient for citizens based in far flung areas and which are difficult to approach due to typical geographical conditions.

► Digital signature based certificates. 32 services.

► Paperless process flow. No hardcopy sent/maintained at any level.

► Original papers of applicant is returned after application is successfully uploaded.

► SMS intimation to applicants at every stage.

► Timely disposal of applications as mentioned in RTS

► 29.28 lakh applications received and 27.35 lakh disposed.

► Helpdesk Toll Free No. 1800-3000-2300 for VLEs/Citizen grievances.

Capacity Building & Training► Capacity Building of District/Tehsil/Block level Govt. officials of relevant departments has been done

through training on services and functionality of system.

► District level workshop/training programme for VLEs conducted however at block level training is being imparted time to time.

Action Plan and Goal► One Jan Sewa Kendra in every Gram Panchyat is proposed.

► All services under RTS act to be to be added subsequently.

► To equip Patwari and Gram Panchyat Vikas Adhikari with PDA/Tablet.

► Dash board is provided to all concerned for monitoring.

Challenges► Connectivity issues due to geographical conditions. Around 50% GP’s are uncovered.

► Work flow based Backend computerisation.

► Commercial viability in remote areas – very thin population / low foot fall.

► Resistance from employees. (Change management issues).

► Data digitisation/validation.

► Lack of hardware at field level (Patwari/GPVA).
