Layoff plan – the first “heads up” to DAS-HRE that layoffs are pending.
Layoff date – the target date by which the hiring agency and DAS-HRE all of us (representing the employer) need to have created the necessary documents in BrassRing so that the affected employee will be processed before their layoff date.
The purpose of outplacement is to assist non-contract, merit covered employees in finding other state employment following layoff.
Currently employees are eligible to be on outplacement for two years from the date of layoff or until the employee declines an offer of a job from outplacement.
Has been changed from a pic 15 program to a Promotional Outplacement program effective March 2015.
Current pic 15 outplacement eligible applicants will remain so until their pic 15 expires.
New persons eligible for outplacement will participate in the Promotional Outplacement program and will be eligible for one year from the layoff date.
Merit covered non-contract employees are eligible to apply for merit-covered promotional vacancies open to all state employees for one year from layoff date.
If the promotional vacancy is limited to within one agency, the outplacement candidate would only be eligible to apply if laid off from that agency.
Applicants will contact the DAS-HRE recall/outplacement coordinator via US mail or email and indicate they wish to be on a particular requisition (merit-covered promotional). APPLICANTS MUST NOT APPLY ON THEIR OWN FOR THESE VACANCIES. THEY MUST CONTACT DAS-HRE.
The coordinator will review the candidate and make sure the Minimum Qualifications are met for the job class and any selectives and, if so, will place the candidate in the candidate folder of the requisition.
The agency is not required to hire this candidate.
Executive branch employees who have received a
notice of layoff and have no further bumping rights.
AFSCME classes: two years
UE/IUP classes: two years
SPOC classes: 18 months
Non-contract, merit covered classes: one year-layoff class and layoff unit only
AFSCME and UE/IUP on recall for the class and layoff unit from which laid off and may apply for up to 15 job classes for which they qualify. DAS-HRE will send the appropriate notice to the candidate (qualified, not qualified, and ineligible – e.g., applied for a supervisor class and they were laid off from a non-supervisory class).
SPOC covered employees are eligible to be recalled only to the class and agency from which laid off. (DPS and DNR only)
Non-contract covered employees are eligible only to the class from which laid off, within the same employee unit.
Non-merit, contract covered employees are eligible for recall, in accordance with the provisions of the applicable collective bargaining agreements.
Merit covered positions may not apply to be on recall for non-merit classes.
Contract covered employees may not apply to be on recall for bargaining exempt classes (90,000 numbers), even if they previously held those classes.
Employees who decline recall, either to a class from which laid off or a pick-15 class forfeit all further recall rights, unless the position is of a different status (part-time or full-time) than the position held at time of layoff.

enter data from paper form into BrassRing to enable tracking of recall candidates.
Current employment application must be filed with DAS-HRE.
The employee must complete a Recall/Outplacement application.
DAS-HRE will e-link the Recall/Outplacement form to personnel assistant to complete.
DAS-HRE will e-link the Recall/Outplacement form to the employee to complete.
Must pass a typing test or correctional officer test, if applicable.
Employees should keep a copy of the recall/outplacement form for their records.
Provide the employees with the following information: ◦ Recall instructions ◦ Recall/Outplacement Application form ◦ Application for State Employment ◦ IWD Job Placement Contact List ◦ IWD Development Service Area Map ◦ Indicate to employee that it is important for the
employee to wait and fill out the recall/outplacement form until it is e-linked to them by DAS-HRE. An email address is required for this – there are many free/easy options to obtain an email.
Provide DAS-HRE with the names, job classes, and layoff dates of employees who have exhausted their bumping options.
Keep DAS-HRE informed of any changes (i.e. date of layoff, names) to the layoff plan.
Importantly, it is crucial that PAs properly code applicants - this coding triggers BrassRing automatic notices to alert DAS-HRE of the proper next steps that need to be taken. – VERY IMPORTANT
Examples of the coding
BrassRing is the final repository of all information relevant to outplacement and recall. Two primary functions are served:
◦ First, the applicants resume/application must be in
BrassRing. This is normally the responsibility of the employee.
However, if the employee does not want to participate in the process, DAS-HRE will enter a “profile” into BrassRing to document their automatic recall right to their own layoff class. Very few people choose not to be eligible.
◦ Second, the Outplacement/Recall Eligibility form is created as part of the applicant’s individual record, and searches are used to generate lists of eligible candidates. Steps:
DAS-HRE opens an Outplacement/Recall eligibility form for
the candidate.
DAS-HRE e-links the PA to fill out the department’s section of the form.
DAS-HRE then e-links the affected employee so they can make their recall selections in their section of the form.
If submitted on paper, DAS-HRE will enter the data into BrassRing to complete all records necessary to facilitate the process.
