There properties range from one to 8+ acres with many being agriculture land use- horses, cattle, lamas, etc. Many of the property values are $1 million on up. A high density development would impact us all in a negative way. Every single property on Clay Hibbins is a custom home. This development is not the case. Increased traffic: As the zoning is right now, the developer tells us he can put 25 half acre lot homes on the 20+ acres. He is proposing 35 homes on lots with various sizes, some of them quite small. Most of Clay Hibbins is in North Richland Hills and very narrow and winding down to a dead end. Adding 75 or more cars to the neighborhood, plus access to Volterra on Davis, making a cut through for them as an easy way to get to Shady Grove will be a nightmare, and I assure you will cause traffic problems and safety issues for all involved. Drainage: There already is a huge drainage problem across the street and adjacent to the proposed zone change. The added water from irrigating 35 yards will be a huge problem for the properties adjacent to the development. Please study how the drainage flows in a minor gentle rain to understand what I am writing about. Builders of said property: The entire Southern Hills and Clay Hibbins adjacent properties had a meeting with and without the owner and developer regarding the zoning change. The meetings were very interesting. We learned it is very possible that other builders, such as Drees and others who do "cookie cutter" type neighborhoods. Again, all homes are custom from Shady Grove on down to the dead end. This zoning change will have a negative impact on our community. Jody Boyd, owner of the property, had been trying to get a zoning change previously and had been denied by both the Planning and Zoning panel and City Council. I hope nothing has changed with our Keller city leaders since last year when we addressed this very same issue. Kosse Makus, developer, has been trying to make deals with the adjacent property owners to buy their support, such as offering to dredge their ponds at his cost (he also needs the added dirt) as a verbal agreement, not a contract, and address other issues the neighbors have had to gain our support. I also have inside information that Jody Boyd has approached the owners of an adjacent 8+ acres which is NRH, but directly next door to the Lakes, to purchase this piece as well. If Keller allows the zoning change at the Lakes, the 8+ NRH acres will be bulldozed into high density as well...Does Keller want to be another NRH? I feel that there are hundreds if not thousands of 1/3 to 1/4 lots in Keller available. Developing a beautiful half acre planned neighborhood at the Lakes, the zoning intended, with a higher price point, will enhance the area and be a very desirable place to live for many who are looking for larger lots and cannot find them anywhere near the city. Mr. Hawkins; I travel a lot so I am not always available to attend the meetings but I would like to go on the record that I am “AGAINST” The Lakes development project.   We still have the same issues as before in dealing with water runoff, heavy traffic, lot sizes, access to the development, etcetera. I understand some of these issues are being addressed but I believe we have a safety issue with the added traffic on Clay Hibbins Rd. and our small neighborhood. I’m not referring to just the width of the roads and blind corners, but also the added “lost” traffic coming through our neighborhood.    Some of our homes are in excess of $1miilion because we loved the area and felt protected due to the limited traffic flow. Children and dogs run freely without fear of cars speeding through our neighborhood. We have little or no crime because we are familiar with which cars “belong” in the neighborhood and we take corrective action immediately.    Not only will this all change due to The Lakes, but it will most certainly hurt our property values.  Respectfully,

Chris and Nancy Tanner 2440 Southern Hills Drive Keller, Tx. 76248 David, I am writing this letter to state that I am OPPOSED to the Zoning Change Request for the development of the property for "The Lakes" planned proposal. Currently the land is zoned for a LOW Density plan for future homesites. The request to change the zoning for this property to HIGH Density is what I am opposed too. This land backs up to the back side of my property and I am strongly opposed to changing this zoning to support a HIGH Density zoning. If left LOW Density, I would have NO problem with the development of this property. We just do not have the road structure and drainage to support a HIGH density zoning. Not to mention that it would definitely take away from the beauty that our neighborhood has and the attrativeness for future home sales in our neighborhood. Thanks for your time and consideration. Dear David Hawkins: We moved to Southern Hills neighborhood in September of 2012. We fell in love with the neighborhood and area based on the seclusion, low traffic and feel. With that being said, we were very disappointed to learn of the new Development of The Lakes off of Clay Hibbins. The concerns of lowered property values for us and our neighbors, added traffic on Clay Hibbins/cut through-access issue from Volterra, drainage, and a departure from what the area is zoned for are real and need to be considered in this proposed development. David, I am a home owner in the Southern Hills subdivision near the subject development.  While I welcome development in general, I fear this development will undermine the value of other homes in the area and create a public safety issues.  Lowering the planned development zoning by 2 levels creates a large discrepancy between recent developments in the area and the revised Lakes development.  The revisions mean smaller homes on smaller lots and a greater density of traffic than was initially planned.  The access from the west to this property is Clay Hibbens road.  This road is marginal for existing traffic and would be a public safety issue with the increased traffic levels.  Given the plan to connect the development to Davis on the east end, the development will become a “cut through” from Shady Grove to Davis and create an extremely unsafe situation on Clay Hibbens.  Only gating the development or eliminating an outlet will prevent this major problem.  I would prefer no more than one level reduction in the lot sizes and elimination of the Clay Hibbens access unless gating is required.  Thank you for your consideration of these opinions. Ed Newsom 2409 Spyglass Court
