I, Amitabh Negi, S/o Sh. S.S.Negi, was working as a sub-contractor to Sh.G.S.Chadha, Prop of Rai Bahadur Tent House. I was looking after the illumination portion of celebration of marriages and other festivals, wherever Rai Bahadur Ten House got a contract. On the evening of 31st
October, 84 Rai Bahadur Tent House shop was closed down alongwith my all electric goods and belongs intact due to dastardly assassination of Prime Minister of India, Smt. Indira Gandhi . Sh.G. S.Chadha came to his shop on the 4 th
Nov.84, when he remained aghast on seeking that his shop was completely gutted and burnt. This back room where my goods were kept, was also completely burnt. My Account Books and registers also got destroyed. A few of the bills, which I could get hold of, are with me. The shop was set on fire by unknown mob.
Mr. P.N.Awasthi, who is a licence-holder for electrical Works, is my employee and was looking after the works. I could not submit the FIR immediately, since I was away at Rampur (UP). I submit this for your kind information and necessary action. Please refer F.I.R. No.195/84/436 IPC under section 147,148 dated 2.11.1984.

The above remained closed till 3rd instant and was opened on 4that 10.00 hrs. and found shop is damaged condition for which the photographs have been taken.
The damages are is below:-
1. Sign Board (Plastic signs) broken.2. Front Glass Screen cracked due to arson attempt by miscreants.
The damage have occurred during disturbance period in the area but I am not aware of identify of miscreants responsible for these acts of vandalism.

Respectfully, I beg to say that on 1.11.84 as about 19.05 hrs. about 70 persons came to Rai Bahadur Tent House opposite my Govt. accommodation No.C2/27, Lodi Colony, New Delhi and set on fire the Tent House and started looting it. Sensing the grave situation, and due to apprehension of danger, and being a member of a particular minority community, I managed to escape alongwith my family members and took shelter at the residence of my relative No.190, Sector III, Sri Fort, Sadiq Nagar, New Delhi. Before feeling I looked my abovementioned Govt. accomodation.
On 3.11.84, I came back to my Govt. residence No.C2/27, Lodi Colony and found my house totally ransacked. The door alongwith the lock was broken, the entire belonging including my Govt. Uniform has been burnt. The heavy articles have been badly damaged and made irrepairable. A list containing the loss sustained is attached for ready reference.
Sir, I am in a state of shock and distress, and request you to register my compliant and make necessary investigation.

However, unfortunately the mob burnt the taxi on the night of 31.10.84. My light vehicle driving licence No.210/56355 which was kept in the taxi also got burnt alongwith it. A report in this regard has been made with the Police Station Lodhi Colony which is registered with them vide Case No.191.

However, unfortunately on the night of 31.10.84 the said taxi was set on fire by the mob. The taxi got burnt very badly. The document pertaining to the taxi i.e. permit, registration fitness certificate, token etc also got burnt alongwith the taxi. The case in this regard has been registered with the Police Station, Lodhi Road vide their case No.191.

Sir,I beg to submit that I am driving Taxi No.DLT 1179 at Capital
Tourist Taxi Stand, Jor Bagh. The Taxi stand registered in the name of my mother Gurdial Kaur, w/o Late Sh.Sarwan Singh.
On 31.10.84 evening, when the disturbance started, I alongwith two other drivers (Taxi No.DLT-4707 & DLT-9007), parked our taxies at a safe place inside the boundary wall of Karbla Nursary. I was told that the Taxis remain safe till early hourse of 31.10.84. In the morning of 3.11.84 at about 7.30 AM. A mob jumped over the boundary wall from B.K.Dutt Colony side and set the Taxies on fire. As a result, my Taxi No.DLT 1179 got badly burnt including its sets, roof floor, steering, glasses, engine, wiring, battery tyres etc. The other two taxies mentioned above got burnt their rear tyres. The documents of the Taxi i.e. Registration, Permit, Fitness Certificate, Issurance etc. and my driving licence No.210?56355, valid upto 11.3.87 also were burnt alongwith the taxi.
The fire Brigitte was summoned to put off the fire.
It is, therefore requested that this complaint may please be registered and necessary investigation may please be carried out and I may also be informed of the same.

Afidavit of Gurcharan Singh S/o Sh. Kirpal Singh aged about 62 years resident of H-I/57, Lajpat Nagar, N.Delhi-24. I Gurcharan Singh, the abovenamed deponent do hereby solemnly affirm and state as under :- 1. That I am running my own Tourist Transport Service at Gurdwara Shri Guru Singh Sabha Shop No.3, Lajpat Nagar-I, N.Delhi and had a fleet of four Ambassador Cars under Registration No. DLY-473, DLY-474, DLY-475, DLY-8072. That I am elected member of Delhi Sikh Gurudwara Management Committee since 1978 and I am working as a General Secretary of Shri Guru Singh Sabha (Regd.) Lajpat Nagar since its inception and I am also working as manager of Shri Guru Sabha High Schol in Gurudwara premises since this school was started in 1962. 3. That on 31st October 1984 at 9 PM I came to know from people in the locality that is INA Market and on Ring Road since Sikhs have been attached by Congress workers and similar attacks were anticipated in Lajpat Nagar. Few miscreants came in Tempo and attacked Gurudwara Shri Guru Singh Sabha Lajpat Nagar at night between 31st October and 1stg Nov. 1984 at 12.30 AM. Some persons attempted to put the building on fire by pouring Kerosine oil on main door and windows. I was informed by my driver at my house. On hearing this, I, alongwith some persons rushed to Gurdwara. We shouted at those ritors and then ritors rushed to the tempo waiting there and sped away. Thereafter, I called up the police station Lajpat Nagar and asked for prosecution. After about half an hour, the SHO came in a jeep and on my request he deputed 5/6 policemen in front of Gurdwara. After putting of fire, I went home at night. 4. That on 1st November, 1984 morning four persons came to Gurdwara at 9 AM and saw the damage done during the past night. The cash in Cash Box of Gurdwara offerings was having Rs.40/- and was kept with the Secretary for custody. I kept it in my shop No.3 imediately. Following persons were present- 1… Singh of C-I Bnlock, 2. Tarlok Singh of C-I, 3. Jaswant Singh 4. Balwant Singh. 5. That at 10.30 a.m. on 1-11-84 a mob led by Shri
Himat Rai (Congress Worker) and Brother of Shri T.R. Malhotra, Member, MCD and Shri Sain Datta of B-I/164 Lajpat Nagar came from Post Ofice side. The mob was comprised of 150/20 persons mostly of Jhuggi-Jhoupri and few miscreants from Lajpat Nagar, New Delhi were as under – 1. Vijay Kumar Anand S/o Sh. … some miscreants including Vijay Kumar Anand (Billa) and T.R. Malhotra and others are standing nearby and can be identified. 7. The mob was roaming and damaging all movable and immovable property of Gurdwara. My own shop, office Gurdwara records, cash amount of Rs.4400/- of Gurdwara Rs.350/- of Singh Sabha School, records of school, my professional and business papers, account books were all burnt down. My four Ambassador cars bearing registration Nos. DLY-473, 474, 475, and DLY-807 were set on fire by the mob and damaged them. The police party during that time were heard saying “Jo Kutchch Ho Skit He Kare” and the police party went away thereafter I informed SHO Lajpat Nagar Police Station and after great resistance and persuation FIR was registered and some police personel posted opposite Gurdwara. These riots were brought in buses which were parked near S.Avtar Singh home in E-151 Block Lajpat Nagar and these buses were seen by S.Avtar Singh and others and the riots were taken by total leaders to Gurudwara. 6. The mob started
throwing stones at the Gurudwara. Sh.Himmat Raj was shouting near the Gurudwara and was directing the mob and Vijay Kumar Anand to pal the Gurudwara on fire. Gurudwara and two shops were set on fix by pouring keresone oil and powder petrol. At that line following Sikhs were present in the Gurudwara Building and ran to third floor….1. Gurcharan Singh, H-1/57, 2. Jasbir Singh, C-I/65, 3. Surjit Singh 4. Granthi Joginder Singh 5. Malvinder Singh 6. Mohinder Singh 7. Baba Singh, Peon & Amar Pal Singh Sewadar and two women., The mob 84 the Gurudwara and set the Gurudwara Shops on fire and four Ambassador Cars in the presence of Sh.V.P.Rana Sub Inspector, Police and other of six policemen. The police remained silent speculator. The mob burnt on the front portion and entered the Hall and burnt down Carpets with show cases, Almirahs, electric fans, fitting, Romalas, musical instruments and damaged walls floor and marble stage (Palhi) with iron rods.
