ITEMS FOR THE PERIOD OF OCTOBER 1, 2017 THROUGH DECEMBER 31, 2017 AND REVIEW AND TAKE ACTION ON PROPOSED AGENDA ITEMS FROM COUNCILMEMBERS
REQUEST Review the upcoming significant City Council agenda items for the period of October 1, 2017 through December 31, 2017, and review and take action on the following Proposed Agenda Items from Councilmembers. Proposed Items:
a. Proposed Agenda Item from Councilmember Eklund: Discuss and take action to reduce MarinMOCA’s payments to the City of Novato for space occupied at the Hamilton Art Center or assist in increasing their annual revenue by any of the following and/or other options:
1. Reduce the current space rent paid by MarinMOCA at the Hamilton Art Center. 2. Provide an annual payment to MarinMOCA for current services rendered (e.g.
placing art in City buildings, teaching art at schools, providing public art, etc...) 3. Increase the number of artist studios currently managed by MarinMOCA from
14 to at least 28 total studios. 4. Others.
b. Proposed Agenda Item from Councilmember Eklund: “Discuss and take action on
changing our policies and procedures for closed sessions” including, but not limited to: a) whether closed sessions should be recorded; b) what issues to be discussed in closed sessions; c) whether the City Council should adopt policies that are stricter than the Brown Act for the purposes of holding a closed session; d) who approves placing items on closed sessions; and, e) any other issues related to closed sessions that may come up in the discussion. On January 12, 2016, the City Council approved discussing and taking action on changing our policies and procedures for closed sessions. As of today, this agenda item has yet to be scheduled. c. Proposed Agenda Item from Councilmember Drew: “I propose that the current
copy of the Council Agenda Schedule that the staff is using be emailed to council members at the same time the agenda is posted. This Council Agenda Schedule could be marked DRAFT as well as being labeled “Internal Planning Document – Subject to Change – Not for Distribution”.
DISCUSSION Future City Council agenda items are discussed and tentatively scheduled by City staff on a weekly basis. A tentative agenda planner is provided to the Council bi-weekly, and staff has a monthly agenda planning meeting with the Mayor and Mayor Pro Tem. The City Council has an established quarterly review of upcoming significant agenda items, with the most recent quarterly review occurring at the June 27, 2017 Council meeting. At the meeting held quarterly to consider significant agenda items, Councilmembers may request up to two items for consideration at a future Council meeting. Three votes from the Council are necessary to advance the item to a future agenda. Final placement and scheduling depends on a variety of factors including time required for information gathering and research, staff and consultant availability, and coordination of outside partners and agencies such as the Board of Supervisors, community groups, and organizations. Staff has received the attached Proposed Agenda Items from Councilmembers (Attachments 2-4). RECOMMENDATION Review the upcoming significant City Council agenda items for the period of October 1, 2017 through December 31, 2017 and review and take action on the proposed agenda items from Councilmembers. Background: MarinMOCA (formerly Indian Valley Artists – known also as IVA) has
occupied Buildings 501, 502 and 500 (Headquarters) since 1992 when the New
Hamilton Partnership owned these buildings. When the City took over ownership of
these buildings, the City Council accepted the condition that MarinMOCA (then, IVA)
would continue to occupy one of the buildings at reduced cost and sublet art studios.
During the development of the Hamilton Master Plan, the City Council agreed to create
a ‘Center for the Arts’ in the ‘Town Center’ by using these ‘Headquarters’ buildings and
possibly others for artists.
MarinMOCA is a well-established non-profit organization promoting the visual arts that
is professional and twice voted best museum in Marin. Currently, they are one of six
museums that call Novato their home and MarinMOCA is the only museum in Novato
that pays rent for occupying city-owned buildings. MarinMOCA is also one of the last
havens for the visual arts in Marin County.
The City of Novato has supported MarinMOCA over the last two decades with the
understanding and recognition of their contribution to the Novato economy and quality
of life.

SUBJECT: Proposed Agenda Item for Future City Council Meeting Proposed Agenda Item: I propose that the current copy of the Council Agenda Schedule that the staff is using be emailed to council members at the same time the agenda is posted. This Council Agenda Schedule could be marked DRAFT as well as being labeled “Internal Planning Document – Subject to Change – Not for Distribution”. This is not a request that a staffer put together a perfect copy of the Council Agenda Schedule, it is to simply provide the Council with something more current than we have presently. The Council needs some way of regularly planning and tracking the work.
