compromise 3 – The commerce compromise Northerners wanted a government that could regulate trade (taxes to protect them from foreign competition). Southerners, however, feared that the importing of African slaves would be prohibited and that their agricultural exports would be taxed. The delegates agreed that no export duties (the south relied on trade) could be passed by Congress and that Congress could not prohibit the slave trade for 20 years.
