Brief Note on 3 DAY - IT TRAINING PROGRAMME FOR THE STAFF OF REGISTRATION AND STAMPS DEPARTMENT, GoAP Date: 7-9 January, 2016 Extension Training Centre, Samalkot, East Godavari Dist., AP With reference to the letter sent by Andhra Pradesh Human Resource Development Institute (Reference: AP HRDI Lr. No. AP HRDI/DG/Admin/15 on Dt. 22-09-2015) regarding the IT Training Programmes for Registration and Stamps Department, GoAP, an official letter has been received from the same saying that the department has taken up online registration anywhere in the state through Computer-aided Administration of Registration Department(CARD) project besides introduction of e- Office in Administration matters. So the IT Training to the staff will improve the administration skills. Therefore, Registration and Stamps Department, GoAP has requested Andhra Pradesh Human Resource Development Institute, GoAP to arrange a suitable I.T. training programme batch wise to officers of various cadres. As a part of this IT Training Programme, APHRDI had an official conversation with the officials of Registration and Stamps Department and came up with the following subjects to be covered during the training. The third 3 Day - IT Training Programme for the Staff of Registration and Stamps Department, GoAP was organized by Andhra Pradesh Human Resource Development Institute (AP HRDI) and Registration and Stamps Department, GoAP from 7– 9 January 2016 at Extension Training Centre, Samalkot, East Godavari, AP. 52 participants from East Godavari and Visakhapatnam districts belonging Senior Assistant and Junior Assistant Cadre have attended the training programme. Details are provided in Annexure – A. All the subjects mentioned above have been showcased during the training. The programme schedule is placed in Annexure – C.

1. Brief Description on e-Office - Sri M.L.N Sharma, e-District, Manager, East Godavari, AP: Sri M.L.N Sharma gave a brief introduction on e-Office. He said that Information technology has changed the life style of people over a period of time. At the same time, environment plays a major role in the innovation of technology, and later technology became the need of the society. Files and receipts became an important entity in any organization. There may be thousands of paper documents in the form of Files/Receipts being dealt in an organization on a daily basis. Keeping record of these paper documents, their movement and safety involves lots of time, money and efforts which in turn decreases the efficiency and productivity of an organization. So any organization looking for a solution that will allow them to capture the documents in digital form, archiving them with some basic information for fast retrieval, movement of the document with the comment/remark, opening of file to bring all related documents in one folder, noting on file, movement of file for approval finally issuance of letter to the sender can go for this product. “File Tracking System” was a major step towards Less Paper Office. NIC (National Informatics centre) is always in forefront in the adoption of new enabling technologies in Information and Communication Technology to meet the need of the organization/society. The need for transforming conventional government offices into more efficient and transparent e-offices, eliminating huge amounts of paperwork has long been felt. The eOffice product pioneered by National Informatics Centre (NIC) aims to support governance by using in more effective and transparent inter and intra-government processes.

e-File, a workflow based product paved the path for enabling end to end electronic file movement across the government. e-File is a workflow based system that includes the features of existing manual handling of files with addition of more efficient electronic system. This system involves all stages, including the record of inward receipts, creation of files, movement of receipts and files and finally, the archival of records. With this system, the movement of receipts and files becomes seamless and there is more transparency in the system since each and every action taken on a file is recorded electronically. This simplifies decision making, as all the required information is available at a single point. An automated office attempts to perform the functions of ordinary office by means of a computerized system. In a manual office scenario, there are thousands of letters and files and their manual tracking is not a very easy task. A computerized File Tracking System enables users to track these letters and files within seconds. Also, dispatch and record keeping are made easy. It ensures proper distribution of work load, thus increasing the efficiency of the system and bringing transparency to the system. The system simulates the manual system in a digital environment. It envisions a paperless office, with increased transparency, efficiency and accountability of the organization. He explained the internal workflow of e-File Management System. As a part of e-File Management System, he explained the importance of Digital Certificates. The State Government, through various Government orders (released by line departments) has decided that, all the services selected under the project will be provided to citizens electronically using Digital Signatures of the approving authorities concerned. The Digital Signature has a legal sanctity and should be handled properly to avoid any misuse. Digital Signature also ensures that no alterations are made to the data once the document has been digitally signed. A DSC is normally valid for 1 or 2 years, after which it can be renewed. A Digital Signature is a method of verifying the authenticity of an electronic document. Digital signatures are going to play an important role in our lives with the gradual electronization of records and documents.

Digital Certificate: Components Serial Number: Used to uniquely identify the certificate. Subject: The person or entity identified. Signature Algorithm: The algorithm used to create the signature. Signature: The actual signature to verify that it came from the issuer. Issuer: The entity that verified the information and issued the certificate. Valid-From: The date the certificate is first valid from. Valid-To: The expiration date. Key-Usage: Purpose of the public key (e.g. signature, certificate signing...). Public Key: The public key. Thumbprint Algorithm: The algorithm used to hash the public key. Thumbprint: The hash itself, used as an abbreviated form of the public key. The security model of the SSDG system supports Digital Certificate Authentication as well as Digital Signing of documents. The Architecture of the system used for signing of digital document is as shown below. He explained about the services provided by Meeseva under Registration and Stamps Department

Networking Concepts - Sri Suraj Aravind, Assistant Professor, Computer Science and Engineering Department, University College of Engineering, JNTU, Kakinada, AP

Definition of a Network: A network is a collection of computer systems, devices connected together so that they can communicate and exchange data. Example – Banking, Railways, Postal Services, Government Organizations, etc. Networked vs Standalone Computers: Standalone:

A computer that is not connected to a network is called a standalone.

If a user wishes to use this type of machine, then all of the applications that he want to use will have to

be loaded on to the hard disk. The data may be stored on the hard disk or it may be loaded from an

external storage device such as a flash drive, DVD disk or an external hard drive.

If he wishes to print a document or scan an image, then he will need to connect a printer and scanner to

the machine as well.

The user will not be able to communicate with any other computer whilst in this mode.

For example, you may have a personal laptop that you use in this manner.

The advantage of using a computer in standalone mode is that you have sole use of the machine and

there are no problems with bandwidth limitations that a network may impose.

However, there are many advantages in connecting to a network of some kind.

Networked

A computer that is connected to a network is called a 'workstation'. With a networked machine you are

able to share information with other computers in the form of

Email Data files (documents, videos, images etc) Instant messages Share peripherals (e.g. printers) Use online / networked applications

Storage Devices:

• Punch Cards • Magnetic Tapes • Floppy Disk – 5 ¼ & 3.5 inches • Compact Disks (CDs), DVDs, Blue Ray • Pendrives • Memory cards

Why do we need Storage Devices?

• Hardware sharing . • Information sharing. • Electronic transfer of text. • Communication between organizations. • High reliability by having alternative sources of supply.

Transmission Media:

• Twisted Pair cable: A type of cable that consists of two independently insulated wires twisted around one another. The use of two wires twisted together helps to reduce crosstalk and electromagnetic induction. While twisted-pair cable is used by older telephone networks and is the least expensive type of local-area network (LAN) cable, most networks contain some twisted-pair cabling at some point along the network.

• Coaxial cable: A type of wire that consists of a center wire surrounded by insulation and then a grounded shield of braided wire. The shield minimizes electrical and radio frequency interference. Coaxial cabling is the primary type of cabling used by the cable television industry and is also widely used for computer networks, such as Ethernet. Although more expensive than standard telephone wire, it is much less susceptible to interference and can carry much more data.

Optical Fiber: A fiber optic cable consists of a bundle of glass threads, each of which is capable

of transmitting messages modulated onto light waves.

Fiber optics has several advantages over traditional metal communications lines: 1. Fiber optic cables have a much greater bandwidth than metal cables. This means that

they can carry more data. 2. Fiber optic cables are less susceptible than metal cables to interference. 3. Fiber optic cables are much thinner and lighter than metal wires. 4. Data can be transmitted digitally (the natural form for computer data) rather than

analogically. • Wireless Transmission:

Infrared: Infrared transmission refers to energy in the region of the electromagnetic radiation spectrum at wavelengths longer than those of visible light, but shorter than those of radio waves. Correspondingly, infrared frequencies are higher than those of microwaves, but lower than those of visible light.

Infrared is used in a variety of wireless communications, monitoring, and control applications. Here are some examples:

Home-entertainment remote-control boxes Wireless (local area networks) Links between notebook computers and desktop computers Cordless modem Intrusion detectors Motion detectors Fire sensors Night-vision systems

Medical diagnostic equipment Missile guidance systems Geological monitoring devices

Transmitting IR data from one device to another is sometimes referred to as beaming. Bluetooth: Bluetooth is a wireless technology standard for exchanging data over short distances (using short-wavelength UHF radio waves in the ISM band from 2.4 to 2.485 GHz) from fixed and mobile devices, and building personal area networks (PANs). WiFi: Wi-Fi is the name of a popular wireless networking technology that uses radio waves to provide wireless high-speed Internet and network connections.

Shri Laxminarayana, has briefly explained basic concepts of Database. They include - Data vs. Information, Stages of Processing Data, Advantages of Computerized Databases over Paper files, Database Structure, Designing a Record, Features of Computerized, Databases, Types of Databases and Database Management System. He also practically explained how tables are connected in a database using MS Access. He also explained the importance of Management Information System in our day-to-day life. As a part of MIS, he explained the differences between data and information. He discussed various types of MIS, Managerial issues related to IT and Role of Information System in current business scenario.

3. RTI and Citizen Charter - Sri V. Kiran Kumar, DR (MV & Audit), Guntur, AP 4. Operating System: Windows XP, Basic Internet Concepts and MS Office Suite (Lab Session) - Shri

Ravi Kumar, Computer Instructor, ETC, Bapatla, Andhra Pradesh In Computer Lab, Mr. Ravi Kumar has briefly explained about the network related concepts and showed various physical components involved in Networking like Routers, Switches, Hardware components inside Mother Board (Cabinet) and Hub. He discussed how to install anti-virus softwares which are freely available in public domain. He also showed how to increase the performance of computer in terms of its speed and taught various connections related to network.

5. IT Infrastructure Note – Ms. P. Swathi, Project Research Associate, Centre for Innovations in Public Systems, Hyderabad

Ms. P. Swathi has briefed about the core infrastructure developed by Department of Electronics and IT, New Delhi to support 44 Mission Mode Projects. As requested by the participants, she has also shown various videos related to Digital India for better understanding. On 13th December 2015, APHRDI has collected the feedback from participants in order to assess the interest of participants. The feedback provided by participants is placed in Annexure – D.
