The President first signed Republic Act 10667, or the Philippine ������ � ������#Q �Q���X�to promote free and fair competition in trade, industry, and all commercial economic activities in the country.

The new law penalizes anti-competitive business behaviors such as abuses in dominant positions, mergers, and acquisitions.

It will also create a Philippine ������ � ������ �� ��W����the Office of the President to police companies that will fix prices.

Aquino said the enactment of the �Q J �� �������� � �����# JJ����� �even small businesses and ordinary consumers.

�V!������#�X�����J �����malaki ang negosyo, ang labanan ay nasa paglalabas ng de-kalidad na produkto sa pinakamakatwirang presyo, imbes na under the table o ang paramihan ng kuneksiyon,” the President said.

(Now, finally, both small and big businesses, the competition will be on producing high-quality products sold at reasonable prices, not [prices] based on under-the-table transactions or connections.)

Aquino also signed the amendments ���Q��������_�J�������!�"�#embodied in Republic Act 10668, or the `��� !�$Q ����_"��� �!����#Q �Qallows foreign ships carrying imported cargoes and cargoes to be exported out of the country to dock in multiple ports.

Under the law, foreign vessels will be allowed to transport and co-load foreign cargoes for domestic trans-shipment.

The new law seeks to lower the cost of shipping export cargoes from Philippine ports to international ports and import cargoes from international ports.

Aquino said the new law will improve the country's import and export system and help stimulate the economy.

On the same note, Department of Trade and Industry (DTI) Secretary Gregory L. Domingo said the newly signed laws indicated government’s sustained efforts to liberalize the economy and institutionalize reforms.

�'Q��Q J �� ��`� ������� � �����effectively levels the playing field as it criminalizes and imposes heavy fines on business activities that promote monopolies and obstruct equal access to market opportunities,” Secretary Domingo said.

+��Q�������!�"�#�Q���J �=�� �will help lower shipping costs, liberalize trade, boost the country’s logistics performance, and align the country with the plan for a single shipping market within the Association of Southeast Asian Nations (ASEAN).(TPS 7/21)

and Investment Development �������� �����Q��Q J �� ���{'�*�+<�|����� �������_W�technopreneurs with their loan guarantee programs to facilitate the creation of new information technology (IT)-based ventures.

Technopreneurs are into core businesses involving technology-based industries, making use of research, among others, to come out with new or innovative products.

DTI-Industry Promotion Group (IPG) Undersecretary Ponciano C. Manalo Jr. said $%����&���'�*�+<�Q�=��Q�mandate to provide and guarantee loans for exporters including start-up technopreneurs.

The Philippine automotive sector broke record sales with 131,465 units sold in the first half of the

year, 21% better compared to the 108,957 units sold in the same period J��������Q��Q��������W����� =�Manufacturers of the Philippines Inc. {��Z��|����Q�'�W�XZ��W����W����Association (TMA) reported.

�+W��W����� =� ��W��� �� � �!with the other industries’ growth. Micro, small, and medium enterprises (MSMEs) are expanding which made

for the robust demand for AUVs [Asian utility vehicles], SUVs [sports utility vehicles] and light commercial vehicles,” CAMPI President R. Rommel Gutierrez said.

Gutierrez also attributed the growth to the ongoing refleeting of the construction industry and the stronger demand for heavy duty vehicles.

He expressed optimism that local players would be able to hit their target of selling 310,000 units for 2015.

Department of Trade and Industry (DTI) Secretary Gregory L. Domingo said two big construction firms were considering to set up operations in the Philippines to take advantage of the Quadruple-A license as a result of the U.S. trip.

The DTI also targets investments from the Internet-based services sector including e-commerce and software applications.

In Paris, France, Domingo met with French Trade and Tourism Minister Matthias Fekl and U.K. Minister of State for Trade and Investment Lord Francis Maude of Horsham and discussed the country’s inclusion in the European Union’s new

Generalized Scheme of Preferences Plus (GSP+).

The Philippines and France plan to revive the conduct of the Joint ������ ����� �� ��{���|with the first meeting targeted this year with a Philippine delegation visiting `�����&'Q�J������#��Q�J�in France in 2004.

In France, the Philippine delegation met with key players in the aerospace and aircraft manufacturing sectors, namely Airbus and Boeing. These companies have increased their orders from local Philippine suppliers.

The Philippines is home to three Tier 1 original equipment manufacturers, ����JZ��!������J�����&�%��Aerospace, and Jamco. In 2014, Philippine exports of aerospace parts and components reached USD 226M.

Domingo also expects more European MRO companies to set up in the Philippines given the excellent handiwork skilled mechanics in the country.

French companies, including Airbus, were also looking at the Philippines as their training hub, given the availability of highly skilled, English-speaking labor force in the country.

The upgrade is the third positive rating action for the country from ��<����Q���nd from major international credit rating agencies including Standard & Poor’s, Moody’s Investors Service, and Fitch Ratings since 2010.

�'Q�J�������� �!���� � ������<�which makes the Philippines very close to securing a rating within the ‘A’ category, appropriately reflects the strength exhibited by the economy. Inflation has remained low, external liquidity ample, and banking system sound. All this has been achieved despite a challenging external environment,” Bangko Sentral ng Pilipinas (BSP) Governor Amando M. Tetangco Jr. said.

The Philippine government aims to intensify its annual spending on infrastructure projects to at least 5% of gross domestic product (GDP) by 2016 and plans to further enhance its tax base through rationalization of fiscal incentives and enhanced tax collection efficiency.

Philippine inflation rate continued to drop further from 1.6% in May to only 1.2% in June this year –

the lowest in 20 years – the National Economic and Development Authority (NEDA) reported.

NEDA said sufficient supply of food and moderate price pressures in energy and oil rates pulled down the inflation to its new lowest level in two decades. Inflation rate was at 4.4% in 2014.

"The June 2015 inflation rate is now the lowest, covering the monthly inflation series from 1995 to June 2015 using the current base year 2006. The figure was also below the market expectation of 1.5% and very well within the inflation target range of

2% to 4% set by the government for 2015," NEDA Deputy Director General Emmanuel F. Esguerra said.

Slower price adjustments in rice, meat, vegetables, and fruits eased the inflation in the food subgroup from 3.2% to 2.1%.

���� ��J�� ���#Q �Q���JW���selected volatile food and energy prices, fell to 2.0% in June from 2.2% in May 2015 and 2.8% in June 2014.

Notably except for the Philippines, inflation in the ASEAN-5, which includes Indonesia, Malaysia, Singapore, and Thailand, generally posted upward adjustments in May and June 2015.

under the Department of Trade and Industry’s (DTI) Shared Service Facility (SSF) program.

As of 30 July 2015, a total of 31 SSF projects have been approved in Zambales with a total amount of P8.59M, benefiting 743 project beneficiary members.

The Philippine property sector may take advantage of the growing retirement industry,

which is seen to peak in the next five to 10 years, property consulting firm Jones Lang Lasalle (JLL) said.

The challenge is to ready the infrastructure that will enable the country to get its fair share

of the global retirement market, JLL Regional Director and Philippine Country Head David Leechiu said.

From 2006 to 2030, the number of older people in less-developed countries is projected to increase by 140% and in developed countries by 51%.

Given the country’s quality and affordable healthcare and the considerable number of nurses and medical workers, it is well-positioned to capture this market, he said.

Another advantage over other Asian countries is that the Philippines is one of the three countries in the region with the lowest cost of living, JLL Chief Operating Officer (COO) Lindsay Orr said.

The special resident retiree visa (SRRV) offered by the Philippines allows retirees to settle in the country indefinitely.

Other factors going well for the Philippines are the inherent Filipino hospitality, the country’s natural attractions like beaches, tropical climate, and its English-speaking people. (PDI 07/03)

2. Mindanao trade expo launched The Mindanao Trade Expo (MTE)

was held last 14-19 August 2015 at the Abreeza Mall, Davao

� ����Q�#����J���J �=�������opportunities.

The MTE, organized in partnership with the Department of Trade and Industry (DTI) and the Philippine ������������������� ������&(PHILEXPORT), is considered to be Mindanao’s biggest exposition

that attracts micro, small, and medium enterprises (MSMEs) from the different parts of the country.

The MTE featured a wide range of products such as arts and crafts, home décor and housewares, furniture, gift and premium items, fashion, health and wellness, fresh and processed food. It also presented tourist destinations and related service providers.

Consumer News1. DTI delists construction

materials from mandatory ���� � ��� ��������

I����������� ��J�������{���|certification mark must be issued to importers and traders within

three working days from filing, the Department of Trade and Industry (DTI) ordered.

The DTI issued Department Administrative Order (DAO) No. 15-01, Series of 2015 or Measures to Facilitate the Issuance of the ������������ ��J�������{���|�providing directives to facilitate ease of doing business.

� �Q�Q�� �� �������J ��� ���and test reports received and evaluated by the Bureau of Philippine Standards (BPS), the DTI announced that��Q��� ������������ ���J�Q�products that are life threatening in the BPS list of products under mandatory certification to facilitate the issuance �����#Q J��Q��������Q�����W���in the current list shall be transferred to products under mandatory labeling.”

The delisted products from the BPS list are ceramic tiles, plywood, flat glass, common nails, and GI sheets.

�'Q������������X �!��J���J�shall be on a self-declaration basis and may be subjected to verification or validation by BPS,” The DTI said in the DAO.

The exclusion of these products from mandatory certification is seen����������X�Q�������� �!�����applications.

The products required for mandatory certification are wiring devices, construction materials, household appliances, lighting products, chemical and consumer goods, among others.

The proposed changes on the regulations of DTI-BPS’ certification system are aligned with current global trade practices to make doing business easy, to enliven competition in the retail market, and to ensure access to safe consumer goods and services.

The list of products under mandatory certification is updated from time to time and can be downloaded through www.bps.dti.gov.ph.

2. PHL to seize P13.3B worth of fake goods The Intellectual Property Office

of the Philippines (IPOPHL) reported they are aiming

to confiscate at least P13.3B worth of counterfeit and pirated goods this year.

For the first half of the year, some P775M worth of counterfeit products were seized by the National Bureau of Investigation (NBI), the Philippine National Police (PNP), and the Optical Media Board (OMB). This includes fake compact discs and digital video discs of movies, music and computer software, books, medicines, shoes, designer bags, and other items.

The figure excludes those from the Food and Drug Administration {`*�|���%W���W���W�����{%+�|which are yet to submit their reports.

������ ���������#Q��� ��Q�counterfeit goods start to arrive at the latter part of the year, especially December. That’s why we have to be very vigilant in the last semester,” IPOPHL Officer-in-Charge (OIC) and Deputy Director General Allan B. Gepty said.

The government has seized luxury watches, cellular phones, and other devices, although it is really focusing ��� ���� �=�J= �!�W�J ��������especially medicines.

The amount of confiscated illegal goods has slowly increased in the last five years -- from P5.2B in 2010, P8.3B in 2011, P5.2B in 2012, and P7.8B in 2013.

3. Butane cans not for LPG The Department of Trade and

Industry (DTI) is cautioning the public against the use of butane

canisters as containers for household liquefied petroleum gas (LPG).

In a statement, DTI explained that butane canisters are not intended and designed for LPG and therefore may pose danger to users and households.

Butane canisters are not compliant with quality and safety requirements

for LPG refill. As such they may leak and emit hazardous gas, causing explosions and fire, thus endangering lives and property, the statement said.

Based on the Philippine National Standards (PNS 03-01:2000), only welded steel cylinders with a water capacity of 150 liters are intended for storage and transport of LPG.

4. DTI seeks price reduction in canned products

After a significant decline in global prices of tin can, the Department of Trade

and Industry (DTI) is targeting noodle and canned goods, particularly sardines manufacturers, to reduce prices.

DTI-Consumer Protection Group (CPG) Undersecretary Victorio Mario A. Dimagiba

said the global price of tin, the raw material of tin cans, had declined by 13% in 2014 and an additional drop of 21% in 2015.

On a related note, the DTI earlier went after flour millers and bakers but decided to withdraw its profiteering and collusion cases against them after the latter have finally reduced prices relative to the decline in flour prices.

1. PHL aims for more exports to Russia

Regional/InternationalNews

The Philippines eyes more opportunities to boost exports to Russia after the recent

sanctions made by the United States (U.S.) to the latter.

Philippine Chamber of Commerce and Industry (PCCI) President Alfredo M. Yao said Filipino businessmen will be visiting Moscow for a trade mission this September to explore more business opportunities.

Yao noted that because of the sanction given by the U.S., Russia wants to deal with Asian economies.

Russia is interested in the country’s oil and gas, food, agriculture, infrastructure development, telecommunications, tourism, manpower services, and general trade.

Major Philippine exports to Russia include desiccated coconut, carrageenan, personal care products, and banana chips.

The amount total of bilateral trade between the two countries in 2014 stood at USD 1.05B.

2. EO 185 issued President Benigno S. Aquino III has issued Executive Order (EO) 185

modifying tariff rates on certain imported products, specifically environmental goods, as part of the Philippines’ commitment to the �� �_��� � ������� ��������� ��{����|&

The order was signed by the President on 26 June 2015 wherein articles listed in Annex A of EO 185

as classified under Section 104 of �Q�'�� ������W������������Q�Philippines shall be subject to the most-favored nations (MFN) rate duty.

Once the EO is enforced, all articles listed in the Annex and are entered into or withdrawn from warehouses in the country for consumption shall be charged the MFN rates of duty as prescribed.
