    SUBJECT: AMENDMENT TO THE MANUAL OF APPROVALS ON

    ADMINISTRATIVE, HUMAN RESOURCE, FINANCIAL

    AND INTERNAL AUDITING MATTERS

    In the interest of service and in order to expedite the processing of

    documents pertaining to administrative, human resource, financial and internal

    auditing matters, a new Manual of Approval is hereby prescribed.

    The attached manual shall form part of this Administrative Order and shall

    serve as guide and reference on the delegated authorities to officials in the

    Central Office, Bureaus, Regional Offices, PENROs, CENROs and Attached

    Agencies.

    This Order shall take effect immediately and all parts or provisions of DAO

    Nos. 2000-11 and 98-24 and DENR Memorandum Circulars on administrative,

    I.ADMINISTRATIVE

    APPOINTMENT

    The PERSONNEL SELECTION BOARD PSB) shall cover both the recruitment and

    selection of employees in the ISnd 2ndevels of the career service who are entering

    the civil service for the first time or are being re-employedlreappointed and the

    screening of employees who are considered for promotion.

    The 3RD LEVEL PERSONNEL SELECTION AND PROMOTION BOARD acts on the

    selection and promotion

    of

    all applications for salary grades

    and above positions.

    However, if it is without consent, reassignment shall be for one (1) A R

    year only. Reassignment outside geographical location may be from

    one regional office (RO) to another RO or from the RO to the Central Office (CO)

    and vice-versa.

    Reassignment is presumed to be regular and made in the interest of public

    service unless proven otherwise or if it constitutes constructive dismissal.

    Constructive dismissal exists when an official or employee quits his or her work

    because of the agency head s unreasonable, humiliating, or demeaning

    actuations, which render continued work impossible because of geographic

    location, financial dislocation and performance of other duties and responsibilities

    inconsistent with those attached to the position. Hence, the employee is deemed

    illegally dismissed. This may occur although there is no diminution or reduction

    in rank, status or salary of the employee.

    pay, honoraria and other emoluments of government officers and employees. This form
