The F-35 Partnership

● The F-35 is developed, produced and acquired through an international partnership (Joint Strike Fighter Program Office, JPO) lead by the US Department of Defense. Denmark has participated in the partnership since 1997 and selected the F-35 in 2016 as its new fighter aircraft.

● The objective is to field a 5th generation multirole combat aircraft that represents a giant leap forward from older platform (F-16).

● Denmark expects the F-35 Partnership to be a comprehensive and multi-facetted cooperation that encompasses smooth operation, predictable operating costs and a modern multirole fighter aircraft that underpins Danish interests into the future.

The Danish F-35 Fighter Program

New Fighter Program (now F-35 Fighter Program) was restarted in 2013 to find a replacement for the F-16.

● The program is an integrated organisation responsible for the down-selection, procurement, contracting and coordination of implementation among relevant stakeholders. Organisationally, the Program is part of the Danish Acquisition and Logistics Organisation (DALO).

Denmark will acquire 27 F-35A aircraft to be delivered between 2021 and 2026.

● The first aircraft will arrive at Luke Air Force Base in Arizona in 2021 to facilitate training.

● The F-35 will arrive at Skrydstup Air Base in 2023.

● From early 2023, Danish companies will be needed to conduct non-aircraft maintenance at Skrydstrup Air Base.

Danish Program Status as of May 2019

Ongoing lines of work:

● Acquisition of the F-35A Lightning ll, support equipment etc.

● Building an operating organisation.

● Ongoing planning of the new F-35 facilities at Skrydstrup Air Base.

● Continuous dialogue with Danish industry.

● Noise perception study around Skrydstrup with an F-35 and an F-16 to allow the local population to experience the sound foot print of the two aircraft.

Principles for Industrial CooperationThe Partnership’s Production, Sustainment, and Follow-On Development MOU states that:

● No requirements can be imposed for industrial participation/compensation. Contractors/subcontractors are selected on a competitive basis - Best Value Principle.

Production and Sustainment:

● Production work is assigned by F-35 Original Equipment Manufacturers (OEMs) – Lockheed Martin, Pratt & Whitney etc.

● Sustainment work is assigned by JPO by default.

● Assignment of PSPn related work in partner countries has been delegated by the JPO to Lockheed Martin.

● Most industrial opportunities in the future will be within sustainment work.

Principles for Industrial Cooperation (JPO Process)

Requests for Information regarding F-35 sustainment work - ordinary process:

● Danish companies can bid for and be awarded contracts through Requests for Information (RFI).

● RFIs contain some information about the required work load and scope of work.

● JPO forwards RFIs to DALO, who in turn distributes them to Danish companies with NDAs.

● Danish companies fill out RFIs with relevant information. DALO returns RFIs to JPO.

● Note that PSPn deviates slightly because work is assigned through Lockheed Martin.

United States Department of Defense

Decision on contract assignment is made according to the ”Best Value Principle”

F-35 JPO

Incoming RFI material is evaluated and a recommendation is forwarded to the US Department of Defense.

National industry

RFIs are answered and submitted to responsible authority (DALO in Denmark). Filled out RFIs are forwarded to JPO.

RFI-material distributed to national industry.

Danish Industry Working with F-35

Danish companies have successfully submitted and won bids for both production and sustainment work:

● Danish companies are already producing critical components for the F-35 aircraft.

● Danish companies will conduct a part of the maintenance of F-35 avionics components from 2021-2025 (with the US) globally, and afterwards serve the European region.

● DALO has provided Danish companies with sparring, counseling and the facilitation of meetings.

● Annual Business to Business (B2B) conferences with Lockheed Martin, Pratt & Whitney, the Danish Industrial Partnership and Danish companies.

Lessons identified from previous bidding rounds

Successfully bidding for both production and sustainment work with JPO, Lockheed Martin and Pratt & Whitney etc. is helped by preparing your company:

● Obtain a Non-Disclosure Agreement with DALO as soon as possible. Write to [email protected].

● Do not assume prior knowledge.

● Be specific and display concrete experience within your area of work.

● Obtain insight into the International F-35 Program, Lockheed Martin and Pratt & Whitney etc. procedures and structures.

● Prior knowledge and acceptance of required certifications and standards (e.g. ISO).

Product Support Provider network (PSPn) in Denmark – Danish perspectives

What is PSPn in a Danish context?

● A network of Danish companies to support Danish Defence with maintenance of Non-Airframe related equipment, e.g. ground, pilot and IT equipment.

● The Danish network will be part of a larger European network.

● Work within 15 different product categories.

● Danish Defence can bid to conduct maintenance within all 15 categories if it meets best value.

● PSPn will be established by Lockheed Martin – but the short list of relevant companies is to be compiled by Danish industry organisations.

Opportunities for Danish companies:

● PSPn is a good opportunity for small and medium sized companies.

● Competencies needed are not necessarily within aero/defence sectors.

● Danish F-35 Fighter Program encourages as many qualified bids within the 15 product categories as possible.

What we do:

● The Danish F-35 Fighter Program works with Danish industry organisations to enhance knowledge and share relevant information to Danish companies.

● We share information through industry organisations, on our web page and at conferences.
