1.0 BACKGROUND

Odisha Mining Corporation Limited (OMC) was jointly established by the Union andState Governments in 1956 as the first state Public Sector Unit (PSU) in mining sector inthe country for exploration, exploitation and marketing of minerals. In the year 1962,OMC became wholly owned by the State Government. Odisha Mining Corporation Ltd.has been classified as a “Gold” Category State PSU.

OMC holds / operates 35 mining leases consisting of 11 iron ore leases, 3 manganeseore leases, 5 iron & manganese ore leases, 11 chromite leases, 1 limestone lease and 4gemstone (semi-precious ruby / corundum) leases only in Odisha state. The majorminerals mined by OMC are chrome, iron and manganese ore which cater to therequirement of mineral based industries such as steel, sponge iron, pig iron, ferro-manganese, ferro-chrome etc. At the present rate, OMC is producing about 10% of totaliron ore production and about 30% of the total chrome ore production of the state.

Daitari iron ore lease is spread over Talpada village, Rebana Reserve Forest and DaitariProtected Forest between latitudes 21005’33.1”N & 21007’08.8’’N and longitudes85046’01.9”E & 85049’17.0’'E. The area is covered under Survey of India toposheet no.73 G/16. Location of Daitari ML is shown in Fig 1.

Daitari iron ore lease deed for total area of 1812.99 ha was executed on 27.01.1966 fora period of 30 years, which expired on 26.01.1996. Application for further renewal of thelease for a period of 20 years w.e.f. 27.01.1996 was made on 21.01.1995 for a leasearea of 1812.99 ha. In the meantime OMC decided to retain only 190.20 ha area andsurrender balance part of the mining lease area, and accordingly a revised renewalapplication was filed by OMC on 22.05.1997 for an area over 190.20 ha. Mining planunder Rule 22 (1) of MCR 1960 for a lease area of 190.20 ha was approved by IBM videletter No. 314(3)/97/MCCM(C)/MP-10, dated 14.09.1998. Subsequently, the Scheme ofmining along with Progressive Mine Closure Plan (PMCP) for the period from 2003-2008over 190.20 ha area was submitted by the lessee and approved by Indian Bureau ofMines vide letter No 314(3)/97/MCCM(C)/S-22/2003, dated 11.07.2006.

Later on OMC management again decided to retain the original lease area of 1812.99 hawithout surrendering any part of the lease and requested Principal Secretary to Govt. ofOdisha, Department of Steel & Mines Bhubaneswar to grant 1st renewal of the mininglease over an area of 1812.99 ha vide letter no. 3156/OMC/G&S/2006 dated 09.02.2006.OMC also wrote similar letter to Director of Mines (Odisha) on 15.02.2012 to grant 1st

renewal of lease over an area of 1812.99 ha. Scheme of mining along-with PMCP for theperiod 2008-2013 and for an area of 1812.99 ha was approved by IBM vide letter No314(3)/2008/MCCM(CZ)/MS-12, dated 06.10.2008. Approved Mining Plan for an area of190.20 ha was modified for the revised lease area of 1812.99 ha. The same was

approved by Indian Bureau of Mines vide letter no. 314(3)/2008/MCCM (CZ)/MP-16dated 06.10.2008. Last scheme of mining of Daitari iron ore lease for a period of 2013-2016 over an area of 1812.99 ha has been approved by IBM vide letter no.314(3)/2012-MCCM(CZ)/MS-52/223 dated 12.07.2013.

The Environment Clearance of the mine has been accorded by MoEFCC vide letter no. J-11015/1003/2007-IA.II(M) dated 22.09.2010 for a production capacity of 3.0 milliontonnes per annum. The stage-II Forestry Clearance of the mine has been accorded foran area of 95.60 ha by MoEFCC (FC Division) vide letter no. 8-164/97-FC dated 25th

/27th January 2005. Consent to operate have also been granted by the State PollutionControl Board, Odisha under the Air & Water (Prevent & Control of Pollution) Act videletter no. 5917/IND-I-CON-246 dated 05.04.2011, which is valid upto 31.3.2016.Consent to establish have also been granted by the State Pollution Control Board,Odisha under the Air & Water (Prevent & Control of Pollution) Act vide letter no.504/IND/-II-CON-47666 dated 12.01.2009. The lessee also has surface right over anarea of 520.30 ha.

Later it was again proposed by OMC to retain 1018.3085 ha and surrender theremaining area (794.6815 ha) to the state government. Permission from the stategovernment for obtaining renewal of the lease area over 1018.3085 ha. Accordingly,OMC prepared the Final Mine Closure Plan (FMCP) for the proposed area to besurrendered i.e. 794.6815 ha and the same was approved by IBM vide letter no.314(3)/2012-MCCM(CZ)/FMCP-6/453 dated 15.03.2013. Certificate under rule 29A ofMCR 1960 has been issued by Regional Controller of Mines, Bhubaneswar vide letter no.FMCP/FM/05-ORI/BHU-2012-13 dated 25.06.2013. Precise area plan for the balanceretained area of 1018.3085 ha was approved by the Directorate of Mines, Odisha videletter no. MIV(B)-59/04-12897/DM dated 23/02/2013. The present lease area comprisesof forest Land, agricultural land, settlements, waste land, grazing land and roads.

The targeted production capacity of the mine at present is 3 million tonnes per year(MTPA) i.e. 10,000 TPD of iron ore. Out of 3 MTPA (till 16.03.2016), transportation ofabout 2 MTPA ore used to be done through 3.8 km long distance belt [closed] conveyor(LDBC) up to the stock pile at Baliparbat and the sized ore from Baliparbat used to bedispatched through rail. However, transportation of remaining 1 MTPA of ore used to beevacuated through ghat road (22 km), about half of which (i.e. 0.5 MTPA) send to therailway siding and remaining half send through expressway (Daitari-Paradip: 45 km) tolong-term consumers viz. NINL, TISCO, MESCO etc. at Kalinga nagar industrial area.The above despatch routes is illustrated in Fig 2.

IBM raised objection on transportation of mineral by ghat road at Daitari by OMC videletter ORI/IRON/KJR/MCDR-16/BBS/1870 dated 09.09.2015. OMC vide letter no.3511/OMC/OMC/2015 dated 05.10.2015 had provided to IBM the necessity for utilizationof road for mineral transportation at Daitari.

IBM reported violation of EC by OMC vide their letter no. ORI/IRON/KJR/MCDR-16/BBS/3241 dated 20.01.2016 as a portion of the mineral was being transportedthrough road instead of closed conveyor belt. Transportation of mineral by road wasthen discontinued from 16.03.2016 in view of IBM’s objection to road transport. OMCsought clarification vide letter no. 4436/OMC/F&E/2016 dated 26.03.2016 fromMOEF&CC regarding utilization of road for transportation of mineral from Daitari ML asstipulated in EC order J-11015/1003/2007-IA.II(M) dated 22.9.2010. MOEF&CC videletter J-11015/1003/2007-IA.II(M) (pt.) dated 07-04-2016 intimated OMC that thematter shall be referred to the EAC.

The proposal was considered during 5th meeting of the reconstituted committeeof the Expert Appraisal Committee for Environmental Appraisal of MiningProjects constituted under EIA notification, 2006 during April 25-26, 2016. EACdeferred consideration of the proposal till submission of "A detail report onenvironmental implication of road transportation along with proposed mitigationmeasures." Accordingly OMC engaged M/s MECON Limited, Ranchi – 834002(Sl.No. in the list of NABET Accredited Consultant Organization: 111 as on May09, 2016) to carry the aforesaid study and submit a report.

2.0 PHYSIOGRAPHY

The mine lease is located on the top of a steep hill range, the Daitari Range. The DaitariRange rises sharply from about 140m above mean sea level (AMSL) to more than 800mAMSL. There are peaks exceeding 800 m AMSL in the Daitari hill range. At places Daitarihill ranges are marked by very steep slopes including some bare rocky cliffs on the south.Further south, part of Sukinda valley is another hill range, the Mahagiri hill range, whichtoo is very steep and rises to more than 600 m AMSL. In the Mahagiri hill range also thereare a few bare rocky cliffs. On the northern side, the Daitari hills slope down to about 180m AMSL. The northern area is hilly with several hillocks having gullies between them.North of the hills are densely forested. The mine lease is located on top of a steep ridge.The top of the ridge is at more than 840 m AMSL (on the N – S axis of the lease on thewestern side), whereas the lowest point of the lease is at 420 m AMSL (towards theeastern boundary).

The area has dendritic pattern of drainage. The south-eastern part of the lease area isdrained by a number of seasonal channels which drain into Talangi Nala which in turndrains into the Damsal Nala, which is the principal drainage channel of Sukinda valley. Thesouth-western part of the lease area is drained by seasonal channels draining into PatnaNala – another tributary of Damsal Nala. The Damsal Nala, flows from east to west alongthe length of Sukinda valley. The northern half of the lease area is drained by severalseasonal channels, which drain into a water reservoir about a km north of the lease area.A perennial stream, Kukurangi Nala emerges from this reservoir and flows initially towards

the north-east but subsequently turns towards the south-east and joins another perennialriver, Kusai Nadi. Kusai Nadi receives drainage channels from the western, northern(including a perennial stream Bagai Nadi from the north) and eastern parts of the studyarea. It flows initially from the north-west to south-east but turns towards the east.

3.0 CLIMATE

The study area lies in the tropical region where climate is characterized by veryhot summers and cool winters. Summer is typically from March to June whenmonthly temperature ranges from a maximum of 39°C during daytime to aminimum of 22°C at night. Winter is from November to February when themaximum temperature during day goes up to 32°C and minimum temperatureat night becomes as low as 15°C. Monthly Variation in daily average maximumand minimum temperature as recorded at India Meteorological Department’s(IMD) observatory at Cuttack is illustrated as Fig.3.

The average annual rainfall as recorded at IMD observatory at Cuttack is 1475.3mm. The Southwest monsoon lasts from mid June to mid September and thearea gets more than 75% of the annual rainfall during this period. MonthlyVariation in rainfall vis-à-vis potential evapotranspiration as recorded at IMD’sobservatory at Cuttack is illustrated as Fig.4.

4.0 PRESENT ENVIRONMENTAL STATUS

OMCL has engaged M/s Ecological Development Consultancy Pvt. Ltd. (EDCPL),Bhubaneswar, Odisha for carrying out regular environmental monitoring for theirdifferent mining leases in the district of Jajpur, Keonjhar and Sundergarh.Environmental monitoring includes monitoring of various environmentalattributes such as Meteorology, Ambient Air Quality, Work Zone Air Quality,Noise Level, Water Quality, Waste Water Quality, Vehicular Emission and SoilQuality, Traffic density survey. This report has been prepared on the basis ofbaseline environmental data monitored by EDCPL from 01-03-2016 to 15-05-2016. Hereinafter shall be referred as the study period. Location of themeteorological station, AAQ monitoring stations and Traffic survey points are marked inFig 5. Detailed monitoring results (Meteorological data, date-wise detailed AAQmonitored data and AAQ monitoring stations and date-wise detailed hourly trafficdensity data are given in Appendix 1.

4.1 METEOROLOGY

Prevailing micro-meteorological conditions at site regulate the dispersion (andhence dilution) of air pollutants in the atmosphere. Therefore study ofmeteorological conditions is an integral part of environmental impactassessment studies.

Micro-meteorological data is continuously being monitored at site through anAutomatic Weather Monitoring Station installed at the rooftop of OMC office(21°06’40.44”N; 85°50’22.86”E) of Daitari Iron Ore Mine to collect the meteorologicaldata on hourly basis continuously. The parameters monitored at the meteorologicalstation are Temperature, Relative Humidity, Wind Speed, Wind Direction and Rainfall.Location of the meteorological station is marked in Fig 5 and the detailedmeteorological data is given as Appendix:1

During the study period the temperature varied from 16.16 ºC to 44.82 ºC & RelativeHumidity varied from 11.34 % to 97.54 %. The maximum wind speed recorded duringthe month was 13.9 m/s and overall average wind speed is calculated to be 2.98 m/s.12.66 % of the time the wind remained calm (≤0.5 m/s). The total rainfall was 16.8 mmand 21 days out 76 days were rainy days. The predominant wind direction as observedto be from WSW quadrant during the study period. Figs. 6.1, 6.2 and 6.3 give thewind-rose diagrams during the study period at Daitari separately for 24 hours overall,day and night time respectively, based on the monitored data.

4.2 AMBIENT AIR QUALITY

M/s EDCPL has been engaged by M/s OMCL for regular monitoring of ambientair quality is monitored at six (6) locations. Monitoring is carried out forParticulate Matter (PM10), Particulate Matter (PM2.5), Sulphur Dioxide (SO2),Oxides of Nitrogen (NOX) and Carbon Monoxide (CO). The PM10 & PM2.5 wasmonitored for 24 hourly, while SO2 and NOX were monitored on 4 hourly basesfor 24 hours at each sampling location and CO was monitored using the COMonitor for 1 hr in a day in each monitoring station twice in a week for a month.Details about Air Quality Monitoring locations are given in Table 1. Location ofthe AAQ monitoring stations are marked in Fig 5. The summarised results ofambient air quality monitoring is given in Table 2 and date-wise detailed AAQmonitored data is given as Appendix:1.

Particulate Matter (PM10): The Value of PM10 ranges between 42 μg/m3 to 94 μg/m3.However, the C98 value of PM10 ranges between 76.4 μg/m3 to 93μg/m3. The results arewell within the prescribed norms of CPCB.Particulate Matter (PM2.5): The Value of PM2.5 ranges between 14 μg/m3 to 40μg/m3. However, the C98 value of PM2.5 ranges between 33.6 μg/m3 to 38.6 μg/m3.Theresults are well within the prescribed norms of CPCB.Sulphur Dioxide (SO2): The Value of SO2 ranges between <4.0 μg/m3 to 8.4 μg/m3.However, the C98 value of SO2 ranges between 6.45 μg/m3 to 8.32 μg/m3. The resultsare well within the prescribed norms of CPCB.Oxides of Nitrogen (NOX): The Value of NOX ranges between <10.0 μg/m3 to 17.6μg/m3. However, the C98 value of NOX ranges between 13.3 μg/m3 to 17.4 μg/m3. Theresults are well within the prescribed norms of CPCB.Carbon Monoxide (CO): The Value of CO is less than 0.11 mg/m3. Results are wellwithin the prescribed norms of CPCB.

5.0 TRAFFIC DENISTY

In order the assess the existing traffic load on evacuation corridor mainly on ghat road,traffic survey on 24 hourly basis for 4 days during the study period was conducted at 3locations. Details of traffic survey locations are given in Table 3. Traffic surveylocations are marked in Fig 5. The summarised results of traffic density data is givenin Table 4 and date-wise detailed traffic density data is given as Appendix:1.

Result & Discussion:

It has been observed from the above data that the existing average traffic density inGhat road is only 208 PCU/day. The traffic load appears less due to suspension of mineraltransport through this road. However, the traffic density near zero point on Daitari-Paradip expressway increases to 5049 PCU/day due to additional traffic load of heavyvehicles coming from Baliparbat area. Also, traffic density at a point near Daitari policestation on the Daitari-Paradip expressway comes down to 3170 PCU because some of theheavy vehicles coming from Baliparbat area transport mineral only upto the the railwaysiding and remaining heavy vehicles goes upto Kalinga nagar industrial area/ other partsof the state. Graphical representation of the traffic survey data are shown in the followingfigures.

5.2 POSSIBLITY OF INCREASING TRUCK TRAFFIC FROM DAITARI MINES

Ghat Road: As per IRC:64 ”Guidelines for Capacity of Roads in Rural Areas, therecommended design service volume for two lane roads on hilly terrain is 7000 PassengerCar Units (PCUs) per day and the reduction factor for shoulder width of 1.2 m is 0.92.Accordingly, the recommended design service volume comes down to 6440 PCUs/day.

The existing average traffic density on ghat road is only 208 PCU/day. Even consideringthe maximum existing traffic density of 233 PCU/day (on 10-05-2016), the road hasaddtional capacity of more than 6207 PCUs/day i.e. 2069 trucks/day can ply on the road.Therefore another 1034 trucks can be despatched daily.

For transporting 1 million tonnes per annum ore from daitari mines through ghat road,additional about 1248 PCU [416 truck trips (both ways i.e. loaded and unloaded)] per dayshall be made. Even after putting this additional load, ghat road shall remain withanother 4959 PCU/day capacity.

Even after putting this additional load, daitari-paradip expressway shallremain with another 6560 PCU/day capacity.

6.0 ENVIRONMENTAL IMPLICATIONS OF TRANSPORTATION ON AIR QUALITYALONGWITH ITS MITIGATION MEASURES

6.1 IMPACT ON AIR QUALITY DUE TO TRANSPORTATION OF ORE THROUGH GHATROAD

Prediction of Changes in Air Quality

The fugitive dust emissions due to transport of iron ore through Ghat road viatrucks have been estimated using the methodologies outlined in the AP-42(USEPA) and National Pollutant Inventory (NPI) Emission Estimation TechniqueManual (EET) for Mining Version 3.1 (Jan. 2012) (Australia).

Baseline ambient air quality data was collected during Summer 2016. During thisperiod the mining activities was going on e.g. mining of iron ore, loading,transportation by truck through haul roads, transportation by conveyor systemand subsequent transportation by railway siding. Air quality modeling withchange scenario i.e. transportation of 1 Mt/y iron ore via Ghat road by truck (25t) has been considered.

Dust estimate summary

For air quality modeling was carried out considering only transportation of orethrough roads as line source. A dust emission rate for source identified i.e. roadtransportation of ore through trucks is estimated to be 0.026g/s/m.

Modeling Methodology

Air quality impacts from the proposed changed scenario have been assessedusing the ISC3 computer dispersion model, developed by US EPA. Using themodel, maximum 24-hour ground-level PM10 concentrations at the nearestsensitive receiver to the site has been predicted.

ISC3 model is designed to predict ground-level concentrations or dry depositionof pollutants emitted from one or more sources, which may be stacks, areasources, volume sources, open pits or any combination of these. ISC3 isessentially a statistical Gaussian plume model that requires a time series of bothmeteorological and source emission data.

For the present study ore transportation route have been modeled using linearea option of ISC3.

Grid System

ISC3 can calculate concentrations both on a set grid (typically Cartesian) or atspecified locations. In the present study the model was configured to predict theground-level concentrations on discrete receptors (which were considered at AAQmonitoring station). This grid approach was chosen to restrict the duration ofmodel runs.

Meteorological Data

So that comparison of the proposed altered transportation scenario becomespossible, the meteorological data generated at Daitari during the study period ofAmbient Air Quality monitoring has been carried out based on meteorologicaldata collected during Summer 2016. During the study period, predominant winddirection was from West-South-western (WSW). During day time predominant winddirection was also found to be WSW followed by SW. Calm conditions prevailed for8.89% of the time. During night time wind direction was found to be WSW followed bySW. Calm condition prevailed for 16.34% of the time. Overall (24 hours) also thepredominant wind direction was SSW, followed by SW and W. Calm condition prevailedfor 12.66% of the time.

A time series air quality meteorological data file, containing hourly averaged values of (i)Wind speed and direction; (ii) Ambient air temperature (iii) Pasquill-Gifford stability class;and (iv) Atmospheric mixing height were required for the for the modeling studies. Thewind speed, direction and temperature data were obtained from meteorologicalmeasurements recorded at site by OMC. Atmospheric stability categories weredetermined using the net radiation index method, or Turner’s method as described inUSEPA (1998). This method estimates stability from solar altitude, wind speed and cloudobservations. Mixing heights were collected from the CPCB publication on “spatialvariations of mixing heights over India”. Stability, wind speeds, and mixing heights on theday when maximum GLC occurred is given below in Table 5.

MITIGATIUON MEASURES TO MINIMIZE IMPACT ON AIR QUALITY DUE TOTRANSPORTATION OF ORE THROUGH GHAT ROAD

The ghat road will be properly maintained and potholes shall be filled-inregularly to reduce generation of fugitive dusts and emissions from vehicles.

Transportation of mineral shall be made through trucks covered withTarpaulin also overloading shall be prevented in order to stop spillage.

Speed restrictions will be imposed on loaded trucks in order to ensure safetyand avoid spillage of ore on the transportation route.

Sufficient time lag between movement of two consecutive trucks shall beensured to allow settling of dust.

Vehicular emissions shall be kept under control and shall be regularlymonitored.

Rigorous maintenance of vehicles for transportation of mineral shall be done.Vehicles will be replaced when condition and/or performance deteriorates toan unacceptable level and where appropriate, idling of engines will beavoided.

All transportation will be undertaken along pre-designated routes.

Water spraying shall be done at transfer points.

No transportation of mineral outside the mine lease area shall be carried outafter the sunset.

7.0 RESULTS AND DISCUSSION

The following conclusion can be drawn from the study:

The local road transport infrastructure is capable of handling the increasedtraffic load due to transportation of (1 MTPA) mineral through ghat road.

The predicted PM10 level shows that the additional contribution due to thealtered transportation scenario shall be very less with no appreciablerepercussions. The values may further be minimized with propermanagement measures.

No populated area falls on the stretch of ghat road through which (1 MTPA)mineral transportation is envisaged.

The present report presents the Environmental related data in respect of Ambient Air Quality,

Meteorology, and Traffic Density Survey in around Daitari Iron Ore Mine in Keonjhar district of Odisha

during the month of ‘March, April, May 2016’.

1.2 Ambient Air Quality

The ambient air quality Monitoring was carried out for Particulate Matter (PM10), Particulate Matter

(PM2.5), Sulphur Dioxide (SO2), Oxides of Nitrogen (NOX) and Carbon Monoxide (CO). The PM10 & PM2.5

was monitored for 24 hourly, while SO2 and NOX were monitored on 4 hourly basis for 24 hours at each

sampling location and CO was monitored using the CO Monitor for 1 hr in a day in each monitoring station,

for a month. Details about Air Quality Monitoring locations are given below.
