● What is AGR?

● Adjusted Gross Revenue (AGR) is the usage and licensing fee that

telecom operators are charged by the Department of

Telecommunications (DoT).

● It is divided into spectrum usage charges and licensing fees, pegged

between 3-5 percent and 8 percent respectively.

●

● How is it calculated and what’s the contention?

● As per DoT, the charges are calculated based on all revenues earned by

a telco – including non-telecom related sources such as deposit

interests and asset sales. Telcos, on their part, insist that AGR should

comprise only the revenues generated from telecom services.

● AGR क्या है?

● समायोवजत सकल राजस्व (AGR) िूरसंचार विभाग (DoT) द्वारा िूरसंचार ऑपरेटरों द्वारा

वलए जाने िाले उपयोग और लाइसेंस शुल्क है।

● यह से्पक्ट्रम उपयोग शुल्कऔर लाइसेंवसंग शुल्क में विभावजत है, िमशः 3-5 प्रवतशत और 8

प्रवतशत के बीच आंकी गई है।

● इसकी गणना कैसे की जाती है और क्या वििाि है?

● DoT के अनुसार, शुल्कों की गणना एक टेल्को द्वारा अवजडत सभी राजस्व के आधार पर की

जाती है - वजसमें गैर-िूरसंचार संबंवधत स्रोत जैसे जमा ब्याज और पररसंपवि वबिी शावमल हैं।

टेल्कोस, अपनी ओर से, जोर िेकर कहते हैं वक एजीआर में केिल िूरसंचार सेिाओं से उत्पन्न

राजस्व शावमल होना चावहए।

● In 2005, the Cellular Operators Association of India (COAI) challenged the

government’s definition for AGR calculation.

● Later in 2015, the TDSAT said AGR included all receipts except capital receipts

and revenue from non-core sources such as rent, profit on the sale of fixed assets,

dividend, interest and miscellaneous income, etc.

● The regulator has also included forex adjustment under AGR apart from ruling that

licenses fee will not be charged twice on the same income. It, however, exempted bad

debt, foreign exchange fluctuations, and sale of scrap to be calculated for AGR.

● The government has also raised the issue of under-reporting of revenues to duck

charges. The Comptroller and Auditor General of India (CAG) called out telcos for

understating revenues to the tune of Rs 61,064.5 crore.

● Later, the Telecom Disputes Settlement Appellate Tribunal (TDSAT) upheld the

DoT’s definition of AGR (factors against which the license fee is payable) with certain

exemptions.

● The DoT, however, filed an appeal before the Supreme Court, citing that the TDSAT

had no jurisdiction on the validity of terms and conditions of licenses.

● 2005 में, सेलुलर ऑपरेटसड एसोवसएशन ऑफ़ इंविया (COAI) ने AGR गणना के वलए सरकार की

पररभार्ा को चुनौती िी।

छोड़कर सभी रसीिें शावमल िी ं जैसे वकराया, अचल संपवियों की वबिी पर लाभ, लाभांश, ब्याज और

विविध आय, आवि।

● वनयामक ने AGR के तहत फॉरेक्स समायोजन को भी सिारूढ़ के अलािा शावमल वकया है वक एक ही

आय पर िो बार लाइसेंस शुल्क नही ं वलया जाएगा। हालांवक, इसने िराब ऋण, वििेशी मुद्रा के उतार-

चढ़ाि और सै्क्रप की वबिी को एजीआर के वलए गणना की।

● सरकार ने बकाया शुल्क के वलए राजस्व की अंिर-ररपोवटिंग का मुद्दा भी उठाया है। भारत के वनयंत्क

और महालेिा परीक्षक (CAG) ने टेलीकॉन को राजस्व को समझने के वलए 61,064.5 करोड़ रुपये का

आह्वान वकया।

● बाि में, िूरसंचार वििाि वनपटान अपीलीय न्यायावधकरण (टीिीसैट) ने DoT की पररभार्ा को AGR

(कारकों वजसके विरुद्ध लाइसेंस शुल्क िेय है) को कुछ छूट के साि बरकरार रिा।

● हालांवक, DoT ने सुप्रीम कोटड के समक्ष अपील िायर की, वजसमें कहा गया वक TDSAT के पास लाइसेंस

की शतों और शतों की िैधता पर कोई अवधकार के्षत् नही ं है।

• The President’s Colour is the highest honour

that can be bestowed upon any military unit.

• INS Shivaji is commemorating 75 years of its

glorious service to the Indian Navy this month.

• The Platinum Jubilee year celebrations started

from 15th February last year.

• The establishment has trained more than two

lakh officers and sailors, both Indian and

International, since inception.

• All courses conducted at INS Shivaji are

recognized by the All India Council for

Technical Education (AICTE).

• The announcement was made by the Ministry

of External Affairs on the eve of the birth

anniversary of Mrs Swaraj.

• During her four decade long career, Sushma

Swaraj was elected to the Lok Sabha four

times and thrice to Rajya Sabha.

• She served as Minister for External Affairs,

Information and Broadcasting, Parliamentary

Affairs, Health and Family Welfare.

• She also served as Leader of Opposition in the

Lower House.

Centre’s approval.

• Mr Biren Singh said, the government

has also taken up steps to produce

sufficient quantities of fishes by

providing loans to 800 selected fish

farmers.

• मवणपुर के मुख्यमंत्ी एन बीरेन वसंह ने इम्फाल

में अवपडत मेय लीकाई में 'अंगनफो हुनबा' (अली

पैिी िॉप/Early Paddy Crop) कायडिम का

शुभारंभ वकया।

• राज्य सरकार ने भूजल को पंप करके वसंचाई

की सुविधा प्रिान करने के वलए 260 करोड़
