Elk jaar opnieuw varen de leerlingen van het Maritiem Instituut Mercator (www.maritiemonderwijs.be) gedurende enkele stageweken mee met VLOOTschepen.

Het Maritiem Instituut Mercator is op zoek naar personen, bij voorkeur met een STCW-brevet of een maritieme achtergrond, die bereid zijn om een groepje van 7 à 10 leerlingen (dek) aan boord van onze

VLOOTschepen te begeleiden.

Het gaat over een drietal vaarten die volgend schooljaar worden ingepland en waarbij er telkens voor een week, van vrijdag tot vrijdag, gevaren wordt. Overnachtingen zijn aan boord en reizen vertrekken

en eindigen in de haven van Oostende.

Mocht u iemand kennen of zelf geinteresseerd zijn om een week (of de drie weken) mee te varen met ons en de leerlingen, dan kan u zich voor meer informatie (ook met betrekking tot de vergoeding voor

Diesel fuel spills from N Korea’s vessel in Vladivostok

The diesel fuel spilled from North Korea’s Nam San 5 vessel at the port of Vladivostok early on Wednesday, Russia’s state maritime rescue service said according to Itar-Tass. The spill occurred at 5:50 local time (22:50 Moscow time on Tuesday). At present, it is being specified how much fuel leaked into the sea. Rescue teams began to eliminate contamination. According to preliminary information, the crew was to blame for the spill.

KNRM krijgt beschikbaarheidsysteem voor bemanning

Op maandag 8 juni 2009 heeft de Koninklijke Nederlandse Redding Maatschappij (KNRM) een contract gesloten met het bedrijf ASK Community Systems. Inzet was de ingebruikname van het beschikbaarheidsysteem ASK voor alle reddingstations van de KNRM, later dit jaar. Met het systeem hebben de schippers van de 70 KNRM-reddingboten te allen tijde inzicht in de bezetting van hun reddingstation. Bij dreigende onderbezetting slaat het systeem automatisch alarm. De KNRM is de eerste hulpverleningsorganisatie die een dergelijk systeem

organisatiebreed inzet. De KNRM kan voor haar levensreddende werk terugvallen op ongeveer 1.100 professionele vrijwilligers, die 24 uur per dag paraat zijn voor hulpverlening op het water. Anders dan bijvoorbeeld de vrijwillige brandweer kent de KNRM geen

grote bemanningsproblemen. Wel werken steeds meer reddingbootbemanningen met een dubbele bezetting: één voor overdag en één voor ’s avonds en ’s nachts. Dit in verband met buiten de stad werkende of wonende bemanningsleden. Om op elk moment van de dag inzicht te hebben in wie bij een alarm wel of niet beschikbaar is, heeft de KNRM het beschikbaarheidsysteem ASK laten ontwikkelen. De software is uitgebreid getest op vijf pilot-stations en de reacties waren dermate positief dat de KNRM het systeem landelijk gaat inzetten. Interactief Het ASK systeem werkt interactief. Enerzijds geven de vrijwilligers (via internet of telefoon) zelf aan of zij wel of niet beschikbaar zijn, gepland of ongepland. Anderzijds bewaakt het systeem of er op elk moment van de dag voldoende bemanning beschikbaar is. Bij een dreigend tekort seint het systeem de schipper en/of een andere aangewezen functionaris in over de ontstane situatie. Tegelijkertijd zoekt het systeem automatisch contact met de ‘afwezigen’ om na te gaan of hun afwezigheidsmelding van dat moment noodzakelijk is. Borgen Bij een alarm krijgt de schipper van de desbetreffende reddingboot op hetzelfde moment een SMS, met daarin informatie over de op dat moment beschikbare opstappers. Dit scheelt veel organisatiewerk voor de schippers. “Onze vrijwilligers zijn bij de KNRM gegaan om te varen en hulp te bieden. Niet om een administratief bedrijf te runnen. Daarom nemen wij die werklast bij hun weg”, zegt Roemer Boogaard, directeur van de KNRM. “Maar het belangrijkste blijft natuurlijk dat wij de bezetting van onze reddingvloot op deze manier borgen”. Een aantal brandweerkorpsen in Nederland werkt met een vergelijkbaar systeem. De KNRM is de eerste hulpverlener die een dergelijk systeem organisatiebreed inzet.

A veteran nuclear protest vessel has sailed back into Auckland harbour from Australia - making New Zealand her home once more after more than 10 years. The New Zealand Maritime Museum made a berth available for Vega's arrival on Wednesday inside the Maritime Museum marina in Auckland. Discussions are under way to find a permanent berth to make her accessible to the public. The Vega Pacific Trust aims to use the vessel for environmental, nautical and peace education. Trust member and nuclear activist Henk Haazen said it was great to see the 11.6 metre boat back in New Zealand. "She is a New Zealand boat, and she's got a lot of national maritime history besides her nuclear free history as well. "It's great she's come back here. She's going to do some good work in New Zealand by enabling young people to take part in the preservation of the marine environment and to pass on an important part of New Zealand's history. "I think it's important that the public knows more about Vega, and that's why the Maritime Museum is hosting her. She's recognised as being important to keep around our shores," Haazen said. The Vega has a long history in the peace and environmental movement in the Pacific and around the world. It was built in Whangarei in 1949 from one kauri log by New Zealand boat builder Alan Orams, and is well-known in the boat building community. Vega was involved with the Peace Squadron protests against nuclear vessels in New Zealand ports in the 1980s. But it was probably best known for the nuclear free Pacific protest voyages, along with a flotilla of New Zealand boats, to Moruroa Atoll, in French Polynesia where the French Government conducted its nuclear testing program until 1996. Vega was purchased by David McTaggart, former chairman of Greenpeace International in 1969 and worked on many Greenpeace campaigns around the world, except for a short period when it was in private ownership. In 2001, Vega was bequeathed to Chris Robinson, Vega's skipper for most of her journeys. Robinson died in August last year and a small group of his friends and crew bought Vega and set up the Vega Pacific Trust to raise some funds to maintain her as a sea-going vessel to be used for educational purposes in New Zealand. Yemen's navy has rescued a cargo ship sailing under the flag of Sierra Leone when it sent a distress call off the Aden port. The ship was 15 nautical miles when four pirate boats intercepted it trying to take over it. Hearing the distress signal, Yemeni marine troops rushed to offer help and then the pirates escaped. 13 crew members were onboard the ship which was carrying a diversity of goods. Three days ago, Somali pirates failed to hijack a Yemeni oil tanker off the Makha port in Taiz when the tanker sent a distress signal. In recent years, piracy has soared off Somalia threatening one of the world's busiest waterways where about 20.000 vessels pass a year. More than 130 ships have been hijacked by Somali pirates in the recent few years. Responding to the soaring phenomenon, many countries, particularly those whose ships pass through the waterway, have sent anti-piracy ships to hunt pirates. Source : saba

Spanish ship with swine flu patients barred from Caribbean ports

A Spanish cruise ship with at least three swine flu patients on board has been barred from mooring on Grenada and Barbados, the tour company Pullmantur said Wednesday. MS Ocean Dream was taking 759 passengers on a tour of the Caribbean. Swine flu was diagnosed in three of the 400 crew members. Eleven others have also been isolated after showing possible symptoms of the disease. None of the passengers were reported infected. Pullmantur was arranging for the passengers to be taken to their home countries.Source : Monsters and Critics

Titan Salvage opens Singapore facility Crowley Maritime Corp. subsidiary Titan Salvage has opened a new facility in Singapore, consolidating its Southeast Asia facilities for marine emergency response and wreck removal. Titan personnel began moving into the new complex to the west of Singapore last month. The site offers warehouse, office and storage area, provides facilities for the storage, repair and maintenance of the company's stock of specialized salvage equipment, and allows for more rapid emergency response in the region. Titan has increased its personnel significantly through the redeployment of existing workers and the employment of Singapore nationals.

Filipinos plan Asian voyage aboard ancient boat

The first Filipinos to conquer Mount Everest hope to sail around Southeast Asia and then to Africa in a replica of an ancient boat – a feat they hope will inspire unity in the politically fractious Philippines, organizers said Wednesday. The balangay, a wooden-hulled boat used in this archipelago about 1,700 years ago, will set sail from Manila Bay on June 27, said project leader Art Valdez. Several Badjao tribal craftsmen were flown to Manila from the southernmost province of Tawi Tawi to painstakingly construct the 16-yard (15-meter) boat according to ancient traditions using primitive tools and not a single nail, Valdez said. The adventurers plan to stop at some 75 ports in the Philippines then head off around Southeast Asia before considering whether to attempt the voyage across the Indian Ocean to Madagascar off the southeast coast of Africa, he said. The Madagascar leg of the voyage will depend on the state of the vessel and its crew, Valdez said. The entire expedition is expected to last past the end of 2010. A balangay is a fair-weather, round-bottomed sailboat with a prominent bow. In ancient times, balangays could accommodate as many as 50 people and often entire families lived on board. Sailors sat on benches attached to the ribs of the hull, and were protected from the sun and rain by a canopy stretched over the central part of the hull. Five Coast Guard personnel who won the country's praise in 2006 and 2007 as the first Filipinos to scale Mount Everest will lead the voyage accompanied by about a dozen crew of expert mariners and navy guards. Seafaring Badjao tribesmen will navigate guided by the stars and other natural indicators. A Philippine Coast Guard patrol ship will tail the boat in case something unforeseen occurs, Valdez said. The crew will sometimes live on the boat and sometimes lodge on land, he said. Janet Belarmino-Sardena, a member of the crew and the Philippine coast guard, said they hoped the voyage would unite Filipinos and instill courage in them to overcome poverty. The Philippines, formerly among Southeast Asia's most stable economies, has degenerated into one of the region's economic laggards, often distracted by political conflicts, coup attempts and rampant corruption. Communist and Muslim separatist rebellions have raged there for 40 years. "We were once very superior," Sardena told The Associated Press. "We have to get that pride and confidence back." She said the voyage should project a message that "Filipinos can do anything." "When you watch the news, you see so many problems," said crewmember Erwin Emata, who scaled Everest in 2006. "Instead of joining the rallies, we look for ways to make children realize that we have a glorious past," said the father of three. Rey Santiago, an archaeologist at the Philippine National Museum, said nine original balangay boats were discovered in the 1970s in southern Butuan city, three of which are on display in museums. One has been estimated to be at least 1,689 years old based on carbon dating tests, he said. Balangays traditionally had wooden hulls reinforced with rib-like wooden frames and palm cords. They were used as dwellings, cargo boats and war ships. Although they are no longer in use, Badjao tribesmen in Tawi Tawi and other tribes still practice the ancient building methods. Philippine villages are called barangays in the Tagalog dialect, perhaps because boat-dwelling people were among the country's earliest communities, Santiago said. "It's a time capsule," he said. 65 ships arrive at Gadani for breaking At least 65 abandoned ships have arrived at the Gadani ship-breaking yard from various countries for scrapping while more are expected to reach shortly. According to a senior official of the Customs Department, the ship-breaking industry will flourish once again in the country with the arrival of 65 abandoned ships and more which are expected to reach after a gap of two decades. It will not only provide job opportunities to thousands of workers, but will also provide a boost to the steel industry as these 65 ships will produce around 500,000 tons of scrap for the steel industry in the country, he said. Around Rs1000 million have, so far, been generated from customs duty and income tax through the import of abandoned ships, he said. The ship-breaking industry was at its climax in the 70s when up to 150 ships had been brought to the Gadani ship-breaking yard, he noted. However, the industry lost its charm in the 90s when the rates of abandoned ships increased and duty was imposed on ship breaking. This led to an increase in the smuggling of scrap from Iran and Afghanistan to Pakistan. The smuggling will now come to a halt after the revival of the local ship-breaking industry, he hoped. missing in Vietnam An oil tanker exploded and sank early Wednesday at a port in southern Vietnam, leaving three crew members missing, state media reported. Vietnam News Agency said that just after 2 am (1900 GMT), a series of explosions occurred on

board the 1,800-ton tanker Nhat Thuan while it anchored some 6 kilometres off the harbour of Vung Tau. The ship had been scheduled to dock at 10 am. Crew members said the tanker sank 30 minutes after it was hit by three large explosions. The ship's captain told the website VnExpress.com that the tanker, with a crew of 15, was carrying 1.8 million litres of crude oil and 10,000 litres of diesel. The captain said the three missing crew members were caught by an explosion as they attempted to hoist the ship's anchors and were thrown into the water. The other 12 crew members had already put on life jackets and abandoned ship. Provincial authorities have reportedly sent forces to prevent the oil slick from spreading. Source : earthtimes.org

NAVY NEWS Brazil Shows The Chinese How To Do It

Brazil has agreed to a deal where Chinese sailors will learn aircraft carrier operating skills on the Brazilian Navy's carrier, the "Sao Paulo." Nine years ago Brazil bought the 32,000 ton French aircraft carrier Foch (which was still in service) for $12 million, updated it and renamed it. The navy has not been able to get much cash out of the government to further refurbish the 46 year old Sao Paulo, and apparently the Chinese deal will change that. The "Sao Paolo" was headed for decommissioning, and has been used mainly to train carrier pilots for the last few years. The "Sao Paolo" entered service in 2000, and the Brazilians retired the " Minas Gerais", a World War II era (British) Colossus Class carrier a year later (after 40 years of service). So the Brazilians have a long tradition of carrier operations, and sufficient experienced carrier sailors to teach the Chinese some useful things. Brazil has

long been the only South American nation to operate a carrier. The Sao Polo has a crew of 1,900 and was designed to carry 35 warplanes (smaller, older models like the A-4) and four helicopters. This load can vary depending on aircraft type. Source : strategypage

Plymouth-based submarine crew face drug probe

THREE submariners on-board HMS Torbay are being investigated for suspected drugs offences, it has emerged. The Royal Navy service personnel based in Devonport are continuing to work on-board the vessel while an investigation is conducted, a spokesperson for the Royal Navy said. A spokesperson for the Royal Navy said: "We are aware of three submariners being investigated for drugs related offences but it is not appropriate to comment further at this time due to on-going investigation. "The Royal Navy does have a robust anti-drugs policy and will not tolerate misuse of drugs by personnel in any form or at anytime." HMS Torbay is the Royal Navy's fourth Trafalgar Class Fleet Submarine and is one of the most technologically advanced. Source : thisisplymouth

Kockums launches the first submarine in the Northern Light project

The first submarine for Singapore in a new class was named Archer. (Photo:Peter Nilsson/ Kockums AB) Mrs Teo Chee Hean, wife of Deputy Prime Minister and Minister for Defence, named the first submarine in the Northern Light project, the second submarine project conducted between the Republic of Singapore and Sweden. The Minister, Mr Teo Chee Hean, was guest of Honour. The launching celebration took place at Kockums in Karlskrona 16th of June 2009. 300 guests from Singapore and Sweden were there to celebrate this. The Swedish government was represented by State secretary for Defence, Mr. Håkan Jevrell. At the ceremony was also State secretary Gunnar Wieslander from ministry for foreign affairs and former head of the Submarine Flotilla in Sweden. From the Swedish Headquarter came general Göran Mårtensson and head of the Swedish Navy, Rear Admiral Anders Grenstad and his wife Anja. From FMV came General Director Gunnar Holmgren. Other guests were county governor of Blekinge, Gunvor Engström, and Major of Karlskrona Mr. K-G Svenson. The chairman of the Swedish Defence committee in the Parliament, Mr. Anders Karlsson, was also present.

China acknowledges incident between sub, US ship

China's Foreign Ministry acknowledged for the first time Tuesday a collision last week between a Chinese submarine and a sonar being towed by a U.S. Navy destroyer. The incident occurred Thursday, spokesman Qin Gang said, while giving no details. The U.S. Navy has had little comment on the incident, other than to say that the USS John S. McCain's towed sonar had been damaged. There have been no reports of injuries or damage to either vessel. While analysts said the collision appeared to be an accident, they have warned of a growing pattern of incidents and confrontations arising from China's growing naval power and willingness to assert territorial claims in waters off its coast. "What we're seeing are the initial stages of a growing military competition between the United States and China with naval forces rubbing up against each other in a dangerous and largely unregulated posturing for alliances and natural resources in the region," said Hans M. Kristensen, a researcher with the Federation of American Scientists in Washington, D.C. The incident reportedly occurred in international waters northwest of the former U.S. naval base at Subic Bay in the Philippines. Ukraine to build ten corvettes by 2025 The Ukrainian Defence Ministry has named Thales, DCNS and Breda as some of the companies to be involved in the supply of arms and equipment for ten corvettes to be commissioned with the National Navy by 2025. “We hope that their participation in building the corvette, in particular, by delivering some kinds of arms which are not made in Ukraine, will contribute to the success of the project,” said the Chief of the Department for the Development and Procurement of Arms of the Ukrainian Ministry of Defence, Vladimir Grek. Mr Grek also said that while the Ministry of Defence had considered building the ships in France, Holland, Italy and Germany, it was finally decided that the vessels would be built in the Ukraine. STX rebuffs dumping criticism STX Offshore & Shipbuilding's recent order-intake for the construction of eight 50,400-dwt tankers (options for four units included), worth $340m ($42.5m per ship), has caused price controversy. Jo In-gab, Lee Jong-hwan, researchers with Shinhan Securities, said, "STX O&S has won the orders at the newbuilding price in line with current Clarkson Newbuilding Price Index which was not being accepted by South Korean large shipbuilders." "Shipowners' request for price cut would grow in the second half as order drought goes on." The newbuilding price STX O&S accepted is some 20% lower than $53.5m quoted last August. Industry players are attacking the move as a dumping order receipt. They worry that the lowered price could lead to similar price cut in other ship types as well. Against this, an STX official said, "We have succeeded in breaking order drought which started from last October. Steel plate prices have plummeted more than 30% and STX's global shipbuilding system has helped raise production efficiency. It was not low-price order receipts." OPK shipyards successfully completed sea trials of icebreaker “St. Petersburg”

Baltiysky Zavod, a part of United Industrial Corporation (OPK), successfully completed the state sea trials of diesel-electrical icebreaker "St. Petersburg", constructed by request of Russian Maritime Port (Rosmorport). During testing the vessel gave excellent results of functioning of all board systems. Members of state committee have appreciated strong compliance of all mechanisms of the vessel with domestic and international standards. The second diesel-electrical icebreaker of multifunctional icebreakers was being tested in the Gulf of Finland for 9 days. Principal concern was paid to the checking of the head energetic installation, propulsion complex, navigation and communication systems. Altogether sea trials of "St. Petersburg" lasted for 4 days. White nights were favorable to it therefore the working at the icebreaker was running round the clock. According to this checking the equipment, including sonar and remote controlled underwater device, functioned properly. About 150 persons were on board the ship, these are specialists of Baltiysky Zavod, crew, representatives of company's partners and also members of state committee, including representatives of Russian Maritime Shipping, Rospotrebnadzor and Rosmorport (customer). After testing specialists of Baltiysky Zavod started taking the inspection. The vessel is planned to supply to the customer in July 2009.

"St. Petersburg" is the second diesel-electric line icebreaker, built by request of Rosmorport. It constitutes two-decked vessels with two propulsors of total capacity 16 MW. Due to this peculiarity it has high mobility and passability. On the 28th of May 2008 it was launched. In addition to it, the icebreaker was equipped

with such a particular outfit to fulfill the search of sunken ships at the depth of 300 m and the conducting of pioneering. The shape of the vessel's hull has been especially designed with application of the latest solutions for decreasing the power input in ice-breaking operations and improving sea-worthiness. The icebreaker is designed for escorting targe tankers (50 m beam); towing operations for vessels in icy and open waters. Havyard secures AHTS order The Havyard Group, Norway, has signed a contract with Smart Shipinvest to build a Havyard 848 SMART AHTS with an option for one additional vessel. The first vessel will be delivered in the fourth quarter of 2011 while the option vessel would have a delivery date in the second quarter of 2012. The vessel will be equipped with the anchor handling concept ODIM Smart AHTSTM. The Havyard 848 SMART concept represents considerable cost savings, increased safety and savings to the environment for owner, rig operator and oil company. The vessel measures 110m in overall length on a 26m beam and will be able to achieve a bollard pull of 350 tonnes. Increasing shipments of coal products in June have resulted in a queue at Australia's Port Kembla. More than half a dozen ships were spotted along the coast at any one time since last week, according to a local report. "June forecast shipments are up 60% on an average month, which has resulted in a small ship queue off the port of Port Kembla," Port Kembla Coal Terminal general manager Peter Green told the Illawarra Mercury on Tuesday. "High levels of throughput and ship arrival patterns have resulted in six coal ships currently waiting off the port to be loaded; however, loading at the coal berth continues efficiently." The number of ships heading to the port is "positive" considering the state of the economy, an official at Maritime Union of Australia was quoted saying. "There's ample space - three spaces at the moment for conventional shipping - but most of it (waiting) is bulk ships for the coal loader," said the union's southern branch secretary Garry Keane. An estimated 12.8 million tonnes of coal are expected to be shipped out of the terminal this year, up from last year but below the 14.6 million tonnes initially forecast, according to the report. Höegh LNG's Port Meridian Floating LNG terminal ready for construction

Höegh LNG has been granted final approvals to go ahead with its Port Meridian Deepwater Port project in UK. On June 15th the Department of Energy & Climate Change (Offshore Environment and Decommissioning, OED) confirmed that a favourable Environmental Impact Assessment approval decision is given for the offshore part of the project. Barrow Borrow Council's planning meeting consented to the development of the pipeline route, onshore facilities and access on the May 19th, which means that all main permits have been granted, "This successfully completes more than 3 years of development work on the project, and confirms Höegh LNG's strategy to design and develop a new competitive LNG market access into the UK natural gas market", says Sveinung J. Stohle, CEO of Höegh LNG. "This is one of several projects of similar kind we have in our portfolio, and we are very pleased with the support the UK regulatory authorities have afforded us in this development. We are now focusing on the commercial part of the project, and are currently discussing with several major companies for the capacity at the terminal. Port Meridian will offer our customers new LNG import capacity and thus the possibility for marketers to diversify their sources and increase the security of supply to their consumers in UK, while LNG owners are offered an alternative and flexible solution for access to the attractive UK natural gas market." Port Meridian base design is for a Floating Re-gasification Units (FSRU), but the with added flexibility of two unloading buoys, a large diameter subsea pipeline and onshore facilities connecting the system to the UK National Transmissions system (NTS). The annual import capacity of the project could be up to 8 billion cubic metres, which would represent between five and ten per cent of the UK annual consumption of natural gas. The onshore installations include the pipeline landfall on Walney Island, the crossing of Walney Island and Piel Channel to connect to the above ground installations (AGI) close to Barrow-in-Furness on the mainland. The primary purpose of the AGI is to ensure that the imported gas is of suitable delivery condition for the (NTS). The project will adhere to several conditions relating to noise, construction management and environmental impact mitigation. As part of this process the Barrow Council carried out an Appropriate Assessment which confirms that Port Meridian will not have any long term detrimental impact upon the sensitive and nationally important environment that it will operate in. Natural gas will be fed continuously to the Port Meridian pipeline from the permanently moored FSRU supplied by standard LNG shuttle tankers through ship-to-ship transfer of LNG. Alternatively, connecting Shuttle and Regasification Vessels (SRVs) to the two buoy sites can ensure continuous, intermittent or seasonal send-out of natural gas to the pipeline. According to current plan, first gas can be delivered to the National Grid 4th Quarter 2013. Port Meridian will offer customers new LNG import capacity and thus the possibility for them to diversify their sources and increase the security of supply to their consumers in UK.

Hanjin Receives New Cape-Size Vessel Hanjin Shipping took delivery June 16 of a new Cape-size vessel from Hyundai Heavy Industries. The vessel, the Hanjin Sines, has a double-hull fuel tank and a more efficient engine than earlier models. At 180,000 deadweight tons, a width of 45 meters and a length of 284 meters, the ship has a capacity of 199,500 cubic meters. It can cruise at a speed of 15.3 knots. Hanjin expects to haul primarily iron ore and coal on the ship. Hanjin Shipping operates 92 bulk vessels, including 20 Cape-size ships. The company owns 33 vessels and charters another 59. "I appreciate all the hard work put into constructing this fine ship. 355-ton ferries on Craigslist Vancouver Two used 355-ton ferry boats are for sale on the Craigslist Internet sales site by a western Canadian company whose services are being replaced by a bridge. The two TransLink ships have traversing the Fraser River west of Vancouver, British Columbia, between Maple Ridge and Fort Langley every day since 1985, but a new six-lane bridge opened Tuesday making for a quicker trip, the Globe and Mail reported. The Craigslist Vancouver site lists the ships as 155-feet long car and passenger ferries whose hulls and cabins are in very good condition. The asking price is $1.1 million each, the report said. Gary Harlow, broker at Harlow Marine International Inc., said he is also advertising the ships in more traditional ways, but thought the online posting would garner more attention. "It gets conversation going and brings more people to the table," he said. New Maersk rig without work The tide is turning on the offshore market. Two new and very expensive rigs delivered from the Keppel shipyard in Singapore to Maersk Drilling this year and next are in risk of ending up lacking work orders. The market for oil exploration has almost come to a standstill. "There is still no contract on the jack-up rig arriving in August. We have offered it to several places and are negotiation with different parties. But it is correct that the activity in the market for jack-up rigs is still pretty low. The world economy has left its traces and the oil companies have become more careful in making new investments. It is of course also caused by the low price on oil. The fact that oil prices have begun to increase again has yet to affect the market", says CEO of Maersk Drilling Claus Hemmingsen to the news agency Direkt. Maersk Drilling has almost all its drilling rigs occupied, but the rig market continues to be weak, which results in lower rates and difficulties in making new contracts, for jack-up rigs in particular. In November/December, Maersk Drilling will receive another one of the large, very modern semisubmersibles that can operate on great sea depths. It has already been secured occupation with Australian Woodside Energy until the 15th of December 2012. But a similar rig is delivered in the third quarter of 2010 and Maersk Drilling has no contract for it so far. However, Claus Hemmingsen is optimistic.

"The market for deep-sea drilling is still stable. We have not seen the same drop in activity and rates, as is the case in the jack-up segment - also because the deep-sea projects are very long-term. In addition, the supply and demand balance is better for these rigs than the jack-up rigs", says Hemmingsen to the news agency.

National Oilwell Varco awarded new contract Of the 12 drilling contracts awarded by Petrobras in May 2008, the first one to be fully financed is the Etesco VIII drillship. The drilling and subsea equipment will be supplied by National Oilwell Varco. With capacity to drill in water depths up to 10,000' and at a cost of US $820MM, the unit will be built by Samsung shipyard in South Korea. The drilling and subsea equipment will be supplied by National Oilwell Varco. The drillship will be used in Petrobras pre-salt drilling program, off the coast of Brazil, beginning at the unit's delivery in early 2012, Rigzone reports. In today's challenging financial market, the success of completing the financing for this project was determined by the reliability of the contract signed with Petrobras, the strength of the equity investors and the quality of the lending institutions. The partners are the local Brazilian sponsor and future operator of the unit, Etesco Construcoes E Comercio Ltda, one of Japan's largest conglomerates, Mitsui & Co, Ltd., Japan's leading shipping companies, NYK (Nippon Yusen Kabushiki Kaisha) and K-Line (Kawasaki Kisen Kaisha, Ltd.), Japan's only drilling company, JDC (Japan Drilling Co., Ltd.) and Mike Mullen Energy Equipment Resources from Dallas, Texas. The lending group is made of ING Bank N.V., Mizuho Corporate Bank, Ltd, Sumitomo Mitsui Banking Cooperation, The Bank of Tokyo-Mitsubishi Ufj., as well as Societe Generale and Standard Chartered Bank. Also an important portion of the financing package was the participation of Norwegian ECA- GIEK (Garanti-instituttet for eksportkreditt), to be funded by Eksportfinans ASA. This successful transaction may indicate that the worst of the financial crisis that essentially halted even high-return projects may now be behind us. This is very essential for Petrobras' objectives for the pre-salt frontier and allows them to have a chance to materialize. Petrobras has announced that its Board of Directors has approved the Business Plan for 2009-2013 period. The plan, which includes investments in the pre-salt area in Santos Basin, envisages total investments of US $174.4 billion in 2013.

Grote reddingsoefening voor leerlingen Visserijschool Katwijk

Voor de Katwijkse kust werd op woensdag 17 juni een oefening gehouden voor leerlingen van de Katwijkse Visserijschool. Dit alles in samenwerking met de Koninklijke Nederlandse Redding Maatschappij, Katwijkse Reddings Brigade en de Search and Rescue helikopter van Bristow. Foto : Arie van Dijk (c) De leerlingen van de visserijschool van het Scheepvaart- en Transportcollege hebben op uitstekende wijze een basic safety traning gevolgd (overleven op zee). Deze training is een onderdeel van het lesprogramma. Op zee werden de studenten vanaf de reddingboot De Redder door de SAR helikopter omhoog getakeld.

Ook werden er in teamverband diverse noodprocedures getraind en werd er geoefend op het protocollair binnenhalen van drenkelingen op De Redder. Ook een tweetal patrouilleboten van de Katwijkse Reddings Brigade verleenden hun bijdrage aan deze oefening. De SAR helikopter is sinds februari 2004 in dienst van de olieproducenten en staat gestationeerd op vliegbasis De Kooy in Den Helder. De helikopter wordt primair ingezet ten behoeve van de offshore. Het Kustwachtcentrum in Den Helder zal ook voor overige SAR-incidenten een beroep doen op deze helikopter die een capaciteit heeft voor maarliefst 22 personen. Op woensdagmiddag 24 juni zal er voor de kust van Katwijk een zelfde oefening gehouden worden.

Jaya posts nine percent increase for quarterly results

Singapore-listed Jaya Holdings reported a nine percent increase in its third quarter results to US$13.37 million after experiencing higher average daily charter rates compared with the same time last year. According to Jaya, its fleet composition and higher charter rates, fixed under earlier strong market conditions, were the reasons for its solid third quarter which ended on March 31, 2009. Net attributable profit, however, saw a decrease from US$26.9 million in 2008 to US$15.3 million. Jaya said that this was due to lower proceeds from vessel disposals and the lower currency rate of exchange. “Market conditions have been challenging and we are pleased to still report credible results for the quarter,” said Jaya’s CEO Chan Mun Lye. “We are actively taking measures to improve operational efficiencies, keep a tight reign on costs and moderate our new vessel building programme.”

Largest bunker tanker launched in Singapore Кшвштп on the success of achieving the highest ever bunker sales last month, the bunker industry in Singapore is set to attain even greater heights with the launch of the world's largest purpose-built bunker tanker by Hong Lam Marine yesterday. The 22,000 deadweight tonne tanker Spectrum, which was launched at Marina at Keppel Bay yesterday and immediately put into service, is a collaboration between Hong Lam and Toyota Tsusho Corp (TTC). The tanker, estimated to cost US$30 million, is believed to be on an eight- year charter with TTC. Spectrum will enable TTC to better manage its product supply chain and bring it into the big league, hopefully among the top three bunker suppliers. 'In 2006, TTC started looking for a quality and reliable partner to fulfil its pursuit of managing the total supply chain . . . Hong Lam always prides itself on being in the forefront of providing newer and more sophisticated bunker tankers in Singapore and the delivery of the 22,000 DWT largest purpose-built bunker tanker is Hong Lam's commitment to Singapore's bunker industry,' said chief executive Lim Teck Cheng. The partnership with TTC will extend to a sister vessel of the same size, which will be delivered in Q3. The two bunker tankers will also be mother ships for satellite smaller tankers so as to ease berth congestion in the refineries and

terminals here. The vessels will be capable of supplying ships with large parcels of marine fuel, thus ensuring efficient turnaround times. On the back of the booming bunker industry, the Maritime Port Authority (MPA) also announced a new financial assistance scheme for bunker surveying companies. The scheme will grant bunker surveying companies a one-time 30 per cent financial relief on the assessment fee when they receive their accreditation credentials with the Singapore Accreditation Council (SAC) under the Accreditation Scheme for Inspection Bodies. Under an initiative announced last year, from Jan 1, 2010, all bunker surveyors will need to be employed by companies that are accredited under the scheme. The financial assistance scheme is expected to benefit more than 70 per cent of bunker surveying companies in Singapore. Bunker surveying companies play an important role in the bunker supply chain, and a formal and structured accreditation process enhances the accountability and professionalism of bunker surveying companies and also raises the standard of surveying practices in tandem with the increasing demands of the bunkering business. 'The accreditation scheme for bunker surveying companies is an important initiative that we should press on with despite the economic situation,' said MPA chief executive Lam Yi Young. 'MPA's new financial assistance scheme will defray part of the accreditation cost and help them keep to the timeline for accreditation,' he added. There are currently about 70 bunker surveying companies in Singapore employing a total of some 230 licensed bunker surveyors providing their services in the Port of Singapore. Schat-Harding New Freefall Lifeboat Lifeboat and davit manufacturer, Schat-Harding, has completed the first freefall drop with its new design of lifeboat for the offshore sector, the FF1200. Schat-Harding CEO Ove Roessland said, “We were acutely aware that, in order to satisfy regulations applying to the Norwegian offshore sector, it was necessary to design a completely new lifeboat. Now, after several years of research and development, and the successful completion of high-scale module testing, we have produced what we regard as the safest lifeboat ever developed by Schat-Harding. The first freefall drop of the FF1200 represents the culmination of a great deal of hard work, and it is something of which everybody at Schat-Harding is very proud.

The FF1200 will improve safety levels for all offshore workers.” The 70-person, 33 m-drop FF1200, with its streamlined design, is larger and stronger than other freefall lifeboats on the market, and its engine power is three times greater than anything seen in the Norwegian offshore sector over the last ten years. Roessland explained, “We have given the FF1200 project high priority within the company. It was vital for the offshore industry and its workforce that we built a lifeboat which generated confidence in freefall evacuation, and that is what we have done.” Schat-Harding has already received ten orders for the FF1200 from BP and Talisman Energy. The first craft will be delivered to Talisman`s YME development project in third-quarter 2009.
