SOS SaveOurSeafarers welcomes piracy conclusions of Somalia Conference but

disappointed that seafarers not mentioned.

SOS SaveOurSeafarers ** welcomes the London Conference on Somalia which was attended by 55 delegations from Somalia and the international community, and willingly supports its focus on unifying the international community in its coordinated support to Somalia, in the hope that a new era of Somali politics, supported by the international community, will bring peace to Somalia. SOS thanks the UK Prime Minister for urging delegates to “keep up the pressure on pirates”. SOS specifically welcomes the

Conference’s acknowledgement of shipping industry and naval efforts to combat piracy and its commitment to international military efforts with robust rules of engagement. The naval forces and the shipping industry succeeded in halving the number of successful hijackings (to 25 in 2011 from 47 in 2010) despite an increase in hijack attempts (to 151 in 2011 from 127 in 2010). But both need resources, commitment and perseverance to defeat and eradicate Somali piracy as opposed to simply deterring and repressing it. However SOS is disappointed that the Conference’s phrase ‘hostages in Somalia’ does not acknowledge the world’s seafarers and the hardship seafarers have to go through in order to keep world trade moving through this area, and how much they suffer, both physically and

psychologically, while being held prisoners for ransom on their ships or in Somalia – and not only the seafarers but their families too. One former pirate hostage, Capt Miro Alibasic, held for 3.5 months last year on the crude oil tanker Zirku, describes his captivity and that of his crew as ‘hell on earth’. SOS notes statements made during the Conference by US Secretary of State Hilary Clinton and UK Prime Minister David Cameron about “creating an international task force to discourage the payment of ransoms to pirates and other groups to eliminate the profit motive”, and is deeply concerned if they mean in any way to hinder the payment of ransoms for ships and seafarers, which is currently the only way ship owners can ensure the ultimate safety of hijacked seafarers. The conclusions from the London Conference on Somalia which specifically relate to Somali piracy may be summarised as follows: ·

• Determination to eradicate piracy using a comprehensive approach on land and at sea.· • Concern that hostages in Somalia are being held longer and with more use of violence.· • Acknowledgement of the success of international military efforts.· • Commitment to these international military efforts with robust rules of engagement and sufficient force

generation.· Supporting local communities to tackle the underlying causes of piracy.· • Welcoming the efforts of partners in industry against piracy – and specifically calling for a greater take-up of

Best Management Practice on ships.· • Welcoming current work on international guidance on the use of private armed security companies • Determination that there will be no impunity for piracy.· • Greater development of judicial capacity to prosecute and detain those behind piracy.· • New arrangements to enable the transfer of suspected pirates for trial by partners across the Indian Ocean

region and ultimately transfer to prisons in Puntland and Somaliland. ·

Determination to prosecute the kingpins of piracy, enhancing coordination on illegal financial flows and coordinating intelligence gathering. A number of these conclusions are key points for which SOS SaveOurSeafarers has been fighting – eradication of piracy, concern for hostages, military commitment with robust rules of engagement, a determination that there will be no impunity for piracy, more prosecution and detention of pirates and those behind them. SOS thanks all those who have supported it in every way since it started up almost a year ago, and who continue to support it as it works to call on governments across the world to take a firmer stance to help tackle Somali piracy so that this scourge is deterred, defeated and ultimately eradicated.

SOS urges you to go to our website http://www.saveourseafarers.com and send a letter to your government. Thursday 23 February 2012.

** SOS SaveOurSeafarers is the biggest ever grouping of the international maritime industry with 30 organisations joined together to raise awareness of the human and economic cost of piracy using

approaches to politicians and industrial leaders at the highest level. It started operation in March 2011. Over 100,000 visits to its website from 188 countries and over 31,300 letters sent to governments

worldwide. Its main aims are to resolve the piracy problem off Somalia; to see piracy deterred, defeated and eradicated; to stop seafarers being tortured and murdered.

Apparently the tugs "MTS Viscount" and "NEPTUN 11" are both underway along the Westafrican coast, each with a barge for Jan de Nul Dredging Company. 2 days ago we placed a picture of the "MTS Viscount" with it's tow, taken by the "Neptun 11" crew and hereabove is the photograph of "NEPTUN 11" with her tow, taken by the crew of "MTS Viscount". The brandnew 42 tons "Neptun 11" is Landfall's latest fleet addition and has picked up her tow in Jebel Ali with destination Vlissingen, the Netherlands, where arrival is expected around 13th/14th March 2012

Dry bulk market posts first rebound in a week As was expected since mid-week, the dry bulk market's benchmark, the BDI (Baltic Dry Index) has managed to put a stop in a 6-day losing rally, ending yesterday’s session up by 0.28% at 706 points. Still, it was the Panamax market’s dreadful state that prevented the market from recovering even more, as the respective BPI (Baltic Panamax Index) was down by 2.53%, offsetting the rest of the market. Capesizes were up by 0.75% yesterday to 1,471 points, while Supras and Handies were also trading on a higher note, ending the session with gains of 0.94% and 1.03% respectively. In any case the market is hugely depressed as a result of tonnage oversupply. In a recent research note, Mr. George Lazaridis of shipbroker Intermodal noted that “in the beginning of 2011, we had around 1,447 vessels scheduled for delivery plus another 111 vessels which were originally scheduled for 2010 and had been delayed and rescheduled to be delivered in 2011. Of these, only 1,007 were eventually delivered, while 403 were rescheduled for a later delivery date and 148 were cancelled.

In terms of the original orders, this is a cancellation rate of close to 10% and a slippage rate of more than 25%” said Mr. Lazaridis in an effort to shed some light on the dry bulk market’s most pressing issue. He went on by stating that “for 2012 things look a lot grimmer, with over 1,714 vessels now scheduled for delivery this year of which 403 of these are vessels that were originally planned for a 2011 delivery. Taking a case where we would see similar percentage of cancellations and slippages, the total number of deliveries could still reach as high as 1,115 vessels. However, even this is likely to be too high of an estimate as we are facing a lot more problems in the market then we were a year back” Mr. Lazaridis said. According to his note, “the charter market has deteriorated considerably compared to the levels seen during the same period last year. What is more, is that the charter market has been generally in trouble for some time now, which means that owners have more than once had to reach into their pocket in order to keep their

vessels’ operations running smoothly. This means that many have been left with minimal excess cash and would look more favorably at the option of delaying their newbuilding orderbook and as such delaying the payment schedules as well. At the same time sourcing finance for shipping assets has only gotten worse, and it is expected that quite a significant portion of the orderbook has not managed to secure financial backing, in effect further decreasing the possibility that these vessels will be built. All in all we could end up seeing less than 60% of the scheduled deliveries actually hitting the water within this year, which although a still considerable number in terms of active fleet growth is still more manageable and would leave prospects of a quicker market recovery” concluded Intermodal’s analyst.

In another market analysis, CARE Research said that it expects the shipping volumes in the dry bulk segment to continue to remain driven by the Chinese demand for coal and iron-ore. In addition, the Japanese import demand for coal and iron ore for the nation’s re-building efforts post the natural disasters is expected to propel the dry bulk trading volumes. However, with the dry bulk vessel deliveries as a % of existing fleet expected to average 25.5% and 6.8% for CY12 & CY13, the additions to the already excess capacity of dry bulk fleet is expected to affect the freight rates. Correspondingly, CARE Research expects the BDI is to remain range-bound ranging from 1,500- 3,000 levels during CY12 & CY13. Adding further to to the worsening situation of declining trading volumes and over-capacity of existing vessels, CARE Research expects the global fleet size to surge from 1,030.7 million GT as on December 31, 2011 to 1,200.8 million GT as on December 31, 2013 implying a CAGR of 7.9%. This in turn would affect the utilisation rates of vessels ultimately resulting in decline of freight rates. CARE Research expects the said growth in fleet size to be primarily driven by the orders in the dry bulk segment accounting for 35.5% of the total dry bulk fleet size as on November 30, 2011. One arrest in Greenpeace drilling protest Seven Greenpeace protesters, including Hollywood star Lucy Lawless, clambered onto an Arctic-bound oil drilling vessel and scaled its 53-metre tower at Port Taranaki this morning. Photo / Greenpeace

A man has been arrested after seven Greenpeace protesters, including Hollywood star Lucy Lawless, clambered onto an Arctic-bound oil drilling vessel and scaled its 53-metre tower at Port Taranaki this morning.

The group managed to evade the port's tight security and, about 7am, board the Liberian-

flagged Noble Discoverer, which was to depart on an 11,000km journey to drill three exploratory oil wells in the Chukchi Sea off the coast of Alaska. They climbed to a platform atop its 53-metre drilling derrick and unravelled banners saying "Stop Shell'' and "Save The Arctic''. A police spokesman confirmed a man who was associated with the protest but not on the boat was arrested at the port gate this morning. Five officers were on board and had made face-to-face contact with the protesters, he said. "We're trying to establish what their intentions are.''

Greenpeace spokesman Steve Abel said police were trying to climb the derrick to get to the protesters.

"We'd be pretty concerned about that because it requires specialist knowledge and capabilities to climb so you wouldn't want your everyday police officer having to do that without proper equipment. It's industrial climbing.'' The protest has captured international media attention with organisations including MSNBC, The Nation and the Associated Press trying to get interviews with Lawless, whose television series Spartacus is currently airing in the

United States. "Her involvement is very significant. There are very few people with her amount of profile and number of fans who have taken this level of non-violent direct action so, yeah, it's a pretty exceptional, historical event,'' Mr Abel said.

Police area commander for New Plymouth Inspector Blair Telford said their role in these situations was to ensure any protest was lawful and owners and crew of the ship were allowed to go about their lawful business. "The protesters are clearly breaking the law by trespassing on the ship and we are currently liaising with the Port of Taranaki and the Harbour Master to decide the most appropriate course of action. Public safety is paramount.'' Lawless, the star of Xena: Warrior Princess, is a long-time Greenpeace supporter.

"I'm here today acting on behalf of the planet and my children,'' she was quoted as saying in a Greenpeace statement. "Deep sea oil drilling is bad enough, but venturing into the Arctic, one of the most magical places on the planet, is going too far.'' Mr Abel said Lawless had decided to take part in today's activity of her own volition. "She really was very keen to partake in a non-violent protest activity such as this one.'' She had considered that the police could be involved and people could be arrested, he said. "She's got a strong passion for ensuring the Arctic does not become the latest frontier for the oil industry.'' She has taken to Twitter from the platform.

"All safe up here but a squall coming in. Good spirits,'' she tweeted. "Today I'm taking direct action with Greenpeace NZ in peaceful protest against Shell's Arctic oil drilling. "I'm on one of the oldest drill rigs on the planet and it's heading to the Arctic. Tell Shell to stop.'' The ship was built in 1966.

Shell said in a statement it was "disappointed'' that Greenpeace had chosen this method of protest. "While we respect the right of individuals to express their point of view the priority should be the safety of Noble Discoverer's personnel and that of the protesters. "Shell has undertaken unprecedented steps to pursue safe, environmentally responsible exploration in shallow water off the coast of Alaska. We recognise the industry licence to operate offshore is predicated on being able to operate in a safe, environmentally responsible manner.'' Shell's Alaska exploration plans were guided by extensive Arctic expertise and world-class capabilities, it said. Source : NZHerald

Police holding talks with Italians on weapons examination

Police here are discussing with Italian authorities if the ballistic examination of the weapons on board merchant vessel ‘Enrica Lexie’, shots from which killed two Indian fishermen, can be taken up in the absence of their experts. A court in Kollam, which had permitted the police to seize the arms allegedly used in the firing by Naval guards at the fishermen, yesterday accepted the Italians’ plea seeking presence of their representatives during the ballistic examination.

Ballistic experts from Italy are already on their way to Kerala, police sources said. “We do not know when they are expected to reach here. We are discussing with the Italian authorities if we can proceed in their absence.” The sources said if this was permitted, the ballistic examination could be conducted today itself, police sources told PTI here.

The Italian Deputy Foreign Minister, Mr Staffan de Mistura, had told presspersons yesterday that the ballistic examination should be done in their presence. Meanwhile, the ship which has been berthed in the out-of-port area, is being brought to the oil terminal today for enabling the search operations. Two Italian naval guards have been arrested and charged with murder of the fishermen killed in firing from the ship off the Kollam coast on February 15. The Italians have been maintaining that they opened fire assuming the fishermen onboard the boat to be pirates. Source : The Hindu

Indonesia: Dr Mahathir urges Govt to study taxation mechanism in shipping sector

Former prime minister Tun Dr Mahathir Mohamad has called on the government to study the current taxation mechanism in the shipping sector. He said this was timely in order to possess a more friendly approach towards the offshore support vessels (OSVs) sector and the shipping industry as a whole. He said improving the tax legislation would allow and encourage Malaysians to operate OSVs in the country. "In the end, the government will gain because when these companies gain profit, they would have to pay corporate tax. "Singapore is currently seen as a more industry-friendly country," he told reporters after launching the Malaysia OSV Owners' Association (OSV Malaysia), here yesterday. Earlier, OSV Malaysia President Tasripin Masotee said the OSV industry needed a holistic approach from the government by providing a fair level playing field and tools so that the industry can become competitive and market driven. He said the OSV segment has great potential to contribute significantly to the growth of Malaysia's economy but the country currently possesses unfavourable fiscal and monetary legislations. "In Malaysia, tax exemption is only applicable to merchant cargo ships and not for vessels categorised as OSVs. "If we see in the neighbouring country Singapore, it offers fiscal benefits or tax exemption to all OSVs registered in the country and income derived from the operating or chartering of such ships in international waters enjoys tax exemption. "Operation and maintenance cost is high due to tax. Importation of ship engine spare parts and other equipment for the industry used by OSVs via Malaysian ports or supply base is considered as taxable items," Tasripin said. OSV Malaysia's membership strength as of January 2012 was 17 companies with a combined fleets of 198 vessels. The members' combined group revenue is more than RM15 billion, with assets worth more than RM10 billion and some 12,000 employed marine crews. Source: BERNAMA

The burning submarine was armed

Russia's Northern Fleet admits that the nuclear submarine “Yekaterinburg” that was seriously damaged in a fire outside Murmansk on December 29. 2011 had missiles and torpedoes on board. Deputy Commander of the Northern Fleet Vice Admiral Aleksander Vitko says that the submarine was brought into dock outside Murmansk without having the weapons removed first. - I returned from duty [note: as Commander of Northern Fleet’s mission to the Mediterranean] on the 16 of February, but I know for sure that the “Yekaterinburg” had weapons on board”, Vitko said to Lifenews. “I don’t know what politics the Command has right now, so I will not comment any further”.

Immediately after the fire broke out Defense Ministry spokesman Igor Konashenkov said that all weapons had been unloaded from the submarine before she was taken into the dry dock for repair. Earlier this month Kommersant reported that the fire could have developed into the worst anthropogenic catastrophe since Chernobyl, as the submarine had up to 16 intercontinental “Sineva” missiles, each carrying four nuclear warheads, and 12 torpedoes on board when the fire broke out, as BarentsObserver wrote.

Norway’s Foreign Minister Jonas Gahr Støre last week instructed the Norwegian Embassy in Moscow to hand over a inquiry to Russian authorities to get an answer on whether or not the submarine did have nuclear weapons. “It is a clear obligation in the warning agreement between Norway and Russia from 1993, to have full openness about such events when they happen, ”Støre said. According to the first official reports from the accident the fire only harmed the outer rubber coating of the submarine. Soon pictures and videos began appearing on blogs and social media that showed the fire was far more severe than the officials said.

According to Lifenews the firefighters that were sent in to put out the fire were not even informed that the submarine had torpedoes on board. Torpedo fuel is highly flammable and extremely toxic. Source : BarentsObserver

HMCS Victoria Dives Toward Active Duty HMCS Victoria slips beneath the surface off Esquimalt harbour Monday, with the Chief of Defence Staff along for the ride. “When this sub goes underwater, no one knows where it is. It can get to places other vessels could not go without detection” says General Walt Natynczyk. 59 crew aboard Canada’s only operational submarine are responding to mock emergencies while dived. At the same time they must contend with the very real obstacles floating above them.

With the Victoria only months from being weapons-certified and HMCS Windsor and Chicoutimi expected to be in service next year, the Navy says its

$1 billion submarine upgrade has reached the end of a long beginning. “We’re going to achieve that steady state of operation before long here, with one submarine on each coast, one ready to go, and one in deep maintenance” says Vice-Admiral Paul Maddison, Commander of the Royal Canadian Navy.

HMCS Corner Brook won’t be available until 2016. The sub entered a deep maintenance cycle a few weeks early after striking bottom off Vancouver Island last summer. For the people who will be crammed inside working six hours on, six hours off with no margin of error, high-readiness can’t come soon enough. The sea trial will last about two weeks. Next month, HMCS Victoria will be the first in the Canadian fleet to fire a Mark 48 heavyweight torpedo. Source : ctvvancouverisland

The latest quarterly results also rounded up MMHE's first new financial year that ended on 31 December 2011 instead of 31 March each year. Due to the change, the first new financial year has a shorter nine-month period from 1 April 2011 to 31 December 2011. MMHE posted an annual 2011 net profit of MYR202.52m and revenue of MYR2.14bn, both of which are lower compared to the corresponding period of 2010. Operating profit for its marine conversion and repair segment was reduced during the nine-month period largely because of “higher operating profit in the corresponding period due to a reversal of foreseeable losses for prior year conversion work as well as finalisation for major completed repair works.” Looking ahead, MMHE believed that its engineering and construction segment will perform well through “successful execution of projects-in-hand and recently secured contracts.” It added that its marine repair and conversion segment is expected to remain satisfactory. increased to S$557.4 million from 9M2010’s S$532.1 million. This excludes the Group’s share of Marine’s exceptional item of S$32.1 million in 9M2010. The Utilities business sustained its strong performance into 9M2011. Net Profit grew 22% and contribution to the Group’s Net Profit increased to 38% compared to 31% last year. The Marine business achieved a Net Profit of S$317.9 million compared to S$347.0 million in 9M2010. Return on equity (annualised) for the Group was a healthy 18.1% and earnings per share amounted to 31.2 cents for the period. Economic value added was a positive S$456.6 million while cash and cash equivalents stood at S$2.7 billion. In 3Q2011, Group Net Profit increased 5% to S$222.4 million. Utilities delivered a strong 33% increase in Net Profit to S$78.8 million, growing its contribution to the Group’s Net Profit to 35% from 27% in 3Q2010. Marine’s 3Q2011 Net Profit was S$135.2 million compared to S$148.4 million last year.

Mr Tang Kin Fei, Group President & CEO of Sembcorp Industries, said: “Over the years, the Utilities business has grown and increased its contribution to the Group’s Net Profit from less than S$50 million ten years ago to over S$200 million today. We intend to further grow and expand our Utilities business through the implementation and completion of projects under construction and securing new growth opportunities. Together, the Utilities and Marine businesses will form a strong solid base to deliver sustainable earnings to our shareholders.”

FY2011 Outlook Utilities The Utilities business is expected to deliver a better performance compared to last year and the Singapore operations will continue to be the main driver. Operations in all regions are also generally expected to perform better except the UK largely due to low power spreads. We are committed to deliver long term growth through focused execution in existing businesses, completion of committed projects within schedule and cost, as well as the active pursuit of new growth opportunities.

Marine Our Marine business has a current net orderbook of S$5.2 billion with completion and deliveries till 2014, including S$3.2 billion worth of new contracts secured year-to-date. The medium to long-term fundamentals for the offshore oil and gas industry remain intact with exploration and production (E&P) expenditure by oil majors and national oil companies expected to increase further into 2013, especially for the deep and ultra-deepwater segments. Outlook for the fixed and floating production market remains positive. For ship repair, Marine has secured several long-term contracts from its customers which will continue to provide a stable base-load for the business. Overall, enquiries remain healthy but competition is keen. Construction of the Phase I Integrated New Yard facility in Tuas View Extension is progressing on schedule with two VLCC drydocks due for operations by end of 2012. The Group’s ship repair and ship conversion/offshore capacity will increase substantially when the remaining two VLCC drydocks and ancillary facilities are completed and operational by the second half of 2013.

Industrial Parks Industrial land sales continue to be strong in Vietnam but sales of commercial and residential land have slowed down. In China, land preparation works for the Sino-Singapore Nanjing Eco Hi-tech Island project have progressed and land sales are expected to commence in 2012. Despite an increasingly uncertain global economic outlook, the Group expects to achieve satisfactory results in FY2011. Highlights from Sembcorp’s 9M2011 Financial Results • Turnover at S$6.8 billion, up 2% • Profit from Operations* at S$925.7 million, down 2% • Net Profit before EI at S$557.4 million, up 5% • Net Profit after EI at S$557.4 million, down 1% • EPS at 31.2 cents • ROE (annualised) at 18.1% – Strong operating results from the Utilities business Source: Sembcorp Marine

Kenya: Building of Lamu Port Docks Starts Next Week

Design work for the first three of Lamu Port's 32 berths is complete, and construction will start after next week's groundbreaking ceremony. Transport permanent secretary Cyrus Njiru said each of the three berths will cover a distance of 240 metres and will be able to accommodate three Post-Panamax ships.

World heritage site Briefing Prime Minister Raila Odinga on the progress of the preliminary works, ahead of the ground breaking ceremony on March 2, Dr Njiru said the berths will be built on Shakalabati Island, which is sandwiched by Manda, Toto and Pate islands. "The berths will be far from Manda Island and the main Lamu Island, which is a world heritage site.

"In the beginning, we shall have multi-purpose berths, but as we proceed, we shall have separate berths for containers and conventional cargo," Dr Njiru told the PM.

"The three berths will be built in the sea because the island is a natural harbour. We shall also dredge the channel," he added. He also revealed that the water space between Hindi /Magogo and Shakalabati Island will be reclaimed and a causeway built to join the sea port and the transport corridor linking Lamu, Isiolo and Juba in South Sudan. Dr Njiru said the Lamu Port, Ethiopia and South Sudan Transport Corridor (Lapset) will be a joint investment of the three governments.

High speed trains

"That is why we shall have one plaque jointly unveiled by Presidents Mwai Kibaki and Salva Kiir and Prime Minister Meles Zenawi during ground breaking ceremony," he said. Besides the port, the project incorporates an oil refinery at Lamu and a 1,720-kilometre standard gauge railway line to Juba to handle high speed trains, which can travel at 160km per hour. Also envisioned is a two-lane highway from Lamu through Isiolo to Nakodok, a pipeline to transport crude oil from South Sudan to a refinery in Lamu, three airports at Lamu, Isiolo and Lokichogio and resort cities at Lamu, Isiolo and the shores of Lake Turkana. Pressure builds for new cruise terminal Italian cruise line MSC Cruises is piling on the pressure for Transnet to build a new cruise terminal in Durban by announcing plans to operate a bigger and more modern cruise liner out of Durban for the next summer season. The company is bringing out the luxurious MSC Opera to South African waters for her maiden season from November. She replaces the slightly smaller MSC Sinfonia, which will operate out of Cape Town for the next season.

The move represents a major vote of confidence in the local cruise tourism industry by MSC Cruises, which has been calling for Transnet to expedite plans for building a cruise terminal in Durban. For the 2012/2013 summer season the company effectively plans to operate two large Sinfonia-class cruise ships, each with a more than 2 000 passenger capacity, out of South African waters for the first time. MSC Sinfonia will replace the 1 500-passenger MSC Melody, which operated out of Cape Town this season and began her return journey to Europe on Monday.

While MSC Sinfonia’s new South African home port would be Cape Town, she will still be seen in east coast waters together with MSC Opera for the peak December season’s longer cruises out of Durban to Mauritius.

MSC Cruises’ announcement follows what is heading to be a bumper cruise season. Three weeks ago, its local company, MSC Starlight Cruises, reported that it had already carried more than 100 000 passengers on the MSC Sinfonia and MSC Melody for the present SA summer. MSC Sinfonia only leaves Durban for Italy at the end of March and still has a number of three and four-night cruises to Mozambique to undertake. “The decision to send both MSC Opera and MSC Sinfonia to South Africa for the coming 2012/2013 season shows the level of commitment MSC Cruises has to the South African market,” said Allan Foggitt, head of marketing at MSC Starlight Cruises. “We will continue to invest in the destinations and the development of port infrastructure to continuously improve the product and the guests’ overall experience,” he added.

MSC Cruises’ success out of Durban has seen Transnet seriously considering plans to go ahead with the building of a modern cruise terminal adjacent to the Durban Point Waterfront inside the harbour. Questioned about the status of the cruise terminal plan during a tour of the port last week, Hamilton Nxumalo, head of infrastructure at Transnet National Port Authority (TNPA), said nothing had been finalised. “No decision has been made, despite a pre-feasibility study having been undertaken… We are spending about R21.3 billion in upgrades to the Durban Port over the next seven years, which is part of the R300bn infrastructure spending plan mentioned by President Jacob Zuma in his State

of the Nation address. The R21.3bn that TNPA is spending in Durban does not include money set aside for the cruise terminal,” he said. Nxumalo said Transnet was looking for a partner to invest in the cruise terminal development either as a public-private partnership or some sort of joint venture.

“It will cost anything upwards of R800m. But we are yet to put out tenders calling for expressions of interest from possible partners or investors,” he said. The TNPA envisages the terminal being developed near the harbour’s entrance channel at berth A, which would provide easy access to the Point Waterfront and beachfront for cruise passengers. In 2010 The Mercury reported former TNPA boss Khomotso Phihlela as saying the plan for Durban was to have an integrated cruise liner terminal. He said it could cost up to R2bn and would be ready by 2014. “The study is to identify the best location for such a facility and what needs to be done to make it sustainable. This is why we are looking at an integrated cruise passenger terminal adjoining the Durban Point Waterfront,” he said at the time. Durban Port manager Ricky Bhikraj told the Seatrade Africa Cruise Forum at Zimbali last May that if all went to plan Durban would have a cruise terminal commissioned by July 2015. But Stefano Vigoriti, a director of MSC Cruises, said a plan needed to be finalised and construction under way by 2013. “Insufficient infrastructure for cruise tourism in Durban won’t stall growth for now… But, it could inhibit growth in the future and business could go elsewhere.”

MSC Opera will arrive in Durban on November 22. Although regarded as sister ships, MSC Opera offers more cabins than Sinfonia – 856 for Opera versus 777 for Sinfonia. Source : The Mercury

Hamburg Süd and MSC fuse Mediterranean-South America East Coast Services

In view of continuous poor trading conditions and replacing its current service set up, effective from mid January 2012 Hamburg Süd and MSC will restructure their services between the Mediterranean and South America East Coast, the German carrier said Wednesday. The two currently separate services will be fused into one common service that will

be operated by eight vessels of 5,900 TEU nominal capacity. Of those, Hamburg Süd is to provide initially one vessel and MSC seven vessels.

The new port rotation will be as follows: Valencia – Gioia Tauro – Livorno – Genoa – Fos – Barcelona – Valencia – Suape – Rio de Janeiro – Santos – Buenos Aires – Montevideo –Rio Grande – Navegantes – Itapoá – Santos – Rio de Janeiro – Suape – Tangier – Valencia.

The new service allows for more comprehensive port coverage in South America and connects to the Hamburg Süd network to Eastern Mediterranean and Middle East destinations via the hub port Tangier. The Hamburg Süd Group combines an array of one-source services to create the perfect logistics chain. In container shipping it is represented by two brands: Hamburg Süd as a German carrier and Aliança as a Brazilian shipping company operating vessels under the Brazilian flag. In addition, it is a presence on the world's oceans in bulk and product tanker shipping under the names Rudolf A. Oetker (RAO) and Aliança Bulk (Aliabulk). Source : PortNews

World's largest bulk freighter sets sail for Brazil from China

It weighs 151,915 tonnes and is able to carry 313,000 tonnes of deadweight, a spokesman with the Dalian Shipbuilding Industry Co. Ltd. said. It took the company 15 months to build the largest bulk freighter in the world, the spokesman said. Before it set sail for Brazil on Feb. 16, it was filled with 5,300 tonnes of fuel, 200 tonnes of light diesel oil, 1,012 barrels of lubricating oil and other supplies, he said. "Its construction indicates that Dalian's shipbuilding capability has reached the top level in the world," he added. Greece, Japan and China are three leading builders of bulk carriers in the world. “NEW FACES TO HELP BRING TOP TUG-TENDER BACK TO LIFE”

THE ambitious plan to restore Britain’s last steam – powered tug tender, Daniel Adamson, to working order has taken an important step forward with two key appointments. These consultants will focus on the Daniel Adamson Preservation Society’s broader social impact to help it gain the crucial Heritage Lottery Fund (HLF) Round 1 approval. The project’s future development task plan and volunteering plan guidance will be drafted by Cara MacMahon, a cultural consultant and trustee of Brunel’s SS Great Britain. The society’s activity/outreach plan will be scrutinised by Kate Rodenhurst, former head of community partnerships at National Museums Liverpool. If the HLF Round 1 application is successful (plus a request for development funding), further consultant’s will be hired to help take the project through to a new HLF Round 2 application. The Daniel Adamson Preservation Society (DAPS) made these appointments after its earlier HLF application for £2.8m was turned down last September. It is now working very hard to submit a fresh application for Round 1. This will be a major milestone in returning this unique 1903 Birkenhead-built coal-fired ship to public service on the Rivers Mersey and Weaver and The Manchester Ship Canal.

The revised application will include a clearer outline of the project and how it will apply for further development funding. The DAPS management team met HLF officers in November 2011, to address any shortcomings in the previous application. DAPS also consulted other bodies for advice, such as National Historic Ships UK and local authority external funding officers.

The society considered it essential to use some of its limited financial resources to engage professional assistance from independent consultants. This has been supplemented with the award of a £1000 grant from National Historic Ships. A keen advocate of returning Daniel Adamson to public service, National Historic Ships lists the steam ship on its Core Collection register of the country’s most important vessels. Dan Cross, DAPS chairman, said: “The appointment of Cara and Kate, as professional advisors, will ensure we can strengthen and build on our previous application. We are so lucky that our regular team of dedicated volunteers have carried on regardless of the delay, and our membership continues to grow.”

“If the Round 1 application is successful this year, we hope to submit a new Round 2 application by the middle of next year, to coincide with the Daniel Adamson’s 110th anniversary.” This month is the eighth anniversary of DAPS, formed in February 21, 2004 when the Daniel Adamson was bought from Manchester Ship Canal Company for £1, thereby saving the ship from the scrapyard.
