  • INTRODUCTION

    The Economic and Social Council, under the authority of theGeneral Assembly, is the United Nations organ whichcoordinates the economic and social work of the UnitedNations and its system of organizations. The Council has 54members and until 1991 held the followinq sessionseach year:a short organizational session in New York in January, the firstregular session in New York in May, the second regularsession in Geneva in JUly. The rules of procedure of theCouncil were amended by resolution 199212 and from 1992 on,the Council normally holds an organizational session inFebruary in New York and one substantive session, with one"high-level segment" a year; the substantive session takesplace in altemate years in New York and Geneva between Mayand July. Throughout the year there are meetings of theCouncil's committees, commissions and other subsidiarybodies.

    The Index to Proceedings of the Economic and Social Councilis an annual bibliographic guide to the proceedings and.documentation of Ihe Economic and Social Council. This issuecovers the year 2007, which includes the documentationof theorganizational and the substantive sessions. The Index isprepared by the Dag Hammarskjelld Library, Department ofPublic Information, as one of the products of the UnitedNations Bibliographic Information System (UNBIS).

    ARRANGEMENT OF THEiNDEX

    The Index consists of three sections.

    The first section contains information relating to organizationalmatters:

    Sessional Informatlon, listing member States andtheir terms of office as well as the officers of the Council andprovidinq information on rules of procedure and resolutionsand decisions;

    Subsidiary bodies and organs and programmesrelated to the Economic and Social Council to whichmembers were elected or appointed during the 2007sessions of the Council, listing the members and terms ofoffice.

    The second section consists of two parts, one for each sessionwhich met during the year. Each part is subdivided as follows:

    Check-list of meetlngs, listing the meetings of theEconomic and Social Council and its sessional committees;

    Agenda, listing matters considered by and broughtbefore the Council and the subject headings under which theseitems appear in the Subject index:

    Subject index, providing topical access 10Economic and Social Council documentation arrangedalphabetically by subject and listing documents consideredunder each item, meetings at which the items were consideredand the action taken by the Council;

    Index to speeches, providing access to speechesthat were made before the Council. The Index is divided intothree sections: corporate nameslcountries, speakers andsubjects.

    The third section contains consolidated information relating toresolutions,documents and reports:

    List of resolutions, listing resolutions adopted bythe Council and indicating for each session the resolutionnumber, the subject and the meeting and date when theresolutionwas adopted;

    List of documents, listing documents issued for theyear 2007 and providing information on the republication ofprovisionaldocuments in printed Official Records;

  • SERIES SYMBOLS

    In 1978 certain modifications were introduced in the citationand series symbols of the documents of the Economic andSocial Council. They are as follows:

    (a) The sessions of the Council are formallyidentified as the organizational and substantive sessions of aparticular calendar year, as prescribed in rule 1 of the rules ofprocedure of the Council;

    (b) Special sessions, including subject-orientedsessions, are numbered consecutively Within each year, andare identified as the first special session (year), second specialsession (year), etc;

    (c) Ad hoc sessional committees may beestablished as required and are described as ad hoc sessionalcommittees on particular subjects;

    (d) Supplements to the Official Records arenumbered consecutively, with Supplements No. 1 and 1Acontaining the resolutions and decisions adopted during theyear.

    Symbols of documents of the Council and its ad hoccommittees or other bodies consist of combinations asappropriate, of the followlnq elements:

    (a) The parent body (i.e. the Economic and SocialCouncil): EJ- ;

    (b) The year of consideration;

    DOCUMENTATION OF THE ECONOMICAND SOCIAL COUNCIL

    Summary records of plenary meetings of the Economic andSocial Council are first issued in provisional form for limiteddistribution. They are later combined in corrected form in asingle printed volume of Official Records for the year.

    All summary records may be identified by their symbol, whichconsists of the series symbol followed by SR. and then anumber which corresponds to the number of the meeting. The5th plenary meeting, for example, is cited as EJ2007/SR.5.

    Some documents may later be printed as Supplements to theOfficial Records (and are so indicated in this index); others areissued only in provisional form.

    The rules of procedure of the Economic and Social Council contained indocument El5715/Rev.2 (Sales No. E.92.1.22) were in effect during all2007 sessions of the Council (organizational, high-level segment andsubstantive).
