When legislative redistricting splitRichfield last month, one portion of thecity was left as part of a Democraticstronghold, Senate District 63 — all itsincumbents are seeking reelection withno challengers for the DemocraticEndorsement. The rest of the city’spolitical future, meanwhile, is well influx.

The new map placed Sen. Ken Kelash,who currently represents all ofRichfield, out of the new District 50,which covers western and southernRichfield as well as the eastern two-thirds of Bloomington. But undeterred,he has announced his plans to move intothe new district and seek the new dis-trict’s Democratic endorsement.

He is still exploring his housing

options, however. He doesn’t have tomove until he knows the results of theDistrict 50 DFL convention March 31.Hoping to render the house-huntingunnecessary is Melissa HolvorsonWiklund, who has announced her ownintentions to seek the Democrat-Farmer-Labor Party’s endorsement forSenate District 50.

She made her plans known Feb. 24,before Kelash made his intentions tomove official, but says it wouldn’t havemade a difference.

“It doesn’t affect my mindset,” saidthe Bloomington Board of Educationchair, “because when I entered the race Iwas pretty confident that there would beothers that would be interested in thepositions.”

Wiklund said she was inspired to runwhen she realized there is only so muchshe can do on the school board.“Exposure at the local government levelon the School Board has shown me thereare limits to things that I can change,”Wiklund said during an interview lastweek.

But it is that position, she says, thathas given her a valuable first-hand look

at the budget quandaries faced by schooldistricts. “Our costs keep going up andwe also are being asked to do more andmore to support our students andincrease achievement,” Wiklund noted.

The state in recent years has heldback — to be repaid later — increasingshares school funding. Meanwhile,schools have worked to match standardsset by the much-derided federal NoChild Left Behind legislation, for whichthe state has been given a temporaryreprieve while it works on its establish-ing its own system of measuringschools’ performance.

Still, the common refrain of schooldistricts remains: flat funding, increas-ing costs. It is a complicated array ofcircumstances mechanisms thatWiklund believes she is in a favorableposition to address, while admitting thechallenge.

Work on the school board “has givenme a lot of insight into how complex itis,” she said, “and there aren’t easyanswers.”

Since announcing her candidacy,Wiklund has been visiting with District50 residents to hear their thoughts. “I

think people are very concerned aboutthe future and how we can make sure wehave strong cities and strong schools,”she said.

“I want to make sure kids get goodeducations and leave school equippedand that they have the ability to findjobs.”

And that doesn’t necessarily meanfour years of college. “What I think is agood approach is not everyone desires togo to a four year college,’ she said,adding, nor does the state need them to.Whether they come from traditionalinstitutions or not, “people need skilledworkers, and so one size doesn’t fit all.”

Wiklund, who has an electrical engi-neering background, said her experi-ence in education will translate to otherareas of government, especially consid-ering the expanse of the BloomingtonSchool District.

Kelash paused when asked to com-pare himself to the upstart candidate.“It don’t know her very well at all,” hesaid. However, “one difference is obvi-ously experience. I’ve already been serv-

Charges filed, alleged vise thrower arrested, again39-year-old suspectfound in New Prague BY MIKE HANKS – SUN NEWSPAPERS

A gallon of water, a sawed off dumb-bell and a mechanical part of unknownorigin are among the items a 39-year-oldBloomington man is alleged to havethrown at vehicles along a stretch ofNormandale Boulevard in Bloomington.

Gerret Parks, arrested in New PragueMarch 8, was charged in HennepinCounty District Court with five felonycounts, four for first-degree damage toproperty with a risk of bodily harm andone for first-degree assault.

The assault charge is for the Feb. 27incident that injured Jon Stacke, aNational Guard sergeant from Savage.Stacke was driving southbound onNormandale Boulevard when a metalvise shattered the windshield of hisvehicle, breaking his jaw and nine of histeeth.

For Parks the March 8 arrest was histhird in six days. He was initially arrest-ed March 2 but was released on bail

prior to being charged. Hours afterbeing freed on bail he was arrested inWisconsin on suspicion of driving whileimpaired. He was charged March 6 byHennepin County and informationdeveloped by Bloomington Police sug-gested Parks was in New Prague. TheScott County Sheriff ’s Office made thearrest in New Prague and transportedhim to Bloomington, where he wastaken by Bloomington Police toHennepin County Jail, BloomingtonDeputy Chief Rick Hart explained.

14 incident reportsBloomington Police are continuing to

build the case against Parks, who maybe responsible for 14 incidents that havebeen reported to police. When Stackewas injured Feb. 27 it was the sixth inci-dent known to police, who asked thepublic for information, as well asreports of similar incidents, two dayslater.

The criminal complaint againstParks chronicles the 14 reported inci-dents. All but two were on NormandaleBoulevard.

Objects thrown at vehicles ranged

from glass bottles and a box of bakingsoda to a metal pipe and one-half of a 15-pound hex dumbbell, according to thecomplaint. Many of the incidents hap-pened in February, with the first inci-dent occurring in late December.

A sealed gallon of water proved to bean important piece of evidence in iden-tifying Parks as the suspect, accordingto Hart.

The driver of a northbound onNormandale Boulevard reported that aone-gallon water jug struck his vehicleapproximately 5:15 a.m. Jan. 18. The vic-tim said that a southbound vehicle waspassing him at the time of impact,according to the complaint.

The recovered Holiday Pantry waterjug became an important piece of evi-dence, as an investigator surmised thatthe jug gas station prior to the incident.Through financial transaction recordsand surveillance video police learnedthat Parks had been at the HolidayStationstore at 8331 Normandale Blvd.30 minutes prior to the incident. He hadpurchased a gallon of water, eggs andgasoline with a credit card in his moth-er’s name. Police were able to identify

the customer in the surveillance videoas Parks, according to the complaint.

The information obtained fromHoliday allowed police to obtain asearch warrant of Parks’ residence,which led to his arrest, Hart explained,calling the break in the case “an exam-ple of excellent detective work.”

Parks was present during the March 2search warrant and said he had recentlythrown away a 15-pound dumbbell, aswell as a vise and pipes. Following hisarrest he told police that he had thrownaway a variety of items over a period ofweeks and suggested that an ex-friendmay have been stealing them from histrash and setting him up, according tothe complaint.

Also recovered during the search ofParks’ residence was a receipt from aBloomington Cub Foods store, showingthe purchase of wine coolers on Feb. 6.Store surveillance video showed Parksmaking the purchase. A matching winecooler bottle was identified from a Feb. 6incident report, according to the com-plaint.

While in custody at the BloomingtonPolice Department jail Parks slit hiswrists with the zipper on his pants,requiring stitches at Hennepin CountyMedical Center March 3. From there hewas transferred to Hennepin County Jail.With charges pending, Parks posted bondand was released at 1:21 a.m. March 4, thecomplaint noted.

He was arrested approximately 16hours later in western Wisconsin follow-

ing a short pursuit and resisting arrestafter he pulled over. He was arrested onsuspicion of driving while impaired andtold an arresting officer he was thinkingof driving off a bridge. Parks posted bondin Wisconsin and was also released, thecomplaint noted.

After being arrested March 8 his bailwas set at $800,000. Assistant HennepinCounty Attorney Deborah Russell soughtbail of $500,000, calling Parks “a danger tohimself as well as the community.”

Although charged in connection withfive incidents, additional charges couldbe requested if additional evidence isgathered, Hart noted.

Suspect fought with police during arrest BY MIKE HANKS – SUN NEWSPAPERS

A 45-year-old Bloomington man was arrested for assaultafter scuffling with police officers responding to his residenceon a report of a domestic incident.

Police were called to the 1500 block of 86 th Street West at9:19 p.m. March 4, according to Bloomington Deputy Chief RickHart. The suspect was reported to have been threatening hiswife and appeared to be intoxicated when officers responded tohis residence, Hart explained.

The man threatened to shoot the officers with their gunsbefore running at an officer, Hart said. Three officers at thescene struggled to subdue the man, who threw punches at theofficers as they attempted to handcuff him, Hart noted.

Forged checkA 34-year-old Minneapolis man pressed his luck and lost

when he tried to cash a check at the Bloomingon Walmart. The suspect, arrested March 1, was attempting to cash a

check for $1,125. Three days earlier he had cashed a $1,361check at Walmart. The check was from a business account anddetermined to be forged after the transaction was completed,Hart said.

Time is now to vote on the stadium billMinnesotans say they treasure the

Minnesota Vikings football team, but theydon’t want to help pay for a new stadiumto keep them.

That’s the dilemma for the MinnesotaLegislature that keeps stalling, hopingthey can put this decision off until afterthe November elections.

Meanwhile, the Vikings insist theywant a new $975 million stadium and arewilling to pay more than $427 million ofthe cost, as long as someone else pays theremaining $548 million.

The central question, however, is nothow to pay for it and where to put it. Thebottom line is: How important is theViking team to the quality of life ofMinnesotans? If the consensus of thepeople is to keep the Vikings becausethey add so much value to the state’squality of life, then all the people shouldhelp pay for a new stadium that will keepthem here.

This burden should not fall onMinneapolis residents alone through thearray of taxes they pay now for facilitieslike Target Field, the MinneapolisConvention Center and Target Center.

Nor should it fall on only those whowould pay for electronic pull-tabs, as pro-posed in the latest stadium plan. The lat-

est plan calls for a $975 million stadiumeast of the Metrodome in Minneapolis. Itwould be financed by $427 million by theVikings, $150 million by Minneapolisthrough sales and luxury taxes and $398million by state-run electronic-pull-tabs.

This plan still has to be approved by areluctant Minnesota Legislature andMinneapolis City Council, who fear thebacklash from those who question theVikings deal when compared to the state’sneed to close a budget deficit, to pay for$2.1 billion in withheld payments toschool districts and to fund human serv-ices.

Since this issue has dragged on for 10years and a plan has been put togetherfor the Legislature, this is the session tovote it up or down. Waiting won’t lead toa better solution. Minnesotans want tobelieve the Vikings will never leave for acity with a modern stadium.

Don’t they recall how the state lost itsNBA franchise the Minneapolis Lakers toLos Angeles and the Minnesota NorthStars NHL hockey team to Dallas? Havethey forgotten how the state fought andregained new hockey and basketball fran-chises by having to build Target Centerand the Xcel Center?

A major policy question is: should the

state continue to fund entertainment ven-ues for its residents with local and statetaxes? Why not?

There’s state and local tax dollars inthe Xcel Center in St. Paul, Target Fieldin Minneapolis, the National SportsCenter in Blaine, the Guthrie Theater inMinneapolis, the Mall of America inBloomington and the TCF Bank Stadiumon the University of Minnesota campus.

The most recent case of public financ-ing is Target Field in Minneapolis wherethere is a 0.15 percent sales tax payingtwo-thirds of the cost. People are ravingabout this stadium, even as they help payfor it when they buy something inHennepin County.

A consensus is developing that keepingthe Vikings maintains the state’s qualityof life and a stadium plan is on the table.

National survey values views of students, parents, educators A new national Met

Life/Harris Interactive Poll ofstudents, parents, educatorsand community leaders con-tains both surprising andexpected results. I think it’s amodel because it values theviews of each group. Individualschools can use the questionsthat are asked with educators,parents and students, and com-pare results with the nation.

My single strongest recom-mendation to readers is to takea look at the 130-page studyyourself. That’s because youmay have different conclusions

about what’s most important.Met Life also provides copiesonline of past surveys, goingback to 1984. (For links to thestudies, go online tomnsun.com/links/nathan15.)

Met Life’s press releaseabout the study highlights twokey findings.

· Today’s students reportthat their parents are moreengaged than did students in1988. Last year, 64 percent ofstudents reported that they talkto their parents about schoolevery day. That’s up from 40percent who reported daily con-versations in 1988. Over thesame period, the number ofstudents reporting that theirparents visit their school atleast once a month has almosttripled, from 16 to 46 percent.Both talking with youngstersabout what’s happening, andvisiting the school, are ways to

encourage young people. These are positive changes. I

would not have expected suchlarge increases, but they showthat many parents are hearingthe message about the impor-tance of being involved in theiryoungster’s education.

· Teacher job satisfactionhas dropped 18 points from2008, to the lowest levels inmore than 20 years. The num-ber of “very satisfied” teachershas declined from 62 percent in2008 to 44 percent last year. The

number of teachers who feel that theirjob is not secure has increased fromeight percent in 2006 to 34 percent in2011. Seventy-six percent of teachersreport that their school’s budgetdecreased during the last year. Sixty-six percent report there were layoffs ofteachers or other staff in the last year.Thirty-six percent report there werereductions or eliminations of pro-grams in art and music last year.

Many parents and students also areworried. While 34 percent of teachersfeel their job is not secure, “62 percentof parents and 54 percent of studentsworry about the parents losing or notbeing able to find a job.” Seventy-twopercent of parents and 65 percent ofstudents “worry about their family nothaving enough money for the thingsthey need.”

The report urges greater collabora-tion among different groups. It cites

the value of buildings where schoolsand community groups share space,making more effective and efficient useof funds. I’ll be writing more about thisidea in future columns.

There is much more in the report,which is why I encourage you to readit. Many schools already survey faculty,families and students. I think the bestuse of the report would be for schoolsto conduct similar surveys, using atleast some of the Met Life questions,and then share results.

By itself, a survey does not improveanything. But it can help identifystrengths and shortcomings. A surveyalso can help identify progress and pri-orities.

Temporary financingprovision boosts bigbuilding projectsLawmakers seek extensionto provision that helpedsubsidize Genesee projectBY ANDREW WIG – SUN NEWSPAPERS

Three high-profile projects in Richfieldand Bloomington would not have proceed-ed the way they have, or at all, if it werenot for an obscure and temporary provi-sion currently under discussion in theMinnesota Legislature.

The funding provision allows citiesmore flexibility in dipping into pools ofmoney generated by surpluses in taxincrement financing. TIF, as it is common-ly known, is a heavily utilized fundingmechanism meant for financing redevel-opment projects by using the increase inproperty taxes generated by the projectsthemselves.

The surpluses, which cities can cur-rently spend more freely than is tradition,accrue when the TIF dollars a project gen-erates outpace the funding requirementsof the project, or of the TIF district set upin conjunction with the financing.

Those provisions, however, are set toexpire at the end of the year, along withMinnesota’s Jobs Stimulus Program.Republican legislators have introduced abill seeking an 18-month extension.

Cities across Minnesota commonly useTIF, but far less common is the wayBloomington, Richfield and 32 otherMinnesota cities have used the fundingmechanism. According to city officials,three projects in the city would not havehappened at all without it, or would nothave proceeded like they have.

The city of Bloomington dedicated upto about $1 million in surplus TIF funds tohelp finance Genesee, a 234-unit mixed-use development set to open this summerat Penn Avenue and American Boulevard.

Also set for a summer opening is PizzaLucé in Richfield. The city put $250,000 insurplus TIF toward the project, in whichthe vacant Bridgeman’s restaurant atLyndale Avenue and Lake Shore Drivewill be transformed into the newest addi-tion to the local pizza chain.

Around the corner from the futurePizza Lucé, Richfield has dedicated

$650,000 in the surplus funds to theLyndale Gardens project, where plans areto turn the Lyndale Garden Center build-ing on Lyndale Avenue into a revampedcommercial space. Adjacent land is to bethe site of two apartment buildings withmore than 100 combined units.

“I don’t think they would have beenable to do the project without it,” RichfieldCommunity Development Director JohnStark said of the Lyndale Gardens fund-ing. “They would have had to find someother grant or some other fundingsource.”

The Pizza Lucé project would havegone forward without the surplus TIF,Stark said, but not to the same extent.Thanks to the subsidy, “they’re going tomake much grander improvements thanthey otherwise would have,” including acomplete wraparound deck, Stark said.

In Bloomington, the TIF surplusmoney “really helped bring everybody tothe table to get (Genesee) done,” said LoriEconomy-Scholler. “I do think the (TIFsurplus) was the tipping point to makesure this project moved forward.”

Actually, the Bloomington city counciland Housing and RedevelopmentAuthority made an official finding thatthe project would not have gone forwardwithin the current timeframe, notedRegina Harris, HRA administrator for thecity of Bloomington.

The point is, the jobsTIF is a tool Minnesota municipalities

have used since the mid-1970s, but inresponse to the “Great Recession,” it wasbroadened. In order to spur job creation,state lawmakers in 2010 passed the JobsStimulus Program, which included theprovisions allowing cities more play inhow they use excess TIF dollars.

“(The excess TIF provision) providedsome needed flexibility in a time when ithas been very difficult to do these proj-ects,” said Patricia Nauman, executivedirector of Metro Cities, an organizationthat lobbies on behalf of Twin Citiesmunicipalities.

Before the provision, cities could usesurplus TIF funds only to pay down debtobligations, or they could give it to the

county auditor, which would disperse themoney across multiple municipalities.The latter scnenario is rare, Stark said.

But for the last two years cities coulduse the money to fund private commercialprojects like those in Richfield andBloomington. In the metro, cities includ-ing Minnetonka, Saint Louis Park, NewBrighton, Plymouth and St. Paul have allused TIF surpluses in similar fashion.

As Bloomington’s Genesee was built,250 construction jobs were created,according to Harris. In Richfield, the

Lyndale Gardens project will generate atleast 25 full-time construction jobs as adirect result of the surplus TIF funding,according to Karen Barton, assistant com-munity development director forRichfield.

Pizza Lucé will retain 15 full-time-equivalent jobs at the restaurant, Bartonsaid, but the developer did not provide thecity a number for construction jobs creat-ed.

The deal with the restaurant does notmark the end of Richfield’s TIF surplus.About $50,000 is left for the first businessto submit a plan for a construction orrehabilitation project — granted it meetsplanning and zoning requirements — thatcan be underway by June 30. No one has

yet submitted a qualifying application,Stark said, although the March 5 deadlineposted on the city web site has passed.

The provision’s futureThe weak jobs environment the Jobs

Stimulus Program was meant to counterhas shown signs of improvement. Thestate’s unemployment rate dropped from6.8 percent in January 2011 to 5.6 percentin January 2012. That beat out the nation-al rate of 8.3 percent, which fell from 9 per-cent the year prior.

However, the state jobs growth rateincreased by 1.1 percent, below the federalrate of 1.5 percent.

Those pushing for the extensionacknowledge the improved jobs environ-

ment, but offer the bill as “an acknowl-edgement that we want to do what ever wecan to help our employment situation, andthat is why we want to extend it for 18months,” said Rep. Roger Crawford, R-Mora, who introduced the extension bill.

Cities back the measure. “Generallythe municipalities have been supportiveof the extension just to allow the flexibili-ty to make sure that there aren’t anyimpediments for projects to move forwardand generate jobs,” said Janet Jeremiah,director of community development forthe city of Eden Prairie.

She said Eden Prairie, which tries tolimit its TIF usage, hasn’t taken advan-tage of the surplus TIF provision, but “Ihaven’t heard anybody against (the bill).”

For concerned citizens or those thatjust want to get more involved, grantopportunities are available to form newlake associations.

Made possible through a partnershipbetween Minnesota Waters andMinnehaha Creek Watershed District, the“Watershed Association Initiative” isbeginning its sixth year of grants.

With more than 120 lakes in HennepinCounty, Program Coordinator withMinnesota Waters, Alex Gehrig, says themore the merrier.

“We’d love to see a citizen-based organi-zation on every one of those lakes,” Gehrigsaid.

The program provides mini-grants of$500 to organize.

“Sometimes there are just those costsassociated with forming a group,” Gehrigsaid. “You want to put on a communityevent, and will need to apply for a nonprof-

it status with the state, you’ll need a littlebit of cash to get moving.”

Once established, the Member MatchFund matches member dues and dona-tions up to $1,000 to help fund the projects.

The formation of lake associations is tohelp fight the spread of Aquatic InvasiveSpecies and to help protect water quality.And all it takes is three to five people towant to make a difference.

“Usually a group of people that hasthings in common with the lake that youlike about it and you would want to do forit,” Gehrig said.

How to form an associationA Steering Committee is then formed

where Gehrig says he becomes involved.They then develop a talking point onwhat’s common within the group, takingthe ideas to the community and holdingcommunity meetings. After that, theywould then file for nonprofit status, wherethey then could begin the action planning.

As more AIS make their way towardmetro waters, communications directorwith MCWD Telly Mamayek says it’s moreimperative than ever to get citizen involve-ment.

“The formation of lake associations areways for citizens to become involved toadvocate for their lake and be active inwater quality issues,” Mamayek said.“Anytime we can work with an engagedcitizen group it is a more effective way ofdoing what we can to improve the waterresource and water quality.”

As AIS continue to become more a partof life, Mamyek says they are seeing a lotmore citizen interest in lakes and theirissues.

This was seen when a group of threelake associations, including the ChristmasLake Association, began a grassrootseffort to stop the spread of zebra musselsinto their clean lakes. Advocating check-

points and an access gate, they wanted todo what it takes to stop zebra mussels fromentering the lakes.

Mamayek agrees in the sense that thestate can’t do it alone and it will take ateam effort to protect the bodies of water.

“Active citizens are a tremendousaspect in this effort for AIS,” Mamayeksaid. On the ground, grassroots work is thebackbone of the work to protect the bodiesof water.

Gehrig says people want to do some-thing but they are not sure exactly whereto go.

“We want to make sure citizens havethose resources so that they can take thatpositive action,” Gehrig said.

At the time of death, our coun-selors are available to assistyour survivors in arranging formemorial services, obtainingcertified copies ofthe death certificate,cemetery services,grave makers andmonuments, obituar-ies for the newspaperand paperwork forSocial Security andVeterans’ benefits.

Q. How does the Cremation Society of Minnesota Work?A. The Cremation Society is notified immediately at thetime of death. Then the member’s body is transported tothe Society’s crematory where it is held until proper med-ical authorization is secured. The cremation permit is thencompleted, and the body is cremated.

Q. Does the body have to be embalmed?A. No. With the Cremation Society of Minnesota’s modernfacilities the body does not have to be embalmed.

Q. What happens to the ashes after cremation?A. Your cremated remains (ashes) will be handled accord-ing to your written instructions. They may be picked up byyour survivors, or will be delivered or mailed for a fee.

Q. At the time of death, what is the cost for the cremation service?A. The cost of the basic cremation service which includesremoval of the body from the place of death, cremation, fil-ing of the necessary papers and cardboard container suit-able for burial is presently $1395.00 for members. This ispayable at the time services are rendered. The charge tonon-members, whom we also service, is more.

GOP selects delegates tomove on to stateconvention in tedious,drawn out processBY ANDREW WIG – SUN NEWSPAPERS

Saturday’s Senate District 50Republican Convention was not exactlyconventional.

In what was part pep fest, part organi-zational meeting and part election, 123 del-egates gathered in the auditorium ofBloomington’s Oak Grove Middle Schoolfor a meeting where they literally made upthe rules as they went along.

After early orders of business like “ThePledge of Allegiance,” a Christian prayerand a vote to officially form the new GOPsenate district, it became clear this con-vention would deviate from mere formali-ty.

The first point of contention aroseearly on, when some delegates balked atnot being included on the ballot that wouldgive them a chance to represent their dis-trict at state- and- congressional-level con-

ventions. Those wishing to be on the ballotwere to call or email the convention organ-izer; some said they did but were still leftoff the ballot.

A motion to allow delegates to be nomi-nated from the floor, reconciling the issue,passed. The proceedings were beginningto veer from a traditional path asConvention Chair Bill Peterson, a politicalveteran, showed his first signs of frustra-tion.

After debate on the delegate nomina-tion, the political-rally portion of the pro-ceedings could begin, as a number of polit-ical hopefuls materialized to rally thecrowd.

Candidates stumping included ChrisFields, who plans to challenge Rep. KeithEllison for his Congressional District 5seat, plus Kurt Bills, R-Rosemount, who isangling for Amy Klobuchar’s US Senateseat. Other lawmakers rallying the crowdwere US Rep. Erik Paulsen and Sen. TedDaley, R-Eagan.

Craig Marston of Richfield, who hopesto defeat Rep. Linda Slocum, D-Richfield,for the District 50A house seat, alsoaddressed the assemblage, promising anaggressive campaign.

“I want to hit the ground running April1st. Right after she’s endorsed I’m gonnaslam her,” he proclaimed. “I want to takethis whole district, all three seats.”

In a formality, the District 50 delegatesendorsed Marston Saturday, but were leftwith no candidates to pick from for theother two district seats.

Peterson, who oversaw the proceedings,initially planned to run for the openDistrict 50 Senate seat, before backing out.“It was just a lot of things that have comeup,” he said after the convention. “I justdecided after talking to a number of peo-ple that this isn’t time.”

Also unclear is who will run againstRep. Lenczewski, D-Bloomington, for theHouse District 50B seat. Marston said hehad no names of potential candidates foreither seat.

“I think people are waiting to see whatcomes out on the DFL side,” he said, refer-ring to the Democrats’ March 31 districtconvention, where either incumbentKelash or challenger Melissa HalvorsonWiklund will win the party’s endorsement.

The convention’s most heated sequencecame after lunch as delegates prepared tovote for those of them who would move onto the state and congressional levels.Again, the call was made for a rule change.

“There are people that are here for thefirst time that are not getting a very favor-able opinion of the process,” a delegateannounced, noting he had no way ofknowing who he was voting for.

“This is just an exercise in checkingnames,” another observed.

A strong contingent agreed, motioningto allow those hoping to be delegates at thestate convention a chance to address theassemblage before a vote. After an initialcall for a two-minute allowance, the roomreached a compromise to allow each candi-date 15 seconds to speak.

It meant voters would know — or havea fair idea — of the presidential candidateeach delegate would endorse on the statelevel. Supporters of presidential candidateRon Paul appeared to be the key delegatespushing for the rule change.

While presidential candidate RickSantorum won the straw poll inMinnesota, delegates won’t officiallyendorse the Republican candidate for pres-ident until the national convention inAugust. The upcoming Minnesota GOPConvention will determine which dele-gates represent the state on the nationallevel.

Paul supporters believe this meanstheir man still has a chance if they canpromote enough Paul-backing delegates,even though he finished a distant secondat the Minnesota GOP caucus.

“This guy has the most delegates here,”delegate Preston Patrick said, holding a

brochure for Paul, the only presidentialcandidate with a promotional table set upat the event. Several Paul supporters madethe same claim, believing base-level effortslike this one could still propel Paul to thenomination.

“The Ron Paul people do have that.They do have a very strong grass rootsmovement,” Marston said following theconvention, confirming that Paul support-ers were “very well represented,” alongwith those favoring Rick Santorum.

The delegates compromised their waythrough an event that hiccupped in fitsand starts all day, as it became somethingmore than a formality. Although dele-gates were stuck inside on a beautifulday outside, Marston said he understoodthe deviations in the delegate selectionprocess.

“You gotta know who you’re votingfor,” he said.

He also attributed the proceedings’halting pace to Senate District 50’s statusas a brand new political unit, cobbledtogether from parts of District 40 and 63.

Saturday’s convention ran abouteight-and-a-half hours, an hour-and-ahalf past its scheduled 4 p.m. conclusion.

Peterson, who appeared growinglyexasperated as delegates made motion-after-motion, partly attributed the pro-ceedings’ halting pace to the large por-tion conventioneers who were new to theprocess.

“Generally, there is a way you dothings,” Peterson said.

But political activists, jockeying forgrass-roots position, had their ownideas. The maneuvering will continueMay 19 at the state GOP convention.

ing and know the issues.”Kelash, a retired carpenter, has spent

four years in the Senate and six years inthe 1990s as District 63 chair. He toutshis experience on the EconomicDevelopment and Jobs Committee aswell as Environment and NaturalResources Committee.

Kelash, moving south — albeit ashort distance — into District 50 inorder to run, is taking a preemptivestance against any potential charges of“carpet bagging,” remindful that 55-60percent of his current constituents livein the district anyway.

New map, same mindsetLast month’s legislative redistricting

moved Wiklund from the northern por-tion of Senate District 40, to what willnow be the southern portion of District50. Last election cycle the district leanedRepublican overall, with Sen. Dan Hall,R-Burnsville, and Rep. Pam Myhra, R-Burnsville, taking office, while Rep. AnnLenczewski, D-Bloomington, has repre-sented the northern half of the districtin the Legislature for seven terms.

Wiklund believes her position to thesouth should not hinder her ability toreach out to the northern delegates andconstituents, noting she grew up furthernorth in eastern Bloomington, and thatshe has in-laws in Richfield.

“I need to get out there and workhard,” she said. “It doesn’t matter what(the district) looks like, and I would bespending a great deal of time withRichfield residents as well asBloomington residents.”

Kelash also has to win over a newgroup of constituents and delegates.“He’ll be introducing himself to a newset of people, but I think he’ll have goodsupport for folks in the old (District) 63that have gotten to know him well,” saidBrian O’Shea, chair of the old District63, who is helping the Democrats organ-ize in the new District 50.

While south the southern portion ofDistrict 50 is more moderate than thenorth, “there’s no significant differencebetween northern and southernDFLers,” O’Shea said.

Looking at the last presidential elec-tion as a measure, District 50 as it isformed now would have favoredPresident Barrack Obama by 20 points,O’Shea found.

“I don’t foresee the DFL having trou-ble holding that seat,” he said.

Taking a lead from the city’s healthylifestyle campaign, Bloomington’s annualState of the City address assessed thehealth and welfare of the city.

Mayor Gene Winstead and CityManager Mark Bernhardson discussedBloomington’s efforts at promotinghealthy lifestyles for its residents and vis-itors, as well as the fiscal health of thecity’s operations, during a March 7 lunch-eon at Bloomington Civic Plaza. Winsteadbegan by reviewing several initiativesintended to promote healthy living “in allplaces where we live, work and play.”

Winstead reviewed the do.town initia-tive launched last fall by Bloomington,Edina and Richfield in conjucntion withBlue Cross and Blue Shield of Minnesota.The initiative focuses on preventing ill-ness caused by unhealthy eating andphysical inactivity.

The city provides several services tomeet the do.town initiative, according toWinstead. The city’s alternative trans-portation plan, which provides improvedconnections throughout the city for walk-ing and bicycling, the seasonal farmersmarket at Civic Plaza, community gardenplots, improved nutritional efforts inBloomington schools, healthy foodoptions at city concession stands and thecity’s participation in the StatewideHealth Improvement Program are amongthe city’s efforts to foster healthier resi-dents within the community, according toWinstead.

Bloomington is a healthy, sustainablecommunity focusing upon high-density,mixed-use developments in areas of thecity poised for redevelopment, accordingto Winstead.

Winstead pointed to projects such asthe Penn-American District that will com-bine housing, retail and office uses with-in the development. The city’s South Loop District in thenortheast corner of the city, where themajority of development potential exists,is also beginning to take shape, Winsteadnoted, citing construction of the 500-roomRadisson Blu hotel that will be connectedto Mall of America and the plannedextension and reconfiguration of LindauLane, beginning this year.

Businesses have taken steps to makeBloomington a sustainable community,according to Winstead. The Mall ofAmerica’s conversion of its parking ramplighting to LED fixtures “will trim theparking ramps’ energy costs by two-thirds,” he said. “The energy saved wouldpower about 550 homes.”

IKEA, across from Mall of America, isinstalling solar panels on its roof, and will

be the state’s largest generator of energyfrom the sun, he noted.

Examining the city’s employment,“Things are looking up in this area,”Winstead said.

In 2011 the country’s unemploymentrate dropped from 9.8 to 8.3 percent. InMinnesota unemployment dropped from7.5 to 5.7 percent. In Bloomington therated dropped from 6.4 to 5.2 percent, bet-ter than the unemployment rate for themetropolitan area, according toWinstead. The city’s unemployment ratepeaked at 8.6 percent in June 2009, henoted.

“We also need to be aware there arestill many in need and struggling,”Winstead added, noting the Bloomington-based Volunteers Enlisted to AssistPeople food shelf continues to see a highdemand for its services.

Bernhardson discussed the health ofBloomington’s governmental operations,noting that for the third year the city hasheld the monthly cost of city services forthe median valued home at $67.82.

Discussions about security measures atthe Southdale courts in Edina are “anexcuse to close one of the division court-houses,” she said.

The county board’s discussion caughtcity officials off guard. The board consid-ered a proposal for temporary securitymeasures at its suburban courts Feb. 28.Part of that proposal, which was up for avote that afternoon, was to close theSouthdale courts this fall. That was newsto Johnson, who first heard of the plan byreading about it in the newspaper the fol-lowing day.

The plan calls for implementing inter-im safety measures at the suburbancourts until a long-term solution is deter-mined through a county study. The cost toimplement permanent safety measures atSouthdale would be higher because of thetwo-story design of its building, fuelingthe move toward closing the courts.

Johnson doesn’t think safety concernsjustify closing the building, and at mini-mum wants the closing of the Southdalecourts to be a separate considerationfrom safety decisions for the court sys-tem. “It’s logical to separate the court-house closure from the security issues,”she said, questioning if the court systemcan absorb the thousands of Southdalecases into the schedules at the othercourts.

Hennepin County 6th DistrictCommissioner Jan Callison, who repre-sents Edina, pushed to delay the Feb. 28decision to close Southdale, saying shewanted public scrutiny of the plan.“Important decisions require sometime,” she said.

Her call for public scrutiny was heed-ed, as city officials attended a March 8committee meeting to review the planand argue against closing the courts.

The Southdale courts provide an infor-mal, convenient way for residents ofBloomington to resolve misdemeanormatters, with Bloomington responsiblefor about half of the caseload at

Southdale each year, according toJohnson. “Most of our cases areBloomington residents making mistakesin Bloomington,” she said. “This is notthe hardcore stuff.”

Felony cases are heard in downtownMinneapolis, where weapons screening isalready in place. Moving Southdale casesdowntown, or to another suburban court,will have a significant impact onBloomington officials and police officers,as they will spend more time commutingto court hearings, and incur parkingcosts downtown. Sending police officersto Minneapolis for a traffic case willreduce patrolling in the city, sheexplained.

Taking police officers off the street is aconcern shared by Richfield DeputyChief Todd Sandell. Moving Southdalecases elsewhere will “take boots off thestreet for longer periods of time,” he said.

Losing the Southdale courts will alsocomplicate the process of getting searchwarrants signed, according to Sandell.Richfield detectives write hundreds ofsearch warrants a year, and those war-

rants need to be signed by a judge inorder to be executed. When the Southdalecourts are open, the signing of a warrantis typically a quick process, Sandell said.“It’s a longer process for them to get infront of a judge downtown,” he said.

The costs of closing the Southdalecourts would add up quickly forBloomington. Johnson estimates that thecity would spend about $100,000 moretransporting and processing detainees toMinneapolis rather than Edina, as well asthousands of dollars in parking fees andmileage expenses for city prosecutors.The cost to implement metal detectionwanding at Southdale is estimated at$117,000 per year. Wanding, however, isnot the preferred method for securityscreening, and is being proposed only asan interim security measure in the eventthe Southdale courts are closed. The secu-rity plan for Minnetonka and BrooklynCenter calls for pass-through metal detec-tion devices.

The board was to consider the propos-al at its March 13 meeting, after this edi-tion of the Sun-Current went to press.

The Spartans won the Class 3A,Section 5 title March 8 with a 72-61victory over Holy Family Catholicand earned a berth in this week’sstate tourney.

Top-seeded Richfield (25-4) was toplay Red Wing (19-10) in the statequarterfinals March 14 at WilliamsArena.

Winner of that game meetsfourth-seeded Hill-Murray (22-7) orHutchinson (25-3) in the semifinalsat noon Thursday, March 15, atTarget Center.

Championship game is 6 p.m.Saturday, March 17, at Target Center.

State tournament fans will get thechance to watch one of the state’smost talented and versatile basket-ball players when Richfield juniorpoint guard Jessica January takesthe court. She averaged 22 pointsduring the regular season.

Jefferson senior point guard BritneyScherber was at her best during in thefinal high school games of her illustri-ous four-year varsity basketball career.

Scherber scored 30 or more points inthree of her last four games and becamethe leading career scorer in Jeffersongirls basketball history with 1,563

points.The 5-foot-9 Scherber accomplished

that feat despite overcoming a rash ofinjuries and illnesses during her prepcareer.

As a junior, Scherber missed eightgames because of an appendicitis attackand sprained ankle.

The Jaguar standout missed onegame during her senior season with ten-donitis in her knee. Scherber alsosprained an ankle during the holidayvacation break but didn’t miss a game.

But she shrugged off that adversity

Bloomington Kennedy achieved oneof its biggest and most exciting basket-ball victories of the season in the Class4A, Section 2 playoffs.

The fifth-seeded Eagles defeatedfourth-seeded Lakeville South 71-68March 7 in the Section 2 quarterfinals.Jumah’ri Turner connected on a three-point shot at the buzzer for Kennedy’swinning points.

The victory advanced Kennedy tothe section semifinals against top-seed-ed Eden Prairie. However, Kennedy

was eliminated from the playoffs aftera 74-57 loss March 10 at Chaska HighSchool.

“We played a great game to defeatLakeville South,” said Kennedy coachNick Pocius. “We competed well as ateam and were able to win it on a last-second shot by Turner.

“Turner knows how to shoot but hasimproved his all-around play andpicked it up defensively.”

Turner led the Eagles in scoringwith 23 points. Rico Gunn contributed16 points and Jacob Kohner had 12points. C.J. Lewis finished with eightpoints.

Kennedy wasn’t able to match EdenPrairie’s long-range shooting in thesection semifinals. Eden Prairie madeseven of eight three-point shots.

Eden Prairie built a 34-26 halftime

lead.“We were within five points of Eden

Prairie in the second half but couldn’tget any closer,” said Pocius. “The gameturned into a battle of free throws inthe final minutes as Eden Prairiepulled away.

“We definitely fought hard, but EdenPrairie is a very good shooting team.”

Kennedy finished 11-17. The Eaglestied Lakeville South for sixth in theSouth Suburban Conference with a 7-11record.

Eastview and Lakeville Northshared the conference title with 17-1league records.

Pocius said he is excited about histeam’s prospects for next season.

“We lose two starting seniors, RicoGunn and Jacob Kohner, and they willbe missed next season,” said the Eagle

coach. “Both players were two-yearstarters.

“But we have a lot of sophomoreswho played significant varsity minutesthis season and should contribute nextseason.”

sented by two relays and one individualin the state Class AA boys swimmingmeet March 2-3 at the University ofMinnesota Aquatic Center.

Jaguar senior Ben Lundeberg com-peted in the 50-yard freestyle, placing21st in the preliminaries in 22.45 sec-onds.

Lundeberg also was a part of twoJefferson relay teams that competed atstate.

Lundeberg, senior Calvin Skinner,senior Scott Bachmeyer and sophomoreCharlie Hynes combined for a time of 1minute, 31.66 seconds in the 200 freestylerelay prelims.

Jefferson’s 400 freestyle relay team ofHynes, senior Derek Burling,Bachmeyer and Lundeberg finished22nd in the prelims in 3:22.54.

Eden Prairie won the Class AA teamtitle with 314.5 points. Maple Grove andMinnetonka tied for second with 206points.

Jefferson placed third as a team inthe Section 2AA meet Feb. 24 at RichfieldMiddle School.

Scherber averaged 19.8 points as asenior and netted 16.6 points per gameduring her junior season.

Scherber, headed to BradleyUniversity, rewrote the Jeffersonrecord book in many categoriesbesides career scoring.

Scherber holds the following indi-vidual records: career three-pointshots (171), total assists (293) and mostthree-point shots made in a single sea-son (64),

“Britney Scherber is without ques-tion the best scorer ever to wear aJaguar girls basketball uniform,” saidJefferson head coach Andy Meinhardt.“Her 45-point performance againstLakeville South [Feb. 17] was one of thebest individual performances I’ve seenas a coach.

“Britney’s 45 points was a 24-year-

old single-game scoring record. Shewas 12 of 22 from the field and 14 of 16from the free throw line.

“She also had five assists, reboundsand three steals in our 80-59 win.Britney is a special player,” added theJaguar coach.

Scherber made seven three-pointshots in her record-setting 45-pointscoring performance against LakevilleSouth.

“Making shots has always seemed tocome naturally for me,” said Scherber.“But I worked hard to stretch out myshooting range over the seasons.”

Scherber earned a starting varsityspot as a freshman and remained a fix-ture in the lineup for the past three sea-sons.

Scherber is a three-time all-confer-ence selection. She was the team’s mostvaluable player last season and earnedall-state honorable mention recogni-tion as well.

Jefferson finished the 2011-12 seasonwith a 10-16 record. The Jaguars lost 62-41 to Eden Prairie in the Class 4A,Section 2 quarterfinals Feb. 29.

Scherber has been part of an

improving Jefferson girls basketballprogram over the past four seasons.

“Our program has improved quite abit in the past couple of seasons,” saidScherber. “It was frustrating to be heldback by a few injuries along the way,but my senior season went well.”

Scherber is hoping to make a posi-tive impact on the Bradley Universitybasketball program next season.

“I’m excited for college competi-tion,” said Scherber. “I liked the atmos-phere around the Bradley Universitycampus on my recruiting visit.

“I enjoyed meeting the Bradleycoaches and players. I will work hardon improving all phases of my gamethis summer.”

Scherber has received basketballcoaching tips from her parents Brendaand Mike during her youth career.Both parents were BloomingtonKennedy basketball players.

“My parents really helped me learnhow to play the game,” said Scherber.

Her parents must have stressedshooting technique along the way judg-ing by their daughter’s numerousschool-record totals.

Josh Fremder is in his second year in Rhythm In Gold Show Choir. He is a very talented performer and continually works to become better. Josh posesses a great work ethic and gives his all in rehearsal. He has also played a huge part in behind the scenes work, as he’s managed sound systems, packed trailers and fixed equipment. He is an outstanding example of teamwork for the rest of the choir.

Jade is a junior at Kennedy and is an

excellent student with a 3.6 GPA. She is a captain on the Kennedy girls basketball team who won the South Suburban Conference title this year. She has verbally committed to go to Georgetown on Basketball scholarship after her high school career. She works very hard at basketball and at school. She is a pleasure to coach and has been a productive member of the Kennedy girls basketball team.
