1 EXECUTIVE SUMMARY This deliverable presents the results on the EU-Latin America ICT Cooperation Workshops, which took place in Montevideo and Buenos Aires on 30 August and 03 September 2010 respectively, to continue promoting the opportunities for ICT R&D collaboration between Europe and Latin America, and to enhance the ICT policy dialogue. The workshops were geared at ICT researchers from universities and industry, and ICT stakeholders from public, private and non-profit sectors and in general to potential ICT project partners interested in preparing proposals for EU funding for collaborative research projects. Both events were organised by the PRO-IDEAL partners in Uruguay (LATU) and Argentina (MINCYT), supported by the European PRO-IDEAL partners, INMARK and EMF. In Montevideo, the workshop focused on Uruguay- European Union ICT Cooperation and Public Policies on ICT Research, it was hosted by the Technological Laboratory of Uruguay (LATU), and supported by Incubadora de Empresas INGENIO and the National Agency for Research and Innovation (ANII). The event addressed public policies and ICT research priorities, and was attended by 78 delegates from academia, industry and institutions dealing with ICT. In Argentina, the PRO-IDEAL Info Day & Roundtable was organised by the Ministry of Science, Technology, through the Liaison Office Argentina–European Union (ABEST), in the framework of the Jornadas Argentinas de Informática JAIIO 39. The event aimed to discuss the ICT policies and priorities status in Argentina with national stakeholders and policy makers as panellists in the Round Table. The main topic was the ICT scenario in Argentina for future international cooperation in ICT R&D with Europe. About 42 key stakeholders from government institutions, academia and industry attended the event. Feedback from the participants showed their general satisfaction and a very good impression about the events in both countries. Also, the events were seen as a networking opportunity for exchanging ideas with national stakeholders and policy makers, helping strengthen dialogue between private and public companies and institutions on the ICT scenario.

2 INTRODUCTION PRO-IDEAL – PROmotion of an ICT Dialogue between Europe and America Latina – aims to promote the ICT programme in Argentina, Brazil, Chile and Uruguay, and complementary in Colombia, and thus to improve the overall performance of the Latin America research community in the ICT programme. The PRO-IDEAL events are at the core of the face-to-face promotion of the ICT programme. This document shows the results of the workshops held in Montevideo on 30 August 2010, and Buenos Aires on 03 of September 2010, respectively.

2.1 Objectives The main objective of the PRO-IDEAL workshops is to promote the opportunities and challenges for ICT R&D cooperation between Europe and Latin America under FP7, and to enhance the ICT policy dialogue. The Montevideo workshop focused on the discussion about public policies and priorities for ICT research, while the Buenos Aires event included and ICT Day followed by a Round Table addressing the ICT scenario in Argentina for future international cooperation in ICT R&D with Europe.

2.2 Schedule The Uruguay – European Union ICT coopeation Workshop on Public Policies and ICT Research was held on the 30 of August 2010. The event was organized and hosted by the Technological Laboratory of Uruguay (Laboratorio Tecnológico del Uruguay - LATU), in collaboration with other local organizations relevant to ICT and R&D in the country: the National Agency for Research and Innovation (Agencia Nacional para la Investigación y la Innovación – ANII) and Ingenio Business Incubator.

In Argentina the event was held on the 03 of September 2010 at Universidad Argentina de la Empresa (UADE) facilities, in the framework of the Jornadas Argentinas de Informática JAIIO 39. The workshop was organised by the Argentine Bureau for Enhancing Cooperation with the European Community in S&T (ABEST) from the International Relations National Direction, Ministry of Science, Technology and Productive Innovation (Ministerio de Ciencia, Tecnología e Innovación Productiva -MINCyT). Both events were supported by the European PRO-IDEAL partners, INMARK and EMF. In addition, the collaboration of local key players and decision makers in the ICT field, allowed for a thorough dissemination of the workshops throughout the local ICT community and all the organizations and individuals potentially interested in the ICT program, which ensured the participation of a number of qualified participants.

2.3 Profile of participants Overall, 120 people attended the workshops in both countries. The participant's profiles were mainly: government agencies and ministries, consultants, entrepreneurs, local private companies and universities; all of them closely related to ICT.

In Uruguay, 78 people attended the event, 56% from ICT companies and consulting firms, 25% of the participants from the academic sector and 19% from public institutions.

As for Argentina, 42 people attended the workshop, most of them

representatives and members of the private sector (45%), universities (31%), followed by representatives of government agencies (24%).

3 EVENTS DEVELOPMENT

The main topics in both events were related to the Latin America-Europe Cooperation in ICT R&D and ICT policy dialogue. In Uruguay, participants had the opportunity to know about public policies and ICT Research. In Buenos Aires after the Info Day on International cooperation with the EU, a group of experts in ICT participated in a Round Table to discuss key issues on national ICT R&D. The programmes of the workshops are included in Annex 1, and all presentations can be found at the PRO-IDEAL Platform: http://www.pro-ideal.eu/event_montevideo_2010 and http://www.pro-ideal.eu/workshop_LA_2010. Following we present specific information about the events.

3.1 Montevideo

3.1.1 ICT cooperation workshop on public policies and ICT research The event was welcomed by the president of LATU Dr. Rodolfo Silveira, who emphasized the importance of cooperation in ICT research between Uruguay and the EU. These introductory words were followed by the first conference by Yolanda Ursa, coordinator of the PRO-IDEAL project. Yolanda gave an overview of the PRO-IDEAL project and the Cooperation in ICT between Europe and Latin America through the 7th Framework Program. This presentation showed the objectives of the project, regarding participation of Latin American countries in FP7 ICT projects. She reviewed the FP7 projects with Latin American participation, in particular from Uruguay, and the main barriers for LA participation in FP7, explaining how PRO-IDEAL can help overcome those difficulties. She also spoke about the ICT work programme priorities, and presented the current and future FP7 calls. Finally, she announced the ICT 2010 event in Brussels and the joint Networking Session and Exhibition Stand, in collaboration with PRO-IDEAL, PRO-IDEAL PLUS, FORESTA and FIRST projects. Following, José Clastornik, Managing Director of AGESIC and ICT National Contact Point for Uruguay, explained the objectives and strategy of the Digital Agenda for the Electronic Government and the Information Society, an instrument used by the governments to advance in issues on Information Society. The Uruguay Digital Agenda 2008-2010 was reviewed in its two main aspects: public policies for the Information Society and objectives and goals for 2008-2010. The presentation also covered topics regarding Electronic Government, the eGovernment Platform, its legal framework and state of development. The Operations Manager of ANII, Sara Goldberg, presented the available tools of ANII to support technology and scientific research. She explained the four main instruments: subsidies designed to share innovation risks with enterprises, support to build linkages for innovation between the private sector and the universities, training of human resources and R&D capacity building. The available financing tools were reviewed, as well as the application rules and conditions. Following the agenda, Fernando Brum focused on the first results of the survey on ICT strategies and public policies for research and innovation in Uruguay, a study launched by LATU to understand the current state of the art of the national ICT scenario. His presentation described the different groups working in research in Uruguay, including their fields of activity and their academic and private sector

linkages. It also went over the academic and private sector strategies, as well as the strengths and challenges that the ICT sector faces in R&D. Carlos López from INMARK presented the results from the PRO-IDEAL and PRO-IDEAL PLUS survey on ICT research priorities in Latin America. This survey was carried out in June 2010 by the PRO-IDEAL consortium to identify the ICT research priorities in Latin America and assess their alignment with the ICT priorities of the EU. The survey, based on the answers provided by ICT researchers and stakeholders from Mexico, Colombia, Costa Rica, Cuba, Argentina, Brazil, Chile and Uruguay, showed that common Latin America ICT research priorities exist and the current alignment of the target countries with the European R&D priorities defined in the ICT Work Programme 2011-2012. With regard to Uruguay, the priorities identified by PRO-IDEAL are in line with those identified by the LATU survey. The second part of the workshop was an Information Session about Next ICT Call for proposals, in particular ICT Call 7. Yolanda Ursa provided details on ICT Call 7 and presented the different challenges, objectives and funding schemes open for this Call 7, as well as the opportunities for researchers in Uruguay and Latin America to participate. Idoia Bustinduy from EMF presented the support tools for proposals preparation included in the PRO-IDEAL platform www.pro-ideal.eu. The main tools available included the Partner Profile Questionnaire, the Project Angels Program and the ICT Wiki. At the end of this session, a space was opened for questions, answers and general comments about the points covered in the presentations and general aspects to participate in FP7 ICT projects. After the event, representatives of the PRO-IDEAL consortium met with representatives of EULARINET partners from the Ministry of Education and Science in order to discuss its collaboration with PRO-IDEAL and the participation of Uruguay in the 2010 ICT Event in Brussels.

3.1.2 ICT policy dialogue meetings The day after the workshop, on August 31, 2010, the PRO-IDEAL partners from LATU, INMARK and EMF participated in a series of meetings with key stakeholders and policy makers in the field of Science, Technology and ICT, in order to understand their views on the ICT policies in Uruguay and the ICT national priorities. The views expressed during the meetings are in line with the results of the PRO-IDEAL survey on ICT research priorities in Latin America and in Uruguay. The following meetings were scheduled:

Agencia Nacional de Investigación e Innovación (ANII). Meeting with Fernando Amestoy, Executive Director, and Sara Goldberg, Operations Manager.

Universidad de la República. Meeting with Gerardo Agresta, Executive Director of Fundación Ricaldoni, and Héctor Cancela, Executive Director of INCO (Computing Institute).

Universidad Católica del Uruguay. Meeting with Ernesto Ocampo, Academic; Omar Paganini, Dean of the Faculty of Engineering and Álvaro Pardo, Research Officer.

3.2 Buenos Aires

3.2.1 ICT Cluster Meeting Prior to the workshop, on the morning of September 2, 2010, there was a meeting among the ICT cluster projects, whith representatives of PRO-IDEAL and PRO-IDEAL PLUS, FIRST and FORESTA. The meeting was a great opportunity for the ICT projects partners to exchange views on their activities in Argentina and to discuss about cooperation on project activities, like the event organised by PRO-IDEAL and in particular in the ICT 2010 event in Brussels.

3.2.2 Info Day on International Cooperation Argentina-EU and Round Table on ICT R&D

The event held on 3 September was divided in two parts: an Info Day about International Cooperation between Argentina and the European Union, and a Round Table on ICT R&D in Argentina. In both sessions there was a discussion about cooperation in ICT R&D between Argentina and Europe, as well as on the ICT policies and priorities status in Argentina. The Info Day was welcomed by Alejandra Alvarez, Technical Coordinator of ABEST, who gave an overview of ABEST and MINCYT activities to promote Argentina participation in FP7 projects, including ICT. After this introduction, Rosa Wachenchauzer from MINCyT, explained the main ICT collaboration possibilities between Argentina-EU and presented the PRO-IDEAL project. Following, Yolanda Ursa, PRO-IDEAL project coordinator, focused on the success factors in ICT international cooperation projects with the EU. After her presentation, Idoia Bustinduy from EMF explained how PRO-IDEAL can help the local research community to get involved in ICT projects at an international level, through the tools included in the PRO-IDEAL platform. Luciana Ayciriex, from EULARINET and MINCyT, presented the Policy Dialogue opportunities in Latin America and EU through EULARINET; and Silvia Bidart, from ALETI, introduced the FIRST project state-of-the-art in Argentina. In the Round Table, a selected group of experts discussed about the ICT R&D prospective in Argentina and the policy dialogue for cooperation with the EU. This debate was chaired by Rosa Wachenchauzer. The panel was composed by:

In the roundtable, several issues were discussed by the panellists, including Argentine cooperation with the European Union since FP4. They also spoke about the direction of Argentina in the areas of ICT R&D and where should efforts be focused in the future towards being more competitive at international level. Another

issue discussed was the specific problems faced by national researchers and how these should be solved.

4 OUTCOMES The events in Montevideo and Buenos Aires were attended by qualified participants and key stakeholders from the academic, private and the public sector. In Montevideo, the event attracted a large number of ICT stakeholders (78 participants). In Buenos Aires, the format of the event – Round Table – was suitable for a small but selected group of stakeholders (42 in total). The lists of participants are included in Annex 3. Overall, the events had a significant impact in the target countries and provided an advantageous opportunity for participants to gain an up-to-date knowledge on the issues regarding international cooperation with Europe, learning more about the requirements for being part of an EU-LA consortium, and the opportunities for different local organisations to apply in upcoming ICT FP7 calls. The events were also a good opportunity for networking with key stakeholders in ICT and R&D.

4.1 Networking The events were seen by attendees as a great learning experience and networking opportunity, where people found replies to their concerns about the FP7-ICT program. People not only received key information and suggestions to improve their chance for success when applying the FP7-ICT call for proposals, but also exchanged knowledge and ideas with other colleagues, key stakeholders and policy makers; and discussed about R&D priorities, locally and for the Latin American region. At a national level, the event also helped to strengthen dialogue between representatives of key organisations and institutions in ICT and R&D:

In Montevideo, the level of networking demonstrated the interest of the

academia, private and public sectors in ICT. The origin of the participants in the event, coming from universities, ICT companies and also the public sector, guaranteed a broad dissemination of the PRO-IDEAL event and the FP7 ICT programme.

In Buenos Aires, both the workshop and the Round Table helped all the

participants to strength relations among them and with key institutions involved in ICT, such as MINCyT, UDESA, LIFIA, UNLP, and CONICET among others.

4.2 Invitations and Media Coverage

In Montevideo, the position of LATU and Ingenio Business Incubation as key players in the ICT sector in the country, as well as the partnership with main institutions and universities in this field facilitated the process of contacting and engaging the right people in the workshop. Thus, a great dissemination effort was done, resulting in a very good attendance to the event. The meeting invitations were distributed through LATU, Ingenio, ANII (National Agency for Research and Innovation) and CUTI (Chamber of ICT Industries) mailing lists. Furthermore, paper invitations were sent to key participants, and call centre services were engaged to confirm mail reception and participation in the event. Articles about the event were published in LATU, CUTI and Ingenio websites (a dossier with the news is included in Annex 4).

In Buenos Aires, invitations were distributed among key stakeholder through the MINCYT mailing list which includes representatives from government agencies, private companies, research centres, IT laboratories and universities. The organizers of the host event JAIIO 39 also sent out announcements of the PRO-IDEAL event among the contacts of their database.

4.3 Participants Feedback In both countries, a feedback form was distributed among the participants to know their opinion about the event and the overall activities. The form presented general aspects of the event that were rated on a scale of 1 to 5 (where 1 is poor and 5 excellent). Based on the participant assessment, the following table shows an overview of the feedback:

As seen in the table, this result shows the success of the events. In Uruguay, the 80% of the participants highly appreciated the content and topics covered in the workshop. Similarly in Buenos Aires, 79% of the attendants rated the Info Day and Round Table as a very good or excellent opportunity for networking activities. On average, 78% of the attendants felt very satisfied with event outcomes and 78,5% of them had an excellent overall impression of the event. Regarding the opinions of participants in both events, the following conclusions were extracted:

There is an increasing interest in the ICT Programme of FP7 in the academia, private and public sectors.

Research priorities in Latin American countries appear to be aligned with those in the European Union.

One important concern regarding ICT research in both countries are the low degree of cooperation between the academia and private ICT sector and the lack of interaction between the ICT industry and other companies.
