The Annual Report of the Springfield Police Division for the year 1979 is submitted herewith. This report provides a swnmary of the activities and accomplishments of the Division.

* * * * * * * * " * Major crime is categorized by the Federal Bureau of Investigation - Uniform crime Reporting System into Index and Non-Index Crime. The Index classification consists of Murder, Non-Negligent Mans­laughter, Rape, Robbery, Aggravated Assault, Burglary, Larceny and Auto Theft.

Index Crime totaled 4,734 in 1979 for a 3% increase ~rom the 4,597 reported in 1978. However, when comparing 1979 Index Crime to the 4,643 reported for 1976, the increase is only 2% for the two year pe.dod.

Total Part I Offenses cleared during 1979 was 2,459 or 45.3% as compared to 1,994 cleared in 1978 or 38.5%.

* * * * * * * * * * Juvenile Arrests for Part I Index Crimes decreased from 373 in 1978 to 337 in 1979 or 10%. Total Juvenile Arrests for all criminal offenses increased from 863 in 1978 to 915 in 11)79 or 6%.

Adult Arrests for Part I Index Crimes increased from 504 in 1978 to 506 in 1979. Total Adult Arrests for all criminal offenses decreased from 2,835 in 1978 to 2,692 in 1979 or 5%.

* * * * * * * * * * * There were 2,909 Motor Vehicle Accidents recorded in 1979 as compared to 2, 871 thl~ previous year. Four pel'sons were killed as a resul t of four accidents j one being a Pedestrian. '.rhis represents a decrease of 2 fatalities from 1978 and 6 from 1977. Persons injured in 1979 MoLo:~ vehicle Accidents totaled 644, a decrease of only 2 from 1978 but 83 from 1977.

* * * * * * The Uniform Sub-Division of the Springfield Police Division is comprised of the Piltrol section and Traffic section. This Sub-Division is under the command of a sUPQrior officer with the rank of Captain.

In the Patrol Section, this Captain is assisted by three Lieutenants and twelve Sergeants in the super­vision and administration of the various functions of this Section. Fifty-one Patrolmen are assigned to this, the largest Sub-Division of tho Police Division. These officers are assigned 'to four shifts, i.e., 1st, 2nd, 3rd and a Supplementary shift which is assigned the busiest hours.

The patrol Section maintains a oomplete and continuous patrol of the entire City for the prevention of crime and the apprehension of criminals and traffic offenders. This Section is responsible for the ini. tial investigation of most com, .• hints received.

In the Traffic Section, this Captain is assisted oy two Lieutenants in the supervision of the fWlctiona of this Seotion. One Lieutenant serves as Court Liaison Officer between Municipal Court and the Police Division. so that we may cooperate more fully with the Court.

Fifteen Patrolmen operate the motorcycles, radar units and accident investigation vehicles assigned.

The prime responsibilities of this section are controlling and regulating tz'affic, preventing accidents and enforcing all traffic laws and opdinanoes, apprehending both criminal and traffic violatot's and supervising the School Safety Patrol. MOst of the parking and moving violation citations are issued by officers of this Section.

Junk or abandoned cars about the City are handled by personnel in this Section. Many man-hours are spent on 'the enforcement of our City Ol'dinances and State Laws governing these vehicles.

* * * * * * * * * The Investigation Sub-Division is under the command of a superior offioer with the rank of captain. He is assisted by two Lieutenants in the supervision of the functions of this Sub-DlYision, which inclUde:

'fheir goal is an Associatll Degree in police science and being promoted from the Cadet Progl'am to probationary Patl'olman,

During 1979 the Springfield Police Athletic League (PAL) completed its first full year of operation. PAL opened the doors 011 its Recrcatiollal Youth Contel' located in the old Scars Farm store at 21 Union St. 'fhe Center is equipped with a complete boxing gym, basketball court, volleyball, indoor hockey, billiards, foosball, ping pong; und a television antl ,iu]w box ape also ill use.

The Contol' is open 40 hrs. pel" weck fpom 3 :30 PM to 10 :00 P~l Monday thm Friday and from I:.! ;00 P~l to 10: 00 PM on Saturday. Any boy or girl, age 10 to 17, may usc this t'acility ~li th the purchase of a membel'ship which is $1.00 per year.

PAL has full-·time civilian supervision during the haUl'S it is open and sevepal police officcl's and ci vilians donate their time in some of the vaPlous l'ecreational programs.

Our crime Prevention Programs were continued during 1979. 1!ol~cvel', we lost our four Neighbol'hood Assistance Officcps who were funded by CETA, which seriously affeoted theso progrtlm~. Neighborhood CrimI; Watch was continued but on a much smallep scale. OUl' Seniol' citizen Programs have been vcry successful, with a monthly meeting being held at seven different locations about the City. These mcetingH are l.cld to advise our senior Citizens methods and techniques they can apply [0 pl'evel1l thuir becoming victims of a crime.

Specilll pequcsts w~re acknowledged l1hcn posslble ,by our Crime Prevention Unit frolll special interest groups, civic organizations, etc" wishing information on specific topics such as Safety for \~omel1, etc,

Safety City was conducted for the loth year, for 11 weeks during the summer, fop pro-school age children. I':nrollment for 1979 was 955. Sat'ety City I~as set-up at Perr'in Woods, Gl'ayhill, F;lml10od and Simon Kent.on Schools, Subjeets covered include safety at home, on the way to and from school, bicycle safety and fire safety practices. In addition, these pre-schoolers are taught not to accept money or gifts from a strangcp and not to accept a ride from someone they do not know. They ape also made aware that a police­man is their friend.

The Patrol Section is charged with the responsibility of maintaining a sustaitwd effort to\~ard tho utlcomplishmont of the primary police functions of presel'ving the peace, pl'otecting life and property and the apprehension of all violators of criminal luw, both State statute I). This Sub-Division is charged with the investi­gation of all major crimes; suppression of vice ,ill all forms; the serving of all out-of­town warrants; the checking of all communica­tions from other police departmel1ts; and the general investigation of all persons suspected of criminal activities.

The Staff Services section is charged with the l'esponsibqi ty of performing those non-line functions and activities that serve the purpose of developing personnel into effective patrol­men, supervisors, commanding officers and ad­ministrators; thus developing the police Division to most effectively fulfill the police purpose and provide adequate administrative controls.

The functions carried out by the Auxiliary Services Section include fingerprinting, photo­graphing and search of crime scenes. They are also responsible fOl' compiling, maintaining and administering all records for the entire Division; including fingerprint and mug files.
