Background

The UNESCO Iraq Office, working under the framework of the United Nations Literacy Decade (UNLD 2003-2012), launched the Literacy Initiative for Empowerment (LIFE) project in Iraq in 2010. LIFE Iraq is a 4 year project, which aims at supporting the Government of Iraq and the Iraqi Civil Society in the implementation of a national campaign for literacy towards achieving the overall EFA goal of reducing illiteracy by 50% by 2015.

National illiteracy rates are estimated at 20% in Iraq. Women are particularly affected by illiteracy, especially in rural areas, where close to 50% of women aged between 15 and 24 are illiterate, compared to 28%-20% of women living in urban and metropolitan areas.

The Government of Iraq (GoI) has responded to the literacy challenge with the development of new literacy textbooks, the introduction of accelerated learning programs, and the opening of new literacy centres, however equal access and attendance remain challenges to progress on literacy in Iraq.

The LIFE project for Iraq has been designed to empower the Government of Iraq and its Civil Society in order to provide equal access to literacy regardless of gender or geographical location.

Purpose:

The main goal of the LIFE project for Iraq

is to build the necessary institutional and human capacities both at central and governorate level, in order to deliver sustainable and empowering literacy for all.

Key Objectives:

Build the institutional capacity required for the development of sustainable and empowering Non Formal Education (NFE) and literacy policies;

Create momentum to mobilize awareness and commitment for increasing NFE and literacy efforts through the promotion of national and international partnerships and advocacy;

Strengthen the capacity of Ministry of Education (MoE) and Directorates of Education (DoEs) to deliver sustainable and empowering NFE and literacy programs;

Enhance the national capacity in data collection, policy planning, monitoring and evaluation of NFE and literacy programmes;

The Strategy:

The LIFE project for Iraq has been designed to set up a coordinated and structured literacy campaign by ensuring the following:

Completion of a Rapid Needs Assessment to assess the quality and scope of policies and the organizational structures for delivering literacy programs, both at the central and governorate level.

Based on the identified needs ensure institutional capacity building to develop and implement a national literacy LIFE strategy to support the launch of the national literacy campaign.

Support National NGOs in the implementation, monitoring and evaluation of effective literacy programs;

Pilot new literacy and NFE programs and ensure necessary training of facilitators and teachers in the field of literacy and adult education;

Set up a LIFE NGO Literacy Network to ensure effective implementation of literacy and life skills programs

Coordinate the launch of an advocacy media campaign targeting out of school youth and illiterates

As part of the capacity building process a task force has been nominated in partnership with Government of Iraq and Ministry of Education. At the governorate level, local literacy committees will be created within DOEs to plan, implement, monitor and support literacy interventions with the full support of local communities. UNESCO Iraq Office will ensure coordination

of all activities and build strategic partnerships with other UN agencies, national and international NGOs, and donors to ensure effective coordination in the launch of the national literacy campaign 2010-2015.

Target Beneficiaries

The project directly contributes to build the capacity of MoE staff, NGO literacy facilitators, and teachers;

The ultimate beneficiaries of the project are the estimated 5 million vulnerable illiterates including out-of-school youth, children, and adult illiterates.

االأمم عقد اإطــار يف العراق، يون�سكو مكتب اأطلق املتحدة ملحو االأمية 2003-2012، م�سروع مبادرة حمو للعام العراق يف )LIFE( التمكني اأجل من االأمية 2010. اإن مبادرة )LIFE( هي عبارة عن م�سروع ميتد لـ 4 �سنوات ويهدف اإلى دعم احلكومة العراقية ملحو وطنية حملة تنفيذ يف العراقي املــدين واملجتمع االأمية نحو حتقيق الهدف الكلي للتعليم للجميع واملتعلق

بتقليل االأمية بن�سبة %50 بحلول العام 2015.

العراق. يف 20% بـ الوطنية االأمية ن�سبة تقدر وتتاأثر الن�ساء ب�سكل خا�ص باالأمية، خا�سة يف املناطق الريفية، حيث تبلغ ن�سبة االأميات من الن�ساء ما يقارب %50 بني االإناث البالغات من العمر 15-24 عامًا، اإذا ما قورنت بن�سبة الن�ساء اللواتي يع�سن يف املناطق

احل�سرية والعا�سمة واملقدرة بـ 20%-28%.

اجلغرايف.

الهــــدف الرئي�سي:

العراق مل�سروع )LIFE( يف الرئي�سي الهدف اإن على الالزمة والب�سرية املوؤ�س�سية الــقــدرات بناء هو حمو لتوفري املحافظات، وم�ستوى املركزي امل�ستوى

اأمية م�ستدامة ومتكينية للجميع.

الغايات اال�سا�سية:

لتطوير املــطــلــوبــة املوؤ�س�سية الـــقـــدرات بــنــاء �سيا�سات م�ستدامة ومتكينية ملحو االأمية والتعليم

غري النظامي.

جتاه وااللــتــزام الوعي لرفع دافعة قوة اإن�ساء والتعليم االأمية حمو جمال يف اجلهود ت�سافر غــري الــنــظــامــي مــن خـــالل تــعــزيــز الــ�ــســراكــات

والتوعية على امل�ستويني الوطني والدويل.

العامة واملديريات الرتبية وزارة قدرة تعزيز للرتبية يف توفري برامج م�ستدامة ومتكينية ملحو

االأمية والتعليم غري النظامي.

تعزيز القدرات الوطنية يف جمال جمع البيانات، وتخطيط ال�سيا�سات، واملتابعة والتقومي لربامج

حمو االأمية والتعليم غري النظامي.

اال�سرتاتيجيـة:

مت ت�سميم م�سروع )LIFE( لتنظيم حملة منظمة ومن�سقة ملحو االأمية من خالل �سمان:

لتقييم ال�سريع االحتياجات م�سح من االنتهاء التنظيمية والهياكل ال�سيا�سات ومــدى جــودة

اخلا�سة بتوفري برامج حمو االأمية، على امل�ستوى املركزي وم�ستوى املحافظات.

حتديدها، مت التي االحتياجات اإلــى ا�ستنادًا تطوير جمال يف املوؤ�س�سية القدرات تعزيز يتم االأمية ومبادرة ا�سرتاتيجية وطنية ملحو وتنفيذ ملحو الوطنية احلملة اإطالق لدعم )LIFE(

االأمية.

دعم املنظمات غري احلكومية الوطنية يف تنفيذ ومتابعة وتقومي برامج حمو االأمية الفعالة.

االأمــيــة ملحو جــديــدة جتريبية بــرامــج اإعــــداد التدريب توفري و�سمان النظامي غري والتعليم الالزم للمي�سرين واملعلمني يف جمال حمو االأمية

وتعليم الكبار.

العاملة احلكومية غري للمنظمات �سبكة اإن�ساء ل�سمان )LIFE( و االأمــيــة حمــو جمــال يف تنفيذ برامج حمو االأمية وتعليم مهارات احلياة

ب�سكل فعال.

توعوية اإعالمية حملة اإطـــالق عملية تن�سيق الــدرا�ــســة ــن م املــتــ�ــســرب الــ�ــســبــاب ت�ستهدف

واالأميني.

فريق ت�سمية مت القدرات، بناء عملية من وكجزء الرتبية. ووزارة العراقية احلكومة مع بالتعاون عمل وعلى م�ستوى املحافظة، �سيتم اإن�ساء جلان حملية ملحو االأمية �سمن املديريات العامة للرتبية لتخطيط وتنفيذ االأمية بدعم التدخالت يف جمال حمو ومتابعة ودعم يون�سكو مكتب و�سيقوم املحلية. املجتمعات من كامل ال�سراكات وبناء االأن�سطة كل تن�سيق ب�سمان العراق االأخــرى، املتحدة االأمــم منظمات مع اال�سرتاتيجية واملنظمات غري احلكومية الوطنية والدولية، واملانحني ملحو الوطنية الإطالق احلملة الفعال التن�سيق ل�سمان

االأمية لالأعوام 2015-2010.

الفئات امل�ستهدفة:

ي�ساهم امل�سروع ب�سكل مبا�سر يف بناء قدرات موظفي ملحو املنظمات غري احلكومية ومي�سري الرتبية وزارة

االأمية واملعلمني.

ويقدر عدد امل�ستفيدين من امل�سروع يف نهاية املطاف وال�سباب االأطفال ب�سمنهم حمتاج اأمّي ماليني 5 بـ

املت�سربني من الدرا�سة واالأميني الكبار/البالغني.

ال�ســركاء الرئي�سيون:

واملــنــظــمــات غــري احلكومية الــعــراقــيــة، احلــكــومــة الوطنية والدولية، واملنظمات املجتمعية، وقادة املجتمع

على امل�ستوى الوطني.

التمــويــل:

مت متويل امل�سروع من قبل مكتب �سمو ال�سيخة موزة بنت نا�سر امل�سند: ما يزيد عن 6،300،000 مليون

دوالر اأمريكي.بالتعاون مع احلكومة العراقية.

مــدة امل�ســـروع:

48 �سهرًا.
